Russian to English: Moddy's is considering downgrading Russia's government bond rating

Международное рейтинговое агентство Moody's 28 марта поставило суверенный кредитный рейтинг России на пересмотр с перспективой понижения.
Эксперты агентства объяснили этот шаг тем, что на российскую экономику негативное влияние оказывает конфликт на Украине.
"По нашим прогнозам, возросшая экономическая неопределенность, связанная с конфликтом на Украине, будет способствовать тому, что в 2014 году ВВП России сократится примерно на 1%вместо ожидавшегося до кризиса роста примерно в 2%, - отмечается в заявлении агентства.
В нем также указывается, что если по итогам пересмотра рейтинга, находящегося сейчас на уровне "Baa1", будет принято решение о его понижении, то, скорее всего, он будет изменен на один пункт. Вместе с тем, если напряженность вокруг Украины спадет и будет найден выход из кризиса, то Moody's может оставить рейтинг России на нынешнем уровне.

The International rating agency Moody’s has announced on March 28th that it is considering downgrading Russia’s government bond rating.
Agency’s experts explained this step is due to the negative influence of Ukrainian conflict on Russian economy.
Agency’s press release stated: “Our projections indicate that elevated economic uncertainty related to the Ukrainian conflict will influence the decrease in Russia’s 2014 GDP by 1% instead of expected pre-crisis 2% increase.”
Announcement also points out that if the decision is made to downgrade the rating, the current level of “Baa1” will most likely be decreased by one point. At the same time, Moody’s might leave Russia’s current rating at the present level if tension around Ukrainian situation will subside and a solution is found to deescalate the crisis.

Source text - English Why we believe conspiracy theories

For those of you tired of the coverage of Malaysian Airlines Flight 370, I want you to try an experiment.
When you're with a group of friends – whose eyes might roll over when you even bring up the issue – ask them what they think happened to the plane. Very quickly you will find yourselves in the midst of a lively discussion – with many, different, competing theories, each plausible, each with holes.
The plane was hijacked, someone will say. But then why were there no demands? It was an accident, someone else will say. But then why were there no distress signals? This mystery of what actually happened is at the heart of the fascination with this story. And the mystery has now morphed into an ever increasing number of conspiracy theories about what actually happened that fateful day last month when the aircraft disappeared.
There are YouTube clips suggesting that aliens are involved, blog posts accusing the Iranians of hijacking the plane, and many who believe that the passengers and crew are still alive, perhaps on an island somewhere – like in the television show "Lost”.
I was thinking about some of these theories the other day as I was looking at a new book by Harvard law professor and former Obama official, Cass Sunstein. It's titled, Conspiracy Theories – and Other Dangerous Ideas. The lead essay in the book explains why conspiracy theories spread – and Flight 370 is a perfect example of his logic. Sunstein treats conspiracy theories seriously, by which I mean he doesn't assume that people are crazy to believe them.
In fact, he argues that so many people in so many countries believe such theories that we need to understand why and how.

Вы быстренько окажетесь в середине оживленной дискуссии - с большим количеством различных теорий, противостоящих друг другу, каждая из которых правдоподобна, но каждая из которых - не без бреши.
Кто-то скажет, что самолет был угнан. Но тогда почему же не было никаких требований? Кто-то ещё скажет, что это был несчастный случай. Но тогда почему же не были посланы сигналы бедствия? Именно загадка того, что случилось на самом деле, и приковывает внимание к этой истории. Эта загадка уже превратилась в постоянно растущее число конспиративных теорий о том, что же на самом деле произошло в тот роковой день прошлого месяца, когда исчез самолёт.
Некоторые клипы на YouTube намекают, что задействованы инопланетяне, сообщения в блогах обвиняют иранцев в захвате самолета, и многие люди считают, что пассажиры и экипаж самолёта живы, и, вполне возможно, находятся на каком-то там острове, совсем как в сериале "Потерянные".
Некоторые из этих теорий пришли мне на ум на днях, пока я просматривал новую книгу Гарвардского профессора юриспруденции и бывшего чиновника правительства Обамы, Касса Санстейна. Название книги - "Теории заговора - и Другие Опасные Идеи". Ведущая тематика книги объясняет причины распространения конспиративных теорий - и Рейс 370 является наглядным примером этой логики. Санстейн серьёзно относится к теориям заговора, то есть, он не считает, что люди помешаны на них.
И даже утверждает, что нам нобходимо понять почему и каким образом такое большое количество людей в мире верит в подобные теории.
