PRELIMINARY REFLECTIONS ON THE NEW FINANCIAL FRAMEWORK
2007-2013
Background
The multi-annual financial framework is a document of crucial importance in which the
Financial Perspectives sets the maximum amount of expenditure for each year and for each heading, while the Own Resource Decision indicates the criteria through which funds are raised for financing its EU activities.
Since their inception in 1988, the Financial Perspectives have played an important role for undertaking the economic policy of the EU. In principle, the way financial perspectives are devised should be instrumental to pursuing the political goals set by the EU. Indeed, the sequence of Financial Perspectives adopted thus far since 1988 indicates some sort of evolution in the allocation of expenditure, with a sizeable reduction, for example, of the CAP expenditure relatively to the structural expenditure. On the other hand, however, the Financial Perspectives are characterized to a significant extent by persistence in the structure of the EU budget. In each multi-annual framework, only marginal innovations of the pre-existing budget structure have been introduced.

Предпоставки
Многогодишният финасов план е документ с изключително значение, в който Финансовата Перспектива определя максималното количество разходи за всяка година и за всяко отделно направление, докато Решението за Собствените Ресурси посочва критериите, чрез които се събират фондове за финасиране на дейността на ЕС.
Финансовата Перспектива е играла важна роля в икономическата политика на ЕС още от създаването си през 1988г. По принцип, начинът по който финансовата перспектива е изработен е, че тя трябва да бъде инструментална за преследване на политическите цели поставени от ЕО. Наистина, поредицата от Финансови перспективи възприети до сега от 1988 показват някаква част на развитие по отношение на разпределението на разходите, например значително намаление на разходите по Общата Селскостопанска Политика (ОСП) в сравнение със структуралните разходи. От друга страна обаче, Финансовата перспектива се характеризира до голяма степен с постоянство в структурата на бюджета на ЕС. Във всяка многогодишна финансова структура са били представяни само минимални изменения на съществуващата бюджетна структура.
