Після кривавих релігійних війн у Европі XVII сторіччя було винайдено спосіб давати разу з хаотичною і необмеженою війною всіх проти всіх – такoго собі Bellum omnium contra omnes.
По-перше було винайдено щось таке як національний суверенітет, який мав повноваження діяти на певній території.
По-друге в міжнародну практику було запроваджено систему міжнародних відносин, яка поставала як правило за підсумками якогось масштабного конфлікту принаймні європейського масштабу.
По-третє ця система міжнародних відносин формувалася не стихійно, а на відповідних платформах для перемовин і у відповідності з інтересами переможців.
По-четверте іноді укладання системи міжнародних відносин відбувалося з врахуванням абстрактних уявлень про справедливість, мораль та порядок (байдуже, що інколи «справедливість» у відповідності з тогочасним розумінням суверенітету полягала у тому, щоб вирізати на своїй території всіх католиків чи протестантів, або ж «порядок» полягав у поверненні на трон здеґрадованих монарших династій). На сьогодні роль світської релігії, яка освячує черговий «вічний мир» є концепція прав людини чи концепція боротьби з світовим тероризмом.

After the bloody religious wars in Europe XVII century the way to deal with the chaotic and

unlimited war of all against all was invented - something like Bellum omnium contra omnes.

First of all some kind of national sovereignty was invented. It gave the authority to act in a

particular area.

Then, in international practice the system of international relations was introduced. It was

built on the basis of a large-scale conflict, at least on a European scale.

Thirdly, the system of international relations was not formed spontaneously, but on the

corresponding platforms for negotiations in accordance with the interests of the winners.

Sometimes stacking system of international relations was considering abstract ideas about

justice, morality and order (no matter that sometimes "justice" in accordance with those perception

of national sovereignty was the cutting in its territory all Catholics or Protestants, or "order "

to return to the throne degraded dynasties of monarchs). Today the role of secular religion that

consecrates another "eternal peace" is the concept of human rights or concept to combat global

terrorism.
