The primary purpose of pre-test counselling is to provide the client with information about HIV transmission, prevention, and the personal and medical benefits of learning ones serostatus. The patient should be counselled using frank, non-judgmental language, in a private setting, in which the client is comfortable asking questions and discussing behaviours.
Post-test counselling provides the opportunity to clarify information and to further promote HIV risk reduction behaviour and good health practices. In addition, post-test counselling provides an opportunity to discuss the client’s personal HIV prevention strategy. The benefits of obtaining HIV-related primary care can be explained, if the client tests positive. Moreover, the client can learn about the options to notify partners.
The following protocol outlines components of the pre- and post-test counselling sessions. Since this protocol draws heavily upon the expertise of experienced counsellors, many of the recommended approaches may be familiar to those who have been involved in HIV counselling. Practitioners should adapt this protocol to the individual client. Conducting an individual risk assessment in the pre-test session may be of limited use for clients who do not know or are not ready to discuss personal risk factors. On the other hand, individual risk assessment in pre-test counselling may help the client to clearly understand his or her risk and encourage the client to adopt risk-reducing behaviours.
Counsellors should have also read the handbook on Guidelines For Counselling as a precursor to this handbook.
Further the Agency should check thoroughly into what services are available in the city/town in which it is based. This includes any HIV testing service, government or private, and

• their quality, confidentiality, and appropriateness
• whether these testing services anonymous or confidential
• whether they discriminate against, and stigmatise, men who have sex with men, hijras and kothis
• whether they have adequate and appropriate counselling services
• what treatment services are available and their costs
• what support services and self-help groups are available
Other services should also be investigated included, drug and alcohol abuse treatment centres and psychiatric and psychotherapeutic treatment.
Local legal and human rights services should also be accessed.
The Agency should have available a range of appropriate referrals contact numbers, and an appropriate healthy-living chart that outlines the dietary and medical needs of someone living with HIV.
The Agency should also be networked with Positive Groups in the city, state and country. Advocacy work may also be required in terms of the needs of hijras, kothis, gay-dentified men, and other men who have sex with men in relation to all these services.

প্রায় দেড় বছর আগে যখন মহাত্মাজি ঘোষাণা করলেন যে তিনি রাজনীতি থেকে নিজেকে সরিয়ে রেখে খাদি নিয়ে গঠনমূলক কাজে নিজেকে নিয়োজিত করবেন তখন সেই প্রতিটি দেশপ্রেমিক, যারা দীর্ঘ প্রায় ছয় বছর ধরে তাঁর উন্মাদ ও ক্ষতিকর রাজনীতির সঙ্গে যুক্ত থেকে হতাশার শেষ সীমায় পৌছেছিলেন, এবং যা আমাদের দেশেকেও বহুলাংশে ভুল পথে চালিত করেছিল, তারা কিছুটা হলেও স্বস্তি পেয়েছিলেন ৷ এটা বিশ্বাস করা গিয়েছিল যে অন্ততঃ এখন থেকে গান্ধীজি রাজনীতির পরিসরে আস্ফালন করবেন না যা তার জ্ঞান, বুদ্ধিমত্তা বা শক্তি কোনটারই আওতাভুক্ত নয় ৷ এখন থেকে তিনি তাঁর রাস্ট্রবিরোধী সেই সব এজেন্ডা থেকে দুরে থাকবেন যা ‘অহিংসা’, ‘অসহকারিতা’ ‘বিদায়ক কার্যক্রম’ ইত্যাদি অর্থহীন আদর্শের দ্বারা দেশের যুব-সমাজের শক্ত হৃদয় কে সিক্ত করে রেখেছিল এবং শুধুমাত্র চড়কা-তেই তাঁর ক্রিয়াকর্ম সীমিত রাখবেন ৷ কিন্তু আপনারা তাঁকে দেখবেন জাতীয় কংগ্রেসের সভায়, তাঁর সেই সমস্ত বস্তাপচা পাগলামীগুলির সমর্থনে কথা বলেছেন এবং নাগপুর সত্যাগ্রহের উল্লেখ করে ছাইভষ্ম চিঠি প্রেরণ করতে এবং এইভাবেই রাজনীতিতে অযাচিত হস্তক্ষেপ করে যেতে, তাথাপি এটা বলতে যে, “আমি আর সক্রিয় রাজনীতিতে থাকবো না” ৷
কারণ এই কথা যে, “আমি আর সক্রিয় রাজনীতিতে থাকবো না”, তিনি চাপে পরে বলেছেন ৷ যখন স্বরাজ পার্টির সদস্যরা এআইসিসি-র কার্যকারী কমিটির সভা ছেড়ে ওয়াক-আউট করেন, তখন গান্ধীজি বেশ দাম্ভিকতার সঙ্গে বলেছিলেন, “কোন অসুবিধা নেই ৷ অপ্রয়োজনীয় ভিড়ের দরকার কি? মাত্র দুজন সদস্যই যথেষ্ট ৷” কিন্তু তাঁর পা টলে গিয়েছিল যখন ওই দুজন সদস্যও যোগাড় করা তাঁর পক্ষে দুঃসাধ্য হয়ে পড়েছিল কংগ্রেস পার্টিকে খাদি প্রচারক দল হিসেবে রুপান্তরিত করতে এবং যার ফলে বিরোধী পক্ষ আইনসভা পরিচালনার ক্ষমতা অর্জন করে ফেলে ৷ যাদের সেদিনকার সভায় গান্ধীজি ও মহম্মদ আলির বাকবিতন্ডার কথা মনে আছে, তাঁর সেদিনকার চোখের জল এবং হতাশাজনক আত্মসমর্পণের কথা মনে আছে, তাঁরা জানেন যে গান্ধীজি একমাত্র তখনই সক্রিয় রাজনীতি থেকে সরে আসার কথা ঘোষণা করেছেন যখন তিনি নিজেকে রাজনীতি থেকে উত্পাটিত হতে দেখেছেন ৷ সরকারের পূর্ণ মদতে এই মহাত্মা বাংলার উদ্দেশ্যে যাত্রা করেন সেখানকার আন্দোলকারীদের প্রশমিত করার তাঁর গোপন শপথ নিয়ে ৷ কিন্তু দীর্ঘ তিন মাসের অক্লান্ত পরিশ্রমের পরেও সেখানকার বিপ্লবীদের বাংলার শাসকদের উত্খাতের গোপন আন্দোলন থেকে বিরত রাখতে পারেন নি ৷ অন্য দিকে, আইনসভা অসহযোগের ফলে বিহ্বল হয়ে পরে ৷ বিপুল হিন্দত্ববাদী সংগঠেনর আত্মপ্রকাশ খিলাফতের মতো প্রবল প্রতাপশালী আন্দোলনে জল ঢেলে দেয় ৷ অতএব, না আইনসভায়, না বিপ্লবী সংগঠনে, কোথাও আর তাঁর কোন সমর্থক ছিল না তা সে হিন্দুদের মধ্যেই হোক অথবা মুসলিমদের মধ্যে এবং গান্ধীজিকে আত্মত্যাগের রাজনীতির ভেক্ ধরতে হয়েছিল, যা ছিল আদতে অবশ্যম্ভাবী ৷

When, about a year and a half, Mahatmaji announced that, renouncing
politics, he would devote himself to the constructive programme of Khadi, every
patriot - fed-up with his crazy and wasteful politics and disappointed at the loss
caused by that politics in the past six years and at the misdirection our country
suffered due to the confusion- had indeed felt a bit relieved. It was believed that,
at least now onwards, Gandhiji would cease to meddle unduly in politics that is
beyond the ken of his knowledge, intelligence and power; stay away from the
antinational agenda of dampening the spirit of our youth with the useless
quibbling over ‘ahimsa’, ‘asahakarita’, ‘vidhayak karyakram’ etc. and just stick to
his Charkha. But you see him attending the National Congress, upholding that old
crazy programme and dispatching utterly trash letters with reference to the Nagpur
Satyagraha and thus continuing to dabble in politics in spite of his declaration – ‘I
won’t be in active politics.’
This is because he had said-‘I won’t be in active politics.’ only out of
compulsion. When the members of the Swaraj Party walked out of the meeting of
the working committee of the AICC, Gandhiji had said with pretty conceit, “No
problem, what is the use of a useless crowd? Just two followers are enough.” But
his legs teetered when he found it hard to enlist even the two followers with the
help of whom he could turn the Congress into a Khadi Propagating Party and
thereby enable the opposition party in the legislature to rule as it pleased. Those
who remember the hue and cry of Gandhiji and Mohammad Ali in that meeting,
the tears of exasperated disappointment and the final surrender will realize that
Gandhiji announced his resolve not to be in active politics only when he found
himself uprooted from politics. With full government backing, this noble soul set
out to Bengal with a mighty vow to crush the revolutionaries there. But even with
the best of efforts for three months, the underground movements for subverting
the government in Bengal could not be throttled. On the other hand, the legislature
was overwhelmed by the non-cooperationists. The rise of huge Hindu
organizations led to the liquidation of the ominous Khilafat movement. Hence,
with no sympathizers left- whether in legislature or the revolutionaries, in Hindus
or Muslims - Gandhiji had to fake a voluntary renunciation of politics which,
anyway, was inevitable.
