Source text - English The US Environmental Protection Agency needs to improve its oversight of hydraulic fracturing using diesel fuels and address any compliance issues, EPA’s Office of Inspector General (OIG) said. The agency also needs to take further steps in its May 2014 plan to determine whether a federal requirement to publicly disclose frac fluid ingredients is necessary, OIG said in a July 16 report.
“Evidence shows that companies have used diesel fuels during hydraulic fracturing without EPA or state permits,” said Khadija Walker, a project manager in OIG’s Program Evaluation Office. “EPA also has not determined whether states and tribes are following the agency’s memorandum for issuing permits when hydraulic fracturing uses diesel fuels.”

Offshore staff EDINBURGH, UK – The fall in the oil price and its knock-on effect on budgets led to deferrals of more than 45 major oil and gas projects by mid-year, according to Wood Mackenzie.
The analyst estimates that as a result, decisions on 20 Bboe of reserves has been pushed back from a range of shallow-water, deepwater and onshore projects, creating a $200-billion hole in the industry’s investment pipeline.
Technically demanding projects with major upfront costs and/or low returns have proven most vulnerable, said principal analyst Angus Rodger, with more than 50% of the deferred reserves in deepwater projects.

По оценкам специалистов компании, судьба 20 миллионов баррелей нефтяного эквивалента, залегающих на мелководье, а также в глубоководных и береговых месторождениях, так и не решена: инвестиционный трубопровод отрасли недополучил 200 миллиардов долларов.
Ведущий аналитик компании Ангус Роджер пояснил, что технически сложные и/или малорентабельные проекты с основными начальными капиталовложениями пострадали больше всех – более 50% запасов, которые можно было бы добывать в рамках будущих глубоководных проектов, остаются нетронутыми.
