Why is the XLIFF export so "naked"?

Hi there,

I'm just curious to know why the XLF export can retain the Comments, even the Translation Suggestions if you fiddle with it a little, but doesnt contain the all-important string IDs. Is this a technical limitation of XLF export? Couldnt the IDs be exported as comments as well? This applies to all other extra rows and columns you can configure to see on XTM but that also dont export into XLF.
