INFORMACIÓN GENERAL PARA LOS PROPONENTES
SECCIÓN I
GENERALIDADES
1. NORMATIVA APLICABLE AL PROCESO DE CONTRATACIÓN
El presente Proceso de Contratación de Bienes, Obras y Servicios Especializados en el Extranjero, se rige conforme a lo establecido en el Decreto Supremo N° 26688 de 05 de Julio de 2002 y sus modificaciones, el Reglamento Específico para la Contratación de Bienes, Obras y Servicios Especializados en el Extranjero de la Empresa Boliviana de Industrialización de Hidrocarburos (en adelante RE-CBOS-EE), compatibilizado por el Ministerio de Economía y Finanzas Públicas (Órgano Rector) y aprobado mediante Resolución de Directorio EBIH N° 005/2013 de 28 de Agosto de 2013 y el presente Documento Base de Contratación (en adelante DBC).
2. PROPONENTES ELEGIBLES
En esta convocatoria podrán participar empresas, consorcios o asociaciones accidentales Extranjeras constituidas legalmente; o empresas con la intención de constituirse en Asociaciones o Consorcios entre empresas extranjeras.
3. IMPEDIDOS DE PARTICIPAR EN EL PROCESO DE CONTRATACIÓN
Están impedidos para participar, directa o indirectamente, en el presente proceso de contratación, las personas naturales o jurídicas comprendidas en los siguientes incisos:
a) Que tengan deudas pendientes con el Estado Plurinacional de Bolivia, establecidas mediante notas o pliegos de cargo ejecutoriados y no pagados;
b) Que tengan sentencia ejecutoriada, con impedimento para ejercer el comercio;
c) Que se encuentren cumpliendo sanción penal establecida mediante sentencia ejecutoriada por delitos comprendidos en la Ley N° 1743, de 15 de enero de 1997, que aprueba y ratifica la Convención Interamericana contra la Corrupción o sus equivalentes previstos en el Código Penal;
d) Que tenga sentencia por delitos de corrupción en otros países distintos de Bolivia bajo las leyes aplicables correspondientes.
e) Que se encuentren asociadas con consultores que hayan asesorado en la elaboración del contenido del DBC;
f) Que hubiesen declarado su disolución o quiebra;
g) Cuyos representantes legales, accionistas o socios controladores tengan vinculación matrimonial o de parentesco con la MAE, hasta el tercer grado de consanguinidad y segundo de afinidad, conforme con lo establecido en el Código de Familia Boliviano;
h) Los ex servidores públicos que ejercieron funciones en la EBIH, hasta un (1) año antes de la emisión de las convocatoria;
i) Los servidores públicos que ejercen funciones en la EBIH;
j) Los proponentes adjudicados que hayan desistido de suscribir el contrato, no podrán participar hasta un (1) año después de la fecha del desistimiento, salvo causas de fuerza mayor o caso fortuito debidamente justificadas y aceptadas por la entidad, que deberá remitir la información al SICOES;
k) Los proveedores, contratistas y consultores con los que se hubiese resuelto el contrato por causales atribuibles a éstos causando daño al Estado Plurinacional de Bolivia, no podrán participar hasta tres (3) años después de la fecha de la resolución, conforme a la información registrada por la entidad en el SICOES.

2. 지원 가능한 입찰자
이 공고에는 회사들, 컨소시엄 또는 합법적으로 구성된 임시적인 외국 협회, 또는 외국 기업들 간 협회 또는 컨소시엄을 구성하려고 하는 회사들이 참여할 수 있다.
3. 계약 과정 지원 제한자
다음 항목에 법적이나 일반적으로 해당하는 자는 계약 과정에 직접 또는 간접적인 참여가 제한된다:
a) 서류나 이의 신청이나 미납으로 생긴 볼리비아 정부에 미 해결된(현안, 현재) 빚이 있는 자;
b) 무역을 하기에 방해 요소가 될 최종 판결을 받은적이 있는 경우.;
c) 형법에 부패와 이와 동등한 미주 협약 비준 및 승인하는 1997 년 1월 15일 법률 제 1743에서 범죄에 대한 최종 판결에 의해 설립 형사 처벌을 받은 자;
d) 상기 관련 법률에 따라 볼리비아 이외의 국가에서 부패의 처벌 판결을 받은 자.
e) DBC의 내용을 마련하는데 컨설팅 참가를 한 자들과 접촉한 자;
f) 해산 또는 파산을 선언했던 자;
g) 그 법정 대리인, 주주 또는 지배 주주가 MAE와 3대에 걸친 혈족 관계거나 결혼을 통해 이루어진 2대에 걸친 친인척관계 일 경우;
h) 모집공고 개시 1년 전, 그 이전에 EBIH에서 일을 진행 한 전 공무원들;
i) EBIH에서 일을 진행하는 공무원들;
j) 계약에 서명하는 것을 포기한 자(Los proponentes adjudicados)는 불가항력이나 기관에서 보증하고 인정하는 SICOES에 정보를 전달이 가능한 경우를 제외하고는, 포기한 날짜로부터 1년까지는 참가 할 수가 없다;
k) 볼리비아 정부에 피해를 입힌 공급자, 하청 업체 및 컨설턴트는 경우에 따라 SICOES에 기업 의해 기록 된 정보에 따라 그날로부터 3 년 이후 까지 참가가 불가능 할 수 있다.

문은 무사시노 미술대학 시각디자인학과(visual communication)을 우수한 성적으로 졸업했습니다. 저는 4학년 때의 졸업 작품 제작 지도를 통해 문의 디자인에 대한 연구와 시각화에 진지하게 몰두하는 태도를 볼 수 있었습니다. 그 위에 복잡한 관계나 그 구조의 시각화에 대해서도 우수한 능력의 소유자라는 것을 알 수 있었습니다.
문은 16살부터 모국, 한국을 떠나 중국 그리고 일본으로 생활 거점을 이동해 왔습니다. 이들 한자를 사용해온 역사를 가진 3개 나라에서 생활을 해나가면서 언어와 문자 만으로의 커뮤니케이션의 한계를 느낀 것 같습니다. 그 이유에서 일본에서도 언어나 문자에 더하여, 시각에 의해 정보를 전달하는 것의 중요성을 생각해, 정보를 시각화 하는 디자인을 배우기 시작하게 되었습니다.
문은 졸업 제작에서, 아메리카 합중국에서 생겨나 일본에서 큰 성공을 얻은 Convenience store [Seven Eleven]의 개점 방식을 테마로 제작을 했습니다. 스스로 취재. 조사를 실시하여 [Seven Eleven]의 일본에서의 성공의 이유 중 하나가, 점포 개점 위치 선정에 있다는 것에 주목, 거기에서부터 규칙성을 찾아내 그 규칙성을 시각화 하는 것에 성공했습니다. 현재는 한국에 돌아가, 무사시노 미대학에서 졸업 제작으로 만든 정보의 시각화를 이용하여 서울 이라는 도시를 테마로 독자적인 제작을 하고 있습니다.
한자의 공통 문화를 가지고 있으면서도, 현대에서는 그 표기체제와 생활환경이 달라진 3개국 에서의 경험을 통해서, 영어라는 글로벌한 언어 환경을 기초로, 더하여 비주얼 비쥬얼 커뮤니케이션 디자인의 연구와 표현의 확립을, 문은 강하게 바라고 있습니다. 저도 많은 유학생을 보아왔으나 문 같은 경험을 가진 학생은 거의 만나본 적이 없습니다. 그녀의 지금까지 경험과 그 디자인 능력은 필시 귀교의 다른 학생에게도 좋은 영향을 끼칠 수 있다고 확신하며, 이곳에 문의 귀교의 대학원의 학생으로 강하게 추천합니다.
Translation - English I would like to provide a reference for Ms.OO Moon to support her application to OO programme at OO university within my capacity as a professor and direct supervisor of her graduation project at department of Visual Communication Design, Musashino University of Art, from which she has graduated with excellent results. I have observed her research and her sincere attitude towards visual communication designs when I was supervising her fourth and final year project. She also demonstrated that she has a great ability of analysis and visualisation of even more complex subject.
Ms. Moon has moved her base of living from her native South Korea to China, and later to Japan since she was sixteen years old. It seems that she have felt limitations of communication through written and spoken words while living in these countries where they share the base culture of using Chinese characters. It motivated her to start studying designs as a visual realisation of information that aid to convey a message in addition to spoken and written language.
For the theme of her graduation project, Ms. Moon chose opening strategy of a popular convenience store chain 'Seven Eleven', which had originally started in USA and achieved a great success in Japan. Through independent research she realised that one of the reasons for the success they achieved in Japan was in how to select its opening locations. She managed to find regularity there and visualise its qualities in her work. Now, back in South Korea, she is independently producing works utilising techniques of visualising information which she has developed while working on her graduation project here at Musashino University of Arts.
She strongly hopes to deepen her understanding of visual communications design and establish her own method of expression based on her experience in three countries which share the same cultural origin but have developed differently according to their own social and linguistic environment. I have met many foreign students in my career, however one with such diverse and rich experiences has been rare. I am certain that her experience and abilities as a designer would be a great influence on other students as well. I highly recommend her and hope that she can continue her study in the postgraduate programme at your institution.
English to Korean: Tactical Urbanism - Article General field: Social Sciences
Source text - English TACTICAL URBANISM
Improving the livability of our towns and cities commonly starts at the street, block, or building scale. While larger scale efforts do have their place, incremental, small-scale improvements are increasingly seen as a way to stage more substantial investments. This approach allows a host of local actors to test new concepts before making substantial political and financial commitments. Sometimes sanctioned, sometimes not, these actions are commonly referred to as “guerilla urbanism,” “pop-up urbanism,” “city repair,” or “D.I.Y. urbanism.” For the moment, we like “Tactical Urbanism,” which is an approach that features the following five characteristics:
• A deliberate, phased approach to instigating change;
• The offering of local solutions for local planning challenges;
• Short-term commitment and realistic expectations;
• Low-risks, with a possibly a high reward; and
• The development of social capital between citizens and the building of organizational capacity between public-private institutions, non-profits, and their constituents.
While the term is not our own, we do believe it best describes the various initiatives surveyed herein.
EXPERIMENTATION INFORMS DESIGN
In short, tactical urbanism interventions create a laboratory for experimentation. Case studies from across North America reveal the benefit of taking an incremental approach to the process of city building. To be sure, long term change often starts with the process of trying something small. Upon implementation, results may be observed and measured in real-time. And when done inexpensively, and with flexibility, adjustments may be made before moving forward. Indeed, there is real merit in a municipality spending $30,000 on temporary material changes before investing $3,000,000 in those that are permanent. If the improvement doesn’t work as planned, the whole budget will not be shot, and future designs can continue to be calibrated to meet the needs of a particular, and dynamic context.
If done well, these small scale changes are conceived as the first step in realizing lasting change. Thus, tactical urbanism is most effective when used in conjunction with long term planning efforts.
Food carts, for example, are used in Portland, Oregon to incubate small businesses, and to mask surface parking lots. The most successful entrepreneurs either continue to upgrade their “cart” structures, or move up and out to more permanent restaurant space. The presence of the carts makes it easier to imagine the eventual intensification of each surface parking lot into mixed-use, walkable urban development, perhaps with some of the same micro-restauranteurs at the ground level.
If included as part of a public charrette process, some examples of tactical urbanism may more quickly build trust amongst disparate interest groups and community leaders. Indeed, if the public is able to physically participate in the improvement of the city, no matter how small the effort, there is an increased likelihood of gaining public support for larger scale change later. Additionally, involving the public in the physical testing of ideas can yield unique insights into the expectations of future users and the types of design features for which they yearn; truly participatory planning should go beyond drawing on flip charts and maps.

우리의 마을과 도시들의 거주적합성을 향상시키는 일은 보통 거리, 블록, 혹은 건물 레벨의 작은 규모에서 시작한다. 물론 더 큰 규모로 진행되어야 하는 변화들도 존재하지만, 소규모로 점진적인 개선점들을 만들어 가는 방식이 더 큰 투자를 하기 전의 준비과정으로 의미가 있다는 것이 시간이 지나면서 더 설득력을 가지고 받아들여지고 있다. 이러한 접근방식은 지역 관계자들이 대규모의 정치적, 재정적 투자를 하기 전 새로운 컨셉트를 실험해볼 수 있게 한다. 때로는 정식으로 절차를 밟아 진행되기도 하고 때로는 비공식적으로 진행되기도 하는 이러한 활동들은 흔히 “게릴라 어바니즘”, ‘팝업 어바니즘”, “도시 재생”, 혹은 “DIY 어바니즘” 이라는 이름으로 불린다. 하지만 여기서는 “전략적 어바니즘” 이라는 용어를 쓰기로 하자. “전략적 어바니즘”은 아래와 같은 다섯 가지 특징을 가지고 있다.
• 변화를 끌어내기 위해 신중한 단계적 접근방식을 취함;
• 지역적 계획의 문제에 대해 같은 지역 안에서의 해결책을 제시함;
• (의무가 따르는) 계약은 단기적으로, 기대치는 현실적으로;
