Which CAT tools do you have at your disposal? I think Trados 2015+ can handle TWS files successfully.
I translate TWS files in OmegaT, but you have to unzip all the XLZ files, and afterwards you have to open each XLZ file individually in 7-zip and copy the translated XLF file into it (I have been unable to script automatic unzipping and re-zipping of XLZ files).
For hackers: TWS doesn't like XML-style comments in the XLZ files, TWS files require that the TU count be uninterrupted, and it requires that that the TU count in the XLF file be identical to that of the skeleton file. So merging/splitting them in a scripted fashion is going to be a beech.
