The piston has grooves for oil rings, so putting a liner over the rings would be catastrophic. So, I believe that liner is lining the cylinder walls. In this case, tuleja cylindrowa is the right name for a replaceable cylinder liner. Apparently, here, the liner has a guiding function, hence prowadząca.
