Тема строительства нефтепровода Баку-Тбилиси-Джейхан была главенствующей как во время визита президента Азербайджана И.Алиева в Казахстан,так и в ходе визита президента Грузии М.Саакашвили в Азербайджан,состоявшихся в марте нынешнего года.
Речь идет о проекте международного трубопровода Баку - Тбилиси - порт Джейхан на Средиземном море (БТД) годовой мощностью до 50 млн. тонн сырой нефти. Как известно из почти 1800 км его общей протяженности более 400 км приходится на Азербайджан, меньшая часть пройдет по территории Грузии и свыше 1000 км будет проложено по территории самой Турции.
Азербайджанская элита и активно поддержавшая проект администрация США обнаружили в нем был целый ряд достоинств. Прежде всего он отвечает оптимистическим оценкам потенциальных запасов нефти в азербайджанском секторе Каспия и во всей акватории моря. Нефтяные запасы Азербайджана оцениваются сегодня приблизительно в 10 млрд. тонн. И это вполне реальные оценки ,сделанные не только местными ,но и иностранными специалистами. Для главной надежды сторонников ОЭТ - блока месторождений Азери - Чираг - Гюнешли (АЧГ) компания "Бритиш Петролеум" находит 750 млн. тонн извлекаемых запасов нефти.
Строительство ОЭТ открывает путь предсказываемой " большой каспийской нефти" не к Черному морю, к которому сейчас сходятся все начинающиеся в регионе нефтепроводы (Баку - Новороссийск, Баку - Супса, система Каспийского трубопроводного консорциума), а к Средиземному, обходя по суше Босфор и Дарданеллы. Одновременно это делает экспортную политику Азербайджана независимой от транспортного потенциала и стратегических намерений России. Более того, вовлекает нашу страну в новую систему международных нефтяных потоков, по отношению к которой Россия попадает в положение аутсайдера. В эту же систему в силу своего географического положения частично втягивается и Грузия, также стремившаяся все прошедшие годы как можно дальше дистанцироваться от России и СНГ.
В течение довольно длительного времени проект не считался ни в нашей стране, ни среди крупнейших нефтяных компаний мира заслуживающим серьезного внимания. Полагали, что его просто не удастся построить, тем более в короткие сроки: начало строительства - апрель 2003 г., завершение - 4-й квартал 2004 г., первый экспорт нефти - 2-й квартал 2005 г. В качестве причин при этом называли дороговизну строительства системы, неясность вопроса об источниках экспортной нефти для нее и политическую нестабильность в курдских районах Турции, через которые должен проходить трубопровод.Препятствия создавали и незаинтересованные в этом некоторые внутриполитические круги Азербайджана.Именно они с помощью внешних сил ,ведущих борьбу за сферы влияния в регионе ,делали все ,чтобы сорвать подписание контракта,дестабилизировать ситуацию в стране,не дать реализоваться планам по осуществлению крупномасштабного проекта. И таких попыток было немало. Тем не менее благодаря помощи и активному влиянию американской администрации и сбалансированной,четко выверенной политике экс-президента Г.Алиева,позволившей сохранить и укрепить стабильность в Азербайджане, был сформирован международный консорциум во главе с "Бритиш Петролеум" (30,1% акционерного капитала). Другими крупными участниками стали азербайджанская государственная нефтяная компания ГНКАР, американские "Юнокал", «Эксон», «Дельта Хесс»,представляющие интересы политических и финансовых кругов Соединенных Штатов Америки, а также норвежская, турецкая , итальянская, две японских, франко-бельгийская и американо-саудовская компании.
Но и после этого судьба проекта продолжала оставаться неясной, хотя благодаря инвестициям компаний - членов консорциума строительство нефтепровода уже началось. Однако вопрос финансирования работ не был решен в целом, и это подкрепляло если не уверенность, то надежды противников проекта на то, что он все же не будет реализован, и, значит, не о чем особенно беспокоиться.
События 11 сентября 2001 г. подтолкнули к тому, чтобы реально оценить тенденции развития политической обстановки в мире и сделать акцент на альтернативные источники углеводородов .В таком контексте организация финансирования выгодного цивилизованному сообществу и прежде всего Соединенным Штатам ОЭТ оказалась скорее делом техники, чем проблемой. Кстати,среди главных подрядчиков и американская «Халибертон»,занимающаяся строительством и поставками нефтяных платформ.
В феврале этого года в Баку состоялось официальное подписание кредитного соглашения о финансировании ОЭТ с кредиторами проекта - акционерами БTД и правительствами Азербайджана, Грузии, Турции. Сумма привлекаемых средств с учетом начисленных процентов равна 2,6 млрд. долл. при общей стоимости проекта в 3,6 млрд. долл. Кредиты предоставят четыре группы заемщиков. В первую группу входят Европейский банк реконструкции и развития и Всемирный банк, которые предоставят 500 млн. долл. Ко второй группе относятся экспортно-кредитные агентства. Третья группа -- это синдикат из 15 коммерческих банков, которые выделят 1,2 млрд. долл. В четвертую группу войдут крупные компании – акционеры самого БTД . «Это важнейший проект для транспортировки каспийской нефти на мировые рынки. Мы очень рады,что он становится реальным»,-отметил представитель компании ВР в России Питер Хеншоу.
Известно,что нефтяной сектор является сегодня ведущей отраслью экономики Азербайджана.В республике создан Нефтяной фонд,средства которого идут на решение многих социальных вопросов.Улучшению и развитию этой сферы несомненно будут способствовать и средства,полученные от реализации проекта Баку-Джейхан. А это в свою очередь позволит успешно решать вопросы социальной защиты населения,особенно его малообеспеченной части,направить усилия на борьбу с бедностью,решать проблемы миллиона беженцев,часть из которых на протяжении многих лет проживает в палаточных городах.По сути, все это позволит значительно повысить уровень материального и социального благосостояния народа.Кроме всего прочего ,проект обеспечивает рабочими местами сотни тысяч людей и в Азербайджане,и в Грузии, и в Турции.
Итак, теперь есть деньги на завершение всего проекта и на заполнение трубы технологической нефтью. Строительство уже начато и планомерно осуществляется. На грузинском участке из 248 км трассы подготовлено более112 км и уложено почти 90 км труб. Новый президент Грузии М. Саакашвили уже успел заявить, что «БТД на грузинском участке будет обязательно достроен». Ожидания, что нефтепровода так и не будет, не оправдались, и, следовательно, геоэкономическая и геополитическая ситуация на Каспии существенно меняется.
Главная проблема проекта в том, что он запланирован не только под имеющуюся,но и под ожидаемую в будущем большую каспийскую нефть.Прежде всего речь идет о крупном нефтяном месторождении на Каспии Азери-Чираг-Гюнешли.Надежды на достижение рентабельности ОЭТ уже в ближайшие годы связываются и с нефтью Казахстана . Казахстан вовлечен в переговоры с Азербайджаном относительно подключения к ОЭТ его нефти через порт Актау на Каспии. «Казахстан заинтересован в успешной реализации проекта Баку-Тбилиси-Джейхан.Для нас это очень важно как альтернативный экспорт наших энергоносителей на зарубежный рынок»,-заявил на встрече с президентом И.Алиевым в Астане глава Казахстана Н.Назарбаев. Первоначально казахстанская нефть будет подаваться танкерами через Каспийское море, а затем между Казахстаном Азербайджаном будет решен вопрос о прокладке трубопровода. Президент Казахстана отметил также ,что «в будущем можно будет думать и о подключении к газовому проекту в этом же направлении».
Несомненно,важным является вопрос безопасности прохождения маршрута нефтепровода .Проблема неоднократно обсуждалась на встречах представителей трех стран-участниц маршрута. Именно на них были приняты решения о формировании специальных служб,обеспечивающих охрану и безопасность прохождения нефтяного трубопровода. «Западные государства и международные организации заинтересованы в сохранении стабильности в Азербайджане и окажут всяческую помощь ее обеспечению»,-заявил посетивший недавно нашу страну глава делегации американской организации Business Executives for Security ,отставной генерал Чарльз Бойд.
События на Ближнем Востоке , в зоне Персидского залива делают выгодным этот проект и для самих граждан США. Постоянная зависимость от поставок нефти из нестабильных регионов мира повышает риски его своевременной и безопасной доставки. Сегодня американцам нужны прежде всего выгодные альтернативные источники углеводородов. Именно таким является зона Каспийского моря и нефтепровод Баку –Тбилиси –Джейхан, обеспечивающий энергетическими ресурсами многие регионы мира. Не случайно американское правительство активно поддерживает этот проект и делает все для его скорейшей реализации. Ясно ,что нефтепровод Баку-Тбилиси-Джейхан, соединив Азербайджан,Грузию и Турцию, станет гарантом мира,спокойствия и базопасности на Кавказе.
Все это укрепляет надежды на скорейшее завершение строительства и сдачу в эксплуатацию столь грандиозного международного проекта как Баку-Тбилиси –Джейхан.

Translation - English BAKU-CEYHAN BECOMES A REALITY
The subject of Baku-Tbilisi-Ceyhan oil pipeline construction was the highlight during the visits of Azerbaijani president I.Aliyev to Kazakhstan and the president of Georgia M.Saakashvili to Azerbaijan this March.
Focus of the talks is the project of international pipeline connecting Baku-Tbilisi with the Mediterranean port of Ceyhan (BTC) with an annual capacity reaching 50 mln. tons of crude oil. It is known that lengthwise out of almost 1800 km over 400 km passes via Azerbaijan, whereas less section will be laid in Georgia and other 1000 km will be set via the territory of Turkey.
Azerbaijani elite and the US administration, which actively supported the project, have discovered a number of advantages here. First and foremost, the project meets optimistic appraisals in potential crude oil reserves’ in the Azerbaijani sector of the Caspian and throughout the entire defined aquatic area. Azerbaijani oil reserves are estimated to contain nearly 10 billion tons of crude oil. These are fairly realistic estimations made by both local and international experts. British Petroleum Company allocates 750 mln. tons of produced oil for the Azery-Chirag-Gunashli oil-field block, which is the focus of all hopes for the MEP supporters.
Construction of MEP opens the gates for the so-called ‘big Caspian oil’ not for the Black sea, which is the concentration point of all regional oil-pipelines (Baku-Novorossiysk, Baku-Supsa, Caspian Pipeline Consortium system), but Mediterranean sea, thus on-land bypassing Bosporus and Dardanelles. Simultaneously, this renders Azerbaijani export policy independent from Russian transport potential and strategic intensions. Moreover, this involves our country into the system of international oil-traders, in which regard Russia turns to be an outsider. Same system, in view of its geographic location, includes Georgia which, within all past years, pressed for the greatest distance possible from Russia.
The project was considered worth any serious attention neither among the world largest oil companies, nor in our country for quite a while. The assumption was that it is just impossible to be constructed, especially taking into account such a short terms: its commencement was scheduled for April 2003, final stage – 4th quarter of 2004, first oil export – 2nd quarter of 2005. Part of the reasons in this case was blamed to be an expensive system construction, lack of clarity vis-à-vis its export oil issue, and political instability in the Kurdish regions of Turkey through which the pipeline was supposed to pass. Obstacles in such development have also been laid by some uninterested inner political circles of Azerbaijan. It is they who, with assistance of external forces fighting for the zones of influence in the region, have done everything with the purpose of disrupting the Contract signature, destabilizing the situation in the region, thus rendering large-scale project implementation plans impossible. Such attempts were quite numerous, however as a result of assistance and active influence of American administration and a balanced, clearly defined politics of Heydar Aliyev’s ex-presidentship, which made possible creation and strengthening of stability in Azerbaijan, an international consortium led by British Petroleum (30,1% shares) was established. Other substantial partakers became SOCAR (Azerbaijani State Oil Company), Unocal, Exxon, Delta Hess, representing interests of political and financial circles of the United States of America, and companies from Norway, Turkey, Italy, Japan, French and Belgium, as well as American-Saudi JV’s.
But even after this the future of the project remained unclear, though, as a result of the Consortium members’ investments, the pipeline construction was already commenced. However, the operations’ funding issue was not entirely solved, thus strengthening project adversaries’ hopes and wishes for its halting, consequently saving them from any further anxiety.
Events of September 11, 2001 have given impetus to real evaluation trends of the world political advancement and stressed the issue of alternative hydrocarbon sources. In this context establishment of MEP which is profitable for the civilized community and primarily the United States, turned out to be a technical issue rather than a problem. Let us note, that among major contractors we can see Halliburton, an American company engaged in construction and oil rigs logistics.
This February Baku held an official signature of MEP financial agreement with project creditors, chiefly BTC shareholders alongside with the respective governments of Azerbaijan, Georgia and Turkey. Amount of assets allocated including interest extra charges equals 2.6 billion USD with the overall project cost equivalent to 3,6 billion USD. Credits will be provided by four groups of lenders. First group is represented by the European Bank of Reconstruction and Development, and World Bank, allocating 500 million USD in total. The second group is formed of export-credit agencies. Third group is a syndicate of 15 commercial banks allocating 1,2 billion USD. Forth group includes large BTC shareholding companies. ‘This is the most valuable project in hauling Caspian crude to the world markets. We are extremely happy that it comes to reality’, noted Peter Henshow (???), BP representative in Russia.
It is known nowadays that the oil-sector is a leading segment of Azerbaijani economy. Recently a republican oil fund has been established which assets will be of a great assistance in solving many social issues. Improvements and developments in this area will unquestionably be the result of funds received from the implementation of BTC project. This, in turn, will enable successful solution of the population’s social protection issues, especially its most vulnerable part; it will allow to direct efforts in combating poverty, solve issues of the million of refugees, part of which for many years has been residing in tent-towns. Practically, all of the above will allow for a significant increase in people’s material and social welfare.
Hence, now there is capital for finalizing the entire project and filling the pipe with process oil. The construction has already commenced and is methodically implemented. The Georgian site has more than 112 km. prepared and over 90 km. of pipes laid, out of 248 km. of the entire rout. New president of Georgia M.Saakashvili has already declared that ‘The Georgian part of BTC will surely be completed’. Expectations that the oil-pipeline will never come to being have not been justified and, therefore, the Caspian geo-economic and geopolitical situation is to undergo some drastic changes.
The project major issue is that it has been planned not only for the existing volumes, but for the potential ‘big Caspian oil’ as well. We primarily mean the large Azery-Chirag-Guneshli oilfield. Expectations for the upcoming MEP’s profitability are also tightly related to the oil of Kazakhstan. The latter has been involved in negotiations with Azerbaijan as per adding its oil to the MEP via Caspian port of Aktau. ‘Kazakhstan is very attracted to the successful implementation of Baku-Tbilisi-Ceyhan project. This is of paramount significance for us, as an alternative export of our energy-carriers to the foreign market’, said leader of Kazakhastan N.Nazarbayev during the meeting with president I.Aliyev in Astana. Initially, Kazakhstani oil will be transported by tankers across the Caspian Sea, and Kazakhstan and Azerbaijan will agree on the issue of laying a pipeline afterwards. Kazakhstani president has also noted that ‘future connection to the gas project in the same route is fairly possible as well’.
No doubt, the issue of oil-pipeline route security is of utmost importance. The matter has been numerously discussed at meetings of three route member-countries’ representatives. This is where decisions have been made on forming special services responsible for oil-pipeline route security and protection. ‘Western states and international organizations are interested in maintaining stability in Azerbaijan and will render all assistance necessary for the its provision’ said Charles Boid, ex-army general, head of delegation representing American Business Executives for Security organization.
Events at the Middle East and in the Gulf region make this project profitable for the US civil community. Constant dependency on oil deliveries from the world instable regions raises risks of its timely and safe supply. Today Americans first of all need cost-effective alternative hydrocarbon sources. And this exactly is what the area of the Caspian Sea represents with the Baku-Tbilisi-Ceyhan oil-pipeline supplying energy resources to numerous regions of the world. It is no accident that the American government supports this project and does everything possible for it’s soonest accomplishment. It is clear that, having connected Azerbaijan, Georgia and Turkey; Baku-Tbilisi-Ceyhan oil-pipeline will become a guarantor of peace, order and security in the Caucasus.
All of the above builds up hopes for the soonest Baku-Tbilisi-Ceyhan construction finalization and launch in operation of such a substantial international project.

Главное преимущество платформы являлось, в то же время, одним из главных ее недостатков: чрезмерная ориентированность на операционные системы семейства Windows начисто исключила всякую кроссплатформенность. The .NET Platform provides a wide range of high quality tools for application development: multiple programming language support (including the popular: C# and VB.NET), a comprehensive library of base classes, software framework for creating Desktop-and Web-based applications (Windows Forms and ASP.NET) and much more.
The main advantage of the platform is at the same time one of its major shortcomings: excessive focus on Windows operating systems completely eliminated any possibility of cross-platform collaboration.
Applications written in .NET were impossible to run on Unix-like operating systems (Linux, MacOS, etc.). But everything has changed after Novell announced its new creation, the Mono platform.
Mono is a software platform designed to allow developers to easily create cross platform applications. It is an open source implementation of Microsoft's .Net Framework based on the ECMA standards for C# and the Common Language Runtime. The Components
There are several components that make up Mono:
C# Compiler - Mono's C# compiler is feature complete for C# 1.0, 2.0, 3.0, and 4.0 (ECMA). A good description of the feature of the various versions is available on Wikipedia.
Mono Runtime - The runtime implements the ECMA Common Language Infrastructure (CLI). The runtime provides a Just-in-Time (JIT) compiler, an Ahead-of-Time compiler (AOT), a library loader, the garbage collector, a threading system and interoperability functionality.
Base Class Library - The Mono platform provides a comprehensive set of classes that provide a solid foundation to build applications on. These classes are compatible with Microsoft's .Net Framework classes.
Mono Class Library - Mono also provides many classes that go above and beyond the Base Class Library provided by Microsoft. These provide additional functionality that are useful, especially in building Linux applications. Some examples are classes for Gtk , Zip files, LDAP, OpenGL, Cairo, POSIX, etc.
