In Ungheria la prima tassa su internet: cinquanta centesimi per gigabyte
L’Ungheria si prepara a introdurre la prima tassa al mondo sui dati scaricati da internet. Cinquanta centesimi di euro per ogni gigabyte. È l’ultima trovata del premier Viktor Orban che conferma così la sua linea di politica economica fuori dagli schemi, a volte lontana dalle direttive dell’Unione europea, e sempre improntata al nazionalismo e all’autarchia.
Il ministro dell’Economia, Mihaly Varga, ha spiegato oggi i dettagli del provvedimento del governo che colpirà il trasferimento di dati via internet. La tassa dovrebbe essere di 150 fiorini per ogni gigabyte, circa 50 centesimi di euro. E dovrà essere pagata dagli internet service provider: una logica revisione ed estensione - come ha spiegato Varga - dell’aumento delle imposte sulle telefonate e i messaggi di testo annunciati dal governo già nel 2011.
La misura, contenuta nella bozza di Finanziaria per il 2015 trasmessa al Parlamento di Budapest, ha immediatamente sollevato le critiche degli utenti della rete: oltre 100mila persone si sono iscritte in poche ore al gruppo Facebook anti-tassa, che sta organizzando una grande mobilitazione contro il governo domenica nella capitale magiara.
Per Neelie Kroes, commissario europeo uscente per l’Agenda digitale, la tassa annunciata dal governo finirà per danneggiare l’economia digitale del Paese. «Una tassa su internet decisa in modo unilaterale non è una buona idea. Farà aumentare i costi di accesso a internet per i consumatori», ha detto Kroes al Financial Times sottolineando come l’Ungheria sia già molto indietro nelle classifiche comunitarie sull’utilizzo di internet, accesso alla banda larga e regolamentazione digitale.
Il ministero Varga ha quantificato in 20 miliardi di fiorini, poco più di 65 milioni di euro, il gettito annuo della nuova tassa, ma secondo i calcoli degli esperti, alla luce del traffico internet registrato nel Paese, la cifra potrebbe essere dieci volte superiore. Secondo l’Ufficio statistico federale ungherese nel 2013 l’intero settore internet ha generato ricavi pari a 164 miliardi di fiorini, circa 535 milioni di euro.
Di fronte alle proteste popolari, il partito di governo Fidesz ha chiesto di porre un tetto all’importo massimo che verrà imputato ai singoli utenti. Un limite che probabilmente verrà imposto anche ai versamenti della aziende, come si evince dal gettito contenuto preventivato dal governo.

Hungary is getting ready to be the first country in the world to introduce a tax on data downloaded from the internet, at a cost of roughly 40p per gigabyte (GB). Hungarian Prime Minister Viktor Orban’s latest brainwave seems to confirm that his economic policies are unconventional, sometimes distant from the guidelines laid out by EU directives and always couched in terms of nationalist conservatism.
Hungarian Minister of National Economy Mihaly Varga today explained the details of the government’s new measure concerning online data transfer. The tax will be 150 forints – about 40p – per GB, to be paid by internet service providers. Varga explained: “It’s a logical revision and extension to the increase in taxes on phone calls and text messages, announced by the government in 2011.”
The new tax was included in the draft 2015 budget sent to the Budapest Parliament. It immediately aroused criticism from internet users and, within just a few hours, over 100,000 people had subscribed to the anti-tax Facebook page, which is currently organising a mass protest against the government. The protest is due to take place on Sunday in the Hungarian capital, Budapest.
Outgoing European Commissioner for Digital Agenda Neelie Kroes is convinced the tax announced by the Hungarian government will damage the country’s digital economy. In an interview with The Financial Times she said: “Unilateral Internet taxes are not a clever idea. It will increase internet access prices for consumers”. Kroes emphasised that Hungary already falls below EU averages on internet usage, access to broadband and digital regulation.
Varga put annual revenue expected from the new tax at 20bn forints (almost £51m). However, according to expert calculations (carried out using records of data traffic in Hungary), the figure could be 10 times this. The Hungarian Central Statistical Office claimed that the entire internet sector generated profits of around 164bn forints (over £417m) in 2013.
In the face of popular protests, the governing Fidesz party has asked for a cap to be put on the amount individual users will have to pay under the new tax. The limited revenue the government has budgeted for suggests internet tax on companies will also be capped.
