김 군이 어디에 있는지 실제로 IS에 가담한 건지 아직까지는 확실하게 단정지을 수 없습니다. 하지만 만약에 IS에 가담한 것으로 확인이 된다면 우리나라 사람으로는 처음으로 자발적으로 IS에 가담한 것으로 지금 규정을 지을 수 있는데, 논의를 하기 전에 IS가 어떤 단체인지 한번 정리를 하고 이야기를 이어가는 게 좋을 것 같습니다. IS. 이슬람국가라는 뜻인데 어떤 단체입니까?
[인터뷰]
이슬람 국가인데 지위를 받은 건 아니죠. 간단히 얘기하면 이슬람 수니파의 극단주의 무장단체다, 이렇게 요약할 수 있고 가장 특징이 3M으로 요약될 수가 있을 것 같습니다.
자생적으로, 상당히인력이 풍부하다는 것이죠. 바꿔 말하면 외국 용병들도 상당히 있습니다. 군사수가 한 3만명 정도되는데, 25, 30% 에 이르는 것이 외국 용병인데, 특히 유럽에서 자생적으로 참여를 한 이슬람 성전에 참여를 한다, 이런 풍부한 인력이 많다는 것.
두 번째, 머니가 많다. 오일머니라고 해서 여러 가지 오일을 통해서 인적인 유인도 하고 말이죠. 세 번째가 군수품 자체가 상당히 풍부하다. 이와 같이 3M으로 얘기를 할 수 있고요. 추구하는 목적 자체는 칼리프 통치를 하겠다는 겁니다.
칼리프라고 하는 것이 그야말로 무하마드 알라의 사돈이다, 이렇게 칭해서 정치와 종교지도자의 영역을 모두 갖고 있는. 즉 1인이 통치해서 과거에 번성했던 이슬람 국가를 재건을 하려고 하는 나름대로의 목적, 또 한편으로 종교가 영토를 아우르는, 그래서 최근 일부 보도에 의하면 IS들이 세계적인 종교 청소를 하겠다, 이런 얘기까지 하고 있는 것이죠. 상당히 잔인함이 있고 조금 이따가 다시 얘기를 드리고요.

국가라고 볼 수 없는 거죠. 종교적 신념으로 뭉친 단체다, 이렇게 볼 수 있겠는데.

종교단체라고 하기에는 설계시설을 확보하고 있기 때문에 자본력은 높군요.

돈은 많은데 그걸 국가라고 할 수 없는 문제고 IS 깃발을 보면 유일한 알라신, 이렇게 나오거든요. 굉장히 폐쇄적이고 배타적인 종교적 신념으로 뭉친 종교적 집단이라고 볼 수 있는데 교수님도 극단주의무장 세력이라고 표현을 하셨는데 굉장히 시대착오적인 것이죠.
종교를 이유로 다른 사람을 해치는, 테러를 하고 전쟁행위를 하는 그런 행위를 하고 있는데 더 심각한 것은 어린 아이들까지 소위 말하는 자기들은 성전이라고 얘기를 하는 거죠. 어린 아이들까지 성전에 끌여들여서 어린 아이들까지 무기를 준다는 것은 최소한의 윤리의식도 남아있지 않았다라고 볼 수 있죠.

이게 최근에 공개가 돼서 충격을 준 것인데, 초등학생 정도 되는 아이한테 총기를 줘서 포로를 사살하게 만드는, 아주 잔인함이 극에 달한 단체입니다.

러시아 소년으로 알려져 있고 피해자는 러시아의 정보요원이었다라고 해서 직접적으로 살해를 해라, 공개를 했고요.
저뿐만이 아니고 노예제 자체를 인정을 하는 바꿔 얘기하면 성전을 통해서 거기서 잡히는 여성 같은 경우는 마치 전리품처럼 생각을 해도 된다, 그래서 원하는 대로 해도 된다.
또 소년 같은 경우에도 여러 가지 끔찍한 행동에 참여하고 독력하는, 이것이 특징이고 그 끔찍함은 얼마 전에도 알려져 있었지만 인질참수, 서방 언론인들을 공개적으로 참수하는 이런 모습까지 소개를 했고 더군다나민간인 학살 같은 경우는 이라크에 수천명을 학살했기 때문에 그야말로 반인도적이고 끔찍한 극단주의의 모습을 볼 수가 있습니다.
[앵커]
한마디로 아주 피도 눈물도 없는 무서운 조직인데 김 모군. IS에 간 것인지 아니면 단순실종된 것인지 납치된 것인지 아직까지는 확실하게 정황증거는 발견되지 않고 있습니다마는 그래서 김 군 행적을 한번 살펴보도록 하겠습니다. 그래픽을 보면 행적이 나올 텐데요.
1월 8일에 이스탄불에 입국을 했습니다. 그리고 같은 날 밤 시리아 접견인킬리스에 도착했고요. 이틀 뒤가방과 소지품을 챙겨서 자신이 묵고 있던 호텔에서 나갔습니다.
호텔 관계자의 말을 들어보니까 의자에 앉지도 못하고 있고 안절부절했다, 이런 얘기도 했고 그다음에 마스크를 썼다, 계속 마스크를 쓰고 다녔고 호텔을 나가기 전에는 백팩을 메고 있었다. 그러니까 실종되던, 종적이 사라진 날 본인 스스로 같이 있었던 분에게 얘기도 안하고 자기 스스로 짐을 싸서 나갔고 먼저 이것부터 짚어보죠. 실종인지 납치인지 적극 가담인지 알 수는 없지만 먼저 스스로 짐을 싸서 나갔다고 하네요.

처음에는 실종의 가능성도 무게를 두고 어쨌든 이 청년의 소재를 파악하는 데 우리 외교부가 집중을 해야 한다는 이야기가 있었는데요. 점점 더 IS 가담쪽으로 자꾸 쏠리는 것 같습니다.
우리 수사당국에 의하면 청소년이 한국인하고 같이 처음에 동행을 하다가 킬리스까지는 같이 갔는데 그 이후부터는 제3의 인물과 함께 있었던 장면이 찍히기도 했고 또 결정적이라면 결정적일 수도 있는데 이 김 군이 평소 집에서 쓰던 컴퓨터 바탕화면에 IS 대원으로 보이는 남자들이 총을 들고 보이는 그런 사진들이여러 장이 발견됐다는 거죠. 그런 점에서 지금 한국인 최초로 IS에 가담한 청소년이 나오는 것 아닌가 하는 우려가 상당히 커지고 있습니다.

지금 상황에서 납치나 단순 실종에 대해서 가능성을 열어놓은 게 합당한지 어떻게 보세요?
[인터뷰]
전체적인 IS 관련된 흐름을 보면 사실은 우리 국내에서 이번에처음 보도가 됐지만 10대 청소년들이 자발적으로 이른바 성전이라고 오해를 해서 참전한 경우가 상당히 많이 있었습니다.
예를 들면 말레이시아의 어떤 여인도 IS 성전에 참석을 하기 위해서 그야말로 대출금을 받아서 직접적으로 간 경우도 있었고 그 독일 소녀 15세에 이른 청소년인데 독일 소녀도 이 성전에 직접참여를 하겠다고 해서 갔는데 전체적으로 본다면 본인 자체가 겪은 여러 가지 갈등사항. 그리고 사회의 주도세력이 되지 못하고 이른바 외로운 늑대라고 칭해지는 로우울프에 해당되는 외국의 청소년들도 여러 가지 사이버 정보의 부정확성에 현혹이 돼서 그야말로 꼬득임에 속아서 가는 경우가 있었던 말이죠.
이번 김 군 같은 경우 부디 그러지 않기를 바라는 건데. 여러 가지 큰 흐름으로 봐서는 단순히 여행을 가서 실종을 했다라기보다는 상당히 치밀한 연락책에 의해서, 소위 말해서 숨은 조직이 있고, 이 숨은 조직이 인터넷공개를 통해서 상당 부분 접촉을 합니다.
그런 다음에 일부 청소년들이 흥미와 관심을 보이게 되면 개별, 여러 가지 접촉을 통해서 여러 가지 정보를 제공하는데 지금 그와 같은 일정한 패턴을 따른 점으로 봐서 단순한 납치나 실종보다는 상당 부분 속아서 일단 이쪽에 간 게 아닌가, 그래서 그렇다고 본다면 정보당국에서 물론 시리아와 우리나라가 국교가 설정되어 있지는 않지만 여러 가지 간접적인 루트를 통해서, 혹시 이 김 군이 현실을 빨리 깨닫고 복귀하려고 했을 때 누군가가 도와줘야 된단 말이죠.
그런 걸 대비하기 위해서라도 정보망이 빨리 현지에 있어야 될 것 같고요. 지금 위치가 어떻게 되어 있는가, 여러 외교정보망을 통해서 확보가 시급하지 않나 생각이 듭니다.
[앵커]
그럼 여기서 김 군이 왜 과연 터키에 간 것인지 어떤 생활을 하다가 터키행을 결정했는지 살펴보도록 하겠습니다. 김 군 가족들의 이런 저런 증인을 살펴봤더니 평범한 가정. 아버지는 공무원으로 재직을 하고 있고, 김 군 이웃의 얘기로는 교우문제로 중학교에는 진학하지 않고 검정고시를 준비하겠다고 해서 집에서 공부를 했다고 합니다.
그래서 은둔형 외톨이같은 모습에 부모님들도 많이 걱정을 했는데 터키에 가기 전에 어머니에게 이런 얘기를 했다고 합니다. 터키를 갔다오면 다시 마음을 잡고 검정고시도 하고 공부를 열심히 하겠다, 대신 터키를 안 보내주면 죽겠다, 이런 식으로 해서 어머니 입장에서는 터키를 한번 가고 싶다고 하니까 보내주고 나면 다시 정신을 차리고 공부를 하지 않을까 이런 마음으로 보내줬다고 합니다.
다만 18살 어리기 때문에 교회를 통해서 터키 쪽이랑 중동쪽을 잘 아는 45살 된 분을 소개를 받아서 함께 보냈습니다. 함께 보냈는데 같이 호텔에서 머물다가 김 군만 먼저 짐을 챙기고 없어진 그런 상황입니다.

우리 18세 우리나라청소년이 IS에 가입했는지 여부가 궁금한데좀 답답한 부분은 진작부터 SNS상에는 IS의 무차별적인 광고라고 해야 되나요. 전세계 청년들을 모집하는, 그리고 자신들을 미화해서 홍보하는 문제되고 있다라고 하는데 그런 것들이 괴히 많이 퍼져있었고, 우리나라에 최초 로 문제가 되고 있다고 하는데 중국이나 이미 다른 나라에서는 여러 명이 가입하는 문제도 있었거든요.
그런데 IS에 대한 실체, 정말 IS에 멋모르고 가입을 했다가 어떻게 되는지 이런 것에 경각심을 불러일으킬 수 있는 굉장히 현실적인 그런 내용이나 영상이나 이런 것들이 우리 정부차원에서 청년들에게 경고차원으로, 그리고 정확한 정보를 알게끔, 그런 것들이 홍보가 돼줬으면 섣불리 그곳에 대한 환상, 마치 액션영화를 보는 듯한그 안에서 자신이 액션영화 속의 주인공처럼 무장을 한 멋진 모습, 뭔가 굉장히 과시할 수 있는 그런 걸로 쉽게 오인하고 가는 그런 청소년들이 막을 수 있었을 것 같거든요.
그런데 앞으로도 이런 일들이 계속 일어날 것 같아서 늦었지만 어쨌든 정부 차원에서 IS의 실체, 들어가면 어떻게 되는지를 좀 정확하게 보여주고 홍보하는 것이 지금이라도 필요할 것 같습니다.

김 군이 그렇다는 얘기는 아니지만 이렇게 복면을 하고 총을 들고 거리를 활보하는 모습이 우리 사회의 현실에 적응을 잘 못하는 청소년 입장었으니 조금 멋있어보일 수도 있는 그런 면이 있지 않을까요?

그렇죠, 사실 김 군이 IS에 가담한 게사실이라고 한다면 우리나라에서는 첫 번째 인데 사실 서구에서는 심심치 않게 있었고, 상당수가 있다고 알려져 있거든요. 그런데 그런 사람들의 면면을 보면 대체적으로 사회에 적응이 떨어지고 또한 소외됐던 성격들이 보입니다.
그래서 분석을 보자면 현실에서 소외되고 뭔가 자존감이 떨어지기 때문에 돌파구를 찾고 자신을 인정을 해 주는 곳에 끌리는 것은 당연하거든요. 그렇다면 IS가 그러한 사람들을 선정해서 정말 효과적으로 포섭을 하고 있다는 증거인데, 중요한 것은 설령 거기에 간다는 것은 존중받고 뭔가 가치를 평가받는 것이 아니라 속된말로 총알받이 되는 거거든요. 분명하게 깨달을 필요가 있고요.
또한 종교라는 이름으로 활동하고 있지만 사실은 종교의 자유를 뛰어넘는 종교의 자유를 아주 많이 초월해 버린 그런 범죄집단입니다. 그런 점에 대해서 그런 인식이 확실하게 서야지 2번, 세 번째 같은 사례가 발생하지 않을 것으로 보입니다.

그러니까 지금 IS는 트위터나 페이스북을 통해서 자신들의 교리를 설파를 하면서 약간 포장하는 것 같습니다. 그러면서 관심을 보이는 사람들한테는 개인적을, 사적으로 연락 해서 집을 무료로 제공을 한다거나 높은 급여를 주거나 일부다처제를 해서 부인을 여러 명을 둘 수 있다, 이런 환상을 심어주면서 젊은 세계 각국 젊은이들을 유혹을 하고 있고, 손 변호사님 말씀처럼 총알받이로 용하기 위해서 유혹하고 있는데 이게 단순한 문제는 아닌 것 같습니다.
미국, 유럽 할 것 없이 많은 젊은이들이 그런 것에 현혹돼서 IS에 가담을 하고 있는데, 한번 살펴보도록 하겠습니다. 분포를 보면 유럽이나 미국에서도 상당히 많고, 보십시오. 인접 중동, 아프리카 국가인 튀니지3000명, 요르단 2000명, 러시아 800명.
그런데 튀니지, 요르단, 러시아는 여기도 문제지만 미국도 130명, 중국 100명. 그리고 여기는 언급되지 않은 다른 유럽 선진국에서 젊은이들이 IS에 자발적으로 가담하고 있다고 합니다.

인접 국가이외에 서방국가에서는 청년들이 참가하는 공통점을 보면 소위 이슬람 이민자들의 2세, 3세에 경우가 상당히 많다는 거죠. 주류사회에 제대로 동화하지 못해하고 현재 어떤 청년실업이라고 하는 심각한 문제, 본인이 볼 때 공정치 못하아, 일정한 차별대우를 받고 있다, 그런데 지금 이슬람 극단주의의 여러 가지 원리라든가 이런 것들은 그럴들한 것으로 생각할 수 있죠.
또 한편으로 봐서는 청년들이 사이버공간상에서 상당히 모험심을 추구하고 자극을 추구하다 보니까 사이버공간에서 나오는 여러 가지 간접적인 교육이라든가 동영상이라든가가 상당히 멋있어 보이고, 현실공감과 가상공간을 구분하지 못하는 가보고싶은, 그런데 거기에 가면 여러 가지 세뇌교육을 하게 되는 것이죠.
세뇌교육을 통해서 일정한 군사훈련을 받고 실제로 성전에 참가하는 경우도 있지만 그렇지 않고 여기서 본국으로 보내서 휴먼 , 즉 잠자고 있는 조직으로서 활동하라고 지시를 한다는 거죠. 자국에 돌아가서 일정한 이슬람 교도를 주위에 행동을 옮겨라 라고 하는 지시를 받고 오는 경우도 상당히 있다는 겁니다.
그런 점으로 본다라고 한단다며 사이버 공간에서 여러 가지 무질서적인 왜곡된 정보에 노출되고 또 그것에 대해서 현혹이 되는 가장 큰 이유 중 하나는 청소년들이 집중하고 몰입할 수 있는 직장도 없다거나또 대우를 받는 것도 공정치 못하다든가 자국 내 여러 가지 문제가 결국 이슬람 교도주의의 유혹에 빠지는 사실은 간접적인 원천이 아닌가 싶습니다.

그래서 이게 김 군이 자발적으로 한 건지 실종된 건지 아직까지 단정하기 어렵지만 어쨌든 이런 일이 발생했기 때문에 남의 일이나 절대로 우리나라에 일어날 사건이 아니다라는 안이한 대책보다는 조금 더 관심을 갖고 미리 사전에 예방하는 것이 바람직한 시기가 되지 않았나 이렇게 봅니다.

We are yet to know for sure where Kim is and whether he is actually involved in IS. However, if he is involved, we can say he is the first Korean who does so voluntarily. Before further discussion, it seems better to talk about what IS is first. IS stands for Islamic State. What type of group is it?

It means Islamic State but it doesn’t have actual national status. It is a radical armed group following Sunni Islam and its most distinguished features can be summed up in the 3 Ms(Men, Money, Material).
Independently, it has a vast pool of human resources. In other words, it has lots of foreign mercenaries. The number of soldiers is approximately 30,000. Foreign soldiers make up 25~30% of this number. A lot of recruits come from Europe especially, to participate in jihad, and this contributes to their vast human resources.
Second, it has a lot of money. Known as “oil money,” they attract new recruits via their various oil resources. Third, it has abundant military supplies. These explain the three M’s. The pursuing goal itself is to exercise the caliphate.
When we speak of a “caliphate,” it encompasses all the ideas related to the belief that Muhammad, in close relationship with Allah, holds power over and influence in politics and religion. In other words, IS is pursuing its own goal of recreating the singularly ruled Islamic nation that was prosperous in the past. It is at the same time seeking to spread the physical territory of the religion. Based on some reports, some go so far as to say that IS wishes to enact a world-wide religious cleansing. They are exceptionally violent, but I would like to talk about that more later.

So, we can’t call IS a nation. It can be considered merely a group united by religious faith.

Then it was announced that the kid was Russian. Since the prisoner was a Russian intelligent, the kid was asked to kill the man himself.
Not only that, it admits to using a slave system. In other words, it thinks that women caught in the holy war are just spoils of war, and they can be treated in any way [IS] pleases.
Even if a member of IS is a little boy, he participates in horrendous acts, and encourages others to participate in them, too. This is the character [of the Islamic State] and its cruel side was already well known. It released video showing public beheading of Western journalists. Even worse, it has been involved in the massacre of civilians. IS has killed thousands in Iraq. All of these acts show the Islamic State’s extremism and inhumanity.

In short, it is a terrifying, cruel group. Let’s talk about the teenager, Kim, who went missing in Turkey. There isn’t any reliable circumstantial evidence about whether he is just missing or abducted. This graphic shows the places he had traveled.
He entered Istanbul on January 8th, and at that night he arrived at Kilis, near the Syrian border. Two days later he left the hotel he was staying in, carrying his bag with all of his belongings.

While this is the first time it’s been covered in Korean news, when we look at the overall perception of IS, there have been cases where teenagers joined IS due to a misunderstanding that they were fighting a holy war.
For example, a woman in Malaysia went to IS by herself by taking out a loan. A 15 year old German girl went to IS to join the holy war, but she had a lot of problems there. These foreign teenagers were more likely to join IS because they were “lone wolves”. They had trouble fitting into mainstream society, and were seduced by inaccurate information found online, and fooled into [joining IS.]
It’s our hope that Kim wouldn’t do that, but based on a string of coincidences, it doesn’t seem that he really went on a trip. Based on an extensive list of contacts, there are so-called secret groups, and these secret groups reach people through internet postings.
And then, if some teenagers show interest in the posting, the group provides more information. Following the pattern, Kim might follow this group due to being deceived, rather than having been abducted or gone missing. If so, even though diplomatic relations haven’t been established between Korea and Syria, Korea’s intelligence sources or someone should help Kim once he realizes the reality and wants to come back.
To prepare for that situation, a local information network is needed right away, using various foreign intelligence networks to find out where he is located.

At this point let’s find out why Kim went to Turkey and how his life was. According to his family, his father is working as a civil servant. His neighbor said the teen had problems with friends at school, so he worked on GED at home after deciding to drop out of middle school.
His parents were worried about him being a seclusive loner. Before going to Turkey he told his mom that he would study harder when he came back to Korea, but he would commit suicide if she wouldn’t let him go. As his mom thought about it and believed he would be able to focus on studying after visiting Turkey, so she let him go.
But he was only 18 years old, so she had him travel with a 45-year old man who knew a lot about about Turkey and Middle East, who she had met at church. The man and her son were staying at the hotel [in Turkey] together when Kim disappeared with all of his stuff.

I wonder why an 18-year-old Korean boy joined the Islamic State. For years, so many IS advertisements have been spreading through social media networks to attract teenagers all over the world. The problem is that they promote IS by glamorizing what IS is doing. Korea is experiencing an IS-related issue for the first time, but there were many cases before of people from China or other countries joining IS.
If the Korean government provided some videos as warning signs to Korean teenagers to let them know the correct information about IS, show what IS really is, and what happens if people joined IS without knowing much about it, it could prevent teenagers from joining. These are teens who want to join IS because of some fantasy that they could be like the main character in an action movie.
I know it seems too late to stop them, but I still think the government needs to spread the message about what IS is and what it really means to join them.

We can’t say for certain what Kim would do, but he was a teenager who couldn’t fit in. Could he have thought people holding guns and wandering the streets with masks on look cool?

If he has actually joined IS, it would be the first case in Korea but this kind of thing happens often with kids from Western countries and it’s well-known that there are many Western people joining IS. When we look at those people, they generally seem to have a hard time fitting into society and are very isolated.
If we look at the analysis, it’s natural that these kids would try to find a way out, somewhere where they can be accepted, when they are isolated and have low confidence. If anything, the analysis shows that IS is effectively choosing these kids and luring them in. The important thing to remember is that even though people become members of IS, it doesn’t mean that they are considered valuable. They are destined to become human shields.
Even though IS is working in the name of religion, it is a criminal organization that has already crossed the line of freedom of religion. To prevent another second or third occurrence like this, people should keep that in mind.

So IS seems to spread its doctrine through Twitter or Facebook, all while glorifying themselves. IS seduces every young person in different ways. If IS finds someone who is interested in the organization, it privately contacts him or her, provides free housing, and gives [the young men] a fantasy that they can have several wives. Just like lawyer Son said, IS is just using those people as human shields so this isn’t a simple problem.
There are many young people, whether they are American or European, joining IS who are blinded by these things. When you look at the figurse, the most come from Europe and America, but there are also 3,000 people from the African country Tunisia, 2,000 from Jordan and 800 from Russia.
Besides Tunisia, Jordan, Russia, and of course it is a problem here too, there are 130 American recruits, 100 from China and other young people from advanced European countries are all voluntarily joining IS.

When they return to their home countries, they are told to spread their version of Islam and carry out orders.
If then, one of the biggest reasons for joining is that teenagers are exposed to so much distorted information on the internet, and are lured in by it, this all stems from having nothing to concentrate their energies on like a job, or the way they are treated is unfair. Social issues in their own countries can work as an indirect cause for teenagers to fall into Islamic extremism.

지난달 27일 한 60대 남성이 결혼정보업체에 불을 질러 업체 대표가 숨졌습니다.
베트남 여성과 결혼했는데 신부가 입국 허가를 받지 못하자 홧김에 불을 낸 겁니다.
경북 상주에서 농사를 짓는 이 40대 남성도 지난해 8월 캄보디아 신부와 결혼식을 올렸지만, 신부가 한국어능력 시험에서 떨어져 입국 허가를 받지 못했습니다.

지난해 4월부터 결혼 이민자들은 한국어능력시험에서 초급을 취득하거나 일정 교육과정을 이수해야 합니다.
부부간 의사소통이 안 돼 다문화가정에서 가정 폭력이 빈발하고 이혼이 한해 1만 건이 넘자 관련법을 바꾼 겁니다.
이후 한국어를 몰라 입국 불허된 외국인 배우자는 1천여 명으로 추정됩니다.
국제결혼 중개업체 대표들은 여성가족부를 찾아가 항의 시위까지 벌였습니다.

On March 27th, a man in his 60s started a fire at a marriage agency, killing one of the company’s representatives.
He had married a Vietnamese woman [in Vietnam], and when she failed to get permission to enter Korea, he started the fire in a fit of rage.
A farmer in his 40s from Sanju, Gyeongbuk married a Cambodian woman [in Cambodia] last August. She was however denied entry to Korea since she failed the Korean language proficiency test.
Han Soonchul from Sangju, Gyeongbuk [said] “It’s difficult knowing that she can only come with me [in Korea] once she passes the test. My wife in Cambodia feels the same way and I miss her a lot.”
As of April last year, marriage immigrants must pass the beginner level of the Korean language proficiency test, or take a certain course to study the Korean language.
The government has revised the law due to high rates of domestic violence in multicultural families due to communication failures, as well as the high number of divorces, which are now over 10 thousand annually.
It has been estimated that there are about 1,000 foreign spouses who failed to enter Korea on account of not knowing the Korean language.
Representatives of international marriage agencies protested against this revised law in front of the Ministry of Gender Equality and Family.
Lee Jongchul, spokesman for the international marriage agency emergency planning committee said, “If we make it so a Korean must give up after going through the wedding ceremony and wedding registration, he ends up being a married man without a wife.”
Korean government announced that it is not planning to revise the law since a basic level of Korean proficiency is essential for raising a family.

하나은행이 올해 여름 인턴사원을 채용하면서 지원자 가족의 학력과 최종 학교명, 직장명과 직장 내 직위 등을 적도록 요구해 논란이 일고 있다. 인턴 경험은 은행권의 정규직 채용 때 중요한 경력으로 간주된다는 점에서 부모의 학력과 사회적 지위에 따라 차별하는 것 아니냐는 반발이 나오고 있다.
하나은행은 지난달 29일부터 인턴사원 지원을 받기 시작했다. 인턴으로 뽑히면 약 6주간 하나은행 지점에서 일하고, 정규 공채 시 일정한 가산점을 받는다. 이 은행은 해마다 대졸 공채 합격자의 25~45%를 인턴 경험자로 선발해왔다.
논란이 된 인턴 지원서의 '가족사항'란에는 가족의 학력과 최종학교 이름, 직장명, 직장 내 직위를 쓰도록 했다. 부모뿐 아니라 형제, 조부모 등 친인척도 같은 내용을 적도록 했다.

On the other hand, Hana Bank has refuted the claims, saying, “It is not a mandatory part. We will delete that section as well as all family information we have already received. If there’s further misunderstanding, we will respond and correct it immediately.”

지하철로 매일 왕복 두 시간을 통근하는 직장인 김모(27)씨는 객차에 오르면 주위 승객들 등부터 살핀다. 백팩(backpack)을 메고 서 있는 사람을 피하기 위해서다. 키가 160㎝ 정도인 김씨 앞에 키 175~180㎝인 사람이 백팩을 메고 서면 김씨의 얼굴이 가방에 닿는다. 김씨는 "백팩에 얼굴이나 몸을 부딪혀도 정작 가방 주인은 자기 가방이 나를 친 줄도 모르고 지나갈 때가 많아 화가 난다"며 "백팩에 치이다 보니 지하철 출근길이 더욱 고달프다"고 말했다.
'백팩 공포'를 호소하는 대중교통 이용자가 늘고 있다. 태블릿PC와 노트북 보편화, 아웃도어 패션 대중화의 영향으로 남녀노소 없이 백팩을 메는 사람이 갈수록 늘면서 서로 얼굴 붉힐 일이 빈발하고 있는 것이다.
다른 승객의 통로를 가로막거나 주위 사람을 가방으로 치는 백팩족은 '쩍벌남'(다리를 쩍 벌리고 앉는 남자 승객) '화장녀'(객차, 버스 안에서 화장을 하는 여성 승객)와 더불어 대표적인 민폐로 꼽힌다.
실제 9일 오전 8시 30분쯤 통근·통학족이 많은 지하철 2호선의 한 객차에는 백팩을 멘 승객 20여명이 다른 승객들 사이에 뒤엉켜 서 있었다. 폭이 약 1.3m인 지하철 통로 양쪽으로 두께 30㎝가량의 백팩을 멘 성인이 등을 지고 서니 한 명이 지나가기 힘들었다. 다른 객차로 이동하던 한 중년 여성은 짜증스러운 표정으로 백팩 승객들의 행렬 사이를 밀치며 지나갔다.
등산용 폴, 아이젠 등이 담긴 등산 배낭은 다른 승객의 안전을 위협하는 흉기가 되기도 한다. 서울 관악구 노선버스 기사 전모(44)씨는 "술을 마신 등산객들이 버스 안에서 비틀거리다가 배낭에서 튀어나온 폴대가 다른 손님 머리에 맞거나 눈을 찔러 실랑이가 벌어지는 경우도 있다"고 했다.
백팩 민원이 늘면서 서울도시철도공사는 지난해 5월부터 '백팩을 메셨다면'이라는 30초짜리 영상을 객차와 역사 안에 틀고 있다. "전동차 안에서는 가방을 손에 들거나 선반에 올려둡니다" "가방을 멘 채 급하게 몸을 돌리지 않습니다" 등 기본 매너를 소개하는 내용이다.
서울시는 등산객이 많은 특정 구간을 지나는 시내버스에서 "차내가 복잡할 때에는 등산 장비나 배낭 또는 가방의 쇠붙이 등으로 인해 다른 승객이 다치지 않게 조심하여 주시기 바랍니다"는 안내 방송을 내보내고 있다.
하지만 백팩족 가운데 그런 위험을 인정하고 스스로 조심하는 경우는 드물다. 대학생 정모(26)씨는 "선반이나 바닥에 내려놓으면 누가 가져가지는 않을까 계속 신경 써야 하기 때문에 내 등 뒤에 메고 있을 때가 안전하다고 생각한다"며 "내 가방이 남한테 피해를 준다고 생각하지 않는다"고 말했다.
한국에 사는 외국인들은 "한국인들은 백팩이 다른 사람에게 피해를 줄 수 있다는 생각조차 하지 못하는 것 같다"고 입을 모았다.
일본인 오기노 (29)씨는 "어릴 때부터 남한테 폐를 끼치지 말라는 교육을 받기 때문에 지하철에서는 일단 메고 있는 큰 백팩을 내려놓는다"며 "붐비는 열차에 타기 전에는 미리 가방을 손에 들고 탄다"고 했다.
일본 도쿄메트로의 경우 2004년부터 지금까지 다양한 상황을 토대로 백팩 에티켓 포스터를 만들고 있다. 큰 백팩을 멘 사람의 그림을 그리고 '산에서 합시다'라고 하거나 백팩을 멘 직장인이 모르는 척하며 뒤에 선 아이를 괴롭히는 장면을 두고 "아이들은 보고 있다! 어른들의 매너"라고 표현한 것이 그 예다.

검찰이 현직 검사 비리를 취재 중인 세계일보 기자에게 배달된 우편물을 불법으로 열어보는 등 사찰 의혹이 제기됐다. 검찰이 우편물을 개봉하는 과정에서 제보자의 신원 및 제보 내용이 노출됐을 가능성이 높다.
대검찰청 운영지원과는 지난 10일 세계일보 박모 기자를 수취인으로 한 등기우편물을 임의로 대리수령했다. 지난 7일 모처에서 발송된 등기 우편물에는 모 지방검찰청 A차장검사의 부인이 한 국가유공자단체 간부로부터 유럽여행 경비 명목으로 100만원 등을 받아간 것과 관련한 증거물이 들어 있었다. 또 우편물 겉면에는 제보자 이름과 집주소, 전화번호가 적혀 있었다.
등기우편물은 배달 당일 박 기자에게 전달되지 않았다. 나흘 뒤인 14일 건네졌다. 이 기간 등기우편물은 대검 운영지원과와 대변인실을 돌았다. 뒤늦게 수취인에게 전달된 우편물은 겉봉이 뜯겨졌다가 비닐테이프로 다시 봉합된 상태였다. 누군가 고의로 우편물을 개봉해 내용물을 들여다봤거나 일부러 지연 전달했을 의혹이 나온다.
검찰이 기자에게 배달된 등기우편물을 뜯어본 것은 현행법 위반이다. 형법 제316조 비밀침해죄는 ‘봉함 기타 비밀장치한 사람의 편지, 문서 또는 도화를 개봉한 자는 3년 이하의 징역이나 금고 또는 500만원 이하의 벌금에 처한다’고 규정하고 있다.
검찰은 등기우편물의 수취인을 적시한 것을 알고도 훼손했기에 기자의 취재 동향을 사찰하려 했다는 의혹에서 자유로울 수 없다. 앞서 세계일보는 A검사의 비위 사실을 파악하기 위해 대검에 문의했다. 이 때문에 취재 내용이 노출된 상태였던 만큼 검찰이 우편물을 통해 취재 진척 상황을 파악하려 했을 가능성이 있다. 법조계 관계자는 “출입기자의 우편물을 불법으로 나흘이나 보관했고 이 과정에서 제보자 신원이 노출됐을 것”이라며 “검찰이 출입기자 동향을 감시했다고 의심받을 만하다”고 말했다.
대검의 한 관계자는 “직원이 등기우편을 대리수령한 뒤 실수로 우편물을 뜯었다가 다시 봉했다”며 “직원이 그 뒤에 등기우편물을 박 기자에게 전달하는 걸 잊고 있다가 뒤늦게 전달했고, 내용물은 보지 않았다”고 해명했다.

As the Segye Ilbo investigation exposed, there’s a possibility that the prosecutor was trying to get information about the progress of the case via the mail. A legal official said, “The informer’s identity might have been exposed as the prosecution illegally kept the mail for 4 days. It is natural to suspect that the prosecution was investigating the journalist.”
A person concerned at the Supreme Prosecutor’s Office explained the situation saying, “Staff opened the mail by mistake after receiving it on behalf of the journalist. He forgot and delivered it late to the journalist. He didn’t see what was inside.”

Since the shop was designated as an outstanding restaurant, there has yet to be any follow-up or management of the situation. The same problem is occurring with accommodations. Among 70% with quality credentials have been reported for not meeting the requirements of a quality guarantee. Organizations awarding these credentials can also not be trusted, as each accommodation, restaurant, and shop are given their credentials from different organizations.
Hong-cheol Shin, student in the department of Hotel and Tourism at Kyung-Hee University: “If the systems for quality assurance in Korea were combined to make one system, it would be great. Then foreigners visiting Korea can develop a sense of trust when making purchases.”
The government has decided to loosen many regulations in order to raise the number of foreign tourists to 20 million by 2017. However, people point out that the government should combine all the quality assurance systems into one, and run it well.
