Source text - English Sistema Penitenciario – DGSP State Prisons
The Sistema Penitenciario is an institution responsible for the safe custody of persons deprived of their liberty in defense of society, respecting human rights and guarantees for their rehabilitation, and reintegration into society.
The State Prison command and communications structure hosts its national headquarters in the city. The outlying Prisons will connect back to the headquarters via HF links and will be able to communicate internal situational reports as necessary. These systems will allow communication during a state of emergency at any state prison location to communicate precise events as they unfold. These locations may be seen in Figure 4 DGSP Prison CONOPS Diagram. The detailed list of the DGSP national headquarters and Prison locations and their systems detail may be found in Table 4 DGSP Prison Locations.
The State Prison national headquarters will be fitted with a 500 Watt encrypted voice/data capable system and POTS telephone interconnect system. Prison sites will be configured with the 125Watt Envoy base station system. The technical details for each of these systems may be found Appendix A Key Product Descriptions.

La Prisión del Estado y la estructura de comunicación tienen sus sedes nacionales en la ciudad. Las prisiones lejanas podrán comunicarse con las sedes a través de vínculos HF y podrán enviar informes internos de los acontecimientos, tanto como sea necesario. Estos sistemas permitirán la comunicación durante un estado de emergencia en cualquier prisión del estado para comunicar acontecimientos exactos conforme vayan presentándose. Estas ubicaciones pueden verse en la Figura 4 DGSP, diagrama de prisiones CONOPS. La lista detallada de las sedes nacionales DGSP y las ubicaciones de la prisión y sus detalles de sus sistemas pueden encontrarse en la Tabla 4 DGSP prisiones locales.

Source text - English Buenos Aires presents itself as the ideal city for street performers to make walls yell. An own interesting identity takes place in the streets without police persecution and with the presence of the neighbors. Going back to history, we could remember their techniques, the boundaries in the art world, and the projection of the career of this urban idea persons. If we go back in history we could remember the rock paintings and the Viking graffiti, but street art entered into the collective thinking until the decade of 1970 in New York. They communicated with the whole world through some of the American movies. While Hip Hop culture was at its highest, graffiti was being successful in the subways of Manhattan as a type of territorial mark among gangs, who used that as a way of giving their opinion about the political and social reality that surrounded them. The story begins in Buenos Aires some years later, at the beginning of the 80's, when young artists, after the military dictatorship, decide to go out to the streets with their ink and spray paints to show their art to all the people. But in our city it was not truly an answering expression, nothing but trying to give back some vitality and color to the gray and uniform environment. After the crisis of 2001, the street techniques became stronger with the help of a new generation of urban artists who were formally educated as graphic designers with a very clear objective: generate a community.

Sin persecución policial y con la presencia de los vecinos se desarrolla una identidad interesante que es propia en las calles. Si recordamos la historia también recordaremos sus técnicas, el alcance en el mundo del arte y la proyección de carrera de estos creativos urbanos.
Si bien haciendo un poco de historia podríamos remontarnos a las pinturas rupestres y los graffitis vikingos; no fue hasta la década de 1970 en Nueva York que el arte callejero ingresó en el imaginario colectivo. Se llegaba por primera vez al mundo entero utilizando como medio alguna película americana. En medio de la cultura HipHop, el graffiti era muy conocido en los trenes de Manhattan, como una especie de marca territorial entre pandillas que encontraban en esa expresión la forma de opinar sobre la realidad política y social que los rodeaba. En Buenos Aires el relato comienza unos años más tarde, a principios de los 80, donde los artistas jóvenes después de la dictadura militar se animan a salir a las calles con sus tintas y aerosoles para mostrar públicamente su arte. Pero en nuestra ciudad no se trataba solamente de una expresión de respuesta; más que nada se centraba en devolver un poco de vitalidad y color a un entorno gris y uniforme. Después de la crisis del año 2001, las técnicas callejeras se acentuarían de la mano de una nueva generación de artistas urbanos formalmente educados como diseñadores gráficos con un objetivo muy claro: crear una comunidad.
