[단독] 삼성, 정부에서 직접 받은 돈만 한해 1684억 1위

대기업으로 흐르는 나랏돈 ② 연구 개발 보조금

현대차 883억, 한진 567억 등 순으로 받아

정부가 삼성그룹에 준 직접보조금이 2012년에만 1684억4200만원에 이르는 것으로 조사됐다. 이는 조세 감면 등 정부의 간접적인 지원을 제외한 금액으로, 국내 대기업(상호출자제한 기업집단 기준) 가운데 삼성그룹이 가장 많은 정부 예산을 받고 있는 것으로 나타났다.
3일 가 정보공개청구와 안민석 의원(민주당)을 통해 받은 국회 예산정책처(예정처) 자료를 보면, 삼성·현대자동차 등 대기업집단에 예산으로 지원한 직접보조금은 2012년 한해 동안 7308억8300만원에 이른다. 같은 당의 최재천·강창희 의원실을 통해 미래창조과학부와 산업통상자원부의 연구개발(R&D) 보조금 현황도 확인했다. 예정처는 지난해 미래부·산업부 등 11개 정부기관으로부터 연구개발 예산 및 ‘직접적인 자금이전 효과가 발생’하는 민간이전 항목을 제출받아 직접보조금 실태를 집계했다.
가장 많은 보조금을 받은 대기업집단은 삼성이다. 삼성탈레스가 핵심기술개발 사업과제로 453억원을 지원받는 등 삼성그룹 방위산업 계열사들이 연구개발 국가 예산 1184억원을 받았다. 삼성전자는 부품소재 경쟁력 향상 등의 명목으로 16억1500만원을 국가로부터 지원받았다. 제일모직도 46억9000만원을 받았다.
삼성 다음으로 가장 많은 보조금을 받은 곳은 현대자동차그룹(883억원)이다. 다음으로 한진(567억원)과 한화(465억원), 포스코(442억원)가 뒤를 이었다. 4대 그룹인 엘지(LG·385억원)와 에스케이(SK·227억원) 역시 200억원이 넘는 돈을 정부로부터 받았다.
나랏돈이 재벌 대기업에 직접 흘러드는 주된 통로는 연구개발 자금 지원이다. 예정처 자료를 보면, 대기업에 대한 지원금이 가장 많은 부처는 방위사업청(2759억원)과 산업부(2689억원)다. 방위산업은 그동안 정부의 계열화·전문화 정책을 통해 대기업집단 계열사 위주로 육성돼 연구비가 대기업에 집중됐다. 계열화·전문화 정책은 후발 업체의 성장을 막아 2008년 말 폐지됐지만 방위산업은 여전히 대기업의 독과점 시장이다.
산업부는 주력산업 진흥을 목표로 많은 자금을 대기업에 건넸다. 정부가 대기업에 지원하는 연구개발 자금은 기업의 단기 수익을 높일 뿐 아니라, 기업이 시장에서 이익을 낼 상품을 만드는 데도 중요한 구실을 했다. 대기업은 국가 연구개발 과제를 수행하면서 자금 지원뿐 아니라 정부출연기관의 각종 연구 지원까지 공유했다. 중소업체의 연구개발도 성공적인 과제 수행을 위해서는 대기업에 의존할 수밖에 없다. 한 중소기업 사장은 “정부 연구사업 수주를 위해 경쟁할 때 대기업이 끼어 있는 컨소시엄은 수요 확보가 되어 있다고 보고 더 좋은 점수를 받는다”고 했다. 대기업 중심의 ‘보조금 생태계’가 구조화되고 있는 것이다.
전정희 의원(민주당)은 “중소기업의 연구개발 투자 여건이 미약한 상황에서 대기업에 막대한 지원이 집중되고 있다. 중소기업이 함께 성장하는 산업 생태계를 조성할 수 있도록 대기업에 대한 연구개발 지원의 성과와 고용효과 등을 재검토해야 한다”고 말했다.

A recent investigation showed that in 2012 alone, Samsung Group received 168.442 billion won (157 million USD) in direct funding from the Korean government. Among domestic corporations, Samsung Group is currently receiving the largest government support, not including indirect benefits such as tax exemptions.
[January 3rd] The following information was provided by Democratic National Assembly Member Min Seok Ahn, in addition to data from the National Assembly Budget Office (obtained via a ‘freedom of information act’ inquiry): the 2012 budget for subsidies awarded to conglomerates, such as Samsung Group and Hyundai Motors Group, reached 730.883 billion won (680 million USD). The offices of National Assembly members Jae Chun Choi and Chang Hee Kang also confirmed additional research and development subsidies being provided by the Ministry of Science, ICT and Future Planning (MSIP), and the Ministry of Trade, Industry and Energy (MOTIE). The National Assembly Budget Office calculated the present state of subsidies and federal transfer programs of 11 government agencies over the past year; the results showed that Samsung Group received the most out of the large corporate entities. Conjunctively, Samsung-Thales, a joint venture that produces high tech defense systems, received 45.3 billion won (42 million USD) to develop new core technologies. Furthermore, other Samsung Group defense contracting subsidiaries were provided with a 118.4 billion won (110 million USD) budget for research and development: Samsung Electronics was funded with 1.6 billion won (1.5 million USD) by a program directed at increasing competitive power of its parts and materials division, and Cheil Industries Inc, a textile affiliate of the Samsung Group, also received 4.69 billion won (4.4 million USD).
The second largest recipient of government subsidies was Hyundai Motor Group at 88.3 billion won (82 million USD). HanJin, a shipping and logistic company, followed Hyundai at 56.7 billion (53 million USD), with multi-profile conglomerate Hanwha at 46.5 billion (43 million USD), and finally, steel manufacturer POSCO at 44.2 billion (41 million USD). LG (38.5 billion won) and SK (22.7 billion won) also received over 20 billion won (18.6 million USD) from the Korean government over the past year.
The majority of this money is being poured into research and development subsidies. According to data provided by the National Assembly Budget Office, the government sectors spending the most were the Defense Acquisition Program Administration (275.9 billion won) and the Ministry of Commerce and Industry (268.9 billion won). During this period, government systemization and specialization policies focused the defense industry’s research and development spending on expanding corporate subsidiaries. These policies, which blocked the growth of nascent businesses, were phased out at the end of 2008. In spite of this, the existing conglomerates continued to monopolize the defense contracting sector. The research and development subsidies provided by the government serve not only to increase the short-term profits of corporations, but also to provide a pretext for introducing new products and technologies into the market that generate long-term interest. As major corporations continue to handle national projects, not only are they receiving financial support from the government--individual national agencies are also releasing research information to aid their efforts. In order for small and medium sized businesses to carry out successful research and development, they cannot avoid becoming dependent on large corporations. According to one small business owner, “When competing with these large corporations, these ‘consortiums’ have a marked advantage at securing demand for government research contracts.” A ‘subsidy ecosystem’, centered on large corporations, is quickly becoming standardized within the government.
In regards to this change, Democratic National Assembly Member Jung-Hee Jun stated the following: “Immense support [has been] given to large corporations in circumstances where there is unsubstantial investment in the research and development budgets for small to medium scale enterprises. Until we can create a marketplace that allows for the growth of small businesses alongside large corporations, the success and effectiveness of current policies--which favor major conglomerates--demand further review.”
