Source text - English Source reduction or waste minimisation is a necessary component of a waste management strategy. The benefits of waste minimisation include pollution prevention, reduced need for waste treatment and disposal facilities, and cost savings. The following sections review the major strategies employed to encourage waste minimisation, and are in compliance with the legal framework discussed in the previous chapter.
A primary step in determining the levels of source reduction strategies that can be implemented by generators is to get information on their current waste generation status and disposal practices. The Municipal Solid Waste Management Committee can pass an ordinance that will require high-volume generators, to provide this information for consolidation. This will determine the need for training and/or appropriate technology to promote in order to facilitate source reduction.
The following are examples of policy statements to facilitate source reduction of waste at household level, and are to be incorporated into waste management education and awareness campaigns:

• The region as a whole is typically structurally surplus in wheat supply. This means that, on average, total regional production and carry-over stocks satisfy regional wheat requirements, including consumption and industrial use, and government strategic reserves. However, national-level production and self-sufficiency vary widely from country to country.2
• Intra-regional trade is critical as production is not balanced in the region. Kazakhstan and Pakistan are structurally surplus producing countries, while land-locked Afghanistan and Tajikistan are structurally deficit countries without easy access to global staple food markets. Typically, all of Afghanistan’s wheat imports come from Pakistan and Kazakhstan, while all of Tajikistan’s wheat imports come from Kazakhstan.
• Pakistan produces the most wheat in the region, but with a population of 180 million it also has the highest domestic requirements (Annex 1). Despite the domestic requirements, Pakistan generally produces a surplus of wheat that is typically exported in the form of wheat flour to Afghanistan. Pakistan is not well integrated with international wheat markets.
• Kazakhstan is an important international wheat exporter and makes substantial contributions to wheat availability in a number of countries in the region including Uzbekistan, Azerbaijan, Iran, Russia, Kyrgyzstan, Afghanistan, and Tajikistan.

General
Some WASH needs are gender specific. In emergency situations protection of displaced people is also important and women may be particularly vulnerable. Their physical, emotional and social security are all greatly increased. Girls and women have different physical needs and socio-culturally determined roles than boys and men. When basic sanitation is not readily available, women urinate or defecate in their homes, wrap faeces in paper or plastic bags, dispose menstrual cloths into the flood water, or wash them in dirty water. Women usually wait till evening to defecate in open areas or are embarrassed at having to use latrines in the presence of men whom they do not know.
Special attention in the response should also be given to those people with physical disabilities or suffering from chronic diseases.
Therefore particular consideration should be given to each group in every intervention, ensuring awareness of such issues and that both women and men are assured of their dignity.
Safe Water
1. Water supply:
In an emergency situation, it is often necessary to quickly provide a basic water supply for the affected population. This may be because the normal systems of supply have been damaged or destroyed. The most common, immediate solution is to hire vehicles and tanks that have been used for other purposes or to retrieve collapsible tanks from an emergency store. In either case, they must be cleaned and disinfected before being used. 36
Water distribution networks should be repaired, and normal water points resumed, as soon as possible after the emergency and more expensive temporary water supplies should not be used for longer than necessary (maximum 1 month).
Provision should be made to ensure that people who have lost possessions and possibly livelihoods as a result of the emergency continue to have access to water, even though they may be unable to buy water.
During the period of distribution, it is therefore important to:
• Repair/rehabilitate existing water points that are not operational or has been damaged by the shock
• In the case of urban setting and acute WASH needs, ERM members who are working in the area and WASH sector should response in systematic way. The humanitarian response should be continued till having acute needs. ERM members have to do advocacy with concerned authorities to operate water supply system as usual.
• In case existing water points has been destroyed, or when they are not present in the area of displacement, construction of new emergency boreholes or wells should be considered (the requirements include sufficient groundwater potential and sufficient groundwater quality). For this type of intervention, the ERM partners agreed to inform the donor and seek its approval.
• Only in the case the rehabilitation of existing water points or the construction of new ones requires more than one month, the water distribution through tanks can be extended up to a second month. In any case, the ERM partners agreed to inform the donor and seek its approval.

بعضی از نیازمندیها مربوط به آب، حفظ الصحه و بهداشت با درنظرداشت جنسیت (جندر) متفاوت میباشد. در حالات اضطرار حمایت بیجاشده گان نیز حایز اهمیت میباشد، بخصوص خانمان که آسیب پذیری خاصی را دارند. نیاز به حفظ امنیت، فزیکی، روانی و اجتماعی آنان زیاد میگردد. در جامعه از نظر فزیکی، اجتماعی، و فرهنگی طبقه اناث بخصوص خانمان و دختران با مقایسه مردان و پسران نقش متفاوت را دارا میباشند. در صورتیکه شرایط دلخواه حفظ الصحه مهیا نباشد، خانمان نیاز قضای حاجت خود را در داخل خانه مرفوع نموده، مواده فاضله را در کیسه پلاستیکی یا کاغذی جابجا مینمایند. پارچه استفاده شده برای مریضی ماهوار شان (حیض) را در آب سیل می اندازند، ویا در آب کثیف میشویند. خانمان بصورت عموم تا ناوقت یعنی فرارسیدن تاریکی منتظر میمانند که در فضا باز به قضا حاجت بروند، و یا هم در موجودیت مردان بیگانه حین استفاده از مبرز احساس شرم میکند.
افرادیکه از معلولیت فزیکی و یا مریضی مزمن رنج میبرند، حین پاسخگویی در حالت اضطرار به توجه خاص نیاز دارند.
لذا در هر مداخله (پاسخ گویی) برای هر گروه ازافراد آسیب پذیر باید توجه خاص صورت گیرد، تا آگاهی از چنین موارد، و حفظ وقار هردو مردان و زنان اطمینان حاصل گردد.
آب پاک
1. تهیه آب:
در حالات اضطرار در بسیاری موارد تهیه عاجل آب به مردم متضرر ضرورت میباشد بخاطریکه شاید سیستم نورمال آبرسانی تخریب و یا متضرر گردیده باشد. راه حل عاجل و معمول در چنین موارد استفاده از وسایط و تانکر میباشد که قبلا برای مقاصد دیگر استفاده میگردید، و یا استفاده از ابزار ناشکن آب (که در اثر افتیدن به زمین نمیشکند) به عنوان ذخایر عاجل میباشد. در هردو موارد ظروف باید پاک و قبل از استفاده ضد عفونی گردد.
شبکه های توزیع و منابع آب باید هر چه سریعتر که ممکن باشد، ترمیم گردد. پس از حالت اضطرار نباید از راه حل های مؤقت گران بها برای مدت طولانی استفاده صورت گیرد (بیشتر از ۱ ماه).
شرایط باید طوری عیار گردد که آنهایی که در نتیجه حادثه دارایی و معیشت خود را از دست داده باشند نیز به آب دسترسی دوامدار داشته باشد گر چه آنها شاید در حال حاضر توانایی خرید آب را نداشته باشند.
حین توزیع آب مهم است که:
• منابع موجود آب که در حال حاضر غیر فعال میباشد، و یا توسط حادثه خساره گردیده اند ترمیم گردد.
• در شرایط شهری زمانی که ضرورت آب، حفظ الصحه و نظافت (بهداشت) حاد میباشد، شرکای موجود ERM در ساحه باید بطور سیستماتیک پاسخ دهند. پاسخ بشردوستانه تا موجودیت نیازمندیهای حاد ادامه می یابد. شرکای ERM باید برای فعال نمودن سیستم آبرسانی به شکل نورمال با ادارات مربوطه بحث و گفتگو نمایند.
• اگر منابع آبی موجود در ساحه تخریب گردیده، ویا هم در منطقه بیجا شده گان اصلاً منابع آب موجود نباشد، درآنصورت باید احداث چاه های عاجل در نظر گرفته شود (درصورتیکه آبدهی و کیفت آب ساحه مناسب باشد). برای چنین مداخلات (فعالیتها) شرکای ERM توافق نموده اند که قبل از آغاز پروژه تمویل کننده را در جریان قرار داده و منظوری آن را طلب مینمایند.
• در مواردیکه احداث منابع جدید ویا ترمیم منابع موجود از یک ماه بیشتر را دربر میگیرد، ممکن است که توزیع آب توسط وسایط و یا تانکرها به ماه دوم نیز تمدید گردد. در هر دو صورت شرکای ERM توافق نموده اند که تمویل کننده را در جریان قرار داده و منظوری آن را طلب مینمایند.
بعد از حالت اضطرار چاه ها باید هر چه سریعترکه ممکن باشد ترمیم گردیده و مورد استفاده قرار گیرند.
