Poor Barack Obama. He assumes the presidency of the United States in just over a month,
with extremely high expectations for change in Iraq, Afghanistan, Israel-Palestine, Iran, not to
mention the economy and global warming. Will there be any space in his agenda for Africa?
Admittedly, yes, given his family history and the team that was formed. But it is also true that
changes in its African policy will be far less dramatic than in other hornet's nests which he will
need to handle.
It is already certain, for example, that he will quickly shut down the prison at Guantanamo Bay,
Cuba, and that he will immediately begin withdrawing troops from Iraq and to reinforce them
in Afghanistan. In economics, has announced stimulus packages with which the demoralized
George Bush cannot dream about. On the environmental issue, then, after eight years of virtual
neglect, things can only improve.
Africa is further complicated by the following: first, because there Bush, with his record levels of
development assistance, was not so bad (seriously). Second and more important, because it is
not so clear what can be done to radically change its course.
The British magazine “The Economist “this week brings an interesting article about challenges
that Obama has to deal with ,one of the themes mostly associated with Africa (unfortunately), is

Obama has pledged more than once during his campaign to take seriously the slogan "never
again" (no more), from activists fighting against a repetition of indiscriminate killings against
ethnic groups that have in the massacres in Rwanda in 1994 its best example.
His team could not be more qualified. The chosen secretary of state, Hillary Clinton has a very
strong view about the moral duty to prevent genocide. The future UN ambassador, Susan
Rice, has blown out to the four winds that Rwanda-94 (when she was an employee of the
Department of State) is a personal trauma in her career. An influential adviser, Samantha Power
(the same who wrote an excellent book on the Brazilian Sergio Vieira de Mello, killed in Iraq),
has a bestseller on the subject ("A Problem from Hell").
On paper, therefore, African societies couldn't ask for more. Never in U.S. history, the top level
government has been so favorable to them.
However,in practice, the theory is different. Preventing genocide is one of the hardest things
to do. Indeed, the difficulty lies on identifying it. How to know with certainty the moment
when localized murders acquire the unit able to characterize them as part of the same killing
machine? At the moment it is known that genocide is occurring , it is likely that much of it has
already happened. Even the one in Rwanda, which had an amazing speed (1 million dead in
three months, four times faster than the Nazi Holocaust) was only seem as a disaster when it
was too late.
The way to minimize the difficulty is a constant intelligence system to identify suspicious
preparatory actions, which was a notorious failure in Rwanda. For months before the genocide
boxes and more boxes of cold weapons and fire arms , mostly from France, landed in the
country without any one's control. Three months before the beginning of the killing, an informant
for the regime reported to UN troops preparations for genocide in the country, but the warning
was ignored in the institution’s bureaucratic chain of command.
Identified the problem, other issues come into consideration. Who is entitled to protection from
genocide? The question may seem absurd and cruel, but let us not be naive to think that such
populations under threat by an allied government with the West will get the same treatment as
one in the target of a regime of "axis of evil." And the case of cholera in Zimbabwe, may they or
may they not be considered a genocide?
Academic discussions aside, we still have to cast out the nines: as much as Obama pumps his
fist that "Never again," I'm still paying to see a column of marines climbing down the jungles of
eastern Congo. That would be something really new in American diplomacy.
As welcome as would be improblable.

Pobre Barack Obama. Ele assume a presidência do EUA em pouco mais de um mês, com
altíssimas expectativas de mudança no Iraque, Afeganistão, conflito Israel-Palestina, Irã, sem
falar na economia e no aquecimento global. Haverá algum espaço em sua agenda para a
África?
É certo que sim, tendo em vista sua história familiar e a equipe que formou. Mas também é
certo que as mudanças em sua política africana serão bem menos dramáticas do que nos
outros vespeiros em que precisará mexer.
Já está certo, por exemplo, que ele fechará rapidamente a prisão na base de Guantánamo, em
Cuba, e que começará imediatamente a retirar tropas do Iraque a reforçá-las no Afeganistão.
Na economia, já anunciou pacotes de estímulos com os quais o desmoralizado George Bush
nem pode sonhar. Na questão ambiental, então, depois de oito anos de virtual abandono, a
coisa só pode melhorar.
Na África é mais complicado pelo seguinte: primeiro, porque lá Bush, com seus níveis recordes
de assistência para o desenvolvimento, não foi tão mal assim (é serio). Segundo, e mais
importante, porque não é tão claro o que pode ser feito para mudar radicalmente o curso.
A revista britânica "The Economist" dessa semana traz um artigo interessante sobre os
desafios de Obama para lidar com um dos temas mais associados à África (infelizmente), o

em que assassinatos localizados adquirem a unidade capaz de caracterizá-los como parte
de uma mesma máquina de matar? No momento em que se percebe que há um genocídio
acontecendo, é provável que grande parte dele já tenha acontecido. Mesmo o de Ruanda, que
teve uma velocidade espantosa (1 milhão de mortos em três meses, quatro vezes mais rápido
que o Holocausto nazista), só foi percebido como uma catástrofe quando era tarde mais.
A saída para minimizar a dificuldade é um constante sistema de inteligência que permita
identificar ações preparatórias suspeitas, o que foi um notório fracasso em Ruanda. Por meses
antes do genocídio caixas e mais caixas de armas brancas e de fogo, a maioria provenientes
da França, desembarcaram no país sem que ninguém se preocupasse. Três meses antes do
início da matança, um informante do regime chegou a relatar os preparativos para as tropas da
ONU no país, mas o aviso foi ignorado na cadeia de comando burocrática da instituição.
Identificado o problema, entram em consideração outras questões. Quem tem direito a
proteção de genocídios? A pergunta pode parecer cruel e absurda, mas não sejamos ingênuos
de pensar que populações submetidas a tal ameaça por um governo aliado do Ocidente terão
o mesmo tratamento do que uma na mira de um regime do "eixo do mal". E o caso da cólera no
Zimbábue, pode ou não ser considerado um genocídio?
Discussões acadêmicas à parte, temos ainda a prova dos nove: por mais que Obama bata no
peito que "Nunca mais", ainda estou pagando para ver una coluna de marines descendo nas
selvas do leste do Congo. Isso seria algo realmente novo na diplomacia norte-americana.
Tão novo quanto improvável.

Source text - Portuguese Só se deve ter “medo do próprio medo”, ensinava o presidente do New Deal
Eleito sob a esperança de mudança (chance, change), Barack Obama governa sob o signo do medo e da omissão. Imobilizado diante da fúria conservadora, o presidente dobrou os joelhos e aceitou ignorar o discurso inaugural de Franklin D. Roosevelt, em 1933, que conclamou o povo americano, então atormentado por um desemprego de 23%, a só “ter medo do próprio medo”.
Os medos de Obama o aconselharam a propor soluções de pé quebrado para as questões que afligem a maioria da sociedade americana. Entre tantos problemas, na linha de frente figuram a regulamentação dos mercados financeiros, o tratamento dos 11 milhões de mutuários afogados em dívidas hipotecárias que ultrapassam o valor dos imóveis adquiridos, os métodos violentos utilizados pelos credores para recuperar as casas e, finalmente, a batata quente do déficit fiscal e da dívida pública do governo federal, dos estados e dos municípios.
Em entrevista concedida ao jornal inglês The Independent, o ator Matt Damon disparou contra o presidente: “Acho que ele está completamente submetido a Wall Street. A economia tem problemas enormes. Ainda temos os bancos que são grandes demais para falir. Eles estão ainda maiores e fazendo mais dinheiro do que nunca. Desemprego a 10%? É terrível”.
Damon, vencedor do Oscar de 2011 e ativista liberal, empenhou seu prestígio hollywoodiano na campanha presidencial de Obama. Não foram poucas as personalidades que entraram de corpo e alma no movimento que alçou o senador por Michigan à Presidência dos Estados Unidos da América. Estão quase todos tão decepcionados quanto os devedores desempregados, expulsos de suas casas, e obrigados a dormir, comer e sobreviver nos automóveis que escaparam à sanha recuperadora dos banqueiros.
É ingênuo imaginar que as omissões e recuos de Obama são apenas produto de uma personalidade frágil. A explicação é fácil demais para ser verdadeira. As vacilações do presidente exprimem, na verdade, o enfraquecimento das bases sociais do Partido Democrata. A desindustrialização promovida pela “deslocalização” da grande empresa suscitou não só a destruição em massa dos empregos nas fábricas, como também reduziu as oportunidades de ocupação nos serviços ligados ao dinamismo industrial. Aumentou o número de empregados precários em serviços de baixa remuneração. A queda dos rendimentos dos 90% inferiores da escala de distribuição de renda nos últimos 30 anos – o que inclui o declínio da classe média americana – não é novidade para ninguém. A desorientação do Partido Democrata não é um fenômeno recente. Há que lembrar o papel de Bill Clinton e de seus colaboradores, Lawrence Summers e Thimoty Geithner, na “batalha” pela desregulamentação financeira que culminou, em 1999, com a promulgação da Lei Gramm-Leach-Bliley. A lei abriu as porteiras para as façanhas dos espertalhões e sabidos do mercado financeiro, legitimados pelo esoterismo de modelos pseudocientíficos de precificação de riscos, sob o manto protetor das agências de avaliação da qualidade dos ativos.
A perda de substância programática do Partido Democrata deu azo à crescente agressividade dos conservadores, que, entre outras peripécias, se sentiram encorajados a aumentar os decibéis da gritaria contra os déficits e a dívida pública. Déficits e dívida gerados em grande medida, diga-se, pelo socorro do governo aos financiadores das campanhas eleitorais de muitos congressistas.
Enquanto clama contra os gastos do governo, a bancada republicana, majoritária, enfiou goela abaixo do presidente a manutenção do presente tributário aos ricos, prorrogando o mimo concedido por George W. Bush aos endinheirados. Mas, na sociedade encantada pelos mitos da “utopia realizada” e “da terra das oportunidades”, o aumento indecente da desigualdade e a prática desavergonhada do favorecimento aos ricos e às grandes empresas e bancos explodem na cara dos descarados.
Os movimentos de reação ao tratamento desigual e à supressão de direitos, que começaram com as manifestações dos funcionários públicos de Wisconsin, estão a se disseminar por outros estados. A eles se juntam os protestos dos cidadãos americanos expulsos de suas casas pela truculência dos credores, amparados numa lei de falência que os favorece. Multiplicam-se os grupos dispostos a defender os prejudicados, o que ensejou uma proclamação de promotores (Attorneys Generals) que exigem condições mais equânimes na negociação entre credores e devedores.
O cineasta Michael Moore arengou no dia 5 de março para os revoltosos de Wisconsin: “Os Estados Unidos não estão quebrados. O país- está inundado de dinheiro. O problema é que a grana não está no bolso de vocês. Ela foi transferida, no maior assalto da história, dos bolsos dos trabalhadores e consumidores para os bancos e para os portfólios dos super-ricos. Hoje, apenas 400 americanos possuem mais riqueza do que a soma do que é possuído por metade da população”. Strike!

presidential campaign. Were not few, the public personalities who entered in with body and
soul the movement that lifted the Michigan senator to the presidency of the United States of
America. Almost everybody is as disappointed as the unemployed who are in debt, expelled out
of their homes, and forced to sleep, eat and survive in cars that escaped the recovering fury of
bankers.
It is naive to imagine that the omission of Obama and his setbacks are just the product of a
fragile personality . The explanation is too easy to be true. The hesitations of the President,
express, in fact, the weakening of the social foundations of the Democratic Party.
The Deindustrialization promoted by the "relocation" of big businesses not only raised the
mass destruction of jobs in factories, as well as reduced job opportunities in services related
to industrial dynamism. It increased the number of precarious employees in low-paid services.
The drop in income of 90% below the scale of income distribution in the last 30 years - including
the decline of the American middle class - is not anything new to anyone. The disorientation of
the Democratic Party is not a recent phenomenon. We must remember the role of Bill Clinton
and his associates, Lawrence Summers and Thimoty Geithner, in the "battle" for the financial
deregulation that culminated in 1999 with the enactment of the Gramm-Leach-Bliley law. The
law opened the gates to the exploits of the smart and wise of the financial market, legitimized
by the esotericism of pseudo scientific models of risk pricing, under the protective mantle of the
agencies to assess the quality of assets.
The loss of programmatic substance of the Democratic Party has given opportunity to the
growing aggressiveness of the Conservatives, who, among other incidents, felt encouraged to
increase the decibels of screaming against deficits and public debt. Deficits and debt generated
largely,let us say, by the government bailout to those who financed election campaigns of many
congressmen.
While claiming against government spending, the Republican seats, the majority, shoved
down the president’s throat the maintenance of the tributary gifts to the rich , extending the
pampering provided by George W. Bush to the wealthy. But in a society enchanted by the myths
of “realized utopia" and "the land of opportunities”, the indecent increase in inequality and the
shameless practice of favoring the rich, the big companies and the banks, explode in the face of
the brazen.
The movements of reaction to uneven treatment and the suppression of rights, which began
with demonstrations by public employees in Wisconsin, are spreading out to other states. They
are then joined by the protests of American citizens who were expelled from their homes by
the brutality of creditors, supported by a bankruptcy law which favors them. Groups which are
willing to defend the injured multiply, which causes a proclamation of prosecutors (Generals
Attorneys) that require more equitable conditions in the negotiation between creditors and
debtors.
Filmmaker Michael Moore on March 5 made a speech for the rebels of Wisconsin: " America
is not broke. Not by a long shot. The country is awash in wealth and cash. It’s just that it’s not
in your hands. It has been transferred, in the greatest heist in history, from the workers and
consumers to the banks and the portfolios of the uber-rich.Today just 400 Americans have more
wealth than half of all Americans combined.”
