Fluticasone propionate is a white to off-white powder with a molecular weight of 500.6, and the empirical formula is C25H31F3O5S. It is practically insoluble in water, freely soluble in dimethyl sulfoxide and dimethylformamide, and slightly soluble in methanol and 95% ethanol.
FLONASE (fluticasone propionate) Nasal Spray, 50 mcg is an aqueous suspension of microfine fluticasone propionate for topical administration to the nasal mucosa by means of a metering, atomizing spray pump. FLONASE (fluticasone propionate) Nasal Spray also contains microcrystalline cellulose and carboxymethylcellulose sodium, dextrose, 0.02% w/w benzalkonium chloride, polysorbate 80, 0.25% w/w phenylethyl alcohol, and has a pH between 5 and 7.

There are many uncertainties concerning climate change, but a rough international consensus has emerged that a doubling of atmospheric carbon dioxide from its pre-industrial baseline is likely to lead to a 2.5 degree centigrade increase in the earth's mean surface temperature by the middle of the next century. Such a warming would have diverse impacts on human activities and would likely be catastrophic for many plants and nonhuman animals. The author's contention is that the problems engendered by the possibility of climate change are not purely scientific but also concern how we ought to live and how humans should relate to each other and to the rest of nature; and these are problems of ethics and politics.
There has been speculation about the possibility of anthropogenic global warming since at least the late nineteenth century (Arrhenius 1896, 1908). At times the prospect of such a warming has been welcomed, for it has been thought that it would increase agricultural productivity and delay the onset of the next ice age (Callendar 1938). Other times, and more recently, the prospect of global warming has been the stuff of "doomsday narratives," as various writers have focused on the possibility of widespread drought, flood, famine, and the economic and political dislocations that might result from a "greenhouse warming" - induced climate change (Flavin 1989).
Although high-level meetings have been convened to discuss the green-house effect since at least 1963 (see Conservation Foundation 1963), the emergence of a rough, international consensus about the likelihood and extent of anthropogenic global warming began with a National Academy Report in 1983 (National Academy of Sciences/National Research Council 1983); meetings in Villach, Austria, and Bellagio, Italy, in 1985 (World Climate Program 1985); and in Toronto, Canada, in 1988 (Conference Statement 1988). The most recent influential statement of the consensus holds that althought here are uncertainties, a doubling of atmospheric carbon dioxide from its preindustrial baseline is likely to lead to a 2.5 degree centigrade increase in the earth's mean surface temperature by the middle of the next century( Intergovernmental Panel on Climate Change [IPCC]1 990). (Interestingly, this estimate is within the range predicted by Arrhenius [1896]). This increase is expected to have a profound impact on climate and therefore on plants, animals, and human activities of all kinds. Moreover, there is no reason to suppose that without policy interventions, atmospheric carbon dioxide will stabilize at twice preindustrial levels. According to the IPCC (1990), we would need immediate 60% reductions in net emissions in order to stabilize at a carbon dioxide doubling by the end of the next century. Since these reductions are very unlikely to occur, we may well see increases of 4 degrees centigrade by the end of the twenty-first century.
The emerging consensus about climate change was brought home to the American public on 23 June 1988, a sweltering day in Washington, D.C., in the middle of a severe national drought, when James Hansen testified to the U.S. Senate Committee on Energy and Natural Resources that it was 99% probable that global warming had begun. Hansen's testimony was front page news in the New York Times and was extensively covered by other media as well. By the end of the summer of 1988, the greenhouse effect had become an important public issue. According to a June 1989 Gallup poll, 35% of the American public worried "a great deal" about the greenhouse effect, while 28% worried about it "a fair amount" (Gallup Organization 1989).
Beginning in 1989 there was a media "backlash" against the "hawkish" views of Hansen and others (for the typology of "hawks," "doves," and "owls," see Glantz 1988). In 1989 the Washington Post (8 February), the Wall Street Journal (10 April), and the New York Times (13 December) all published major articles expressing skepticism about the predictions of global warming or minimizing its potential impacts. These themes were picked up by other media, including such mass circulation periodicals as Reader's Digest (February 1990). In its December 1989 issue Forbes published a hard-hitting cover story titled "The Global Warming Panic" and later took out a full-page ad in the New York Times (7 February 1990) congratulating itself for its courage in confronting the "doom-and-gloomers."
The Bush administration seems to have been influenced by this backlash. The April 1990 White House conference on global warming concluded with a ringing call for more research, disappointing several European countries that were hoping for concerted action. In July at the Houston Economic Summit, the Bush administration reiterated its position, warning against precipitous action. In a series of meetings this year, convened as part of the IPCC process, the American government has stood virtually alone in opposing specific targets and timetables for stabilizing carbon dioxide emissions. The Bush administration has continually emphasized the scientific uncertainties involved in forecasts of global warming and also expressed concern about the economic impacts of carbon dioxide stabilization policies.
It is a fact that there are a number of different hypotheses about the future development of the global climate and its impact on human and other biological activities; and several of these are dramatically at variance with the consensus. For example, Budyko (1988) and Idso (1989) think that global warming is good for us, and Ephron (1988) argues that the injection of greenhouse gases will trigger a new ice age. Others, influenced by the "Gaia Hypothesis" (see Lovelock 1988), believe that there are self-regulating planetary mechanisms that may preserve climate stability even in the face of anthropogenicf orcings of greenhouseg ases.
Although there are some outlying views, most of the differences of opinion within the scientific community are differences of emphasis rather than differences of kind. Rather than highlighting the degree of certainty that attaches to predictions of global warming, as does Schneider (1989), for example, some emphasize the degree of uncertainty that attaches to such predictions (for example, Abelson 1990).
However, in my view, the most important force driving the backlash is not concerns about the weakness of the science but the realization that slowing global warming or responding to its effects may involve large economic costs and redistributions, as well as radical revisions in lifestyle. Various interest groups argue that they are already doing enough in response to global warming, while some economists have begun to express doubt about whether it is worth trying to prevent substantial warming (New York Times, 11 November 1989; White House Council of Economic Advisors 1990). What seems to be emerging as the dominant view among economists is that chlorofluorocarbons (CFCs) should be eliminated, but emissions of carbon dioxide or other trace gases should be reduced only slightly if at all (see Nordhaus 1990; Darmstadter 1991).
There are many uncertainties concerning anthropogenic climate change, yet we cannot wait until all the facts are in before we respond. All the facts may never be in. New knowledge may resolve old uncertainties, but it may bring with it new uncertainties. And it is an important dimension of this problem that our insults to the biosphere outrun our ability to understand them. We may suffer the worst effects of the greenhouse before we can prove to everyone's satisfaction that they will occur (Jamieson 1991).
The most important point I wish to make, however, is that the problem we face is not a purely scientific problem that can be solved by the accumulation of scientific information. Science has alerted us to a problem, but the problem also concerns our values. It is about how we ought to live, and how humans should relate to each other and to the rest of nature. These are problems of ethics and politics as well as problems of science.
In the first section I examine what I call the "management" approach to assessing the impacts of, and our responses to, climate change. I argue that this approach cannot succeed, for it does not have the resources to answer the most fundamental questions that we face. In the second section I explain why the problem of anthropogenic global change is to a great extent an ethical problem, and why our conventional value system is not adequate for addressing it. Finally I draw some conclusions.
Why Management Approaches Must Fail
From the perspective of conventional policy studies, the possibility of anthropogenic climate change and its attendant consequences are problems to be "managed." Management techniques mainly are drawn from neoclassical economic theory and are directed toward manipulating behavior by controlling economic incentives through taxes, regulations, and subsidies. In recent years economic vocabularies and ways of reasoning have dominated the discussion of social issues. Participants in the public dialogue have internalized the neoclassical economic perspective to such an extent that its assumptions and biases have become almost invisible. It is only a mild exaggeration to say that in recent years debates over policies have largely become debates over economics.
The Environmental Protection Agency's draft report Policy Options for Stabilizing Global Climate (U.S. Environmental Protection Agency 1989) is a good example. Despite its title, only one of nine chapters is specifically devoted to policy options, and in that chapter only "internalizing the cost of climate change risks" and "regulations and standards" are considered. For many people questions of regulation are not distinct from questions about internalizing costs. According to one influential view, the role of regulations and standards is precisely to internalize costs, thus (to echo a parody of our forefathers) "creating a more perfect market." For people with this view, political questions about regulation are really disguised economic questions (for discussion, see Sagoff 1988).
It would be both wrong and foolish to deny the importance of economic information. Such information is important when making policy decisions, for some policies or programs that would otherwise appear to be attractive may be economically prohibitive. Or in some cases there may be alternative policies that would achieve the same ends and also conserve resources.
However, these days it is common for people to make more grandiose claims on behalf of economics. As philosophers and clergymen have become increasingly modest and reluctant to tell people what to do, economists have become bolder. Some economists or their champions believe not only that economics provides important information for making policy decisions but that it provides the most important information. Some even appear to believe that economics provides the only relevant information. According to this view, when faced with a policy decision, what we need to do is assess the benefits and costs or various alternatives. The alternative that maximizes the benefits less the costs is the one we should prefer. This alternative is "efficient" and choosing it is "rational."
Unfortunately, too often we lose sight of the fact thate conomic efficiency is only one value, and it may not be the most important one. Consider, for example, the idea of imposing a carbon tax as one policy response to the prospect of global warming (Moomaw [1988] 1989). What we think of this proposal may depend to some extent on how it affects other concerns that are important to us. Equity is sometimes mentioned as one other such concern, but most of us have very little idea about what equity means or exactly what role it should play in policy considerations.
One reason for the hegemony of economic analysis and prescriptions is that many people have come to think that neoclassical economics provides the only social theory that accurately represents human motivation. According to the neoclassical paradigm, welfare can be defined in terms of preference-satisfaction, and preferences are defined in terms of choice behavior. From this, many (illicitly) infer that the perception of self-interest is the only motivator for human beings. This view suggests the following "management technique": If you want people to do something give them a carrot; if you want them to desist, give them a stick. (For the view that self-interest is the "soul of modern economic man," see Myers 1983).
Many times the claim that people do what they believe is in their interests is understood in such a way as to be circular, therefore unfalsifiable and trivial. We know that something is perceived as being in a person's interests because the person pursues it; and if the person pursues it, then we know that the person must perceive it as being in his or her interests. On the other hand if we take it as an empirical claim that people always do what they believe is in their interests, it appears to be false. If we look around the world we see people risking or even sacrificing their own interests in attempts to overthrow oppressive governments or to realize ideals to which they are committed. Each year more people die in wars fighting for some perceived collective good than die in criminal attempts to further their own individual interests. It is implausible to suppose that the behavior (much less the motivations) of a revolutionary, a radical environmentalist, or a friend or lover can be revealed by a benefit-cost analysis (even one that appeals to the "selfish gene").
It seems plain that people are motivated by a broad range of concerns, including concern for family and friends, and religious, moral, and political ideals. And it seems just as plain that people sometimes sacrifice their own interests for what they regard to be a greater, sometimes impersonal, good. (Increasingly these facts are being appreciated in the social science literature; see, for example, Mansbridge [1990], Opp [1989], and Scitovsky [1976]).
People often act in ways that are contrary to what we might predict on narrowly economic grounds, and moreover, they sometimes believe that it would be wrong or inappropriate even to take economic considerations into account. Many people would say that choosing spouses, lovers, friends, or religious or political commitments on economic grounds is simply wrong. People who behave in this way are often seen as manipulative, not to be trusted, without character or virtue. One way of understanding some environmentalists is to see them as wanting us to think about nature in the way that many of us think of friends and lovers - to see nature not as a resource to be exploited but as a partner with whom to share our lives.
What I have been suggesting in this section is that it is not always rational to make decisions solely on narrowly economic grounds. Although economic efficiency may be a value, there are other values as well, and in many areas of life, values other than economic efficiency should take precedence. I have also suggested that people's motivational patterns are complex and that exploiting people's perceptions of self-interest may not be the only way to move them. This amounts to a general critique of viewing all social issues as management problems to be solved by the application of received economic techniques.
There is a further reason why economic considerations should take a back seat in our thinking about global climate change: There is no way to assess accurately all the possible impacts and to assign economic values to alternative courses of action. A greenhouse warming, if it occurs, will have impacts that are so broad, diverse, and uncertain that conventional economic analysis is practically useless. (Our inability to perform reliably the economic calculations also counts against the "insurance" view favored by many "hawks": but that is another story.)
Consider first the uncertainty of the potential impacts. Some uncertainties about the global effects of loading the atmosphere with carbon dioxide and other greenhouse gases have already been noted. But even if the consensus is correct that global mean surface temperatures will increase 1.5-4 degrees centigrade sometime in the next century because of a doubling of atmospheric carbon dioxide, there is still great uncertainty about the impact of this warming on regional climate. One thing is certain: The impacts will not be homogeneous. Some areas will become warmer, some will probably become colder, and overallv ariability is likely to increase. Precipitation patterns will also change, and there is much less confidence in the projections about precipitation than in those about temperature. These uncertainties about the regional effects make estimates of the economic consequences of climate change radically uncertain.
There is also another source of uncertainty regarding these estimates. In general, predicting human behavior is difficult, as recent events in Central and Eastern Europe have demonstrated. These difficulties are especially acute in the case that we are considering because climate change, if it occurs, will affect a wide range of social, economic, and political activities. Changes in these sectors will affect emissions of "greenhouse gases," which will in turn affect climate, and around we go again (Jamieson 1990). Climate change is itself uncertain, and its human effects are even more radically so. It is for reasons such as these that in general, the area of environment and energy has been full of surprises.
A second reason why the benefits and costs of the impacts of global climate change cannot reliably be assessed concerns the breadth of the impacts. Global climate change will affect all regions of the globe. About many of these regions - those in which most of the world's population live - we know very little. Some of these regions do not even have monetarized economies. It is ludicrous to suppose that we could assess the economic impacts of global climate change when we have such little understanding of the global economy in the first place. (Nordhaus [1990], for example, implausibly extrapolates the sectorial analysis of the American economy to the world economy for the purposes of his study.)
Finally, consider the diversity of the potential impacts. Global climate change will affect agriculture, fishing, forestry, and tourism. It will affect "unmanaged" ecosystems and patterns of urbanization. International trade and relations will be affected. Some nations and sectors may benefit at the expense of others. There will be complex interactions between these effects. For this reason we cannot reliably aggregate the effects by evaluating each impact and combining them by simple addition. But since the interactions are so complex, we have no idea what the proper mathematical function would be for aggregating them (if the idea of aggregation even makes sense in this context.) It is difficult enough to assess the economic benefits and costs of small-scale, local activities. It is almost unimaginable to suppose that we could aggregate the diverse impacts of global climate change in such a way as to dictate policy responses.
In response to skeptical arguments like the one that I have given, it is sometimes admitted that our present ability to provide reliable economic analyses is limited, but then it is asserted that any analysis is better than none. I think that this is incorrect and that one way to see this is by considering an example.
Imagine a century ago a government doing an economic analysis in order to decide whether to build its national transportations ystem around the private automobile. No one could have imagined the secondary effects: the attendant roads, the loss of life, the effects on wildlife, on communities; the impact on air quality, noise, travel time, and quality of life. Given our inability to reliably predict and evaluate the effects of even small-scale technology (e.g., the artificial heart, see Jamieson 1988), the idea that we could predict the impact of global climate change reliably enough to permit meaningful economic analysis seems fatuous indeed.
When our ignorance is so extreme, it is a leap of faith to say that some analysis is better than none. A bad analysis can be so wrong that it can lead us to do bad things, outrageous things - things that are much worse than what we would have done had we not tried to assess the costs and benefits at all (this may be the wisdom in the old adage that "a little knowledge can be a dangerous thing").
What I have been arguing is that the idea of managing global climate change is a dangerous conceit. The tools of economic evaluation are not up to the task. However, the most fundamental reason why management approaches are doomed to failure is that the questions they can answer are not the ones that are most important and profound. The problems posed by anthropogenic global climate change are ethical as well as economic and scientific. I will explain this claim in the next section.
Ethics and Global Change
Since the end of World War II, humans have attained a kind of power that is unprecedented in history. While in the past entire peoples could be destroyed, now all people are vulnerable. While once particular human societies had the power to upset the natural processes that made their lives and cultures possible, now people have the power to alter the fundamental global conditions that permitted human life to evolve and that continue to sustain it. While our species dances with the devil, the rest of nature is held hostage. Even if we step back from the precipice, it will be too late for many or even perhaps most of the plant and animal life with which we share the planet (Borza and Jamieson 1990). Even if global climate can be stabilized, the future may be one without wild nature (McKibben 1989). Humans will live in a humanized world with a few domestic plants and animals that can survive or thrive on their relationships with humans.
The questions that such possibilities pose are fundamental questions of morality. They concern how we ought to live, what kinds of societies we want, and how we should relate to nature and other forms of life. Seen from this perspective, it is not surprising that economics cannot tell us everything we want to know about how we should respond to global warming and global change. Economics may be able to tell us how to reach our goals efficiently, but it cannot tell us what our goals should be or even whether we should be concerned to reach them efficiently.
It is a striking fact about modern intellectual life that we often seek to evade the value dimensions of fundamental social questions. Social scientists tend to eschew explicit talk about values, and this is part of the reason why we have so little understanding of how value change occurs in individuals and societies. Policy professionals are also often reluctant to talk about values. Many think that rational reflection on values and value change is impossible, unnecessary, impractical, or dangerous. Others see it as a professional, political, or bureaucratic threat (Amy 1984). Generally, in the political process, value language tends to function as code words for policies and attitudes that cannot be discussed directly.
A system of values, in the sense in which I will use this notion, specifies permissions, norms, duties, and obligations; it assigns blame, praise, and responsibility; and it provides an account of what is valuable and what is not. A system of values provides a standard for assessing our behavior and that of others. Perhaps indirectly it also provides a measure of the acceptability of government action and regulation.
Values are more objective than mere preferences (Andrews and Waits 1978). A value has force for a range of people who are similarly situated. A preference may have force only for the individual whose preference it is. Whether or not someone should have a particular value depends on reasons and arguments. We can rationally discuss values, while preferences may be rooted simply in desire, without supporting reasons.
A system of values may govern someone's behavior without these values being fully explicit. They may figure in people's motivations and in their attempts to justify or criticize their own actions or those of others. Yet it may require a theorist or a therapist to make these values explicit.
In this respect a system of values may be like an iceberg - most of what is important may be submerged and invisible even to the person whose values they are. Because values are often opaque to the person who holds them, there can be inconsistencies and incoherencies in a system of values. Indeed much debate and dialogue about values involves attempts to resolve inconsistencies and incoherencies in one direction or another.
A system of values is generally a cultural construction rather than an individual one (Weiskel 1990). It makes sense to speak of contemporary American values, or those of eighteenth-century England or tenth-century India. Our individual differences tend to occur around the edges of our value system. The vast areas of agreement often seem invisible because they are presupposed or assumed without argument.
I believe that our dominant value system is inadequate and inappropriate for guiding our thinking about global environmental problems, such as those entailed by climate changes caused by human activity. This value system, as it impinges on the environment, can be thought of as a relatively recent construction, coincident with the rise of capitalism and modem science, and expressed in the writings of such philosophers as Francis Bacon ([1620] 1870), John Locke ([1690] 1952), and Bernard Mandeville ([1714] 1970; see also Hirschman1 977). It evolved in low-population density and low-technology societies, with seemingly unlimited access to land and other resources. This value system is reflected in attitudes toward population, consumption, technology, and social justice, as well as toward the environment.
The feature of this value system that I will discuss is its conception of responsibility. Our current value system presupposes that harms and their causes are individual, that they can readily be identified, and that they are local in space and time. It is these aspects of our conception of responsibility on which I want to focus.
Consider an example of the sort of case with which our value system deals best. Jones breaks into Smith's house and steals Smith's television set. Jones's intent is clear: she wants Smith's TV set. Smith suffers a clear harm; he is made worse off by having lost the television set. Jones is responsible for Smith's loss, for she was the cause of the harm and no one else was involved.
What we have in this case is a clear, self-contained story about Smith's loss. We know how to identify the harms and how to assign responsibility. We respond to this breech of our norms by punishing Jones in order to prevent her from doing it again and to deter others from such acts, or we require compensation from Jones so that Smith may be restored to his former position.
It is my contention that this paradigm collapses when we try to apply it to global environmental problems, such as those associated with human-induced global climate change. It is for this reason that we are often left feeling confused about how to think about these problems.
There are three important dimensions along which global environmental problems such as those involved with climate change vary from the paradigm: Apparently innocent acts can have devastating consequences, causes and harms may be diffuse, and causes and harms may be remote in space and time. (Other important dimensions may concern nonlinear causation, threshold effects, and the relative unimportance of political boundaries, but I cannot discuss these here [see Lee 1989].)
Consider an example. Some projections suggest that one effect of green-house warming may be to shift the Southern Hemisphere cyclone belt to the south. If this occurs the frequency of cyclones in Sydney, Australia, will increase enormously, resulting in great death and destruction. The causes of this death and destruction will be diffuse. There is no one whom we can identify as the cause of destruction in the way in which we can identify Jones as the cause of Smith's loss. Instead of a single cause, millions of people will have made tiny, almost imperceptible causal contributions - by driving cars, cutting trees, using electricity, and so on. They will have made these contributions in the course of their daily lives performing apparently "innocent" acts, without intending to bring about this harm. Moreover, most of these people will be geographically remote from Sydney, Australia. (Many of them will have no idea where Sydney, Australia, is.) Further, some people who are harmed will be remote in time from those who have harmed them. Sydney may suffer in the twenty-first century in part because of people's behavior in the nineteenth and twentieth centuries. Many small people doing small things over a long period of time together will cause unimaginable harms.
Despite the fact that serious, clearly identifiable harms will have occurred because of human agency, conventional morality would have trouble finding anyone to blame. For no one intended the bad outcome or brought it about or even was able to foresee it.
Today we face the possibility that the global environment may be destroyed, yet no one will be responsible. This is a new problem. It takes a great many people and a high level of consumption and production to change the earth's climate. It could not have been done in low-density, low-technology societies. Nor could it have been done in societies like ours until recently. London could be polluted by its inhabitants in the eighteenth century, but its reach was limited. Today no part of the planet is safe. Unless we develop new values and conceptions of responsibility, we will have enormous difficulty in motivating people to respond to this problem.
Some may think that discussion about new values is idealistic. Human nature cannot be changed, it is sometimes said. But as anyone who takes anthropology or history seriously knows, our current values are at least in part historically constructed, rooted in the conditions of life in which they developed. What we need are new values that reflect the interconnectedness of life on a dense, high-technology planet.
Others may think that a search for new values is excessively individualistic and that what is needed are collective and institutional solutions. This overlooks the fact that our values permeate our institutions and practices. Reforming our values is part of constructing new moral, political, and legal concepts.
One of the most important benefits of viewing global environmental problems as moral problems is that this brings them into the domain of dialogue, discussion, and participation. Rather than being management problems that governments or experts can solve for us, when seen as ethical problems, they become problems for all of us to address, both as political actors and as everyday moral agents.
In this essay I cannot hope to say what new values are needed or to provide a recipe for how to bring them about. Values are collectively created rather than individually dictated, and the dominance of economic models has meant that the study of values and value change has been neglected (but see Wolfe 1989; Reich 1988). However, I do have one positive suggestion: We should focus more on character and less on calculating probable outcomes. Focusing on outcomes has made us cynical calculators and has institutionalized hypocrisy. We can each reason: Since my contribution is small, outcomes are likely to be determined by the behavior of others. Reasoning in this way we can each justify driving cars while advocating bicycles or using fireplaces while favoring regulations against them. In such a climate we do not condemn or even find it surprising that Congress exempts itself from civil rights laws. Even David Brower, the "archdruid" of the environmental movement, owns two cars, four color televisions, two video cameras, three video recorders, and a dozen tape recorders, and he justifies this by saying that "it will help him in his work to save the Earth" (San Diego Union, 1 April 1990).
Calculating probable outcomes leads to unraveling the patterns of collective behavior that are needed in order to respond successfully to many of the global environmental problems that we face. When we "economize" our behavior in the way that is required for calculating, we systematically neglect the subtle and indirect effects of our actions, and for this reason we see individual action as inefficacious. For social change to occur it is important that there be people of integrity and character who act on the basis of principles and ideals.
The content of our principles and ideals is, of course, important. Principles and ideals can be eccentric or even demented. In my opinion, in order to address such problems as global climate change, we need to nurture and give new content to some old virtues such as humility, courage, and moderation and perhaps develop such new virtues as those of simplicity and conservatism. But whatever the best candidates are for twenty-first century virtues, what is important to recognize is the importance and centrality of the virtues in bringing about value change.
Conclusion
Science has alerted us to the impact of humankind on the planet, each other, and all life. This dramatically confronts us with questions about who we are, our relations to nature, and what we are willing to sacrifice for various possible futures. We should confront this as a fundamental challenge to our values and not treat it as if it were simply another technical problem to be managed.
Some who seek quick fixes may find this concern with values frustrating. A moral argument will not change the world overnight. Collective moral change is fundamentally cooperative rather than coercive. No one will fall over, mortally wounded, in the face of an argument. Yet if there is to be meaningful change that makes a difference over the long term, it must be both collective and thoroughgoing. Developing a deeper understanding of who we are, as well as how our best conceptions of ourselves can guide change, is the fundamental issue that we face.

A cominciare dal 1989 ci fu una reazione negativa dei media contro la posizione estremamente aggressiva, “da falco”, di Hansen e altri (per la tipologia di “falchi”, “colombe” e “gufi” vedi Glantz 1988). Nel 1989 il Washington Post (8 Febbraio), il Wall Street Journal (10 Aprile), e il New York Times (13 Dicembre) pubblicarono considerevoli articoli che esprimevano scetticismo sulle predizioni circa il riscaldamento globale o minimizzavano il suo potenziale impatto. Queste argomentazioni furono raccolte anche da altri media, come i periodici di circolazione di massa, tra cui il Reader's Digest (Febbraio 1990). Nel suo numero del Dicembre 1989 Forbes pubblicò una notizia da copertina, di considerevole effetto, intitolata “The Global Warming Panic”, e successivamente uscì una pubblicità a pagina intera sul New York Times (7 Febbraio 1990), nella quale il giornale si congratulava con se stesso per il suo coraggio nel fronteggiare coloro che vedevano tutto in modo negativo.
L'amministrazione Bush sembra essere stata influenzata da queste reazioni avverse. La conferenza della Casa Bianca sul riscaldamento globale dell'Aprile 1990 si concluse con un sonoro appello affinchè venissero condotte ulteriori ricerche, scontentando molti Stati europei che speravano in azioni coordinate. In Luglio, allo Houston Economic Summit, l'amministrazione Bush ribadì le proprie posizioni, avvisando contro la messa in atto di azioni avventate. In una serie di incontri convocati in quell'anno come parte delle procedure dell'IPCC, il governo americano si è trovato virtualmente solo nell'opporsi a obiettivi e programmi specifici per stabilizzare le emissioni di anidride carbonica. L'amministrazione Bush ha continuamente enfatizzato le incertezze del mondo scientifico coinvolto nelle predizioni sul riscaldamento globale ed ha inoltre espresso preoccupazioni circa l'impatto economico delle politiche di stabilizzazione delle emissioni di anidride carbonica.
È un dato di fatto che ci sia un certo numero di ipotesi diverse sugli sviluppi futuri del clima globale e del suo impatto sulle attività umane e su altre attività biologiche; e molte di queste sono drammaticamente in disaccordo con l'opinione generale. Per esempio, Budyko (1988) e Idso (1989) pensano che il riscaldamento globale sia un bene per noi, e Ephron (1988) sostiene che l'apporto dei gas prodotti dall'effetto serra scatenerà una nuova era glaciale. Altri, influenzati dall' ipotesi Gaia (vedi Lovelock 1988), sono convinti che ci siano dei meccanismi planetari di autoregolamentazione che possono preservare la stabilità climatica anche a dispetto di una forzatura di natura antropogenica sull'emissione di gas serra.
Ma nonostante ci siano alcune prese di posizione estreme, la maggior parte delle divergenze di opinione all'interno della comunità scientifica sono differenze di enfasi piuttosto che differenze di sorta. Invece che sottolineare il grado di certezza connesso con le previsioni sul riscaldamento globale, come fa per esempio Schneider (1989), alcuni enfatizzano il grado di incertezza legato a queste predizioni (come fa per esempio Abelson 1990).
Tuttavia, secondo me, la forza più importante che guida le reazioni avverse a questo tema non ha a che vedere con le debolezze della scienza ma con la presa di coscienza che rallentare il riscaldamento globale o reagire ai suoi effetti potrebbe comportare importanti costi economici e redistribuzioni, così come radicali revisioni del nostro stile di vita. Vari gruppi di interesse affermano che si sta già facendo abbastanza in risposta al riscaldamento globale, mentre alcuni economisti hanno cominciato a esprimere dubbi se valga la pena cercare di prevenire un riscaldamento di tale portata (New York Times, 11 Novembre 1989; White House Council of Economic Advisors 1990). Quella che sembra emergere come la visione dominante tra gli economisti è la convinzione che i clorofluorcarburi (CFC) dovrebbero essere eliminati, ma che le emissioni di anidride carbonica o di altri gas traccia dovrebbero essere, semmai, ridotti solo minimamente (vedi Nordhaus 1990, Darmstadter 1991).
Ci sono molte incertezze al riguardo dei cambiamenti climatici di natura antropogenica, ma non possiamo attendere finchè tutti i dati si incastrino per reagire. I dati non si incastreranno mai tutti. Le nuove conoscenze potrebbero risolvere vecchie incertezze, ma potrebbero anche portare con sé nuove incertezze. Il fatto che i danni che provochiamo alla biosfera superano la nostra capacità di capirla è un aspetto importante di questo problema. Potremmo subire le peggiori conseguenze dovute all'effetto serra prima che possiamo provare, per la soddisfazione di tutti, che queste possano davvero accadere (Jamieson 1991).
Tuttavia, il punto più importante che mi auguro di evidenziare è che il problema che stiamo affrontando non è un problema puramente scientifico risolvibile grazie all'accumulo di informazioni scientifiche. La scienza ci ha avvertiti del problema, ma il problema riguarda anche i nostri valori. Riguarda il modo in cui vorremmo vivere, e il modo nel quale gli esseri umani dovrebbero relazionarsi l'un l'altro e con il resto della natura. Questi sono problemi di etica e di politica così come sono problemi della scienza.
Nella prima parte di questo saggio esaminerò quello che definisco l'approccio “gestionale” per valutare l'impatto, e le nostre risposte, al cambiamento climatico. Io sostengo che questo approccio non può avere successo, poiché non possiede le risorse per rispondere alla questione essenziale che ci troviamo ad affrontare. Nella seconda parte spiegherò perchè il problema del cambiamento globale di natura antropogenica è per buona parte un problema di natura etica, e perchè il nostro sistema di valori tradizionale non è adeguato per affrontarlo. Infine, trarrò da ciò alcune conclusioni.
Perchè l'approccio “gestionale” è destinato a fallire
Dal punto di vista degli studi politici tradizionali, la possibilità di cambiamenti climatici di natura antropogenica e le conseguenze ad essi connesse sono problemi da “gestire”. Le tecniche di gestione sono principalmente derivate da teorie economiche neoclassiche e sono rivolte verso un comportamento manipolatorio grazie al controllo degli incentivi economici attraverso tasse, regolamenti e sussidi.
In anni recenti il lessico e il modo di ragionare tipici dell'economia hanno dominato la discussione sui problemi sociali. I partecipanti al dibattito pubblico hanno fatto propria la prospettiva economica neoclassica a tal punto che le sue supposizioni e faziosità sono diventate praticamente invisibili. Non è un'esagerazione affermare che negli ultimi anni i dibattiti circa quali politiche adottare sono diventati in larga parte dibattiti su temi economici.
La bozza del rapporto Opzioni politiche per stabilizzare il clima globale dell'Agenzia per la protezione dell'ambiente (U.S. Environmental Protection Agency 1989) ne è un buon esempio. A dispetto del titolo, solo uno dei nove capitoli è dedicato alle possibili azioni politiche, e in quel capitolo solo le possibilità “assorbire i costi dei rischi provocati dal cambiamento climatico” e “disposizioni e norme” vengono prese in considerazione. Per molte persone le questioni riguardanti le norme non sono distinte da quelle sull'assorbimento dei costi. Secondo un punto di vista molto influente, il ruolo delle disposizioni e delle norme è propriamente quello di assorbire i costi, dunque (per usare una battuta dei nostri avi) di “creare un mercato ancora più perfetto”. Per coloro che adottano questo punto di vista, le questioni politiche circa le disposizioni da adottare sono davvero questioni economiche mascherate da questioni politiche (per una discussione su questo tema, vedi Sagoff 1988).
Ma sarebbe tanto sbagliato quanto sciocco negare l'importanza dei dati economici. Questo genere di dati è importante quando si devono prendere decisioni politiche, dato che alcune politiche o programmi che appaiono allettanti potrebbero avere costi economici proibitivi. Oppure, in alcuni casi, ci potrebbero esistere politiche alternative con le quali raggiungere gli stessi obiettivi e allo stesso tempo conservare le risorse.
Ad ogni modo, al giorno d'oggi la gente ha l'abitudine di fare affermazioni sempre più esagerate in nome dell'economia. A mano a mano che i filosofi e gli uomini di chiesa sono diventati sempre più riservati e riluttanti nel dire alla gente cosa bisogna fare, gli economisti invece sono diventati più audaci. Alcuni economisti o i loro sostenitori credono che l'economia non fornisca solamente importanti dati per prendere decisioni politiche, ma che fornisca anche i dati più rilevanti. Alcuni addirittura danno l'impressione di credere che l'economia fornisca i soli e unici dati rilevanti. Secondo questo punto di vista, quando si deve affrontare una decisione politica, quello che bisogna fare è valutare i benefici e i costi delle varie alternative. L'alternativa che massimizza i benefici e minimizza i costi è quella da preferire. Questa alternativa è “efficiente”, e sceglierla è “razionale”.
Sfortunatamente, troppo spesso non consideriamo il fatto che l'efficienza economica è solo uno dei valori, e potrebbe non essere il valore più importante. Si consideri, per esempio, l'idea di imporre come risposta politica alla prospettiva del riscaldamento globale una tassa sulle emissioni di carbonio (Moomaw [1988] 1989). Quello che pensiamo al riguardo di questa proposta può dipendere in parte da come questa colpisce altri interessi che riteniamo importanti. L'equità è talvolta menzionata tra questi altri interessi, ma la maggior parte di noi ha solo una vaga idea di cosa significhi equità o quale ruolo giochi esattamente nelle riflessioni politiche.
Una ragione dell'egemonia delle analisi e delle prescrizioni economiche è che molte persone sono arrivate a pensare che l'economia neoclassica fornisca l'unica teoria sociale che rappresenta accuratamente le motivazioni del genere umano. Secondo il paradigma neoclassico, il benessere può essere definito in termini di preferenza-soddisfazione, e le preferenze sono definite in termini di scelte comportamentali. A partire da ciò, molti (illecitamente) deducono che la percezione degli interessi personali è l'unico movente dell'azione degli esseri umani. Questa visione suggerisce la seguente "tecnica gestionale": se si vuole che le persone facciano una determinata cosa, si dia loro una carota; se si vuole che le persone rinuncino a fare una determinata cosa, si dia loro un bastone (per una concezione degli interessi personali come “l'anima del moderno uomo di economia”, vedi Myers 1983).
Molte volte l'affermazione secondo la quale la gente fa ciò che ritiene essere nei propri interessi è intesa come se fosse circolare, dunque banale e non falsificabile. Sappiamo che qualcosa è considerato essere negli interessi di una determinata persona perché la persona insegue quella determinata cosa, e se la persona insegue tale cosa, allora noi sappiamo che la persona deve considerare quella cosa come qualcosa che è nei suoi interessi. D'altro canto, se consideriamo il fatto che le persone fanno sempre ciò che considerano essere nei loro interessi come un'affermazione empirica, questa ci sembrerà falsa. Se ci guardiamo attorno possiamo vedere persone che rischiano o addirittura sacrificano i loro propri interessi nello sforzo di rovesciare governi oppressivi o nel realizzare ideali per i quali si sono impegnati. Ogni anno muoiono più persone in guerre combattute per qualcosa che viene considerato un bene comune rispetto a quelle che muoiono in tentativi criminosi di promuovere i loro interessi individuali. Non è plausibile supporre che il comportamento (e benchè meno le motivazioni) di un rivoluzionario, un ambientalista radicale, di un amico o di un amante possano essere definito da un'analisi dei costi e dei benefici (nemmeno da una analisi che faccia appello al “gene egoista”).
Sembra evidente che le persone sono motivate da una vasta gamma di interessi, tra cui interessi per la famiglia e gli amici e ideali religiosi, morali e politici. E allo stesso modo sembra ovvio che a volte le persone sacrificano i propri interessi per quello che considerano essere un bene più grande e a volte impersonale (questo dato di fatto è stato riconosciuto sempre di più nella letteratura delle scienze sociali; vedi, per esempio, Mansbridge [1990], Opp [1989], and Scitovsky [1976]).
Spesso la gente si comporta in modi che sono contrari ai comportamenti predicibili su basi strettamente economiche, inoltre, alcune volte le persone credono addirittura che sia sbagliato o inappropriato anche solo prendere in considerazione dati economici. Molte persone affermerebbero che scegliere sposi, amanti, amici o impegni religiosi o politici su base economica sia semplicemente sbagliato. Le persone che si comportano in questo modo sono spesso viste come persone manipolatrici, di cui non ci si può fidare, senza carattere o virtù. Un modo per comprendere alcuni ambientalisti è considerare l'idea che loro vogliano che consideriamo la natura nello stesso modo in cui consideriamo amici e amanti – cioè considerare la natura non come una risorsa da sfruttare ma come un partner con il quale condividere le nostre vite.
Quello che ho voluto suggerire in questo paragrafo è che prendere decisioni solo su basi strettamente economiche non è sempre razionale. Sebbene l'efficienza economica possa essere considerata un valore, ci sono anche altri valori, e in molti ambiti della vita, valori alternativi rispetto all'efficienza economica dovrebbero avere la precedenza. Ho suggerito anche che gli schemi motivazionali delle persone sono complessi e che utilizzare la percezione che le persone hanno circa i loro interessi personali può non essere l'unico modo per smuoverle. Questo sfocia in una critica generale al considerare tutte le questioni sociali come problemi gestionali da risolvere applicando tecniche economiche generalmente accettate.
C'è un ulteriore ragione sul perchè considerazioni di tipo economico dovrebbero fare un passo indietro nel nostro modo di concepire i cambiamenti climatici globali: non c'è modo di valutare accuratamente tutti i possibili impatti e di assegnare un valore economico a linee di azione altrenative. Il riscaldamento dovuto all'effetto serra, se dovesse verificarsi, avrebbe un impatto talmente vasto, vario e incerto che l'analisi economica tradizionale sarebbe praticamente inutile (la nostra incapacità di rappresentare in modo credibile i calcoli economici va a detrimento/pesa negativamente sulla visione “garantista” favorita da molti “falchi”: ma questa è un'altra storia).
Consideriamo in primo luogo l'incertezza dell'impatto potenziale. Alcuni dubbi circa gli effetti globali dovuti all'accumulo di anidride carbonica e altri gas serra nell'atmosfera sono già stati rilevati. Ma anche se l'opinione dominante ha ragione nel dire che la temperatura media della superficie terrestre aumenterà da 1,5 fino a 4 gradi centigradi in un dato momento nel prossimo secolo a causa di una raddoppiamento dei livelli di anidride carbonica presente nell'atmosfera, c'è ancora una grande incertezza circa l'impatto di questo riscaldamento sui climi regionali. Una cosa è certa: l'impatto non sarà omogeneo. Alcune aree diventeranno più calde, alcune probabilmente diventeranno più fredde, e nel complesso la variabilità climatica probabilmente aumenterà. Anche i regimi delle precipitazioni si modificheranno, e c'è molta meno fiducia nelle proiezioni al riguardo delle precipitazioni che in quelle sulla temperatura. Questi dubbi sugli effetti regionali fanno sì che le stime circa le conseguenze economiche del cambiamento climatico siano decisamente incerte.
C'è anche un altra fonte di incertezza al riguardo di queste stime. Generalmente, predire il comportamento umano è qualcosa di difficile, come è stato dimostrato dai recenti fatti avvenuti in Europa Centrale e Orientale. Queste difficoltà sono particolarmente accentuate nel caso che stiamo considerando, perchè il cambiamento climatico, se dovesse verificarsi, interesserebbe un'ampia gamma di attività sociali, economiche e politiche. I cambiamenti in questi settori andrebbero a colpire le emissioni di gas serra, le quali a loro volta colpirebbero il clima, in un circolo vizioso (Jamieson 1990). I cambiamenti climatici sono di per sé incerti, e i loro effetti sull'essere umano lo sono in misura ancora maggiore. È per ragioni come queste che, in generale, il settore dell'ambiente e dell'energia è stato pieno di sorprese.
Una seconda ragione per la quale i benefici e i costi dell'impatto di un cambiamento climatico globale non possono essere stimati in modo affidabile ha a che fare con la portata dell'impatto. I cambiamenti climatici globali colpirebbero tutte le aree del mondo. Su molte di queste regioni – quelle nelle quali vive la maggior parte della popolazione mondiale – sappiamo molto poco. Alcune di queste zone non hanno nemmeno una economia monetarizzata. È ridicolo pensare di poter valutare l'impatto economico di un cambiamento climatico globale quando in primo luogo possediamo una conoscenza così limitata dell'economia globale (Nordhaus [1990], per esempio, in modo non attendibile desume l'analisi settoriale dell'economia americana dall'economia mondiale per gli scopi del suo studio).
Infine, consideriamo la varietà dei potenziali impatti. Il cambiamento climatico globale colpirà l'agricoltura, la pesca, la silvicoltura e il turismo. Interesserà ecosistemi non controllati e gli schemi di urbanizzazione. I commerci e le relazioni internazionali saranno colpiti. Alcune nazioni e settori potranno beneficiarne a spese di altri. Ci saranno delle complesse interazioni tra questi effetti. Per questa ragione, non possiamo unire in maniera affidabile gli effetti semplicemente facendo una stima di ogni fattore impattante e combinandoli con una semplice addizione. Dal momento che le interazioni sono così complesse, non abbiamo idea di quale sia la funzione matematica appropriata per unire i vari impatti (ammesso che l'idea di sommare gli impatti abbia senso in questo contesto). È piuttosto difficile valutare i benefici e i costi economici di attività locali, su piccola scala. È quasi inimmaginabile supporre di potere unire i vari impatti causati dal cambiamento climatico globale in modo da determinare reazioni politiche.
In replica a ragionamenti scettici come quello che presento in questo articolo, qualche volta viene ammesso che la nostra capacità attuale di fornire analisi economiche affidabili è limitata, ma subito dopo viene affermato che qualsiasi analisi è meglio che nessuna. Io credo che questo sia scorretto e un modo per capirlo è considerare questo esempio.
Immaginiamo che un secolo fa un governo abbia condotto un'analisi economica per decidere se costruire o meno un sistema di trasporti nazionale incentrato sulle automobili private. Nessuno avrebbe immaginato gli effetti secondari di ciò: le strade connesse a questo sistema, le perdite di vite umane, gli effetti sugli animali selvatici e sulle comunità, l'impatto sulla qualità dell'aria, il rumore, l'impatto sui tempi di viaggio e sulla qualità della vita. Considerata la nostra incapacità di predire e valutare efficacemente nemmeno gli effetti della tecnologia di piccola scala (per esempio il cuore artificiale, vedi Jamieson 1988), l'idea che siamo in grado di predire in maniera piuttosto affidabile l'impatto del cambiamento climatico globale in modo da permettere analisi economiche significative sembra davvero sciocca.
Quando la nostra ignoranza è così elevata, dire che qualsiasi analisi è meglio che nessuna dimostra un eccesso di fiducia. Una cattiva analisi può essere talmente sbagliata da indurci a fare cose pessime, cose vergognose – cose che sono peggiori di ciò che avremmo fatto se non avessimo affatto cercato di stimare costi e benefici (questo è il tipo di saggezza che possiamo ritrovare nel vecchio adagio “una scarsa conoscenza può essere pericolosa”).
Ciò che sostengo è che l'idea di gestire il cambiamento climatico globale è una pericolosa presunzione. Gli strumenti di valutazione economica non sono all'altezza del compito. Ad ogni modo, la ragione essenziale per la quale gli approcci gestionali sono destinati a fallire è che le questioni alle quali possono dare delle risposte non sono le più importanti o profonde. I problemi posti da un cambiamento climatico globale antropogenico sono di natura etica tanto quanto di natura economica e scientifica. Spiegherò questa affermazione nel paragrafo successivo.
Etica e cambiamenti globali
Dalla fine della Seconda Guerra Mondiale, la specie umana ha ottenuto un tipo di potere che non ha precedenti nella storia. Mentre nel passato interi popoli potevano essere distrutti, ora ogni abitante è vulnerabile. Mentre un tempo specifiche società avevano il potere di sovvertire i processi naturali che rendevano possibili le loro vite e le loro culture, ora le persone hanno il potere di alterare le condizioni globali essenziali che permettono alla vita umana di evolversi e che continuano a sostentarla. Mentre la nostra specie scherza col fuoco, il resto della natura viene tenuta in ostaggio. Anche se facessimo un passo indietro dall'orlo del precipizio, sarebbe troppo tardi per molte o forse anche addirittura per la maggior parte delle piante e degli animali con i quali condividiamo il pianeta (Borza and Jamieson 1990). Anche se il clima globale può essere stabilizzato, il futuro potrebbe essere un futuro senza una natura incontaminata (McKibben 1989). Gli esseri umani vivranno in un mondo umanizzato con poche piante e animali domestici che possono sopravvivere o prosperare grazie alle loro relazioni con gli esseri umani.
Le questioni che vengono poste da una tale possibile situazione sono questioni morali fondamentali. Riguardano il modo in cui dovremmo vivere, che genere di società vogliamo, e come dovremmo relazionarci con la la natura e con le altre forme di vita. Considerando la questione da questa prospettiva, non è sosprendente che l'economia non possa dirci tutto ciò che vogliamo sapere su come reagire al riscaldamento globale e al cambiamento globale. L'economia forse è in grado di dirci come raggiungere i nostri obiettivi in modo efficiente, ma non può dirci quali dovrebbero essere questi obiettivi o addirittura se dovremmo essere preoccupati di raggiungerli in modo efficiente.
Un fatto impressionante che riguarda la moderna vita intellettuale è che spesso cerchiamo di evitare la portata dei valori delle questioni sociali fondamentali. I sociologi tendono a respingere esplicite discussioni sui valori, e questo è in parte il motivo per cui abbiamo una conoscenza così limitata su come avvengano i cambiamenti di valori negli individui e nelle società. Anche i professionisti della politica sono spesso riluttanti a parlare di valori. Molti pensano che una riflessione razionale sui valori e sul cambiamento di valori sia impossibile, inutile, inattuabile o pericolosa. Altri la vedono come una minaccia professionale, politica e burocratica (Amy 1984). Generalmente, nel processo politico, il linguaggio dei valori tende a fungere da parola chiave per politiche e atteggiamenti che non possono essere discussi direttamente.
Un sistema di valori, nel senso in cui utilizzo questa nozione, specifica permessi, norme, doveri e obblighi; attribuisce colpe, lodi e responsabilità; fornisce un resoconto di ciò che è di valore e ciò che non lo è. Un sistema di valori fornisce uno standard per valutare il nostro comportamento e quello degli altri. Indirettamente, forse, fornisce anche una misura dell'accettabilità delle azioni e regolamentazioni del governo.
I valori sono più obbiettivi delle mere preferenze (Andrews and Waits 1978). Un valore ha validità per un numero di persone situate in posizioni simili. Una preferenza può valere solo per l'individuo del quale è preferenza. Sia che qualcuno possieda un determinato valore sia che non lo abbia, ciò dipende da motivazioni e ragionamenti. Possiamo discutere in modo razionale sui valori, invece le preferenze possono avere radici semplicemente nel desiderio, senza che ci siano ragioni a supportarle.
Un sistema di valori può controllare il comportamento di qualcuno senza che questi valori siano completamente espliciti. Possono essere raffigurati nelle motivazioni e negli sforzi della gente di giustificare o criticare le loro stesse azioni o quelle degli altri. Può anche essere necessario l'ntervento di un teoreta o di un terapista per rendere espliciti questi valori.
In questo senso, un sistema di valori può essere rappresentato come un iceberg – la maggior parte di quello che è importante può essere sommersa e invisibile addirittura per la persona che crede in quei valori. Proprio perchè i valori sono spesso oscuri alla persona alla quale appartengono, ci possono essere incongruenze e incoerenze in un sistema di valori. Infatti molti dibattiti e discussioni sui valori implicano sforzi per risolvere incongruenze e incoerenze verso una o l'altra direzione. Un sistema di valori è generalmente una costruzione culturale piuttosto che individuale (Weiskel 1990). Ha senso parlare di valori americani contemporanei, o di quelli dell'Inghilterra del XVIII secolo o dell'India del X secolo. Le differenze individuali tendono a presentarsi attorno alla cima del nostro sistema di valori. Le estese zone di accordo spesso sembrano invisibili perchè sono presupposte o assunte senza discussioni.
Credo che il nostro sistema di valori dominante sia inadeguato e inappropriato per guidare il nostro pensiero sui problemi ambientali globali, come quelli che comporta il cambiamento climatico dovuto all'attività dell'uomo. Questo sistema di valori, dato che ha un impatto sull'ambiente, può essere pensato come una costruzione relativamente recente, coincidente con l'ascesa del capitalismo e delle scienze moderne, ed espressa negli scritti di filosofi come Francis Bacon ([1620] 1870), John Locke ([1690] 1952) e Bernard Mandeville ([1714] 1970; vedi anche Hirschman 1977). Questo sistema di valori si è sviluppato in società con bassa densità di popolazione e con scarse risorse tecnologiche, e con un accesso apparentemente illimitato alla terra e ad altre risorse. È un sistema che si riflette negli atteggiamenti verso la popolazione, il consumo, la tecnologia e la giustizia sociale, così come verso l'ambiente.
La caratteristica del sistema di valori di cui parlerò è la concezione della responsabilità. Il nostro sistema di valori corrente presuppone che i danni e le loro cause siano individuali, che possano essere prontamente identificati, e che siano localizzabili nello spazio e nel tempo. È su questi aspetti della nostra concezione di responsabilità che voglio attirare l'attenzione.
Consideriamo come esempio un caso del genere che più ha a che fare con il nostro sistema di valori. Jones irrompe nella casa di Smith e gli ruba il televisore. L'intento di Jones è chiaro: lei vuole il televisore di Smith. Smith ha subito un chiaro danno, è stato reso più povero dal fatto di aver perso il televisore. Jones è responsabile della perdita di Smith, dal momento che lei è stata la causa del danno e nessun'altro era coinvolto.
Quello che abbiamo in questo caso è un chiaro, completo resoconto della perdita di Smith. Sappiamo come identificare il danno e come attribuire la responsabilità. Reagiamo a questo strappo alle nostre norme punendo Jones in modo da impedirle di farlo di nuovo e per dissuadere altri da questo genere di atti, o esigiamo un compenso da Jones in modo che Smith possa ritornare alla sua condizione iniziale.
La mia convinzione è che questo paradigma collassa quando cerchiamo di applicarlo ai problemi ambientali globali, come quelli relazionati con il cambiamento climatico globale indotto dall'uomo. È per questa ragione che spesso siamo lasciati in balia di sentimenti confusi su cosa pensare al riguardo di questi problemi.
Ci sono tre importanti aspetti per i quali i problemi ambientali globali come quelli implicati dal cambiamento climatico variano dal paradigma: azioni apparentemente innocenti possono avere conseguenze devastanti, cause e danni possono essere diffusi, e cause e danni possono essere lontani nello spazio e nel tempo (un altro importante aspetto può riguardare cause non lineari, effetti soglia, e la relativa banalità dei confini politici, ma non discuterò di questo in questo saggio [vedi Lee 1989]).
Consideriamo un esempio. Alcune previsioni suggeriscono che uno degli effetti del riscaldamento da effetto serra possa essere lo spostamento la cintura dei cicloni dell'emisfero australe più a sud. Se questo accadesse, la frequenza dei cicloni a Sidney in Australia aumenterebbe enormemente, ne deriverebbero morti e distruzioni in grandi quantità. Le cause di queste morti e distruzioni sarebbero confuse. Non c'è nulla che possiamo identificare quale causa della distruzione nello stesso modo in cui identifichiamo Jones quale causa della perdita di Smith. Invece di una singola causa, milioni di persona avranno contribuito all'evento con piccole, quasi impercettibili azioni – la guida di un auto, il taglio di alberi, l'uso dell'elettricità, e così via. Queste persone avranno contribuito con queste azioni effettuate nel corso della loro vita quotidiana, compiendo atti “innocenti”, senza l'intenzione di causare questo danno. Inoltre, la maggior parte di queste persone saranno geograficamente distanti da Sidney (molte di loro non avranno nemmeno idea di dove si trovi Sidney). Per di più, alcune persone che subiranno dei danni saranno distanti nel tempo da quelle che hanno causato loro il danno. Sidney potrà subire dei danni nel XXI secolo in parte a causa del comportamento delle persone nel XIX e XX secolo. Molte persone insignificanti che fanno piccole cose per un lungo periodo di tempo assieme causano danni inimmaginabili.
A dispetto del fatto che danni gravi e chiaramente identificabili si verificheranno a causa dell'azione umana, la morale tradizionale avrà qualche problema nel trovare qualcuno da biasimare, poiché nessuno aveva intenzione di provocare l'esito negativo o di causarlo o addirittura era capace di prevederlo.
Oggi affrontiamo la possibilità che l'ambiente globale possa essere distrutto senza che nessuno sia ritenuto responsabile di questo. Questo è un problema nuovo. Ci vogliono molte persone e alti livelli di consumo e produzione per cambiare il clima della Terra. Ciò non poteva essere fatto in società a bassa densità e con scarse risorse tecnologiche. E nemmeno poteva essere fatto in società come la nostra fino a tempi recenti. Londra poteva essere inquinata dai suoi abitanti nel XVIII secolo, ma il raggio d'azione era limitato. Oggi nessun luogo del pianeta è al sicuro. A meno che non sviluppiamo nuovi valori e concezioni di responsabilità, avremmo enormi difficoltà a motivare le persone a fronteggiare questo problema.
Alcuni potrebbero pensare che i dibattiti sui nuovi valori siano idealistici. La natura dell'uomo non può essere cambiata, viene detto talvolta. Ma come ben sa chiunque prenda sul serio l'antropologia o la storia, i valori vigenti sono almeno in parte costruiti storicamente, radicati nelle condizioni di vita nelle quali si sono sviluppati. Ciò di cui abbiamo bisogno sono nuovi valori che riflettano le interconnessioni di una vita su un pianeta ad alta densità e con molte risorse tecnologiche.
Altri potrebbero pensare che la ricerca di nuovi valori è eccessivamente individualista e che ciò di cui c'è bisogno siano invece soluzioni collettive e istituzionali. Ciò sottovaluta il fatto che i nostri valori permeano le nostre istituzioni e le nostre abitudini. Riformare i nostri valori è parte del costruire nuovi concetti morali, politici e legali.
Uno dei benefici più importanti nell'esaminare i problemi ambientali mondiali è che fare ciò li fa entrare nel dominio del dialogo, del dibattito e della partecipazione. Piuttosto che essere problemi gestionali che i governi e gli esperti possono risolvere per noi, se considerati in quanto questioni etiche diventano questioni rivolte a tutti noi, in quanto attori politici e agenti morali di tutti i giorni.
In questo saggio non è possibile dire di quali nuovi valori ci sia bisogno o di fornire una ricetta sul come apportarli. I valori vengono creati collettivamente piuttosto che dettati individualmente, e l'influenza dei modelli economici ha comportato il trascuramento dello studio dei valori e del cambiamento dei valori (vedi Wolfe 1989, Reich 1988). Tuttavia, posso dare un suggerimento favorevole: dovremmo concentrarci di più sul carattere dei problemi e meno sul calcolo degli esiti che questi problemi possono avere. Il concentraci sugli esiti ci ha resi dei cinici calcolatori e ha istituzionalizzato l'ipocrisia. Ognuno di noi può ragionare in questo modo: “dato che il mio contributo è piccolo, gli esiti saranno probabilmente determinati dal comportamento di altri”. Ragionando in questa maniera possiamo giustificare la guida di un auto mentre raccomandiamo l'uso della bicicletta o usare i caminetti mentre favoriamo regolamenti contro di essi. In un clima come questo non condanniamo e nemmeno troviamo sorprendente che il Congresso esoneri se stesso dalle leggi sui diritti civili. Perfino David Brower, l'”arcidruido” del movimento ambientalista, possiede due auto, quattro televisioni a colori, due videocamere, tre videoregistratori e una dozzina di registratori a nastro, e giustifica ciò dicendo che “questo lo aiuterà nel suo lavoro per salvare la Terra” (San Diego Union, 1 Aprile 1990).
Calcolare gli esiti probabili ci porta a srotolare gli schemi dei comportamenti collettivi dei quali c'è bisogno per fronteggiare con successo molti dei problemi ambientali mondiali che si affacciano. Quando “economizziamo” il nostro comportamento nel modo nel quale è richiesto o calcolato, sistematicamente tralasciamo gli effetti sottili e indiretti delle nostre azioni, e per questa ragione consideriamo le azioni individuali inefficaci. Perchè si verifichino cambiamenti sociali è importante che ci siano persone di una certa integrità e carattere che agiscano sulla base di principi e ideali.
Il contenuto dei nostri principi e ideali è, certamente, importante. Principi e ideali possono essere stravaganti o addirittura folli. Nella mia opinione, per affrontare problemi come il cambiamento climatico globale, abbiamo bisogno di nutrire e dare un nuovo contenuto ad alcune antiche virtù come l'umiltà, il coraggio e la moderazione e forse anche di sviluppare nuove virtù come quelle della semplicità e del conservatorismo. Ma qualunque siano i migliori candidati ad essere le virtù del XXI secolo, ciò che è importante riconoscere è l'importanza e la centralità delle virtù nel provocare cambiamenti di valori.
Conclusioni
La scienza ci ha avvertiti dell'impatto del genere umano sul pianeta, gli uni sugli altri, e su tutta la vita. Ciò ci fa scontrare drammaticamente con questioni come chi siamo, sulle nostre relazioni con la natura, e cosa siamo disposti a sacrificare per diversi futuri possibili. Dovremmo fronteggiare queste questioni come una sfida fondamentale ai nostri valori e non trattarle come se fosse semplicemente un altro problema tecnico da gestire. Coloro che cercano aggiustamenti rapidi potrebbero trovare questo interesse per i valori frustrante. Un dibattito morale non cambierà il mondo dal giorno alla notte. I cambiamenti morali collettivi sono fondamentalmente cooperativi piuttosto che coercitivi. Nessuno cadrà, ferito mortalmente, di fronte a un dibattito. Ma se ci deve essere un cambiamento significativo che faccia la differenza nel lungo periodo, deve essere tanto collettivo quanto assoluto. Sviluppare una conoscenza più approfondita riguardo chi siamo, e su come le nostre migliori concezioni di noi stessi possano guidare il cambiamento, è la questione essenziale che dobbiamo fronteggiare.
