2.1 אי-התאמה מהותית - שגיאה, מצבור של שגיאות, השמטות או סילופים בהצהרה בנושא גזי חממה העלולים להשפיע על החלטות המשתמשים המיועדים.
2.2 אי וודאות – תיאור כמותי ואיכותי של תוצאת הכימות הפליטות / הפחתת פליטות אשר מאפיין את פיזור הערכים שניתן לייחס באופן סביר לכמות הפליטות המכומתת. התיאור כולל גם את הסיבות האפשריות לפיזור זה.
2.3 אימות - תהליך שיטתי, עצמאי ומתועד לצורך הערכה של הצהרה על פליטת או הפחתת גזי חממה בהתאם לקריטריוני אימות מוסכמים. עצמאות התהליך מתבטאת בחוסר ניגוד עניינים הנוגעים לפיתוח נתונים ומידע בקשר לגזי חממה.
2.4 גבולות האימות – גבולות אירגוניים או תפעולים התואמים את גבולות ההצהרות בנושא גזי חממה עבור מצאי פליטות או הפחתות מפרויקטים.
2.5 גוף מאמת – גוף המוסמך לביצוע אימות על ידי המשרד בהתאם לסטנדרטים בינלאומיים.
2.6 הפחתת פליטות גזי חממה - ההפחתה המחושבת של פליטת גזי חממה בין תרחיש קו הבסיס לבין תוצאת הפרויקט.
2.7 הצהרה בנושא גזי חממה - הצהרה או קביעה עובדתית ואובייקטיבית כגון בדו"ח פליטות של המנגנון הוולונטרי או בתוכנית המשרד להפחתת גזי חממה מפרויקטים.
2.8 הצהרת אימות - הצהרה רשמית, בכתב, המבטיחה את נכונות הנאמר בהצהרה בנושא גזי החממה בחתימת הצד האחראי לדיווח למערך הוולונטרי או להפחתת פליטות מפרויקטים.
2.9 מערכת מידע על גזי חממה - תהליכים ונהלים לאיסוף מידע על פליטות והפחתות גזי חממה, ניהולם ואחזקתם.
2.10 קריטריוני אימות – נהלים, או דרישות הנקבעות על יד המשרד, תכניות גזי חממה, יוזמות דיווח וולונטריות, תקנים, או הנחיות המשמשות כאמות מידה לאימות הצהרות בנושא גזי חממה.
2.11 שנת בסיס – תקופה שהסתיימה אשר עבורה נאספו נתונים על פליטת גזי חממה ואשר משמשת כתקופת ייחוס לצורך חישוב תחזית פליטות או השוואת פליטות גזי חממה.
3. עקרונות לביצוע האימות
העקרונות המנויים להלן מהווים את הבסיס לדרישות של מספר תקנים בינלאומיים המפרטים קודי התנהגות ודרישות לביצוע אימות עבור נתונים לא-פיננסיים, כגון פליטות והפחתות של גזי חממה. ביניהם ניתן לציין את ,14064-3 ISO ,AA1000 ותקןISAE 3000 .
עקרונות אלה תואמים את העקרונות הכלליים אשר ננקבו על ידי המשרד בתהליך האישור והרישום של גופים מאמתים והם גם מהותיים באופן מפורש לביצוע כל אימות של פליטות והפחתות גזי חממה הנדרש על ידי המשרד:
אי תלות – הגוף המאמת חייב להיות בלתי תלוי בפעילות העוברת אימות, נטול פניות וניגודי עניינים, ועליו לשמור על אובייקטיביות בכל שלבי האימות בכדי להבטיח כי הממצאים והמסקנות יתבססו על ראיות אובייקטיביות אשר יתקבלו במהלך האימות.
התנהלות אתית – הגוף המאמת חייב להפגין התנהלות אתית תוך רכישת אמון הארגון העובר את תהליך האימות, הקפדה על יושרה, שמירת סודיות והפעלת שיקול דעת מקצועי ואמין במהלך כל שלבי האימות.
מצג הוגן – הגוף המאמת חייב לבטא בכנות ובדייקנות את הפעולות, הממצאים, המסקנות והדוחות הנוגעים לאימות. עליו לדווח על מכשולים משמעותיים בתהליך האימות, וכן על חילוקי דעות בלתי פתורים עם הארגון העובר את תהליך האימות.
טיפול מקצועי הולם – הגוף המאמת חייב לנהוג באופן מקצועי ובשיקול דעת כנדרש לאור חשיבות המשימה המבוצעת ולאמון שרוחשים הלקוחות והמשתמשים המיועדים.
4. שלבי תהליך האימות
תהליך האימות הוא תהליך שיטתי, עצמאי ומתועד להערכת הצהרות של גופים ואירגונים בהקשר למצאי פליטות או להפחתות של גזי חממה מפרויקטים. כל תהליך אימות חייב תכנון בהתאם לשלבים הבאים:
וידוא חוסר ניגוד אינטרסים ספציפי בהתאם להנחיות המשרד;
קביעת מטרות האימות, היקפו ושלביו כולל תפקידי הצוות;
אפיון מראש של תכולת הדו"ח המסכם את ממצאי האימות;
מסירת נתוני הפליטה או ההפחתה כולל תוכנית הניטור ואיסוף הנתונים;
הסכמה על אחריות הגוף המדווח לתקן את המידע לאור ממצאי האימות.
טבלה 1 מתארת את השלבים של תהליך האימות; הנחיות לאופן ביצוע האימות מובאות בסעיף 5.

- מרגע האימות לא ניתן לבצע שינויים בנתונים עד לסיום האימות.
עבור מערך הדיווח הוולנטרי –הדוח יוגש למשרד לפני תחילת האימות. לאחר האימות יוכל הגוף המדווח להגיש דוח מתוקן (ראה סעיף 7).
2 בחירת הגוף המאמת - הארגון המדווח מתקשר עם אחד מהגופים המאושרים על ידי המשרד לביצוע אימות דיווחים על פליטות גזי חממה.
3 סינון חוסר ניגוד ענינים ספציפי - הגוף שנבחר לביצוע האימות עובר את תהליך הבדיקה והסינון בהתאם לנדרש בסעיף 3 של המסמך לאישור גופים מאמתים1
4 הכנת תוכנית לאימות הדוח - הגוף המדווח מעביר את דוח הפליטות לגוף המאמת;
- הגוף המאמת מכין תוכנית לביצוע האימות.
5 ביצוע האימות - הגוף המאמת מבצע את האימות בהתאם להנחיות (ראה סעיף 5)
6 סיכום ביניים - הגוף המאמת מיידע את הארגון שעבורו מתבצע האימות על שגיאות אפשריות בדיווחים
7 תיקון הדיווח ו/או ההצהרה - הארגון שעבורו מתבצע הדיווח מבצע את התיקונים הנדרשים בחישובי פליטות והפחתות של גזי חממה
- הארגון שעבורו מתבצע הדיווח מכין גרסה מתוקנת של הדו"ח וההצהרה בדבר פליטות והפחתות של גזי חממה
8 דו"ח מסכם - הגוף המאמת מכין דו"ח סופי על שלבי האימות כולל ביקור באתרים, ממצאיו ותיאור השגיאות שנמצאו והתיקונים שנעשו (ראה סעיף 5.3)
9 אישור הדו"ח המסכם - הארגון שעבורו מתבצע האימות מוסר את הדו"ח המסכם יחד עם דו"ח הפליטות המתוקן למשרד לצורך בדיקה ואישור.
10 פרסום ממצאי האימות - המשרד מפרסם את ממצאי האימות באתרו.
Translation - English 2. Definitions
2.1 Material discrepancy – One or more errors in data or an accumulation of errors, data omissions, and/or misrepresentation in GHG reporting that may influence intended users.
2.2 Uncertainty - Qualitative and quantitative descriptions of the level of emissions/emission reductions that characterize the dispersion of values that can be reasonably attributed to the level of emissions. The description also includes the possible reasons for this distribution.
2.3 Verification - A systematic, independent and documented process to estimate GHG emission or GHG emission reductions according to the approved verification criteria. The independence of the verification process is guaranteed by ensuring that the verifying entity has no conflicts of interest regarding the collection of GHG emission data.
2.4 Verification scope - Organizational or operational boundaries that match those boundaries stated in declarations of GHG inventories or project emission reductions.
2.5 Verification entity – A third-party that is certified by the Ministry to perform verifications in accordance with international standards.
2.6 GHG emission reductions – GHG emission reductions that are calculated as the difference between the set baseline emissions and the level of emissions resulting from the project.
2.7 GHG declaration - Declaration or objective statement, such as the emissions report for the voluntary mechanism or for the Ministry’s GHG emission reduction programs.
2.8 Verification statement – Formal written statement that provides assurance on the contents of the GHG statement signed by the party responsible for the voluntary reporting system or emission reductions from projects.
2.9 GHG information system – Processes and procedures to collect data on GHG emissions and emission reductions; and management and storage standards for them.
2.10 Verification criteria – Procedures or requirements set by the Ministry, GHG programs, voluntary reporting initiatives, and guidelines used verify declarations on GHG emissions.
2.11 Baseline year – A completed time period during which GHG emission data were collected, which will be used as a reference period for the calculation of an emissions forecast or to compare GHG emissions and calculate reductions.
3. Principles for verification
The principles listed below form the basis for the requirements of a number of international standards that codify behavior and requirements for the verification of non-financial data, e.g. GHG emissions and emission reductions. These standards include AA1000, ISO14064-3 and standard ISAE 3000.
These principles meet the general principles set by the Ministry during the approval and registration process of verification bodies and they also are essential for undertaking all GHG emissions and emission reduction verification required by the Ministry:
• Non-dependency: The verification entity must be independent of the activities undergoing verification, impartial and without any conflicts of interest and must maintain objectivity throughout all stages of verification to ensure that the findings and conclusions will be based on the objective evidence that will be received during verification.
• Ethical conduct: The verification entity must demonstrate ethical conduct and gain the trust of the organization undergoing verification, guarantee integrity, confidentiality and professional discretion, and demonstrate reliability during all phases of the verification.
• Fair representation - The verification entity must communicate honestly and accurately all activities, findings, conclusions, and statements relating to verification. The verification entity is responsible to report all significant obstacles encountered during the verification process, as well as unresolved disagreements with the organization undergoing verification.
• Appropriate professional care – The verification entity must act professionally and judiciously as needed given the importance of the task being performed and the trust which has been placed in them.
4. Stages in the verification process
The verification process is a systematic, independent and documented assessment of statements made by entities and organizations about their GHG emissions or their GHG emission reductions resulting from projects. Every verification process must be designed according to these stages:
• Guarantee that there is no specific conflict of interest according to the guidelines laid down by the Ministry;
• Set verification objectives, scope and stages, including staff roles;
• At the outset, describe the contents of the report that summarizes the verification findings;
• Deliver emissions or emission reduction data, including a program to monitor and collect data;
• Agree on the responsibility of the reporting entity to correct information in light of the verification findings.
Table 1 describes the stages in the verification process; the guidelines on how to perform verification are detailed in Section 5.

1 Preparation of GHG emission report for which the verification is required • The report and all the required accompanying documentation for the verification must be prepared by the reporting entity prior to the start of the verification process;
• From the moment verification begins no changes to the data may be made until the verification is complete.
• For voluntary reporting – the report will be submitted to the Ministry prior to the start of verification. After verification is complete the reporting entity may submit a corrected report (see Article 7 in this table).
2 Selection of the verification entity • The reporting organization contacts one of the entities approved by the Ministry to conduct verification of GHG emissions reporting.
3 Absence of specific conflicts of interest • The entity chosen to conduct the verification undergoes a screening process to check that no conflicts of interest exist, as required in Section 3 of the Document to Approve Verification Entities.
4 Preparation of program to verify the report • The reporting entity releases the emissions report to the verification entity;
• The verification entity prepares a plan and timetable to conduct the verification.
5 Verification • The verification entity conducts the verification according to the guidelines (see Section 5 of this report).
6 Preliminary summary • The verification entity informs the reporting organization of possible errors in the emissions reports.
7 Report correction and/or confirmation • The reporting organization makes the requested corrections to the GHG report and to the calculation of GHG emissions and emission reductions.
• The reporting organization prepares a corrected version of the report and of the declaration of GHG emissions and emission reductions.
8 Final report • The verification entity prepares the final report on the verification stages, including site visits and findings, and a description of errors found and their corrections (See Section 5.3).
9 Approval of final report • The reporting organization submits the final report, together with the corrected emissions report, to the Ministry for review and approval.
10 Publication of verification results • The Ministry publishes the verification results on its website.

Translation - English Tel Aviv-based Special Edition Studio for Branding and Strategy designed fifty different seed packets and developed a series of four gift boxes, each containing ten different kinds of seed, for Natural Green Seeds.
Using pictures of children on seed packets is an innovative idea for a gardening company. Our inspiration was of a caring and nurturing family that “showers” its children with love. We wanted the product to communicate with the customer visually and emotionally: just open the packet, water the seeds and enjoy a blossoming long-term relationship!
The cardboard packaging is designed to be re-used as garden signs. The back of each gift box is printed with ready-made, artistically designed punch-out labels that can be easily attached to popsicle sticks provided in the box.
