English term or phrase: Lapp

There is an omnipresent term "Lapp lactase deficiency" in many summaries of product characteristics or other documents about medicinal products. I was asked a question what this Lapp referred to. I could not find any information in dictionaries or books. Probably it has something to do with Laponian people. When translated into Polish it is frequently considered a proper name (surname of the discoverer), and because it is so frequently repeated, nobody pays attention to this any more, and probably it is wrong. There is only one link in Google saying that it is a form of a rare congenital lactase deficiency. Have you any reliable information explaining the actual meaning of that word?

after reading the article I changed my mind. It is not a serious form of congenital lactase defficiency. It's a form of primary hypolactasia caused a polymorphism in a lactase gene typical for the people from Lapland. It is not more severe than other types of primary hypolactasia. nobody tests for it, probably such tests are even not available. repeating this phrase in drug documentation is pointless and should be abandoned in favour of the primary hypolactasia. Otherwise it will continue causing confusion. Thank you all for explanation.

Asker: actually this is the one: http://www.cambridge.org/us/books/kiple/lactose.htm , thank you very much for the Russian publication. I only wonder why all SPCs replicate this phrase were not referring to Lapland populations. They should say congenital lactase deficiency instead. maybe in this case it is similar as in the case of the Finnish type nephrotic syndrome (a proper name).
