Zgaduję na podstawie goglowania.

1. może chodzić o robotników pracujących bez asekuracji/zabezpieczeń, np. na rusztowaniach, czy ogólnie na stanowiskach pracy, gdzie można zrobić sobie krzywdę.

2. "Safe hold" pojawia się w kontekstach satelitów itp. urządzeń jako nazwa stanu niskiego zużycia energii, gdy wykonywane są tylko podstawowe funkcje. Można to nazwać stanem czuwania albo trybem awaryjnym.
Np. tu:
In Safe-Hold mode, the OBC maintains minimum power and the radio is in receive mode. If there is sufficient power available, the radio will transmit a beacon pulse just under once per minute. All payloads, magnetorquers and the magnetometer are switched off. CanX-1 switches into safe-hold mode in any emergency situation, and it stays in this mode until instructed to resume normal operations after any required fixes are implemented. It can also be placed in safe-hold mode by the ground operator whenever it is not performing any missions or experiment for a long period of time.

W kontekście działania leku mogłoby to oznaczać, że zwalnia reakcje itp. jednocześnie nie powodując widocznych oznak otępienia.
Ale to jest bardzo ryzykowna interpretacja i sądzę, że gdyby o to chodziło, dałoby się to napisać prościej, powszechnie zrozumiałymi słowami. Dlatego bardziej przychylam się do pierwszej możliwości.

Ale zapytałabym na Eng mono.
