Washington not trying to contain China
US President Barack Obama told Chinese students yesterday he did not fear their nation's rise, ahead of talks on trade imbalance and currency strains that underline the sometimes tense embrace between the two giants.
Testy exchanges between the world's biggest and third biggest economies have continued even after Obama began his first visit to China on Sunday. A Chinese government spokesman rebuffed calls for the yuan currency to appreciate, a step Obama has urged to correct imbalance in the global economy.
"We do not seek to contain China's rise," he said before taking questions from the audiences of several hundred students and also from the Internet.
"On the contrary, we welcome China as a strong and prosperous and successful member if the community of nations," he added
Obama also used the forum to champion Internet freedom and human rights on the first full day of his trip. But he did not mention Tibet or other sensitive issues that could have drawn ire ahead of his talks with Chinese leaders in Beijing, where he arrived yesterday.
"These freedom of expression and worship, of access to information and political participation, we believe in universal rights, they should be available to all people including ethic and religious minorities," Obama told the audience in Shanghi.
"I'm a big supporter of not restricting Internet use," he said.
"The more open we are, the more we can communicate and it also draws the world together."
While billed as an opportunity for Obama to Reach out to the Chinese public, the meeting bore the markings of a scripted but friendly encounter. Students dressed in suits smiled and applauded politely, and laughed when Obama tried Chinese.
US Commerce Secretary Gary Locke was not so reticent about Washington's frustrations with Beijing's currency settings.
"I think it is quiet clear all around the world as to the views of what China should do with its currency," Locks told Reuters in an interview. "The united states has been pleased with some of the progress made over time, but more needs to be done."
Chinese Commerce Ministry spokesman Yao Jian was equally blunt in rejecting calls to raise the value of yuan, which would make the country's export relatively more expensive.
"Either from the perspective of promoting stale global economic development, or from the perspective of promoting a recovery in Chinese export, we must provide a stable and predictable environment for our enterprises, including macro-economic policy and currency policy," said Yao.
China has had a huge trade surplus with the United States, and is also the largest foreign holder of US government bonds.
The US trade deficit with China widened 9.2% in September to $22.1 billion, the highest since November 2008, according to US data released last week.
Obama's day in Shanghai was a warm-up for his summit with President Hu Jintao in the capital today, when the contention over trade, currency and economic policies will jostle for attention along with North Korea, Iran and climate change.
Officials from both sides have said they want to foster broader goodwill in that summit, and it was unclear whether the quarrel over the yuan would spill over into the cavernous Great Hall of the People where the two presidents sit down today.

واشنطن لاتحاول احتواء الصين
فى لقائه بهم أمس، أبلغ باراك أوباما الطلبة الصينيين أنه لايخشى من صعود بلادهم، وذلك قبيل محادثات تتعلق بالخلل التجارى وتوترات العملة، والتى أحيانا ماتبرز التوتر فى العلاقات بين العملاقين.
على الرغم من أن يوم الأحد قد شهد بداية أول زيارة لباراك أوباما الى الصين، إلا أن ذلك لم يحول دون أستمرار الجدل الحاد بين أكبر وثالث أكبر أقتصاد فى العالم، وقد رفض متحدث باسم الحكومة الصينية نداءات لتقييم العملة الصينية "اليوان" ، وهى الخطوة التى حث عليها أوباما لتصحيح الخلل فى الأقتصاد العالمى.
وقبل أن يبدأ فى تلقى الأسئلة من الحضور، وهم عدة مئات من الطلبة، وأيضا الأسئلة الموجهة عبرالأنترنت، قال أوباما :
" نحن لانسعى لإحتواء صعود الصين، " .
كماد أضاف أوباما قائلا: "على العكس من ذلك، فنحن نرحب
بالصين كعضو قوى، وناجح، وغنى، فى المجتمع الدولى".
وقد أستخدم أوباما الإجتماع ليعلى من شأن حرية الإنترنت، وحقوق الانسان، وذلك فى اليوم ألأول الكامل من رحلته. لكنه لم يتطرق الى موضوع "التبت" وغيره من الموضوعات الحساسة ، تجنبا لما قد يجلبه ذلك من غضب قبيل محادثاته مع القادة الصينيين فى بكين، والتى وصل اليها أمس.
"ننا نؤمن بالحقوق العالمية، إن حرية التعبير، وحرية العبادة، وحرية الوصول الى المعلومات، والمشاركة السياسية، يجب أن تكون متاحة للجميع، بما فى ذلك الأقليات العرقية والدينية، " هذا ماقاله أوباما للحاضرين فى شنغهاى.
كما قال أوباما:" إننى أدعم بشدة عدم وضع قيود على الإنترنت، كلما كنا أكثر إنفتاحا، كلما كنا أكثرتواصلا، وأيضا كلما إزداد العالم تلاحما.
وعلى الرغم من وصف الاجتماع بأنه فرصة لأوباما للتواصل مع الشعب الصينى، إلا أنه كان يحمل علامات الإعداد المسبق، وإن لم ينقصه روح الصداقة، فالطلبة ببذاتهم كانوا يبتسمون، ويصفقون بشكل مهذب،ويضحكون عندما حاول أوباما التحدث بالصينية.
ولم يكن "جارى لوك" ،وزير التجارة الأمريكى متحفظا بالقدر الملائم فيما يتعلق بنفاذ صبر واشنطن حيال ترتيبات "بكين" الخاصة بالعملة.
وفى مقابلة مع وكالة رويتر قال جارى لوك: " إن مايجب أن تفعله الصين حيال عملتها، قد اصبح جليا، وفى جميع أنحاء العالم، إن الولايات المتحدة راضية عن بعض التقدم الذى تم بمرور الوقت، ولكن مازال هناك المزيد ممايجب عمله".
وكان ياو جيان، المتحدث الرسمى لوزارة التجارة الصينية، على نفس القدر من الصراحة حين رفض نداءات لرفع قيمة العملة الصينية "اليوان" ، والذى قد يتسبب فى جعل صادرات البلاد أغلى نسبيا.
وقد قال ياو: أنه سواءا من منظور الترويج لتطور إقتصادى عالمى مستقر، أو من منظور الترويج لتحسن فى الصادرات الصينية، فإننا يجب أن نوفر لمشروعاتنا مناخا مستقرا وقابلا للتنبؤ، ويشتمل على سياسة إقتصادية شاملة وأيضا سياسة للعملة.
وللصين فائض تجارى ضخم مع الولايت المتحدة، كما أنها تعتبر أكبرحامل أجنبى للسندات الحكومية الأمريكية.
وقد أتسع العجز التجارى الأمريكى مع الصين الى 9,2% ليصل الى 22,1 بليون دولار ، وهو مايعتبر الأعلى منذ نوفمبر 2008، وذلك طبق للبيانات الصادرة عن الولايات المتحدة الآسبوع الماضى.
وكان اليوم الذى أمضاه أوباما فى شنغهاى بمثابة التجهيز للقمة، التى سيعقدها مع الرئيس" هو جينتاو" فى العلصمة اليوم، حيث ستتزاحم الخلافات حول التجارة، والعملة،والسياسات الاقتصادية، حيث كل منها يريد أن يستأثربالاهتمام، ذلك الى جانب موضوعات كوريا الشمالية، وأيران، والتغيرات المناخية.
وقد أعلن الرسميون من الجانبين أنهم يرغبون فى تبنى قدرا أوسع من النوايا الحسنة فى القمة، وكان من غير الواضح ماإذا كانت المشاكل حول "اليوان" سيمتد أثرها الى "قاعة الشعب العظيمة"، حيث يجتمع الرئيسان اليوم.
