COMPARATIVE ANALYSIS ON COORDINATION OF HUMAN RESOURCES UNITS IN 3 EU COUNTRIES:
POLAND, AUSTRIA AND UNITED KINGDOM WITH REFERENCE TO THE CONTEXT OF THE CIVIL SERVICE REFORM IN UKRAINE
INTRODUCTION
Report on coordination of human resources units is the result of common work of three short term experts: Mrs. Katarzyna Dudzik (Poland), Mr. Thomas Pappenscheller (Austria) and Mrs. Sue Treharne (United Kingdom) carried out during two missions in the framework of the EU Twinning Project “Support to Civil Service Development in Ukraine”. The comparative analyses is aiming to bring closer the concrete solutions regarding the organization and functioning of the HR units in the civil service implemented in three European states and to explore the role and the function of the HRM in a modern public administration in the context of Ukraine.
As a result, the first chapter is dedicated to models for coordination of HR units in Poland, Austria and United Kingdom. In compact but informative way, experts present the place and the role of the central and decentralized HRM bodies in their countries, focusing on the most important HRM practices, i.e.: recruitment and selection, performance appraisal, promotions, personal development, termination of employment. This chapter includes also the solutions regarding coordination and communication between central and sub-national level, that are in place in Poland, Austria and United Kingdom. Strong elements of each system and the areas required further improvements, closing the first part of the report, could be of additional value for the Beneficiary. The most comprehensive descriptions come from Poland as the Polish solutions seem to adhere the most to the moment of the Ukrainian civil service reform.
Presentation of the solutions in the HRM units organizations, in these three countries, could be interesting for the Beneficiary – the National Agency on Ukraine for Civil Service (NAUCS). All three countries present different level of decentralization of HRM practices. The Polish Head of Civil Service, a central HRM body in the civil service, is responsible for some key HRM functions. In Austria the Federal Chancellery, as a central HRM body, is responsible for only very narrow set of HRM functions, its role is more of a co-ordination of across ministries. United Kingdom has a strategic centre for HR, that seats in the Cabinet Office while it does not mandate, it does retain responsibility for the management code and certain functions relating to the senior civil service and fast stream. As analyzed systems of the human resources management in central government administration differ as regards the level of delegation of the authority, a comparative analyses could be used by the Beneficiary as a “lessons learned” in scheduled implementation of the improvements in the domestic system, avoiding in advance possible difficulties in the organisation of the HRM in the civil service.
Second chapter of the report, dedicated to the preliminary analyses of the HR units for NAUCS, is a result of the round table discussion, conducted on the 11th of June 2014 for 14 representatives of top management of the NAUCS. Due to unexpected circumstances, resulting from the sudden departure of the newly appointed Head of the Agency and his deputies, experts were requested to change initially agreed action plan and resign from conducting the interactive, full day workshops for 24 senior civil servants with responsibility for Human Resource functions and activities. As a result, the second chapter includes conclusions that have been drawn from the questionnaires, completed by the participants at the end of the 2-hour discussion. It is important to note that these circumstances have prevented in-depth analyses allowing for identification of next steps and development of action plan aiming at designing the model options for HRM coordination.
Third chapter is the response for the expectations of the Beneficiary and includes the answers for the questions gathered by the NAUCS team regarding widely understood HRM in the civil service.
Concluding the cooperation on Ukraine for the benefit of NAUCS and the Ukrainian civil service, STEs agree that there is no single model of delegation in HRM. However according to “Government at the Glance 2011” many OECD countries are moving towards a model of Human Resources management whereby major decisions regarding employee selection, recruitment, remuneration, working conditions and dismissal are delegated from a centralised HRM body to line Ministries/Departments/Agencies, that could be treated as argument for consideration. The key motive behind delegation is to empower and enable public managers to better direct their staff, allowing them to consider in their HRM decisions both the unique requirements of their own organisations and the merits of individual employees*. Nevertheless delegation of responsibility for HRM can have both positive and negative implications. In delegated environment, public organisations can improve their performance if they are able to adapt HRM to their own needs. At the same time, delegation can lead to the fragmentation of structures in the overall civil service, which can limit flexibility in the workforce** and can potentially contribute to duplication of work or other inefficiencies.
When the delegation of HRM authority is considered, a key element is a strong central HRM body, being in the position to hold the line ministers to account for their handling of the delegated authority. Existence of such a body, equipped in necessary competencies, is a precondition to enable more effective delegation of HRM practices. As international examples prove, the greatest challenge, currently being faced also but not only by Ukraine, is to find a balance between a central control and co-ordination and the delegation of the HRM decision-making authority to operational level.
As STEs responsible for providing NAUCS with information on HR units coordination practices in our countries, we submit the report and remain at the disposal of the Beneficiary to explain the data included.

Вступ
Звіт про моделі координації діяльності підрозділів із управління людськими ресурсами є результатом спільної роботи трьох поточних експертів: пані Катажини Дудзік (Польща), пана Томаса Паппеншеллера (Австрія) і пані Сью Трехарн (Великобританія), які очолювали проект ЄС Twinning «Підтримка розвитку державної служби в Україні". Проведений порівняльний аналіз має на меті визначити управлінські рішення, що стосуються організації та функціонування кадрових підрозділів в системах державної служби трьох європейських держав, а також дослідити роль і функції управління людськими ресурсами в контексті сучасної системи державного управління України.
Перший розділ присвячений моделям координації діяльності кадрових департаментів у Польщі, Австрії та Великобританії. У стислому, але інформативному вигляді, фахівці описали місце і роль центральних і децентралізованих органів управління людськими ресурсами в своїх країнах, зосередивши увагу на найбільш важливих системах управління кадровими ресурсами, а саме: найм і підбір персоналу, інститут службової атестації, кар’єра, умови щодо розвитку особистості державного службовця, умови розірвання трудового договору. У розділі також представлені управлінські рішення, що стосуються координації діяльності та особливостям комунікації між центральними та субнаціональними управлінськими рівнями Республіки Польща, Австрії та Великобританії. Як підсумок першої частини, можна зазначити, що подальше вдосконалення потужних складових кожної системи та області можуть стати додатковою перевагою для бенефіціара. Найбільш значущим прикладом реформування державної системи став досвід Польщі, так як польські управлінські рішення знаходяться на стадії впровадження.
Подані рішення з питань організації підрозділів департамента управління людськими ресурсами трьох європейських країн має цікавити бенефіціара - Національну агенцію України у справах державної служби (NAUCS). Всі три країни демонструють різний рівень децентралізації повноважень в управлінні людськими ресурсами. Голова державної служби республіки Польща є найвищою посадовою особою, яка відповідає за управління людськими ресурсами в сфері державної служби та несе відповідальність за виконання ключових функцій в управлінні персоналом. В Австрії федеральна канцелярія, як центральний орган управління має обмежені повноваження в сфері управління людськими ресурсами, вона, швидше, спрямовує і координує питання політики міністерств. У Великобританії над питаннями управління людськими ресурсами працює Стратегічний центр Канцелярії уряду, також несе відповідальність за виконання Кодекса управління і деяких функцій, що пов'язані з Вищим Корпусом державної служби та системи «fast stream» («швидкий потік»).
Системи управління людськими ресурсами у сфері державної служби відрізняються рівнем делегування повноважень між міністерствами, тому бенефіціар може використати порівняльний аналіз як накопичений досвід, плануючи реформування вітчизняної кадрової системи, заздалегідь уникаючи можливих труднощів.
Другий розділ є відповіддю на очікування бенефіціара і включає в себе відповіді на питання, що були зібрані командою, яка розуміється в питанні управління персоналом та кадровій політиці -NAUCS.
Завершуючи співробітництво по Україні на користь NAUCS та державного апарату України ми погоджуємося, що не існує єдиної моделі делегування повноважень у сфері управління людськими ресурсами. Однак, відповідно до даних дослідження «Погляд на Уряд 2011» більшість країн ОЕСР переміщаються до моделі управління людськими ресурсами, де головні рішення щодо підбору кандидатури, найму персоналу, нарахування винагороди, створення умов роботи та процедури звільнення делеговані від центрального органу системи до лінійки міністерства/департаменти/установи, що може cприйматися як аргумент для розгляду. Ключовою метою делегування повноважень є розширення прав і можливостей державних керівників з метою забезпечення більш ефективного впливу на працівників та виявлення специфічних потреб своїх організацій та переваг окремих співробітників. Проте делегування повноважень в системі управління людськими ресурсами може мати як позитивні, так і негативні наслідки. У делегованому середовищі громадські організації мають можливість поліпшити свою продуктивність при умові що вони здатні адаптуватися задля власних потреб. У той же час, передача повноважень може призвести до фрагментації структури управління у сфері державної служби, яка в свою чергу може обмежити гнучкість робочої сили і призведе до дублювання зобов’язань.
Існування органу з відповідною державною компетенцією є передумовою для більш ефективного делегування повновожень в державній системі управління людськими ресурсами. На прикладі міжнародного досвіду держав було виявлено труднощі, що стосуються збалансування та визначення координації діяльності між центральними органами управління, а також делегування директивних повноважень в системі управління людськими ресурсами на оперативному рівні.
Поточні експерти, відповідальні за надання інформації NAUCS про досвід координації діяльності кадрових підрозділів в міжнародних країнах, представляють звіт, що залишається у розпорядженні бенефіціара.
