Цель поправки к Протоколу (in context)

First of all, the word 'поправка' is not the issue here. The Asker is perfectly capable of figuring out for herself which term fits here best. That may very well be 'amendment', for all I care.
Now, the way I see it (and the Asker will probably correct me if I am wrong), the problem with the Russian sentence is that there appears to be something missing there, a verb to be exact. And rephrasing it the way Taisiia did doesn't help much in my opinion: ''The (primary) objective of Amendment XXX to Protocol is.. [statistical methods]..''. That sounds just about as grammatically correct(?) as the source sentence does. My point is (unless I completely misunderstand the original, which of course is possible albeit highly unlikely) that something needs to be done about the ''cтатистические методы и промежуточный анализ'' - they have to be somehow dealt with or otherwise addressed and the ''поправка'' is designed to do just that.
I hope I make myself clear.
