Which sentence is correct:

1. Welcome to Samsung dealers
2. Welcome Samsung dealers

These lines are from a welcome board in a Hotel lobby where a conference has been organized for Samsung dealers.

Hello,

1. "Welcome" may be a convention: "Welcome *,* S. dealers".
2. "Welcome" may be a verb: "(We) welcome S. dealers".
2. "Welcome" may be a noun: "(We give a warm) welcome *to* S. dealers".

Welcome, Samsung dealers
