Source text - English To be more confident of a forecast that doesn't exhaustively probe every component of cash flow, treasurers should compare the results to those obtained from back-of-the-envelope metrics such as cash flow as a percentage of sales or even those derived from gut instinct. "If your resources are limited, you might gain some valuable insight that way," said XXX.
Meanwhile, if a company's cash forecasts have been consistently poor — containing significant variances from actual results — one remedy is to improve communication between treasury and those in charge of individual cash flows. That could be as simple making sure that if there's a variance stemming from a business unit in Mexico, say, you know who to call there in order to understand the reasons for the variance and adjust future forecasts accordingly.
XXX told of one client company that decided to make a very large purchase of a raw material because of concerns about an upcoming possible shortage and corresponding price increase. "But they didn't tell treasury, so the forecast was blown, and hugely," he said. An essential piece of the forecasting puzzle was missing. After that the company began inviting treasury representatives to meetings of the company's purchasing council so they would be in the loop and know when normal purchasing patterns were going to change.
Translation - Russian Чтобы доверять прогнозу, который не выверен по каждой статье движения денежных средств, казначеям следует сравнить результаты с простейшими коэффициентами, например, с соотношением денежного потока и объема продаж – или даже с интуитивными ощущениями. «Если ресурсы ограничены, именно так Вы скорее доберетесь до сути», утверждает ХХХ.
Если прогнозы движения денежных средств всегда были не на высоте, – отличаясь существенно от фактических результатов, – тогда первым делом требуется улучшить взаимоотношения между казначейством и менеджерами, ответственными за отдельные денежные потоки. Например, если есть отклонения по отделению в Мексике, то Вы должны быть в курсе, у кого выяснить причины отклонений и откорректировать прогнозы на будущее.
ХХХ рассказал о клиенте, который решил закупить большую партию сырья в связи с возможным дефицитом и повышением цен. «Но никто не уведомил об этом казначейство, так что прогноз стал просто космически отличаться от факта». Не хватило существенно важной детали в механизме прогноза. После этого в компании стали приглашать представителей казначейства на встречи совета по закупкам, чтобы теперь они знали наверняка, когда будет меняться обычный порядок закупок.

In the living room the voice clock sang, TICK-TOCK, SEVEN A.M. O'CLOCK, TIME TO GET UP! as if it were afraid nobody would. The house lay empty. The clock talked on into the empty morning.
The kitchen stove sighed and ejected from its warm interior eight eggs, sunny side up, twelve bacon slices, two coffees, and two cups of hot cocoa. SEVEN NINE, BREAKFAST TIME, SEVEN NINE.
"Today is April 28th, 1985," said a phonograph voice in the kitchen ceiling. "Today, remember, is Mr. Featherstone's birthday. Insurance, gas, light, and water bills are due."
Somewhere in the walls, relays clicked, memory tapes glided under electric eyes. Recorded voices moved beneath steel needles: EIGHT ONE, RUN, RUN, OFF TO SCHOOL, OFF TO WORK, RUN, RUN, TICK-TOCK, EIGHT-ONE O'CLOCK!
But no doors slammed, no carpets took the quick tread of rubber heels. Outside, it was raining. The voice of the weather-box on the front door sang quietly: "Rain, rain, go away, rubbers, raincoats for today." And the rain tapped on the roof.

Source text - Russian Антикризисные меры Национального банка, направленные на решение двух основных задач — поддержку ликвидности банковской системы путем ее рефинансирования и обеспечение прогнозируемой динамики обменного курса — на обоих «фронтах» оказались малоэффективными.
Политика рефинансирования НБУ должна была:
1) обеспечить стабильность банковской системы, ее способность выдержать пиковые нагрузки, в том числе после прекращения действия беспрецедентных мер в виде моратория на досрочное возвращение депозитов;
2) способствовать возобновлению кредитования экономики;
3) предотвратить необоснованное перетекание денежных ресурсов на валютный рынок, чем обеспечить если не стабильность обменного курса, то хотя бы его прогнозированность и предсказуемость.
Какого-либо прогресса на этих ключевых направлениях мы не добились. Гордясь тем, что не обанкротился ни один из банков, никто не принимает во внимание, что риски для банковской системы продолжают накапливаться, признаки ее разбалансирования нарастают.

Translation - English The anti-recessionary measures of the National Bank serving two primary purposes – to support the banking system liquidity by refinancing and to maintain predictable dynamics of the exchange rate – have turned out ineffective.
The policy of the NBU refinancing should have:
1) provided the banking system stability, its ability to sustain peak pressure, including the one after cancellation of unprecedented measures such as the moratorium to early deposit returns;
2) promoted renewal of credit flow in the economy;
3) prevented unreasonable overflow of money to the currency market, or at least provided predictability if not stability of the exchange rate.
We have not achieved any progress in these key directions. While they are proud of the fact that no bank has gone bankrupt, nobody takes into consideration that risks for the banking system still grow, along with the signs of imbalance.

Source text - Russian Если исходить из положения Новоэвксинского бассейна на уровне –80…–90 м, объяснение фактов, приведенных в указанных работах, следует искать не в тектонике, а в чем-то другом. Иначе говоря, модель «всемирного потопа» неотектонической природы неприменима, по крайней мере, к северному шельфу Черного моря. Этому противоречит как его неотектоническая история, так (и в некоторой степени) данные о глубине эрозионных переуглублений в Керченском проливе и в долинах Причерноморских лиманов. Керченский пролив даже в непосредственной близости от края шельфа переуглублен всего лишь на 70 м. Это вполне соответствует традиционным представлениям о том, что уровень Новоэвксинского бассейна находился на 80-90 м ниже современного. То же самое можно сказать и о Причерноморских лиманах. Переуглубление их долин до отметок –40…–45 м в 180-220 км от берега Новоэвксинского моря, находившегося на отметке –80…–90 м, естественным образом «укладывается» в нормальный продольный профиль равновесия таких крупных рек, как Днестр и Днепр.
Таким образом, мы вынуждены сделать вывод о том, что и с тектонической точки зрения традиционный сценарий послеледниковой трансгрессии Черноморского бассейна пока выглядит более обоснованным, чем модель «потопа».
Translation - English If one accepts the position of the Neoeuxinian basin at a level of -80 to -90 m, its causal mechanism should not be sought in recent tectonics. In other words, the tectonic nature of the 'Flood' model is unacceptable, at least for the northwestern Pontic shelf. This model contradicts the history of recent tectonic movements and also (to a certain extent) the existing evidence on the depth of erosion in the Kerch Strait and North Pontic limans. The lowest erosion level of the Kerch Strait, even in the vicinity of the shelf edge, lies at -70 m. This corresponds closely to the traditional view that the sea level of the Neoeuxinian basin was at 80-90 m below that of the present level. The same applies to the North Pontic limans. The erosion level within the river valleys, reaching -40 to -45 m at a distance of 180-220 km landwards from the Neoeuxinian shoreline which stood at -80 to -90 m, agrees well with the equilibrium profile of such large rivers as the Dniester and the Dnieper.
Hence, we have to conclude that, from the point of view of recent tectonics, the traditional scenario of Black Sea post-glacial transgression fits the evidence better than the 'Flood' model.
