Art. 13 of Polish Public Contracts Act (also referred to in English as Public Procurement Act - Ustawa o zamowieniach publicznych) provides for various ways of awarding public contracts, one of them being precisely "z wolnej reki" which is further explained in Art. 70: "Sole-source contracts shall be the procedure for awarding a public contract where the orderer concludes it after negotiations with only one supplier or contractor" (typically, as opposed to tenders).
