In late 2008, the Federal Reserve lowered its target policy rate – the overnight federal funds rate – effectively to its zero lower bound. Given a deteriorating outlook for economic growth and a perceived threat of price deflation, the Fed began to purchase longer term securities to push down bond yields and provide additional monetary policy stimulus to the economy. Similarly, in the early spring of 2009, the Bank of England, which had lowered its policy interest rate – the Bank Rate – to its effective zero lower bound, projected weak UK economic growth and a medium - term inflation rate that was below its official 2% target. Therefore, the
Bank of England announced plans to purchase government bonds to increase nominal economic activity.
Facing similar circumstances, the Federal Reserve and the Bank of England purchased roughly comparable amounts of bonds – both relative to the size of their economies and to the stocks of outstanding government debt. Recent research also suggests that the two central bank bond purchase programmes induced a comparable reduction in government bond yields in each country. For the US, Gagnon et al. (GRRS) (2011) report a cumulative decline in the 10-year US Treasury yield of 91 basis points following eight key announcements about the Fed's first programme of large - scale asset purchases (LSAPs).

Pod koniec 2008 roku amerykańska Rezerwa Federalna (Fed) obniżyła podstawową stopę procentową, czyli stopę overnight na rynku rezerw banków komercyjnych (overnight federal funds rate) do poziomu bliskiego zeru. Biorąc pod uwagę pogarszające się
perspektywy na wzrost gospodarczy oraz realną groźbę deflacji, Fed rozpoczął wykup długoterminowych papierów wartościowych w celu zmniejszenia dochodowości obligacji oraz dostarczenia gospodarce dodatkowego bodźca płynącego z polityki pieniężnej.
Analogicznie, na początku wiosny 2009 roku, Bank Anglii obniżył podstawową stopę procentową (Bank Rate) do poziomu bliskiego zeru. Poskutkowało to słabym wzrostem gospodarczym w Wielkiej Brytanii oraz doprowadziło do tego, że średnioterminowa stopa
inflacji znalazła się poniżej swojego oficjalnego celu 2%. Bank Anglii ogłosił więc plany wykupu obligacji rządowych w celu zwiększenia nominalnej aktywności gospodarczej.
Rezerwa Federalna i Bank Anglii, znajdujące się w podobnej sytuacji, dokonały zakupu mniej więcej porównywalnych ilości obligacji – w obydwu przypadkach odpowiadają one wielkości gospodarek amerykańskiej i brytyjskiej oraz wysokości niespłaconego przez ich rządy długu. Najnowsze badania sugerują również, iż program wykupienia obligacji, który został przeprowadzony przez te dwa banki centralne, spowodował porównywalny spadek rentowności obligacji w obydwu krajach. Source text - Polish O tym, jak układa się sąsiedzka współpraca oraz dlaczego warto odwiedzać parki narodowe mówili podczas spotkania w Karkonoszach Janusz Zaleski, podsekretarz stanu w Ministerstwie Środowiska i Tomasz Chalupa, minister środowiska republiki czeskiej.
Wizyta ministra Zaleskiego w Karkonoskim Parku Narodowym rozpoczęła się od wjazdu wyciągiem na Kopę i przejścia czarnym szlakiem do Śląskiego Domu. Tam spotkał się z Tomaszem Chalupą. Była to okazja do rozmowy o projektach realizowanych przez polski (KPN) i czeski (KRNAP) Karkonoski Park Narodowy z wykorzystaniem pieniędzy unijnych.
Współpraca między parkami realizowana jest podstawie umowy podpisanej przez dyrektorów 16 stycznia 2004 roku. Parki realizują m.in. wspólne transgraniczne projekty finansowane z funduszy UE, np. Karkonosze w INSPIRE, Rozwój infrastruktury turystycznej KRNAP i KPN, Wspólna edukacja pracowników Dyrekcji KRNAP i KPN, „Bezpieczne Karkonosze”. Oba parki uczestniczą w międzynarodowych programach naukowych.
W Karkonoszach ministrowie zwiedzili wspólnie Obserwatorium IMGW, Kapliczkę św. Wawrzyńca oraz Pocztę Czeską i tzw. Spaloną Strażnicę. Po prezentacji ścieżki dla osób niepełnosprawnych oraz wyremontowanego szlaku granicznego (tzw. Szlaku przyjaźni Polsko-Czeskiej) ministrowie otworzyli nowy punkt widokowy nad Małym Stawem. Położyli również kamień węgielny pod wspólny, polsko-czeski remont szlaku transgraniczego, tzw. Jantarowej cesty.
Karkonoski Park Narodowy z siedzibą w Jeleniej Górze znajduje się na terenie województwa dolnośląskiego, w południowo – zachodniej części kraju, przy granicy państwowej z Republiką Czeską. Park utworzony został w 1959 r. Obecna powierzchnia Parku wynosi 5580 ha. Największą część Parku zajmują lasy – 4022 ha. 1726 ha powierzchni Parku objęto ochroną ścisłą. W 1992 roku, decyzją działającego w ramach UNESCO Międzynarodowego Komitetu MaB (program Człowiek i Środowisko), został utworzony Bilateralny Rezerwat Biosfery Krkonoše/Karkonosze. W roku 2004 Federacja EUROPARC nadała Karkonoskiemu Parkowi Narodowemu certyfikat Parku Transgranicznego.
Translation - English During a meeting in Karkonosze Mountains, Janusz Zaleski, the Polish Under-Secretary of State in the Ministry of Environment, and Tomasz Chałupa, Minister of Environment of the Czech Republic, talked about the state of neighbourly cooperation and discussed the reasons why national parks are worth visiting.
Minister Zaleski started his visit to the Karkonosze National Park by taking a chairlift to the Kopa mountain peak and then walking along the black route to the Silesian House, where he met with Tomasz Chałupa. The meeting was an opportunity to discuss the projects that were implemented by the Polish (KPN) and the Czech (KNAP) Karkonosze National Park and that drew upon the EU funds.
The collaboration between the parks is executed on the basis of an agreement signed by the directors on 16 January 2004. The parks implement, among others, joint cross-border projects financed from the EU funds, e.g. Karkonosze in INSPIRE, Development of tourism infrastructure of KRNAP and KPN, Joint education of the employees of KRNAP and KPN Directorates, "Safe Karkonosze". Both parks participate in international scientific programmes.
In Karkonosze Mountains, the ministers visited together the IMGW Observatory, the chapel of Saint Lawrence, and the Czech post office, as well as Spalona Stażnica (the burnt watchtower). After the presentation of a route for people with disabilities and the renovated border route (the so called Polish-Czech Friendship Route), the Ministers opened a new viewing point over the The Small Pond. They also broke ground for the joint Polish-Czech renovation of a cross-border route, Jantarowa Cesta.
Karkonosze National Park, with its seat in Jelenia Góra, is situated in the southwestern Poland, in Dolnośląskie Voivodeship, along the border with the Czech Republic. A Bilateral Biosphere Reserve Krkonoše/Karkonosze was established in 1992 under the UNESCO Man and the Biosphere (MaB) programme. In 2004, the EUROPARC Federation granted the Karkonosze National Park a Cross-Border Park certificate.
