Source text - English The reform and the democratic control of the security sector have thus become, at the threshold of the 21 century, a key challenge - for the Euro-Allan-be region as much as for the developing world.
The Concept of Security Sector Reform
The term and the notion of "security sector reform” are, surprisingly enough, quite recent. Raised as an issue in the context of good governance, the term as such was first used by Clare Short in 1997 and later further developed by several British academics, notably at King's College and Bradford University; it has, however, not yet fully entered even the US academic, let alone policy debate. There exists, obviously, a vast amount of literature on civil-military relations and the democratic control of armed forces. But there has been only recently a growing interest in the interrelationship between, on the one hand, the armed forces, the police and other internal security agencies, border guards and the intelligence community and, on the other hand, between those components of the security sector and the institutions of a democratic state (most notably the government. parliament and the judiciary, but – in-wider sense - also civil society at large) Even then, the debate kicked off by British expels and picked up by Canadian, Dutch, German and a few US experts focused initially to a large extent on security sector reform in the context of development cooperation.
The absence of effective security structures under civilian and democratic control forms an insurmountable obstacle to sustained development. Without security there can simply be no sustained development, nor any progress towards democracy, stability and peace. The problems posed are, however, not restricted to developing counties. They are of a much broader relevance - as is consequently also the concept of security sector reform.
Every country has, in the security realm, some basic clearly defined interests, most notably: the ability to protect and, if necessary, defend its territory, air space, sea frontiers, critical national infrastructure, and national interests; to guard its borders against illegal and clandestine entry or exit of persons and goods; to safeguard security, physical safety and the property of its citizens and inhabitants, protect country against organized crime, terrorist attack or acts by any son of group that aims to overthrow through violent means the constitutional order or the existing state structures or to gain control over at least parts of the state territory.

I am a freelance translator. I translate primarily from English to Tetum, Tetum to English and English to Indonesian as well as from Indonesian to English.
I had been working as a translator and an interpreter for various organizations and projects in Timor-Leste since 2001 until 2005. These include the World Bank funded Community Empowerment Project, UNDP Media Support Assistance for the then newly established Timor-Leste's National Broadcasting Service - Radio Televizaun Timor-Leste (RTTL), and the News Translation Service at RTTL. In 2007, I was the lead translator and interpreter for the Electoral Assistance Service of United Nations Integrated Mission in Timor-Leste (UNMIT) stationed in Baucau District during the Presidential and Parliamentary Elections.
I am a native speaker of Tetum, a national language and one of the the two official languages of Timor-Leste. I also speak Indonesian fluently.
