For a state blessed with almost 40% of India’s mineral resources, poverty-stricken Jharkhand has always been an underperformer.
Jharkhand has the same per capita income as Haiti, one of the world’s poorest, most chaotic nations.
In an earlier report, IndiaSpend had pointed out that of the three new Indian states created in 2000—Jharkhand, Chattisgarh and Uttarakhand—the latter two had better growth rates than their parent states, Uttar Pradesh and Madhya Pradesh.
Jharkhand, however, was a laggard, compared to its parent state, Bihar.
The political scene of Jharkhand has been unstable since its formation. There have been nine governments and three terms of President’s rule over 14 years.
The state has almost always been ruled by governments led by Jharkhand Mukti Morcha (JMM) or the Bharatiya Janata Party (BJP). With elections getting over on December 20 and counting to be done on December 23, let us look at the political and social scenario of the state.
Jharkhand Chief Ministers, 2000 to 2014
IndiaSpend had earlier reported how Chhattisgarh, despite having a stable government, was not doing too well on human development indicators (HDI). Jharkhand has also lagged behind on HDI. Both Jharkhand and Chhattisgarh are comparable in terms of poverty and large tribal populations.
But Chhattisgarh, unlike Jharkhand, has had a stable government since 2000.
Other than maintaining the confidence of the assembly, the new Jharkhand government will have a number of challenges before it.
Naxal Violence

In the past 5 years, Jharkhand has reported the highest number of Naxal Incidents and the maximum number of deaths in gunbattles. Clearly, the biggest challenge for the state is left-wing extremism.
Economic Growth
The growth rate of Jharkhand has improved over the past five years, after dropping to a low of 3.2% in 2005-06. The new government’s main challenge will be to maintain that growth.

Jharkhand is ranked 6th amongst the least developed states of India. While literacy rates are lower than the national rates, Jharkhand has a better sex ratio than the all-India average. This is mainly because most of the population is rural. More than 25 million Jharkhandis live in villages; more than 7 million live in cities. Basic health indicators are affected by lack of urbanisation. The state of basic amenities in the state is also poor; only 12% of households have piped drinking water.
Tribal Issues
About 26% of Jharkhand’s population is tribal, the sixth-largest such population in India. Since overall development indicators of the state are affected by the high tribal population, the new government will need to devote extra attention to tribal affairs.
Youth
As our earlier reports point out, Jharkhand has India’s highest percentage of young voters. As much as 9% of the voting population of Jharkhand in the Lok Sabha 2014 election was between 18 and 19 years old.
Literacy rates in Jharkhand are lower than India’s average and are about the same as Rwanda.
School dropout rates at primary and upper-primary levels are also much higher than Indian averages. The unemployment rate in Jharkhand is 2.6% and has increased since 2004-05 whereas it has declined in the rest of India.
So, can a clear mandate for the new government in Ranchi, the capital city of Jharkhand and the home town of Indian cricket captain MS Dhoni, address these problems?

झारखंड की आबादी का लगभग 26%,आदिवासी है जो भारत में ऐसी छठी सबसे बड़ी आबादी है । क्योंकि राज्य के सभी विकास संकेतक इतनी अधिक आदिवासी आबादी से प्रभावित हैं, नई सरकार को जनजातीय कार्यों की तरफ अतिरिक्त ध्यान देने की आवश्यकता होगी।
युवा
जैसा की हमने अपनी पूर्व रिपोर्ट्स में कहा है , झारखंड में भारत के युवा मतदाताओं की प्रतिशत सबसे अधिक है । 2014 के लोकसभा चुनाव में झारखंड में कुल मतदाता आबादी में से 9 प्रतिशत , 18 से 19 साल के बीच की थी।
झारखंड में साक्षरता दर राष्ट्रीय औसत की तुलना में कम है और रवांडा के बराबर है।
प्राथमिक व उच्च प्राथमिक स्तर पर स्कूल छोड़ देने की दर भी राष्ट्र्रीय औसत से काफी ज्यादा हैं। झारखंड में बेरोजगारी की दर 2.6% है और वर्ष 2004-05 के बाद से यह बढ़ी है जबकि भारत के बाकी हिस्सों में इसमें गिरावट आई है।

पिछले 10 महीनों में उत्तर प्रदेश के अलग-अलग जि़लों में पांच आत्महत्या की घटनाएं और दो आत्महत्या की कोशिशें हुईं। इन सभी घटनाओं के पीछे की वजह एक ही थी, गन्ने का बकाया भुगतान न हो पाना।
पेराई सत्र 2013-2014 लगभग खत्म होने वाला है। नवंबर के आखिरी सप्ताह से नया सत्र लग जाएगा, लेकिन निजी चीनी मिलें अभी तक गन्ना किसानों को पिछले वर्ष का ही लगग 3500 करोड़ रुपए (26 सितंबर 2014 तक, इस्मा के अनुसार) के कर्ज़ का भुगतान नहीं कर पाई हैं। इसके चलते किसानों की आर्थिक स्थिति बुरी तरह खराब हो चुकी है जिसका नतीजा है गन्ना किसानों का आत्महत्या करना।
अपने ही पैसों का भुगतान पाने के लिए गन्ना किसान राहुल कुमार (32) लंबे समय तक भटकता रहा। आखिर में हार कर एक दिन उसने लाइसेंसी रायफल से खुद को गोली मार ली।
पश्चिमी उत्तर प्रदेश के बागपत जिले के ढिकाना गाँव में रहने वाले राहुल पर तेरह लोगों का परिवार चलाने की जिम्मेदारी तो थी ही, हालत तब और खराब हो गई जब उसकी बहन गंभीर रूप से बीमार पड़ गई। उसे इलाज के लिए दिल्ली के बड़े अस्पताल में भर्ती कराना पड़ा।
राहुल पर लगभग दस लाख रुपए का कर्ज था। क्षेत्रीय चीनी मिल पर पिछले पेराई सत्र का उसका 2.70 लाख रुपया बकाया था, जिसे पाने के लिए वह लंबे समय से जिला गन्ना अधिकारी, चीनी मिल और क्षेत्रीय गन्ना समिति के चक्कर काट रहा था।
घटना के बाद मिल की तरफ से बकाया भुगतान का चेक राहुल के परिवार को भेजा गया, जिसे लेने से परिवार के लोगों ने मना कर दिया। राहुल के बड़े भाई रूपेश कुमार (38) गुस्से में बोलते हैं, ”अब जो किसान मरेगा केवल उसका पैसा देंगे?” कुछ देर रुककर आगे कहते हैं, ”हमारे साथ इतना बड़ा हादसा हो गया, हम पैसा लेकर शांत बैठ जाएं, ये नहीं होगा। हमें न्याय चाहिए।”
राहुल द्वारा आत्महत्या किया जाना हालिया केस है। इसके पहले बागपत जिले के ही टीकरी गाँव के गन्ना किसान रामबीर राठी ने भी खुदखुशी कर ली। यही हाल प्रदेश में गन्ने की सबसे समृद्ध पट्टïी कहे जाने वाले लखीमपुर-खीरी जिले के भी हैं। यहां के गन्ना किसान सत्यपाल सिंह और छोटेलाल के साथ-साथ स्कूल की फीस न जमा हो पाने से गन्ना किसान के बेटे सौरभ वर्मा ने आत्महत्या कर ली।
इन सभी घटनाओं में समानता यह कि कोई भी घटना प्रदेश की सत्ता के केंद्र लखनऊ तक नहीं पहुंची। न ही प्रमुख समाचार माध्यमों में जगह बना पाईं। मृत किसानों के परिवार प्रशासन को अपनी व्यथा बताने को और न्याय पाने को लड़ते रहे, लेकिन क्षेत्रीय स्तर पर भी सुनवाई नहीं हुई।
कोर्ट के आदेश के बावजूद भुगतान प्रक्रिया धीमी
गन्ना किसानों के हक की लड़ाई लड़ रहे भारतीय किसान मजदूर संघ के संयोजक वीएम सिंह की याचिका पर सुनवाई करते हुए 5 सितंबर को हाईकोर्ट ने प्राइवेट चीनी मिलों को 31 अक्टूबर 2014 तक भुगतान करने का आदेश दिया था, लेकिन प्रक्रिया बहुत धीमी गति से चल रही है।
‘हरित पट्टी’ के नाम से विख्यात पश्चिमी यूपी का गन्ना किसान बहुत समृद्घ माना जाता है। वहीं, लखीमपुर खीरी, प्रदेश की सबसे बड़ी गन्ना बेल्ट है। इन दोनों जगहों के गन्ना किसानों की स्थिति खराब होने के पीछे की वजह वीएम सिंह प्रदेश सरकार की नज़रअंदाज़ी को मानते हैं।
”लखीमपुर क्षेत्र में गन्ना किसान सबसे पहले परेशान हुआ, उसके बाद पश्चिमी यूपी से बागपत के किसानों की आत्महत्या की घटनाएं सामने आईं। मैं इन सभी किसानों के घर जाकर परिवार वालों से मिला, कोई सुध लेने नहीं पहुंचा उनकी।” वीएम सिंह कहतेे हैं। वह आगे बोलते हैं, ”गन्ना किसानों की असल स्थिति यह है कि उनकी बच्चियों की शादियां टल रही हैं, बीमार लोगों का इलाज नहीं हो पा रहा है। पहले बनिया उधार दे देता था पर अब वो भी कहता है कि साल भर तक तो गन्ने का पैसा आएगा नहीं। खाने को मोहताज हैं गन्ना किसान।”
प्रदेश सरकार की नीतियों को भी गन्ना किसान की खराब हालत का जिम्मेदार बताते हुए वीएम सिंह ने कहा, ”किसानों का पैसा दिलाने के लिए मिलों पर दबाव बनाने की इच्छाशक्ति नहीं है सरकार में। अरे कर्ज छोडि़ए, पिछले 2013-14 के पेराई सत्र में निजी क्या, सहकारी चीनी मिलें भी देर से शुरू हुईं।” आगे बताते हैं, ”इच्छा होती तो एक नियम है कि सरकार निजी चीनी मिलों का उस सत्र के लिए अधिग्रहण करके चलवा सकती है, और पेराई करके किसान का पैसा दे सकती है।”
उत्तर प्रदेश में इस समय 95 निजी चीनी मिलें और 23 सहकारी चीनी मिलें हैं। गन्ना उत्पादन के मामले में प्रदेश देश भर में अव्वल और चीनी उत्पादन की दृष्टि से महाराष्ट्र के बाद दूसरे नंबर पर आता है।
मुनाफा कम हुआ तो आत्महत्या को हुए मजबूर
उत्तर प्रदेश का लगभग 90 प्रतिशत गन्ना किसान छोटे व मंझोले की श्रेणी में आता है। ऐसे में उसके परिवार का साल भर का खर्च ज्यादातर गन्ने की खेती पर ही निर्भर करता है।
किसान जागृति मंच के अध्यक्ष व लखनऊ विश्वविद्यालय के प्रोफेसर सुधीर पंवार के अनुसार पश्चिमी उत्तर प्रदेश जैसे कृषि समृद्घ क्षेत्रों में किसानों की स्थिति खराब होने के पीछे का मुख्य कारण उनकी अर्थव्यवस्था बिगडऩा है। ”स्थिति इसलिए इतनी बुरी हो गई क्योंकि इस बार छोटे किसान के पास संसाधन ही नहीं बचे परिवार और खेती चलाने के लिए। उसका सारा पैसा खत्म हो गया, कोई जमा-पूंजी नहीं बची” वे आगे समझाते हैं, ”अगर पिछले ही पेराई सत्र की बात करें तो किसान की प्रति कुंतल लागत 28 रुपए तक बढ़ गई, लेकिन गन्ने का मूल्य 280 रुपये प्रति कुंतल तय हुआ, किसान की प्रति कुंतल लागत के अनुपात में नहीं बढ़ा। इससे गन्ना किसान का मुनाफा तो कम हुआ ही, साथ ही गन्ना उद्योग में नकारात्मक माहौल बनने से आगे के लिए आशा भी नहीं बची किसान में।”
”पश्चिमी यूपी में किसानों की आत्महत्या की ज्यादातर घटनाएं जुलाई से सितंबर के बीच ही हुईं। यह वही समय है जब ज्यादातर बैंक कर्ज की अदायगी के लिए किसानों पर दबाव बनाते हैं।” प्रोफेसर पंवार चेताते हैं, ”गन्ने की स्थिति न सुधरी तो ऐसी घटनाएं बढ़ भी सकती हैं। पहले से ही परेशान किसान, जिसमें लगातार झुंझलाहट भर रही है, वो दो ही कदम उठा सकता है, या तो आत्महत्या कर लेगा या गैरकानूनी हरकत कर बैठेगा।”

In past ten months there have been five suicides incidents and two attempts of suicides in different districts of Uttar Pradesh. And only reason behind all these incidents was- the unpaid dues for sugarcane.
Crushing season for 2013-14 is almost over. The new season will start from the last week of November.
But private sugar mills have not been able to pay the sugarcane farmers, even the last year’s credit worth almost 3500 million (according to ISMA, 26 September 2014). Due to which the economic condition of the farmers has been badly resulting in the farmer’s suicides.
A farmer Rahul Kumar (32) kept running to collect his own dues. He finally gave up and shot himself with a rifle.
Rahul , resident of Dhikana village of Bagpat district , western Uttar Pradesh was managing a family of thirteen persons . The situation worsened when his sister became seriously ill and was admitted in one of the costly hospital in Delhi .
Rahul had a debt of almost Rupees ten lacs . He was visiting District sugarcane Officer , Sugarcane Mills and Regional Sugarcane Committee to get his due of Rupees 2.70 lacs of the previous year .
After the incident, the Mill owner paid the dues of Rahul by cheque but theRahul’s family refused to accept the cheque . Rupesh Kumar (38) , Rahul’s elder brother remarked in anger “ will money be paid to those only who die? “ He , after a pause . further remarked “ We will not sit peacefully after such a grave incident . We want justice .”
Suicide by Rahul is a recent incident . Rambir Rathi , resident of Tikri village and a sugarcanefarmer too had also committed suicide before Rahul. Same situation prevails in Lakhimpur-Khiri , the most prosperous sugarcane belt of the State . Beside suicide by farmer Satyapal Singh and Chhote Lal , Saurabh Verma , son of a sugarcane farmer also committed suicide as he could not pay his school fees .
All these incidents have one similarity that these have not been reported at Lucknow , centre of power of this State . Nor could these incidents leave an impact through prominent news media . The families of deceased farmers kept telling about their woes to administration and continued their fight for justice , but their plight was not heard at even regional level .
Payments Slow even after Court Order
On 5 September , while hearing petition of V M Singh , convenor of Bhartiya Kisan Mazdoor Sangh , an organisation fighting for the cause of sugarcane farmers , The High Court ordered the private sugar mill owners to clear all payments by 31 October 2014 . However the payment process has been going at a very slow pace .
‘The sugarcane farmers of Western UP , famously known as green belt , are considered to be very well off . There , Lakhimpur-Khiri is the largest sugarcane belt . The poor state of the sugarcane farmers of both these places , as per V M singh , is due to negligence of the State administration.
V M Singh remarks “ The sugarcane farmers of Lakhimpur area were the first ones to face trouble and then the incidents of committing suicides by sugarcane farmers of Bagpat , Western UP , were reported . I went to house of all these farmers and met their families , no one else had come to meet them and enquire about their condition.” He further adds “ The real state of sugarcane farmers is that their daughter’s marriages are getting postponed and ailing persons are unable to get treated . Earlier the baniya used to extend the loan but now even he says that money from sugarcane will not come for the whole year. Sugarcane farmers are starving .”
Accusing State government for the policies responsible for bad conditions of sugarcane farmers,V M Singh said ‘ Government does not have the will power to put pressure on Mills owner to pay the dues of the farmers . Leave the debt, in last grinding season of 2013-14 , what to talk about private , even cooperative mills too started late .” Adds further “ if will was there , there is a rule that government can acquire the rights to run the private mills for that season and get them functional for grinding and the farmers can be paid .”
At present there are 95 private sugar mills and 23 cooperative sugar mills . The State is at the top in the country in terms of production of sugarcane and comes second after Maharashtra in terms of production of sugar .
Forced to commit suicide as profits reduced
Almost 90 percent of the sugarcane farmers of Uttar Pradesh are in the category of small and medium farmers . In this situation, the expenditure of the family for entire year is dependent largely on sugarcane cultivation only .
According to Sudhir Panwar , President of Kisan Jagriti Manch and professor at Lucknow University , in a agriculture rich region like Uttar Pradesh , worsening economic condition is the main reason behind the poor state of the farmers .” The situation has turned so bad because the small farmer was left with no resources for cultivation or taking care of the family. His entire money was spent and no capital was left .” He further elaborates “if we talk about last grinding season, the cost to the farmers increased by 28 Rs per quintal where as sugarcane price was fixed 280 Rs per quintal ,which was not in proportion of cost born by the farmer . This led to the drop in profit to the farmers and also left no hope in farmers due to creation of negative sentiments in sugarcane production .”
“Maximum cases of suicide by farmers in western UP have occurred between July and September. This is the same time when most of the bank pressurize the farmers for payment of loans.” Professor Panwar warns” such incidents will increase in case sugarcane situation does not improve. The farmers, already troubled and continuously getting frustrated, will take recourse to only two steps, either will commit suicide or will resort to unlawful activities.”
