Source text - English Skywatchers around the world are gearing up to observe a rare total lunar eclipse.
The best viewing conditions for the eclipse are from North and Central America, parts of northern Europe and East Asia.
Astronomers say the Moon could turn a pink or blood red hue during the eclipse, which begins early on Tuesday morning GMT.
It will be the first total lunar eclipse in three years.
The Moon is normally illuminated by the Sun. During a total lunar eclipse, the full Moon passes through the shadow created by the Earth blocking the Sun's light.
Some indirect sunlight will still manage to pierce through and give the Moon a ghostly colour.
The west coast of America will see the eclipse start on Monday night; observers in North and Central America will be able to view the whole event.
Total eclipse begins at 0741 GMT on Tuesday (0241 EST on Tuesday; 11:41 PST on Monday).
Western Europe will only see the start of the spectacle while western Asia will catch the tail end.
The totality phase - when the moon is entirely inside Earth's shadow - will last a little over an hour.
"It's perfectly placed so that all of North America can see it," said eclipse expert Fred Espenak of Nasa's Goddard Space Flight Center.

Let's face it: Hillary Clinton is one hell of a dominatrix.

Then the US State Department said it was the "last chance" for an agreement without sanctions. And finally, less than 24 hours after a successful agreement in Tehran, Hillary whips the UN Security Council into submission and triumphantly proclaims to the world a draft resolution for a fourth UN round of sanctions against Iran has been reached.
She framed the drive towards sanctions as "an answer to the efforts undertaken in Tehran over the last few days". Wait a minute. Immediately after a genuine - and fruitful - mediation on a
very sensitive dossier by two emerging powers - and honest brokers - in the multipolar world, Brazil and Turkey, Washington and its two European Union allies at the Security Council, France and Britain, torpedo it. Is this what passes for global "diplomacy"?
No wonder key US allies Brazil and Turkey, both non-permanent members of the Security Council, and both key regional powers, were fuming after such a public slapping. Brazil at first said it would not even discuss sanctions at the UN. Then Brazil and Turkey sent a formal letter to the UN, asking to be part of the negotiations of the "Iran Six" about the sanctions "to prevent the adoption of measures going against a peaceful solution".
Brazilian President Luiz Inacio Lula da Silva - who had personally told Clinton earlier this year that it was "not prudent to push Iran against a wall" - could not help but blast the outdated Security Council, stressing it was not predisposed to negotiations after all. Turkish Foreign Minister Ahmet Davutoglu warned the new sanctions package would "spoil the atmosphere".
And Turkish Prime Minister Recep Tayyip Erdogan stressed the move seriously damaged the credibility of the Security Council - not failing to wryly remind everyone of the absurd notion of five nuclear-armed permanent Security Council members seeking to dismantle the legal civilian nuclear program of a developing country.
As for "US credibility", it's biting the dust once again not only as far as Lula and Erdogan are concerned, but across the developing world - the real, flesh and blood "international community" following this interminable charade.
Whipping enrichment to a frenzy
Over the past few months, dominatrix Clinton relentlessly accused Iran of rejecting a similar fuel swap agreement proposed by the US last October. That's part of the usual Washington script - to behave with textbook deviousness, insisting sanctions "have nothing to do" with enrichment when only a few weeks ago it was the lack of an enrichment deal that was the key reason for more sanctions.
And it gets worse. As Gareth Porter has revealed (Washington burns its bridges with Iran Asia Times Online, May21, 2010) Washington only proposed a fuel swap last October because it wanted from the start to force Iran to agree to suspend all its uranium enrichment (to which it has a right as per the nuclear Non-Proliferation Treaty (NPT). But this was never announced publicly.
Iran anyway will continue to produce 20%-enriched uranium (it has a right to it, according to the NPT), and will start the construction of a new enrichment plant about the same size as Natanz's. This is part of a plan to build 10 new plants, announced last year by the Mahmud Ahmadinejad government. Moreover, the Russian-built Bushehr nuclear power plant is under final testing and will be inaugurated this summer. These are irreversible facts on the ground.
Secretary of Iran's Supreme National Security Council Saeed Jalili, the de facto top Iranian nuclear negotiator, may soon meet with the European Union foreign policy chief Catherine Ashton in Turkey. Ashton, the "international community's" designated negotiator, is as representative of global public opinion as a BP press release on the Gulf of Mexico oil spill. Specially because the EU is bound to issue its own unilateral sanctions against Iran. Same for the US Congress, as Senator Chris Dodd, a Democrat from Connecticut, has confirmed this week. So apart from the Security Council, Iran will also have to face extra sanctions from the US-led coalition of the willing right-wing, mired-in-decay European poodles.
China and Russia pull a Sun Tzu
Ancient Chinese military general, strategist, philosopher and author of The Art of War, Sun Tzu said, "Allow your enemy to make his own mistakes, and don't correct them." China and Russia, both master strategists, are applying this maxim with panache regarding the US.
The current 10-page UN draft sanctions resolution was already diluted to death by permanent members Russia and China - and whatever bellicose language remains will be further shot down at the Security Council by non-permanent members Brazil, Turkey and Lebanon (without unanimity at the Security Council new sanctions are for all practical purposes dead). There's no way Washington can coerce the rest of the Security Council to sign up for a new sanctions round when Iran is actually engaged in cooperation.
As it stands, the current sanctions package punishes Iran's import of conventional arms; curbs imports related to ballistic missiles; freezes assets of key members of the Islamic Revolutionary Guards Corps; and sets up cargo inspections in seaports and on international waters. Most of these sanctions are voluntary - or non-binding – and will have zero interference on Iran's global trade of oil and gas.
Beijing and Moscow are not exactly licking Clinton's whip. Immediately after her bombastic announcement, the Chinese ambassador at the UN, Li Badong, said the draft resolution "did not close the doors on diplomacy", once again emphasizing "dialogue, diplomacy and negotiations".
And Russian Foreign Minister Sergei Lavrov made sure to talk to Clinton over the phone arguing for a deeper analysis of the fuel swap deal mediated by Brazil-Turkey. Lavrov also stressed Russia didn't like one bit the extra US and EU unilateral sanctions. The Russian Foreign Ministry said the unilateral sanctions would include measures "of an extraterritorial nature, beyond the agreed decisions of the international community and contradicting the principle of the rule of the international law, enshrined in the UN charter".
So we have come to a situation whereby a real, Iran-approved nuclear fuel swap is on the table at the International Atomic Energy Agency while an offensive towards sanctions on Iran is ongoing at the UN. Who is the real "international community" going to trust? Erdogan could not have put it better; "This is the time to discuss whether we believe in the supremacy of law or the law of the supremes and superiors ..."
Most of all, what the developing world sees is the past - US, France, Britain, Germany - fighting against the advance of the future - China, India, Brazil, Turkey, Indonesia. The global security architecture - policed by a bunch of fearful, self-appointed Western guardians - is in a coma. The "Atlanticist" West is sinking Titanic-style.
We want war and we want it now
Only the powerful pro-infinite war lobby in the US is capable of framing a first step towards a full nuclear agreement with Iran as a disaster. That includes the largely discredited pro-Iraq war New York Times (the Brazil-Turkey mediation is "complicating sanctions talk") and Washington Post (Iran "creates illusion of progress in nuclear negotiations").
For the pro-war lobby the Brazil-Turkey-mediated fuel swap is a "threat" because it is on a direct collision course with an attack on Iran (initiated by Israel, then dragging the US) and "regime change" - the never-reneged Washington desire.
At a recent Council on Foreign Relations speech in Montreal, luminary Dr Zbigniew "let's conquer Eurasia" Brzezinski warned that a "global political awakening", along with infighting among the global elite, was something to be deeply feared. The former US national security adviser remarked that "for the first time in all of human history mankind is politically awakened - that's a total new reality - it has not been so for most of human history".
Who do these politically awakened upstarts such as Brazil and Turkey think they are - daring to disturb "our" rule of the world? And then uninformed Americans keep asking themselves "Why do they hate us?" Because, among other reasons, unilateral to the core, Washington does not hesitate to lift its middle finger even to its closest friends.

All’inizio il segretario di Stato degli Stati Uniti disse che la mediazione del Brasile e della Turchia per far sì che l’Iran accettasse uno scambio di combustibile nucleare era destinato a fallire. Poi il Dipartimento di Stato degli Usa disse che era “l’ultima possibilità” per un accordo senza sanzioni. Ed alla fine, meno di 24 ore dopo un accordo raggiunto a Teheran, Hillary striglia il Consiglio di Sicurezza per un compromesso arbitrale e proclama trionfalmente al mondo una bozza di stesura di risoluzione che dice che un quarto round di sanzioni contro l’Iran è stato raggiunto.
Lei fa passare la manovra verso le sanzioni come “una risposta agli sforzi intrapresi a Teheran negli ultimi giorni”. Aspetta un attimo. Subito dopo la genuina e fruttuosa mediazione su un argomento molto sensibile ai due poteri emergenti del mondo variegato – e onesti agenti –, Brasile e Turchia, Washington e le sue due alleate dell'Unione Europea al Consiglio di Sicurezza, Francia e Gran Bretagna, la silurano. Questo è quello che viene propinato come “diplomazia “ globale? Non c’è da stupirsi che gli alleati chiave degli Usa, Brasile e Turchia, entrambi membri non permanenti del Consiglio di Sicurezza, ed entrambi poteri regionali chiave, fossero furiosi dopo un tale pubblico schiaffo.
Il Brasile all’inizio disse che non avrebbe nemmeno esaminato le sanzioni all’ONU. Poi il Brasile e la Turchia hanno inviato una lettera formale all’ONU, chiedendo di poter partecipare alle negoziazioni dell’ “Iran Six” contro le sanzioni “per impedire l’adozione di misure che vanno contro una soluzione pacifica”.
Il Presidente brasiliano Luiz Inacio Lula da Silva, che ha personalmente detto alla Clinton all’inizio dell’anno che “non era prudente mettere l’Iran contro un muro” – non ha potuto fare nulla ma ha sollecitato il sorpassato Consiglio di Sicurezza, insistendo sul fatto che alla fine non fossero state disposte delle negoziazioni. Il Ministro degli Esteri turco Ahmet Davutoglu ha messo in guardia dicendo che la serie di sanzioni avrebbe “rovinato l’atmosfera”.
E il Primo Ministro turco Recep Tayyip Erdogan ha accentuato la danneggiata credibilità del Consiglio di Sicurezza non mancando di ricordare ironicamente ad ognuno l’assurda nozione delle cinque armate nucleari dei membri del Consiglio di Sicurezza che cercano di smantellare il programma nucleare legale, civile di un paese sviluppato.
Come la “credibilità USA”, mangia la polvere ancora una volta, non solo per quanto detto da Lula e Erdogan, ma in tutto il mondo sviluppato – la stessa “comunità internazionale” che segue questa interminabile farsa.
L'arricchimento spinto verso la frenesia
Nei mesi passati, la dominatrice Clinton accusò inesorabilmente l’Iran di aver rifiutato un accordo di scambio di carburante proposto dagli USA l’ottobre scorso. Ciò è parte di una sceneggiata di Washington – per comportarsi con tortuosità da manuale, insistendo che le sanzioni “non hanno niente a che fare” con l’arricchimento quando solo poche settimane prima era la mancanza di un accordo sull'arricchimento la ragione chiave di ulteriori sanzioni.
E si va peggiorando. Come ha rivelato Gareth Porter (Washington burns its bridges with Iran Asia Times Online, 21 Maggio 2010), Washington ha proposto uno scambio di carburanti perché voleva fin dall’inizio obbligare l’Iran ad accettare di sospendere tutto il suo arricchimento di uranio per il quale aveva diritto in base al Trattato di Non Proliferazione (NPT). Ma questo non è mai stato annunciato pubblicamente.
L’Iran tuttavia continua a produrre il 20% dell’uranio arricchito (ne ha il diritto, secondo il NPT) e inizia la costruzione di uno stabilimento di nuovo arricchimento della stessa misura di Natanz. Questa è una parte del piano di costruire 10 nuovi stabilimenti, annunciato lo scorso anno dal governo di Mahmud Ahmadinejad. Inoltre, lo stabilimento costruito dai russi a Bushehr è sotto test finali e sarà inaugurato quest’estate. Questi sono fatti irreversibili.
Il Segretario del Consiglio Supremo di Sicurezza Nazionale Iraniano Saeed Jalili, il negoziatore di fatto del nucleare iraniano, potrebbe incontrarsi presto con il capo delle politiche estere dell’Unione Europea, Catherine Ashton, in Turchia. La Ashton, la negoziatrice designata dalla “comunità internazionale”, rappresenta l’opinione pubblica globale tanto quanto un comunicato stampa della BP sulla fuoriuscita di petrolio nel Golfo del Messico. In particolare poiché l’Unione Europea è obbligata ad emettere le sue proprie sanzioni unilaterali contro l’Iran. Stessa cosa vale per il Congresso Usa, come il senatore Chris Dodd, un democratico del Connecticut, ha confermato questa settimana. Quindi, a parte il Consiglio di Sicurezza, l’Iran dovrà anche affrontare le sanzioni extra da parte della coalizione guidata dagli USA della volenterosa e di destra Europa impantanata nella decadenza.
Cina e Russia tirano fuori Sun Tzu
L’antico generale militare cinese, stratega, filosofo e autore dell’Arte della Guerra, Sun Tzu, disse “Permetti al tuo nemico di fare i suoi errori, e non correggerli”. La Cina e la Russia, entrambi maestri strateghi, stanno applicando questa massima con stile per quanto riguarda gli USA.
L’attuale bozza di 10 pagine riguardante le sanzioni applicate dall’Unione Europea è stata già diluita alla morte da parte dei membri permanenti Russia e Cina – e qualunque linguaggio bellicoso sarà in seguito abbattuto al Consiglio di Sicurezza dai membri non permanenti, Brasile, Turchia e Libano (senza l’unanimità del Consiglio di Sicurezza le nuove sanzioni sono in pratica morte). Non c’è nessuno modo col quale Washington può obbligare il resto del Consiglio di Sicurezza a firmare per nuove sanzioni quando l’Iran è in effetti impegnato nella cooperazione.
Allo stato attuale, il pacchetto di sanzioni punisce l’importazione di armi convenzionali da parte dell’Iran: impedisce l’importazione relativa ai missili balistici; congela i beni di membri chiave della Guardia Rivoluzionaria Islamica; e dispone ispezioni nei cargo nei porti e in acque internazionali. La maggior parte di queste sanzioni sono volontarie – e non vincolanti –e avranno zero interferenza nel commercio globale dell’Iran di petrolio e gas.
Pechino e Mosca non hanno amato l’improvvisata della Clinton. Immediatamente dopo il suo ampolloso annuncio, l’ambasciatore cinese all’ONU, Li Badong, ha detto che la bozza di risoluzione “non chiudeva le porte alla diplomazia”, enfatizzando ancora una volta “dialogo, diplomazia e negoziazioni”.
E il Ministro degli Esteri russo Sergei Lavrov si è assicurato di parlare alla Clinton al telefono discutendo un’analisi più profonda dello scambio tra Brasile e Turchia. Lavrov ha evidenziato che la Russia non ha apprezzato le sanzioni unilaterali degli USA e dell’Unione Europea. Il Ministro degli Esteri russo ha detto che le sanzioni unilaterali includono misure “di natura extraterritoriale, che vanno oltre le decisioni convenute dalla comunità internazionale e che contraddicono i principi delle leggi internazionali, stabilite dalla carta dell’ONU”.
Quindi siamo arrivati ad una situazione in cui un reale e approvato scambio di nucleare con l’Iran é sul tavolo dell’Agenzia Internazionale dell’Energia Atomica mentre un’offensiva per le sanzioni in all'Iran è in corso all’ONU. A chi darà fiducia la “comunità internazionale”? Erdogan non avrebbe potuto dirlo meglio: “Questo è il tempo di discutere se crediamo in una supremazia della legge o nella legge dei supremi e dei potenti…”
Più di tutto, ciò che il mondo sviluppato vede è il passato –USA, Francia, Gran Bretagna, Germania- combattere contro l’avanzata del futuro – Cina, India, Brasile, Turchia.,Indonesia. L’architettura globale della sicurezza – sorvegliata da un gruppo di paurosi, autodefiniti guardiani dell’Occidente –è in coma. L'Occidente atlantista sta affondando in stile Titanic.
Vogliamo la guerra e la vogliamo adesso
Solo la potente lobby USA per la guerra infinita è capace di definire un primo passo verso un completo accordo nucleare con l’Iran come un disastro. Ciò include il New York Times (la mediazione Brasile-Turchia “sta complicando il discorso delle sanzioni”) e il Washington Post (l’Iran “crea illusioni di progresso nelle negoziazioni nucleari”), fortemente screditati e già favorevoli alla guerra all’Iraq
Per la lobby pro-guerra l’accordo di scambio di combustibile tra Brasile e Turchia è una “minaccia” perché è in diretta collisione con un attacco all’Iran (iniziato da Israele con successivo trascinamento degli USA) e col “cambio di regime” – il mai venuto meno desiderio di Washington.
In un recente Congresso sulle Relazioni Estere a Montreal, il luminare Dr Zbigniew “conquistiamo l’Eurasia” Brzezinski avvertì che un “risveglio politico globale”, insieme ad una lotta per il potere all'interno dell’elite globale, è qualcosa da temere profondamente. L'ex consulente della Sicurezza nazionale degli USA notò che “per la prima volta in tutta la storia l’umanità è politicamente sveglia – questa è totalmente una nuova realtà – non è stato così per la maggior parte della storia umana”.
Chi pensano di essere queste risvegliate arriviste politiche come il Brasile e la Turchia – osando disturbare il “nostro” ruolo nel mondo? E poi i disinformati Americani si chiedono “Perché ci odiano?”. Perché tra le altre ragioni, l’unilateralità è il nocciolo della questione, Washington non esita a sollevare il suo dito medio nemmeno ai suoi amici più cari.

Source text - French Pour les rosiers buissons, de bordure ou de massif, il n'existe pas de règle stricte: la taille dépend de chaque rosier. La charpente doit être équilibrée. Si tel est le cas, un simple nettoyage suffit. Avant le démarrage de la végétation, en février, enlevez toutes les branches mortes, malades ou chétives, ainsi que celles qui poussent vers le coeur du rosier. Si le rosier ne possède que quelques branches raides, rabattez-les fortement pour qu'elle se ramifient.

In questo caso è sufficiente una semplice pulitura. Prima della ripresa vegetativa, a febbraio, togliete i rami morti, malati e quelli più deboli ed anche quelli che si spingono verso il cuore del roseto. Se il roseto ha solamente qualche ramo rigido, tagliatelo con forza in modo che si ramifichi.
