Рівноправність громадян означає, що всі громадяни на території держави рівні перед законом і судом, мають рівні конституційні права і свободи. Конституція (ст.24) забороняє існування будь-яких привілеїв чи обмежень громадян України за ознаками раси, кольору шкіри, політичних, релігійних та інших переконань, статі, етнічного та соціального походження, майнового стану, місця проживання, за мовними або іншими ознаками. Йдеться про рівність громадян перед законом і судом. Таким чином Конституція визначає однаковість вихідних позицій громадян у суспільному і державному житті.
Звичайно, за умов ринкової економіки, багатоманітності форм власності в країні, диференціації громадян за майновим станом, виникає розрив між правовим статусом особи та реальним соціальним становищем людини. Ця суперечність життєва, вона притаманна всім державам з ринковою економікою, заснованою на приватній власності. Засобом подолання цього протиріччя може бути реалізація ідеї "соціальної держави".
Translation - English Constitutional rights and duties of the citizens of Ukraine(Generals)
The equality of rights of citizens means that all citizens on the territory of the state are equal on a front of the law and the court, have equal constitutional rights and freedoms. The Constitution of Ukraine (par.24) forbids the existence of any priviledges or limitations of the citizens of Ukraine by the signs of race, skin colour, political. religious and other persuasions, sex, ethnic and social origin, property state, residence, by linguistic or other signs. It goes about the equality of citizens on a front of the law and the court. Thus the Constitution determines an identicalness of initial positions of citizens in their social and state life.
Certainly, under the conditions of market economy, patterns diversity of ownership in the country, differentation of citizens under the property state, there is a break between the legal status of a person and the real social position of a man. This contradiction is vital, it is inherent to all states with a market economy, based on a private property. The realization of the idea of "social state" is possibly the means to overcome this contradiction.
