요약
이 연구는 보편적 주거복지수준을 파악할 수 있는 국민체감형 주거복지 평가지표를 개발하는 데에 목적이 있다. 이를 위해서 보편적 주거복지를 정의하고 정의에 맞는 범위, 대상, 방법, 속성을 구체화 하고 체감형 주거복지평가지표를 개발하였으며 활용방안, 생산 및 관리 방안을 제시하였다. 선행연구, 해외사례, 기존 연구의 결과 검토 및 전문가 설문과 국민의식 조사, 전문가 자문회의의 연구방법을 사용하였다.
현재 주거복지에 대해 일반화된 정의는 없는 상황인데, 선택적 복지에서 보편적 복지로 국민의 관심과 정책영역이 확대됨에 따라 본 연구에서는 국토연구원 내부 및 외부의 관련 전문가들을 대상으로 진행한 주거복지에 관한 설문조사를 토대로 주거복지의 개념과 영역을 정의하였다. 즉 보편적 주거복지를 ‘사회구성원 누구나 건강과 행복을 추구할 수 있는 주거생활을 누리는 것’으로 정의하였다.
보편적인 주거복지의 범위에서 고려해야 하는 속성은 주택에 관한 6가지 속성(어메니티, 지불가능성, 안정성, 편리성, 보건성, 안전성)과 주거환경에 관한 7가지 속성(어메니티, 안정성, 편리성, 보건성, 안전성, 커뮤니티)으로 구분하였다. 그리고 각 속성의 하위 항목을 구성하여 국민의식 조사를 시행하였다.
새로운 국민체감형 주거복지 평가지표의 선정을 위해 전문가 조사 및 해외의 지표를 검토하여 주택과 관련한 지표 14개, 주거환경과 관련된 지표 11개를 총 25개 지표를 최종 선정하였다. 주택부문은 6개 영역, 주거환경 부문은 5개 영역으로 구분되며 어메니티, 편리성, 보건성, 안전성 등 4개 영역은 공통이나 평가지표의 내용은 각기 다르다.
Translation - English Development of Residential Welfare Evaluation Index and Its Applications

Abstract
The purpose of this study is to develop the evaluation index for residential welfare. In doing so, the working definition of universal residential welfare was first made. The study developed the residential welfare index that can directly affect people’s lives and proposed ways for application, production, and management by determining the scope, subjects, methods and attributes based on the definition. The research employed literature review of the previous studies, case studies in foreign countries, the analysis of the results from the previous studies, surveys on the perceptions of both expert group and general public, and experts’ consultant as the research data.
There has been no agreed upon definition on the residential welfare. However, as people’s interest and the area of policy have been expanded from selective welfare to universal welfare, the current study defined the concept of residential welfare and its areas based on the survey results conducted with the experts within the Korea Research Institute For Human Settlements and experts outside the institute. In other words, the study defined the universal welfare as ‘the welfare through which all social participants can enjoy their healthy and happy life in their residence.’ The study divided the attribute of housing into two parts: six attributes related to the residence (amenity, affordance, safety, convenience, sanitation, security) within the concept of universal residential welfare framework and seven attributes of residential environment (amenity, safety, convenience, sanitation, security, community). And then the survey on people’s perception was conducted by establishing the sub-topics for each attribute.
For determining residential welfare evaluation index that can directly affect people’s life, surveys on experts’ opinion on the issue and review of the case studies found in foreign countries were made. A total of 25 indices, including 14 indices that were related to residence and 11 indices associated with residential environment were finalized. Although the indices in both sections are concerned with the residence, each index differs in its content.

신재용 군은 2011년 3월부터 4년 간 같은 전공의 신분으로 트레이닝을 받았었던 이로, 저는 개인적으로 굉장히 많은 시간을 함께 하였고, 가장 가까이에서 경험한 사이로, 따라서 저는 선생님께 기쁜 마음으로, 그의 품성과 능력, 그리고 장점에 대하여 설명 드리기에 적합한 사람이라고 생각 합니다.
그에 대해 간단히 요약하자면, 이타적인 리더이며, 학술적이고 진취적이며, 성실하고 유머러스한 사람입니다.
이타적인 리더라는 면에 관련되어서는 다음의, 저에게 특별한 memory를 말씀 드리겠습니다. 2011년 5월, 저와 신재용은 같이 막 전공의 트레이닝을 시작한 1년 차 초기였습니다. 저는 다른 전공의 들과 달리, 뒤늦게 의학을 시작하여 나이가 많은 편이었으며, 출신 학교와 전공이 달라 처음 다른 피부과 교실원 들과 관계를 만들어가는데, 어려움을 겪고 있었는데, 이로 인해 크고 작은 스트레스 상황에 있었습니다. 이 때 신재용은 항상, 동료인 제게 큰 도움이 되었던 친구였습니다. 그 중에서도 가장 기억에 남았었던 일은, 제가 비상식적인 사정으로 인해, 상사에게 모욕적인 언사와 행동을 당해 많이 힘들어 하며, 실질적인 업무의 진행에 차질을 빚게 되었던 때 입니다. 너무나 화가 나기도 하고, 슬프기도 하고, 억울하기도 하였지만, 하지만 진행되는 업무들은 계속 진행해야만 했던 스트레스 상황이었습니다. 신재용은 자신 또한 많이 바쁜 상태였으나, 바로 자신이 맡고 있는 업무들을 다른 사람들의 양해를 구한 뒤, 잠시 중단하고, panic상태에 있는, 저를 진심으로 위로한 뒤, 자신이 저의 업무까지 맡을 테니 잠시 마음을 추스르고 올 수 있도록 시간을 주었고, 잠시 뒤 자신의 급한 업무를 해결한 뒤에는 바로 따라 나와서 한참 동안, 위로까지 하여주었습니다. 당시 그의 도움이 없었다면, 어떠한 일이 생겼을지 지금도 걱정되었던 큰 사건이었기에, 이 경험은 아직도 제가 신재용에게 큰 고마움을 느끼는 생생한 기억입니다. 또한 제가 경황이 없어 그 일에 대해 신재용이 얼마나 그로 인해 더 힘들었을 지를 생각하지 못하고, 그 날 밤, 제가 잠을 청하고자 할 때, 낮의 에피소드로 인해 자신이 해결하지 못한 업무의 해결을 위해 잠을 미루고 매진하고 있는 모습을 우연히 보게 되었던 것은 더욱 큰 감동이었습니다. 위의 경험 이외에도 함께 전공의 생활을 하면서, 타인의 일에 대해서도, 타인이 필요로 한다면, 꼭 자신의 일을 하는 것처럼 관심을 가져주고, 능력껏 큰 도움을 주는 나이 어린 동료였지만, 항상 큰 이타적인 리더였던 친구였습니다.
Translation - English Dear Dr. Eggleston,
I have been acquainted with Mr. Shin, Jae-Young since March, 2011. We have been in the medical specialist training track for four years together. I am very glad and honored to write a recommendation letter for him and as a close colleague, I believe that I am a very appropriate person to give an account for his character, ability, and asset.
In sum, he is a very altruistic leader, excellent scholar, progressive, diligent and humorous person.
In regard to his being an altruistic leader, I have a special memory related to it. As of May, 2011, Mr. Shin and I were at the beginning of the first year in our specialist training. Compared to other specialists, I was relatively older than other trainees since I started my study a little later than others. Furthermore, as my major and university were different from other trainees in the department of Dermatology, I had a great deal of difficulty in building up relationship with them.
But, it was Mr. Shin who helped me a lot. Particularly, one of the memories I had with him was when I was in big distress by the nonsensical insults and very unfair treatment by my supervisor, and thus, eventually led to make a mistake in my work. At that time, I was in tremendous stress with anger, sadness and sense of unfairness. Mr. Shin, despite the extreme business of his own work, was willingly helping me who was in trouble. He asked his colleague for a favor to do his work; instead, he gave me some time for me to take a rest. In the meanwhile, he himself did the work I was in charge of so that I could get out of the distress. After handling his own work, he even offered me a lot of comfort.
Without his help, I must have not been able to handle the big trouble I was in at that time. Thinking about the experience, I still feel grateful for his kindness. What was more moving was when I accidentally came to know that he had to stay up late for completing his task, which he could not do because of me.
Younger as he is, he has been always an altruistic leader in my memory with his unchangeable attitude toward others, not just toward me.
