The EU's commitment to the enlargement process reflects the Member States' conviction that it is mutual interest of the Union and the aspirant countries. The EU's enlargement process contributes to stability in Europe and to the security and well-being of its citizens. It provides a unique incentive for political and economic reform in the enlargement countries.

This process aims to bring the enlargement countries up to European standards in all areas covered by the EU treaties and thereby help the EU to attain its own objectives. Closer integration through the enlargement process helps the EU to achieve its objectives in a number of areas which are key to economic recovery and sustainable growth.

SMEs are the engines of the Turkish economy, but the limited availability of financing makes it difficult for new businesses to start or existing ones to expand. The latest global crisis has made access to finance even more difficult. SME lending is a fundamental activity of Turkish banks contributing, on average, 30 % of the banks' loan assets. The Turkish banking sector is mainly funded from deposit i.e. short term resources and the International Financial Institution (IFI) financing is the only long term funding they can access. European Investment Bank (EIB) has lines of credit with most of the large commercial banks. In Turkey, there is a high level of competition among these banks to extend loan to SMEs. This competition plays to the benefit of the SMEs in terms of improving interest rate, level of collateral and above all maturity.

In the case of Greater Anatolia Guarantee Facility, to which the Honourable Member is referring in his question, the objective is to increase loan penetration among the SMEs in the least developed areas of Turkey. To achieve this objective, the EIB Group has selected 5 intermediary banks (the most active in SME lending in the region), and will provide funding (through the EIB loan) and a credit guarantee (through the European Investment Fund (EIF)) on the SME loan portfolio originated by these 5 banks. The European Commission Instrument for Pre-Accession Assistance (IPA) will provide grants to cover the cost of the guarantee and technical assistance for capacity building to the benefit of the participating intermediary banks. The conditions associated with these loans to SMEs will be closely monitored by the EIB Group to make sure they will reflect the support provided by the EIB Group.

The EUR 250 million global loan compares to an overall EUR 12.7 billion made available in credit lines for SMEs in 2009. As such, it does not represent any significant increase in operations for EIB or EIF. Whilst Turkey is an important client for the EIB Group given the size of its economy and population, it remains only the 7th largest receiver of EIB funds among EU member and candidate countries.

L’impegno dell’UE nei confronti del processo di allargamento rispecchia la posizione degli Stati membri, persuasi che risulterà vantaggioso sia per l’Unione che per i paesi aspiranti. Il processo di allargamento dell’UE contribuisce alla stabilità in Europa e alla sicurezza e al benessere dei suoi cittadini, e costituisce un incentivo straordinario a realizzare riforme politiche ed economiche nei paesi dell'allargamento.

Scopo di questo processo è far sì che i paesi dell'allargamento raggiungano gli standard europei in tutti i settori contemplati dai trattati UE, consentendo in tal modo all'UE di conseguire i propri obiettivi. Il processo di allargamento favorisce una maggiore integrazione, la quale consente all’UE di raggiungere i propri obiettivi in alcuni settori fondamentali per la ripresa economica e la crescita sostenibile.

Le PMI sono il motore dell'economia turca, ma la scarsa disponibilità di mezzi finanziari rende difficile l'avvio di nuove imprese o la loro espansione. L'ultima crisi mondiale ha reso più difficile l'accesso ai finanziamenti. I prestiti alle PMI rappresentano un'attività fondamentale delle banche turche e contribuiscono in media al 30 % delle attività di prestito delle banche. Il settore bancario turco è finanziato principalmente da depositi, cioè da risorse a breve termine, pertanto, il finanziamento concesso dalle istituzioni finanziarie internazionali rappresenta l'unico finanziamento a lungo termine a cui possono avere accesso. La Banca europea per gli investimenti (BEI) ha linee di credito a favore della maggior parte delle grandi banche commerciali. In Turchia è elevata la concorrenza tra queste banche per la concessione di prestiti alle PMI. Tale concorrenza opera a favore delle PMI in termini di miglioramento dei tassi di interesse, del livello di garanzia e soprattutto delle scadenze.

Nel caso del Greater Anatolia Guarantee Facility (strumento di garanzia della grande Anatolia), al quale l'onorevole parlamentare fa riferimento nella sua interrogazione, l'obiettivo è una maggiore diffusione del prestito tra le PMI nelle zone meno sviluppate della Turchia. Per raggiungere questo scopo, il Gruppo BEI ha selezionato cinque banche intermediarie (le più attive nella regione per i prestiti alle PMI) e fornirà finanziamenti (attraverso il prestito della BEI) e una garanzia sui prestiti (attraverso il Fondo europeo per gli investimenti — FEI) sul portafoglio di prestiti alle PMI concessi dalle cinque banche. Lo strumento di assistenza preadesione (IPA) della Commissione europea sovvenzionerà il costo della garanzia e dell'assistenza tecnica per il potenziamento delle capacità a beneficio delle banche intermediarie partecipanti. Le condizioni relative ai prestiti alle PMI saranno attentamente monitorate dal Gruppo BEI per garantire che rispecchino il sostegno fornito dal Gruppo BEI.

Il prestito globale di 250 milioni di euro è da mettere a confronto con la somma totale di 12,7 miliardi di euro disponibili in linee di credito per le PMI nel 2009. Pertanto, esso non ha comportato alcun significativo aumento nelle operazioni per BEI o FEI. Benché sia un cliente importante per il Gruppo BEI, date le dimensioni dell'economia e l'entità della popolazione, la Turchia rappresenta solamente il settimo maggior beneficiario dei fondi BEI tra i membri dell'UE e i paesi candidati all'adesione.

The question by the Honourable Member refers

— on the one hand to protection of water resources,
— on the other hand to organisation and property ownership of water-related services, raising the question whether there are obligation under EU legislation in place requiring public procurement of water management services.

The Commission can provide the following information, also referring to its answer to Written Question E‑5041/09 by Mr de Magistris(1).

On protection of our water resources, there is comprehensive EU legislation in place, in particular through the Water Framework Directive(2) protecting all waters (rivers, lakes, groundwaters and coastal waters) and setting the objective of ‘good status’ for all these waters as a rule by 2015. Further elements of legislation address inter alia the quality of drinking water(3) and the collection and treatment of waste water(4).

On organisation and property ownership, EU water-related legislation is absolutely neutral, and obligations apply irrespective of the public or private nature of water service providers. It is the right and responsibility of Member States to adopt relevant regulation in this field. The Commission wishes to refer in this context to Article 345 of the Treaty on Functioning of the European Union as well as Protocol (No 26) on Services of General Interest annexed to the Treaty on European Union and to the Treaty on the Functioning of the European Union(5).

L'interrogazione dell'onorevole parlamentare richiama

— da un lato, la protezione delle risorse idriche,
— dall'altro, l'organizzazione e il regime di proprietà dei servizi idrici, e solleva la domanda se la legislazione dell'UE in vigore stabilisce obblighi di esecuzione di appalti pubblici per servizi di gestione dell'acqua.

La Commissione può fornire le seguenti informazioni, anche in riferimento alla risposta all'interrogazione scritta E-5041/09 dell'onorevole Luigi de Magistris(1).

Relativamente alla protezione delle nostre risorse idriche, vige una vasta legislazione dell'UE, in particolare, la direttiva quadro in materia di acque(2) per la tutela di tutte le acque (fiumi, laghi, acque sotterranee e costiere) e il raggiungimento di un buono stato delle acque, in linea di massima, entro il 2015. La legislazione prevede inoltre ulteriori disposizioni relative alla qualità dell'acqua potabile(3) e alla raccolta e al trattamento delle acque reflue(4).

La legislazione dell'UE sulle acque è testualmente neutra rispetto all'organizzazione e al regime di proprietà e gli obblighi si applicano indipendentemente dalla natura pubblica o privata dei fornitori di servizi idrici. È diritto e responsabilità degli Stati membri adottare una legislazione pertinente in questo settore. La Commissione desidera far riferimento in questo contesto all'articolo 345 del trattato sul funzionamento dell'Unione europea e al protocollo (n. 26) sui servizi di interesse generale allegato al trattato sull'Unione europea e al trattato sul funzionamento dell'Unione europea(5).

Comment ça marche ?

Le BUT du JEU : Fais croire à tes amis que tu peux les passer aux rayons X et voir leur squelette.
ETAPE 1 : CHOISIS L’IMAGE DE FOND QUI S’AFFICHERA AU TERME DU SCAN. Fais défiler les différentes images disponibles puis double-clique sur celle de ton choix. Par ex tu choisis une radiographie d’un torse qui contient un gros hamburger. Tu cliques deux fois pour valider ton choix et l’appli retourne au menu.
ETAPE 2 : TEND TON PIEGE
Raconte à tes potes que ton Smartphone est doté d’un scanner à rayon X! Avec ton appareil photo intégré, superpose au mieux sur ton écran la radiographie sélectionnée et la photo que tu vas prendre (pour que le piège soit parfait, ne montre pas l’écran de ton téléphone. Prétexte des réglages complexes...).
ETAPE 3 : PREND LA PHOTO
Prend la photo et si elle te convient, valide ton choix en appuyant sur « utiliser ». La photo s’affiche alors sans la superposition de l’image de fond.
ETAPE 4 : LE PIEGE EST PRET
Montre cette photo tout à fait normale à ton pote et lance le scan devant lui.
ETAPE 5 : LE RESULTAT APPARAIT !
Le scan s'effectue et fait apparaître l’image du torse avec un hamburger à l’intérieur. Rires garantis!

2° PASSO: PREPARA L’INGANNO
Racconta ai tuoi amici che lo smartphone è dotato di uno scanner a raggi X! Usando la fotocamera integrata, sovrapponi al meglio la radiografia selezionata e la foto che stai per scattare (affinché lo scherzo funzioni, non mostrare lo schermo del telefono. Digli che è necessario impostare regolazioni complesse…)
3° PASSO: SCATTA LA FOTO
Scatta la foto e se il risultato ti soddisfa, conferma la scelta con il tasto “utilizza”. La foto comparirà senza la sovrapposizione dell’immagine di fondo.
4° PASSO: L’INGANNO È PRONTO
Mostra la foto, in apparenza normale, al tuo amico e lancia lo scanner davanti a lui.
5° PASSO: ECCO IL RISULTATO!
Una volta eseguito lo scanner compare l’immagine del torace con dentro un hamburger. Le risate sono garantite!
