Source text - English A recurring theme in debates on European Union politics is the lack of enthusiasm and
involvement of European citizens in the decision-making and legislative procedures,
which may appear complex and impermeable. While some scholars deny the existence
of a democratic deficit, others fear that continued failure to bridge the gap between the
political elite and the constituents will lead to an ever-deeper crisis of legitimacy. The
European Citizens’ Initiative, Article 11.4. TEU, in the Lisbon Treaty on European
Union, around which this thesis is centered, is an instrument created to bring politics
closer to the people. A set of criteria concerning, amongst others, the amount of
signatures, the structure of organisers, and the legality of the proposal, must be met
before a European Citizens’ Initiative is finally submitted to the Commission, which
then is obliged to on that basis use its sole right to legislative initiative to propose new
legislation.
Translation - French L’un des sujets récurrents dans les débats sur la politique de l’Union
européenne (UE) est le manque d’enthousiasme et d’implication de la part des
citoyens européens dans le processus décisionnel et les procédures législatives,
lesquelles peuvent paraître complexes et inaccessibles. Alors que certains
chercheurs nient l’existence d’un déficit démocratique, d’autres craignent que
l’échec persistant à jeter un pont entre les élites politiques et les électeurs
n’envenime la crise de légitimité. L’Initiative citoyenne européenne (ICE), Article
11.4 du Traité sur l’Union européenne (TEU), dans le traité de Lisbonne sur
l’Union européenne, objet de ce mémoire, est un outil conçu pour rapprocher la
politique des citoyens. Avant qu’une Initiative citoyenne européenne ne puisse
être soumise à la Commission européenne, il faut remplir un ensemble de critères
concernant, entre autres, le nombre de signatures recueillies, la nature des
organisateurs ainsi que la légalité de la proposition. La Commission européenne
peut alors utiliser son droit exclusif d’initiative législative pour proposer une
nouvelle loi.
