Executive Summary
The current report presents the work carried out to fulfill the requirements of the INFORM project ACTION 15. Within the scope of ACTION 15 the main objective was to create an appropriate spatially referenced forest knowledge base in Greece, so as to be able to estimate and monitor relevant indicators for the maintenance of other socio-economic functions and conditions (sixth MCPFE Criterion). The twelve indicators related to the sixth MCPFE Criterion included the forest demographics, forest holdings, contribution of forest sector to GDP, net revenue, expenditures for services, workforce, occupational safety and health, wood consumption, trade in wood, energy from wood resources, accessibility for recreation and cultural and spiritual values. In the INFORM knowledge base all these indicators were in addition spatially referenced to the landscape system spatial level.
The forest demographics indicator concerns the forest and forest land population demographics (age groups, gender and educational attainment).
The forest holdings indicator refers to the number of forest holdings, classified by ownership categories. The ownership categories which were used are public, community, private, joint forest property and other.
Public or community ownership have the forest/other wooded land belonging to the State or other public bodies (community) (TBFRA 2000). Private ownership have the forest/other wooded land owned by individuals, families, co-operatives and corporations which may be engaged in agriculture or other occupations as well as forestry, private forest enterprises and industries, private corporations and other institutions (religious and educational institutions, pension and investment funds, nature conservation societies, etc) (TBFRA 2000).
The contribution of forest sector to GDP indicator involves the contribution of forestry and manufacturing of wood and paper products to gross domestic product.
The net revenue indicator refers to the net revenue of forest enterprises. The net revenue of forest enterprises includes all sources of income of the forest owner directly related to forestry, including subsidies, excluding taxes (MCPFE, 2002).
The expenditures for services indicator concerns the total expenditures for long-term sustainable services from forests.
The forest sector workforce indicator involves the number of persons employed and labour input in the forest sector, classified by gender and age group, education and job characteristics.
The occupational safety and health indicator refers to the frequency of occupational accidents and occupational diseases in forestry.
The wood consumption indicator involves the consumption per head of wood and products derived from wood (technical wood and wood fuel). Wood consumption includes the use of timber and/or wood through utilisation and burning (IUFRO, 2000).
The trade in wood indicator includes imports and exports of wood and products derived from wood (technical wood and wood fuel).
The energy from wood resources indicator refers to the share of wood energy in total energy consumption, classified by origin of wood (fuelwood and small diameter roundwood).
The accessibility for recreation indicator includes the area of forest and other wooded land where public has a right of access for recreational purposes and indication of intensity of use.
The cultural and spiritual values indicator involves the number of sites within forest and other wooded land designated as having cultural or spiritual values.
Estimations of these indicators were made for each of the 13 country regions and the whole country per landscape system, the spatial entities that were identified according to the MEDMONT spatial classification system and were used for spatial reference of the forest management sustainability assessments at national and regional level (Kazana et al. 2005, INFORM Action 6 Report available at: www.inform-life.gr).
The estimates of the forest holdings, workforce, occupational safety and health, energy from wood resources, accessibility for recreation and cultural and spiritual values indicators connected to the sixth MCPFE criterion were mainly based on data collected through the function of the National Forest Governance Council (NFGC), a structure created through INFORM to help formulating a policy for assessing and monitoring sustainable forest management in Greece (see INFORM Action 5 Report). Seventy (70) NFGC members returned the data reporting forms completed, thus raising the response rate of the data provision to 88.6%.
Specifically with regard to the forest holdings indicator related to the sixth MCFPE criterion the NFGC members were asked to report on the following data at two time periods, 2007 and 2011:
- Area of forests classified by ownership categories and landscape systems (ha)
- Area of forest lands classified by ownership categories and landscape systems (ha)
Data about the forests and forest lands of Greece classified by ownership categories were collected from sixty-five Forest District Offices which belong in all Regions of Greece except the Region of Notio Aegeo. On Greek forests the largest area is public (1569248 ha in the year 2007 and 1465954 ha in the year 2011) which belongs to the landscape system foliated metamorphic rocks 300-800m (403084 ha in the year 2007 and 355205 ha in the year 2011). The largest area of forest lands is also public (1023678 ha in the year 2007 and 926766 ha in the year 2011) which belongs to the landscape system foliated metamorphic rocks 300-800m (188164 ha in the year 2007 and 164034 ha in the year 2011).

Συνοπτική Παρουσίαση
Η παρούσα αναφορά παρουσιάζει την εργασία που πραγματοποιήθηκε για να πληρούνται οι απαιτήσεις του έργου INFORM, ΔΡΑΣΗ 15. Μέσω της ΔΡΑΣΗΣ 15, ο κύριος σκοπός μας ήταν η διαμιουργία μια βάσης δεδομένων χωρικά αναφερόμενη στα δάση της Ελλάδος, έτσι ώστε να καταφέρουμε να εκτιμήσουμε και να επιτηρήσουμε τους δείκτες που σχετίζονται με τη διατήρηση άλλων κοινωνικοοικονομικών λειτουργιών και συνθηκών (έκτο κριτήριο ΥΔΠΔΕ). Οι δώδεκα δείκτες που σχετίζονται με το 6ο Κριτήριο της ΥΔΠΔΕ, συμπεριελάμβαναν δημογραφικές αναλύσεις δασών, περιουσίες δασών, συνεισφορά του ΑΕΠ στο δασικό τομέα, καθαρά εισπραχθέντα εισοδήματα, έξοδα για υπηρεσίες, εργατικό δυναμικό, επαγγελματική ασφάλεια και υγεία, κατανάλωση ξυλείας, εμπόριο ξυλείας, ενέργεια από πηγές ξύλου, προσβασιμότητα για αναψυχή και πολιτισμικές και πνευματικές αξίες. Στη γνωσιακή βάση INFORM, όλοι αυτοί οι δείκτες ήταν επιπλέον χωρικά αναφερόμενοι στο χωρικό επίπεδο του συστήματος τοπίου.
Ο δείκτης δασικών δημογραφικών απασχολεί τους πληθυσμούς των δασών και των δασικών περιοχών (ηλικιακές ομάδες, φύλο, εκπαιδευτικά επιτεύγματα).
Ο δείκτης των περιουσιών δασών, αναφέρεται στον αριθμώ δασικών περιουσιών, ταξινομημένες σε κατηγορίες ιδιοκτησίας. Οι κατηγορίες ιδιοκτησίας που χρησιμοποιήθηκαν είναι: δημόσιος τομέας, κοινωνία, ιδιωτικός τομέας, κοινή δασική ιδιοκτησία κ.α.
Η δημόσια και κοινωνική ιδιοκτησία κάνουν τα δάση/ άλλες δασικές εκτάσεις να ανήκουν στο Δήμο ή άλλα δημόσια σώματα (κοινωνία) (TBFRA 2000). Η ιδιωτική ιδιοκτησία κάνουν τα δάση/ άλλες δασικές εκτάσεις να ανήκουν σε μεμονωμένα πρόσωπα, οικογένειες, συνεταιρισμούς και εταιρείες που μπορεί να σχετίζονται με τη γεωργία ή άλλα επαγγέλματα, καθώς και τη δασοπονία, ιδιωτικές δασικές εταιρίες και βιομηχανίες, ιδιωτικές εταιρίες και άλλα ιδρύματα (θρησκευτικά και εκπαιδευτικά ιδρύματα,συνταξιοδοτικά και επενδυτικά κεφάλαια, κοινωνίες διατήρησης της φύσης, κ.λπ.) (TBFRA 2000).
Ο δείκτης για τη συνεισφορά του ΑΕΠ στο δασικό τομέα συμπεριλαμβάνει την συνεισφορά της δασοπονίας και της κατασκευής προϊόντων από ξύλο και χαρτί, στο Ακαθάριστο Εγχώριο Προϊόν.
Ο δείκτης των καθαρών εισπραχθέντων εισοδημάτων, αναφέρεται στα καθαρά εισοδήματα των δασικών εταιριών. Τα καθαρά εισοδήματα των δασικών εταιριών συμπεριλαμβάνουν όλες τις πηγές εισοδήματος για τον ιδιοκτήτη του δάσους, άμεσα συσχετιζόμενα με τη δασοπονία, συμπεριλαμβάνοντας επιδοτήσεις και εξαιρώντας τους φόρους (ΥΔΠΔΕ, 2002).
Ο δείκτης για τα έξοδα υπηρεσιών, αφορά τα συνολικά έξοδα για μακροχρόνιες αειφόρες υπηρεσίες από τα δάση.
Ο δείκτης για το δασικό εργατικό δυναμικό συμπεριλαμβάνει τον αριθμό των ατόμων που προσελήφθησαν και του εισερχόμενου δυναμικού στον δασικό τομέα, ταξινομημένοι σύμφωνα με φύλο, ηλικιακή ομάδα, εκπαίδευση και χαρακτηριστικά εργασίας.
Ο δείκτης για την εργασιακή ασφάλεια και υγεία αναφέρεται στην συχνότητα εργασιακών ατυχημάτων και εργασιακών ασθενειών στη δασοπονία.
Ο δείκτης για την κατανάλωση ξυλείας συμπεριλαμβάνει την κατανάλωση κατά κεφαλήν ξύλου και προϊόντων προερχόμενων από ξύλο (τεχνικό ξύλο και καυσόξυλα). Η κατανάλωση ξύλου συμπεριλαμβάνει την κατανάλωση ξυλείας ή/και υλοτομίας μέσω της χρήσης και καύσης (IUFRO, 2000).
Ο δείκτης εμπορίου ξυλείας συμπεριλαμβάνει εισαγωγές και εξαγωγές ξύλου και προϊόντων προερχόμενων από ξύλο (τεχνικό ξύλο και καυσόξυλα).
Ο δείκτης ενέργειας από ξυλεία αναφέρεται στη μερίδα ενέργειας από ξυλεία σε συνολική κατανάλωση ενέργειας, ταξινομημένη σύμφωνα με την προέλευση του ξύλου (καυσόξυλο, στρογγύλη ξυλεία μικρής διαμέτρου).
Ο δείκτης προσβασιμότητας για αναψυχή, συμπεριλαμβάνει την περιοχή δασών και άλλες δασικές περιοχές όπου ο κόσμος θα έχει το δικαίωμα πρόσβασης για σκοπούς αναψυχής και ένδειξη της έντασης χρήσης.
Ο δείκτης για τις πολιτισμικές και πνευματικές αξίες συμπεριλαμβάνει τον αριθμό των τοπίων μέσα στα δάση και τις δασικές εκτάσεις, που θεωρούνται πολιτισμικής και πνευματικής αξίας.
Οι εκτιμήσεις αυτών των δεικτών έλαβαν χώρα για κάθε μία από τις 13 περιφέρειες της χώρας και για όλη τη χώρα ανά σύστημα τοπίου, για τις χωρικές οντότητες που αναγνωρίστηκαν σύμφωνα με το σύστημα χωρικής ταξινόμησης του MEDMONT, και χρησιμοποιήθηκαν ως χωρική αναφορά των εκτιμήσεων αειφόρου δασικής διαχείρησης σε εθνικό και τοπικό επίπεδο. Οι εκτιμήσεις για τους δείκτες για τα καθαρά εισπραχθέντα εισοδήματα, το εργατικό δυναμικό, την επαγγελματική ασφάλεια και υγεία, την ενέργεια από πηγές ξύλου, την προσβασιμότητα για αναψυχή και τις πολιτισμικές και πνευματικές αξίες, συνδέονται με το έκτο κριτήριο της ΥΔΠΔΕ και βασίζονται κυρίως σε δεδομένα που συλλέχθηκαν μέσω της λειτουργίας του Εθνικού Διοικητικού Συμβουλίου Δασών (ΕΔΣΔ), μια κατασκευή που δημιουργήθηκε μέσω του INFORM για να βοηθήσει στο σχηματισμό μιας πολιτικής για την αξιολόγηση και επιτήρηση της ΑΔΔ στην Ελλάδα (βλ. INFORM Αναφορά Δράσης 5).
Εβδομήντα (70) μέλη του ΕΔΣΔ επέστρεψαν τα δεδομένα από τις φόρμες αναφοράς συμπληρωμένες, αυξάνοντας έτσι το ποσοστό απάντησης της παροχής δεδομένων στο 88,6%.
Συγκεκριμένα, σχετικά με το δείκτη για τα καθαρά δασικά εισοδήματα που σχετίζεται με το 6ο κριτήριο της ΥΔΠΔΕ, ζητήθηκε από τα μέλη του ΕΔΣΔ να ανφέρουν τα παρακάτω δεδομένα σε δύο χρονικές περιόδους, 2007 και 2011:
-Περιοχή δασών, ταξινομημένη σύμφωνα με κατηγορίες ιδιοκτησίας και συστημάτων τοπίου (ha)
- Περιοχή δασικών εκτάσεων, ταξινομημένη σύμφωνα με κατηγορίες ιδιοκτησίας και συστημάτων τοπίου (ha)
Δεδομένα που σχετίζονται με τα δάση και τις δασικές περιοχές της Ελλάδας, ταξινομήθηκαν σύμφωνα με κατηγορίες ιδιοκτησίας και συλλέχθησαν από εξήντα πέντε Δασαρχεία που ανήκουν σε όλες τις Περιφέρειες της Ελλάδος εκτός από την Περιφέρεια Νοτίου Αιγαίου. Στα ελληνικά δάση, η μεγαλύτερη περιοχή είναι δημόσια (1568248 εκτάρια το 2007 και 1465954 εκτάρια το 2011), που ανήκει στο σύστημα τοποίου των φυλλοειδών μεταμορφωσιογενών πετρωμάτων 300-800μ. (403084 ha το 2007 και 355205 ha το 2011).
