Using Intra-party Democracy to Drive Social Democracy
Yu Keping claims: “As a scholar engaged in the study of contemporary Chinese political issues, overall, I am quite optimistic about the future development of Chinese politics. I am an optimist.”
Yu Keping believes that if one’s criterion is purely based on Western political standards such as multi-party system or single-party system, “separation of powers” or “fusion of powers”, then it can be said that there has not been much change in China’s political system. However, he stresses that this should not be the only criterion for evaluating a state’s political system. If one is to evaluate China’s political growth, politics is, without doubt, the most significant factor that can influence the development of society; other factors being economy and culture. It will be difficult for the economic system to undergo any concrete change if no momentous political reforms are carried out. Dubbed as a hallmark of China’s reform and opening up, the 3rd Plenum of the 11th Party Congress of the CPC, in itself, is a one-time political transformation. Yu Keping points out, “We can fully say that the pluralistic progress of China’s economy has been spurred by political reforms but the deepening of the economic reforms also drove further changes in the political system.”
China’s reform and opening up and its subsequent economic development had a holistic effect on Chinese society. Not only did it affect the living standards of the people, it also influenced their values mindset, cultural traditions, and political lives. Yu Keping emphasizes that much has changed in China in the last two decades. “For more than 20 years, political life in China has at least shown some changes especially in the following areas: modern political values such as freedom, equality, human rights have gradually taken root in the people’s heart and mind; there is a growing consciousness regarding democracy and individual rights and an awareness of the rule of law; there is now a separation of party and state and of government and enterprise; comparatively, the political environment has also become more relaxed. The direct result of these reforms is a widening of the scope of democracy. Even based on the criterion of direct elections practiced in the West, the scope of elections in China has also been expanding. Initially, we had village-level elections, now some towns and counties have also initiated direct voting for candidates. In addition, more importance is now given to the rights of citizens.”

This means that in today’s interconnected world - made possible by the convergence of information technology – its market, labor and products can be utilized worldwide. Furthermore, businesses in various areas of the world can easily implement their own division of labor via the Internet. In this new wave of adjustment in global industrial structures, globalization is expected to play a vital role. It is also seen as a vital new force that will drive global economic development.
As various developed countries face a continuous decline in their domestic labor force, a highly competitive marketplace, and growing pressure on profits, the service outsourcing model has become the best choice for transnational companies. This model has helped businesses increase their core competencies, respond rapidly to market demands, and maximize the use of internal resources. Mature service outsourcing not only signals a winning synergy in the short-term, but is viewed as an integral part of the outsourcer’s long-term development strategy.
Faced with strong opposition from domestic political groups and a segment of their populations, major offshoring countries frequently implement restrictions on offshore outsourcing to protect the interests of the domestic labor force. However, the realities of globalization have made offshore service outsourcing an irreversible trend. In the new international environment, the following trends are visible in the service outsourcing industry:
A clear shift towards value: Reducing costs is still the major driving force for service outsourcing. However, an increasing number of organizations are taking advantage of outsourcing to boost business performance, including optimizing business processes, enhancing production efficiencies, reducing project and product to market life cycles, increasing customer satisfaction, and developing new markets. Service outsourcing has gradually moved from being price-dependent to being more value-oriented.
Using multiple service providers to lower outsourcing risks: Since the ‘80s, trailblazing companies which have employed offshore resources to implement global arbitrage have continued to improve on their development strategies and service outsourcing measures. This has allowed businesses at different stages of offshore development to obtain the maximum benefits from service outsourcing. With the valuable outsourcing management experience that they have accumulated, organizations today are no longer dependent on a single service provider. Enterprises now employ multiple outsourcing companies and partner with the most competitive service provider in various locations. This move has drastically reduced their dependence on a single service provider. In the process, they are able to effectively control and manage project risks while lowering total outsourcing costs.
Stronger business integration: The trend towards multiple outsourcing is paralleled by increasing industry-based integration of IT and business processing services. As deeper relationships are developed with industry clients, professional knowledge of the field, rather than service content, becomes crucial. Outsourcing companies which have specific industry experience and specialized technologies become capable of integrating industry-related IT and business processing services. In the process, they are able to expand their services scope and provide clients with more comprehensive business solutions.
Non-stop innovation in service delivery: The development of science and technology has provided a continuous flow of innovative ideas for service outsourcing. Through topics such as shared services and software-as-a-service, outsourcing companies are able to effectively integrate various resources, standardize management processes, and lower unit costs.
