Can anybody explain in plain English what the difference is?

Broadly speaking, Dual Concordance is designed for you to search for text/phrases, while Dynamic Linking is there to help look for terminology. So you could use Dynamic Linking from the dictionary, and it will show you the source and target terms in context, so you can determine whether the dictionary term is suitable in the current context. But ultimately, they both search through the reference material.
