ROMANO, Alexandre P.,2 MELO, Ronnie M.,3 RESUMO A presente pesquisa, sem adentrar aos aspectos específicos do desenvolvimento global, centrou seus esforços no estudo dos benefícios dos Jogos de Combate no desenvolvimento de crianças da Educação Infantil. Esses dados foram observados nos relatos de pais ou responsáveis, setores pedagógico e administrativo das escolas, comprovando afirmativamente o problema desta investigação ao demonstrar as evoluções positivas no comportamento emocional e social ocorridas nos alunos investigados. Com esse ideário de comparar a função pedagógica além da desportiva dos Jogos de Combate, buscou-se objetivamente averiguar as contribuições dos Jogos de Combate na melhoria da qualidade de aprendizagem dos alunos da Educação Infantil. Especificamente, mostrar os benefícios físicos, evidenciar as mudanças mentais e emocionais e expor a integração social dos estudantes que realizam esse esporte em escolas de Educação Infantil. Tendo como metodologia, o estudo de caso, amostragem probabilística e não probabilística por conveniência, abordagem qualitativa, método indutivo e pesquisa de campo. Todos esses recursos, no entanto, não esgotaram todas as possibilidades de investigações e discussões sobre a importância da prática dos Jogos de Combate no ambiente escolar. Aja vista que a temática esporte como parceiro, do desenvolvimento global dos discentes no ambiente escolar pode ser explorando em vários aspectos do desenvolvimento da criança. PALAVRAS-CHAVES: Jogos de Combate, Desenvolvimento Global, Educação Infantil. INTRODUÇÃO A aceitação dos jogos de combate nas escolas, comprova que a escolha da população estudantil está ligada às condições sociais, ou seja, ao que faz referência a sua realidade social. É prazeroso realizar a mesma atividade esportiva de um ídolo, por meio de atividades motoras diversificadas que contribuem para o bem-estar emocional, social e a auto realização. Fato que elenca a seguinte problemática. Os Jogos de Combate contribuem para melhoria do desenvolvimento global das crianças? Essa pergunta visa contribuir, na elaboração do Objetivo Geral desta pesquisa, que foi de averiguar a contribuição dos Jogos de Combate no desenvolvimento Global dos alunos da Educação Infantil. Especificamente, mostrar os benefícios mentais, evidenciar as mudanças emocionais e expor a integração social dos estudantes que realizam esse esporte em escolas de Educação Infantil Neste cenário os jogos recreativos integrados aos Jogos de Combate assumem um papel educativo para o aluno. Possibilitando, segundo Huizinga (1996) grandes avanços educacionais na medida em que o aluno compreende e dá sentido ao processo de aprendizagem tanto de conteúdo ou regras de convívio social. Por conseguinte, o referido esporte, torna-se um aliado ao promover o bem comum e a disciplina. Tendo em vista ser uma arte marcial regida por um código de regras, que definem o modo de conduta, tempo e o espaço onde ocorrem. Sendo assim os Jogo de Combate, estimulam situações de adaptação e readaptação que provocam diferentes atitudes comportamentais, por parte do aluno em seu convívio social e escolar. Passando a ser visto como um instrumento de paz e boa convivência humana por ter características lúdicas promovedora da confraternização entre os povos. Promovendo respostas biológicas e culturais que gera a união do instinto lúdico com os de lutas possível devido os seguintes elementos: o jogo, o movimento e a competição. Esses elementos segundo Tubino (2009) tem como características os aspectos ético-social, psicopedagógico, psicoprofilático e psicoterapêutico. Promovendo desse modo, sua importância social como fenômeno universal e um instrumento de equilíbrio pessoal. PROCEDIMENTOS METODOLÓGICOS Na vida de uma criança, a escola desempenha funções imprescindíveis. Como local de promoção de vivencias, no caso a prática de Jogos de Combate possibilitando a integração entre desenvolvimento global e o esporte. Com essa visão os métodos e instrumentos metodológicos que auxiliará na resposta do problema desta investigação foram: • Tipo de pesquisa – pesquisa-ação; • Natureza de Estudo – Estudo de Caso; • Local de Estudo: Centro Municipal de Educação Infantil Padre Pedro Gabriel. • Universo: 01 (uma) escola de Educação Infantil • População: 120 (cento e vinte) alunos da Educação Infantil; • Nível de Estudo: descritivo; • Método: dedutivo; • Abordagem: Qualitativa; • Amostragem: não probabilística e probabilística aleatória; • Instrumentos de Pesquisa: Observação e entrevista vinculadas ao contexto social dos grupos estudados; A forma de atuação do professor/pesquisador, nesse projeto, foi caracterizada pela alternância de momentos desenvolvidos a partir de concepções abertas e fechadas. Permitindo-se o desenvolvimento livre e ativo de relações de interatividade entre os alunos, através de jogos, roda de conversa e atividades lúdicas, experimentação livre dos movimentos (tentativa/erro) e avaliações (individual e em grupo). Utilizando a metodologia do Projeto Aprender, Conviver e Lutar-SEMED/MANAUS, com atividades lúdicas variadas, sequências pedagógicas e a constante prática de jogos de contraposição (handori). Onde o aluno tem a liberdade de aplicação e desenvolvimento das habilidades trabalhadas com intervenções oportunas do professor. Para a execução da pesquisa, foi oferecida a prática de Jogos de Combates no período, de fevereiro/2016 a abril/2017. Após esse período foi possível formar um universo composto de 80 (oitenta) alunos da Educação Infantil passíveis de avaliação na pesquisa. Foram escolhidos alunos que, cumulativamente, houvessem participado das atividades de forma consecutiva. As informações qualitativas sobre aspectos subjetivos foram obtidas por meio de questionários e entrevistas que buscaram avaliar as impressões de pais ou responsáveis, equipe diretiva e pedagógica sobre o desenvolvimento global dos alunos investigados nos anos de 2016 e 2017 sobre os diversos aspectos avaliados, isto é antes e depois do ingresso do aluno nas atividades de Jogos de Combate. Todos os questionários, entrevistas e levantamentos de informações foram aplicados, durante o mês de março/2017. Momento em que os alunos se encontravam, há mais de um ano participando das aulas. Embora possa se considerar um curto espaço de tempo para se avaliar as mudanças. Considera-se esse o tempo razoável, tendo em vista o anseio de pais e professor por mudanças positivas. RESULTADOS E DISCUSSÃO A análise e discussão dos dados, para alcance dos objetivos traçados para a presente pesquisa, parte primordialmente da comparação direta desses dados referente a antes e depois do ingresso dos alunos nas atividades de Jogos de Combate. Buscando qualificar opiniões que indicam melhoras, pioras ou manutenção de um estado ou classificação anterior. Essas comparações feitas a partir das respostas oferecidas a cada uma das questões, apresentadas nas entrevistas permitiu uma análise detalhada das evoluções ocorridas. Para cada um dos aspectos investigados analisou-se a influência, do projeto de pesquisa de forma efetiva no desenvolvimento global dos alunos. Em resumo a análise parte das opiniões e impressões dos pais ou responsáveis e equipe diretiva pedagógica. Buscando oferecer segurança à pesquisa, na medida em que não se tomou uma única opinião como definitiva para aspectos subjetivos. A escolha por esse método permitiu que cada aluno tivesse uma segunda opinião a respeito do desenvolvimento global escolar, seja para corroborar com a primeira, seja para atenuar ou contrapor-se a ela. A pesquisa demonstrou de forma muito direta, as melhorias nos níveis de interesse dos alunos pela escola e por seus estudos. Apontando ainda alterações positivas em diversos fatores responsáveis pelo sucesso do aluno na escola e no convívio familiar. Com relação aos aspectos específicos e típicos do ambiente escolar e as situações problemas nele ocorrentes, foi possível demonstrar, a partir do quadro de opiniões gerado pelas impressões dos entrevistados, mudanças positivas consideráveis em todos os aspectos pesquisados Verificou-se que o ingresso dos alunos em atividades de Jogos de Combate contribuiu positivamente para o estabelecimento de um ambiente mais harmonioso de ensino aprendizagem. Constatou-se haver significativas melhoras no convívio dos alunos com seus professores e colegas além da diminuição dos casos de agressividade. Outro resultado importante apresentado pela pesquisa refere-se à diminuição da necessidade de intervenção pedagógica junto aos alunos integrantes da pesquisa. Diante dessas informações conclui-se, que os alunos ingressos no projeto de pesquisa, não só melhoraram diversos aspectos de sua conduta e comportamento social e escolar. Como também apresentaram maior autonomia e inteligência na solução ou prevenção de questões e problemas surgidos no ambiente escolar. Portanto, os benefícios dos Jogos de Combate, influenciaram e transformaram o aluno da Educação Infantil, tornando-os oficialmente ativo, gentil, tolerante às diferenças, compreensivo e predisposto ao diálogo ou a realização de suas atividades diárias tanto na escola como em casa. Por conseguinte, influenciando na sua formação enquanto ser social equilibrado, adaptável, capaz de transitar normalmente por ambientes múltiplos, diferentes, heterogêneos. CONCLUSÕES A presente investigação desde seu delineamento inicial até a presente finalização manteve claras as objetivações de buscar subsídios que sustentassem os benefícios dos Jogos de Combate no ambiente escolar. Esquadrinhando a função pedagógica além da desportiva dessa arte, para averiguar a seguinte hipótese. Ele com seus princípios filosóficos contribui no desenvolvimento global de alunos da Educação Infantil. Essa afirmativa foi confirmada após todos os procedimentos de levantamento e obtenção de dados, opiniões, classificações, cruzamentos e confrontações de resultados obtidos a partir de informações de fontes múltiplas e heterogêneas. Tendo em vista, que está investigação demonstra a influência positiva dos Jogos de Combate nos diversos aspectos relacionados, à rotina escolar do grupo de alunos investigados, como cognição, interação, aprendizagem, socialização, disciplina, respeito e responsabilidade. Sendo uma atividade voltada para o movimento, os Jogos de Combate contribuem no desenvolvimento global dos alunos da Educação Infantil, objetivo investigativo desta pesquisa. Promovendo benefícios, mentais, sociais e emocionais para os discentes. Fato comprovado no Centro de Educação Infantil investigado ao analisar os dados coletados, observa-se que os pais ou responsáveis, a equipe diretiva pedagógica e os registros documentais da secretaria escolar comprovaram mudanças positivas em diversos aspectos relacionados ao desenvolvimento global, relacionamento escolar e familiar dos participes da investigação. Outro fator importantíssimo, está relacionado a queda significativa do número de alunos considerados agressivos segundo a opinião dos professores e registros documental escolar, sanando um dos grandes problemas enfrentados na escola. Os demais objetivos referentes aos Jogos de Combate comprovam-se tendo em vista que os alunos adquiriram várias vivências e experimentações que promoveram o desenvolvimento amplo. Colaborando, portanto no ambiente escolar nos aspectos formativos e atitudinais integrantes do processo educacional. Portanto finaliza-se, essa investigação dizendo que a riquíssima cultura corporal manifestada através da arte marcial (Jogos de Combate) oferece um campo repleto de possibilidades a serem estudadas e aplicadas em benefício da formação humana nos variados estagio de seu desenvolvimento. These data were observed from the accounts of parents or those responsible, pedagogical and administrative sectors of schools, positively proving the problem in this investigation in demonstrating the positive evolutions in emotional and social behaviour in the investigated pupils. With this ideology of comparing the pedagogical function as well as the sporting aspects of combat games, it objectively inquired and investigated the contributions of combat games in improving the quality of learning of pupils in infantile education. Specifically, showing the physical benefits, evidencing the mental and emotional changes and exposing the social integration of pupils who play these sports in primary schools and nurseries. Using as a methodology, the study case, probability sampling and not probability for convenience, a qualitative approach, inductive method and field research. All these resources, however, did not exhaust all the investigative possibilities and discussions on the importance of the practise of combat games in school environments. It was seen that the thematic sport as partner in the general development of the offspring in the school environment could be explored in various aspects of child development. KEYWORDS: Combat Games, general development, infantile education INTRODUCTION The acceptance of combat games in schools proves that the school pupil population is connected to social conditions, in other words, it is in reference to its social reality. It is pleasurable to realise the same sporting activity of an idol, in diversified motional activities which contribute to the emotional and social well-being and self-realisation. The fact is that it is resultantly cast as a problematic. Do the combat games contribute towards the general improvement of children’s’ development? This question drives to contribute, in the elaboration as a general objective in this research, which was to investigate the contribution of combat games in the general development of pupils in infantile education. Specifically, to show the mental benefits, to evidence emotional changes and expose the social integration of pupils who realise this sport in primary and pre-schools. In this context, recreational games integrated with combat games assume an educative role for the pupil. Making possible, according to Huizinga(1996) big educational advances measured in the pupil comprehension and in the sense of the learning process as well as in the context of rules of social interactivities. Consequently, the referred sport becomes an ally in promoting the common good and discipline. Taken in view, as a martial art governed by a set of rules, which define the mode of conduct, time and space where it happens. In this way, combat games stimulate situations of adaptation and re-adaptation which provoke different behavioural attitudes, on the part of the pupils in their own social interactivities and schools’. Transitioning to become seen as an instrument of peace and good human interactivities as it has ludic characteristics thus promoting fraternisation between the peoples. Promoting biological and cultural responses which generate the union of playful instinct with those of possible fighting owing to the following elements: the game, the movement and the competition. These elements according to Tubino(2009) have as characteristics the ethico-social aspects, psychopedagogic, psychoprophylactic and psychotherapeutic. Promoted in this way, its social importance as a universal phenomenon and an instrument of personal equilibrium. METHODICAL PROCEDURES In the life of a child, school performs essential functions. As the location to promote experiences, in the case of the practice of combat games making possible the integration between general development and sport. Permitting the free and active development of relations and interactivities between the pupils, through their games, conversation circles and playful activities, free experimentation of movements (trial and error) and evaluations (individual and in groups). Utilising the methodology of ‘Projeto Aprender, Conviver e Luta-SEMED/MANAUS’(Learn, Get Along and Struggle Project-SEMED/MANAUS), with varied ludic activities, pedagogic sequences and the constant practice of games of contraposition (handori). Where the pupil has the liberty to apply and develop from the worked abilities with opportune interventions of the teacher. For the execution of the research, the practice of combat games was offered for the period from February 2016 to April 2017. After this period, it was possible to form a universe composed of 80 primary pupils passable for evaluation in the research. Pupils were chosen who had accumulatively participated in the activities in a consecutive form. The qualitative information on the subjective aspects were obtained through questionnaires and interviews which looked to evaluate the impressions of parents and guardians, the pedagogical and directive team about the general development of investigated pupils in the years 2016 and 2017 relating the diverse aspects evaluated, this was before and after the pupil joined the activities in combat games. All the questionnaires, interviews and informational surveys were applied during the month of March 2017. From the moment the pupils met, there was more than a year participating in the lessons. Although it can be considered a short period of time to evaluate the changes, it is considered to be a reasonable period, taking into account the wishes of the parents and the teacher for positive changes. RESULTS AND DISCUSSIONS The analysis and discussion of the data, to reach the drawn objectives for the present research, partly primarily in direct comparison of these referred data before and after the pupils joined the combat games activities, in searching to qualify opinions which indicate improvements, worsenings or maintenance of a previous state or classification. These comparisons were made from the responses offered to each and every one of the questions presented in the interviews permitting a detailed analysis of the evolutions. For every aspect investigated, the influence of the project research was analysed in a way that showed effective general development of pupils. In resumption, referring to the analytic part of the opinions and impressions of parents or guardians the directive pedagogical team. Trying to offer security for the research, in so far as there was not a definitive, unique opinion for subjective aspects. The choice of this method permitted that each pupil had a second opinion in respect of the general school development, to corroborate with the first, to attenuate or to counter it. The research demonstrated in a very direct way, the pupils’ improvement in levels of interest in school and for their studies. Pointing still, positive alterations in diverse factors responsible for pupil success in school and family life. In relation to specific and typical environmental school aspects and to problematic situations which occurred, it was possible to demonstrate, from the format of opinions generated by the impressions of the interviewed, considerable positive changes in all the researched aspects. It was verified that those pupils who joined the activities of combat games contributed positively to the establishment of a more harmonious teaching learning environment. It was confirmed that there were significant improvements in the co-existence of pupils with their teachers and fellows through a diminishing in cases of aggressiveness. Another important result presented by the research refers to the lessening of the necessity of pedagogical necessity together with those pupils integrated in the research. With this information, it has been concluded that the included pupils in the project research, did not only improve diverse aspects of their conduct and social and academic behavior. They also presented greater autonomy and intelligence in the solution and prevention in matters and problems which appeared in the school environment. Therefore, the benefits of combat games, influenced and transformed pupils in primary education, transforming them officially active, kind, tolerant to differences, understanding and predisposed to dialogue or the realization of daily activities both in school and at home. As a result, influencing their formation while being socially balanced, adaptable, capable of transitting normally to multiple, different and heterogeneous environments. CONCLUSIONS The present investigation, from its initial design to the finalization maintained clearly the objectives to search for subsidies which sustained the benefits of combat games in a school environment. Scanning the pedagogical function through the sporting aspects of this art, to verify the following hypothesis. With its philosophical principles contributing to the general development of pupils in primary schools. This affirmation was confirmed after all the surveying procedures and obtaining of data, opinions, classifications, crossings and confrontations of results obtained from multiple and heterogeneous sources of information. Given that, this investigation demonstrates the positive influence of combat games in the diverse related aspects, the school routine of the group of pupils investigated, in terms of cognition, interaction, learning, socialization, discipline, respect and responsibility. Being an activity based around movement, combat games contribute in the general development of pupils in primary education, the objective of this research. It is a proven fact in the primary school investigated from the analysis of the collected data and observed that the parents and guardians, the pedagogical directive team and the registered documents of the school secretariat prove positive changes in diverse aspects relating to general development, school and family relationships of the participants of the investigation. Another extremely important factor relates to the significant fall in the number of pupils considered aggressive according to the opinion of teachers and documented school records, resolving one of the great problems encountered in the school. The other referred objectives to combat games or martial arts have proven considering the pupils acquired various experiences and experiments which promoted ample development. Collaborating, therefore in the school environment in formative aspects and integrating attitudes in the educational process. Therefore in conclusion, this investigation is stating that the enormity of the corporal culture manifested through martial arts (combat games) offers a replete area of possibilities to be studied and applied to benefit human formation at various stages in our development. Permito-me pedir toda a vossa atenção para este importante acontecimento histórico porque, ao contrário do que é corrente, a lição moral extraível do episódio não terá de esperar o fim do relato, saltar-vos-á ao rosto não tarda. Estavam os habitantes nas suas casas ou a trabalhar nos cultivos, entregue cada um aos seus afazeres e cuidados, quando de súbito se ouviu soar o sino da igreja. Naqueles piedosos tempos (estamos a falar de algo sucedido no século XVI) os sinos tocavam várias vezes ao longo do dia, e por esse lado não deveria haver motivo de estranheza, porém aquele sino dobrava melancolicamente a finados, e isso, sim, era surpreendente, uma vez que não constava que alguém da aldeia se encontrasse em vias de passamento. Saíram portanto as mulheres à rua, juntaram-se as crianças, deixaram os homens as lavouras e os mesteres, e em pouco tempo estavam todos reunidos no adro da igreja, à espera de que lhes dissessem a quem deveriam chorar. O sino ainda tocou por alguns minutos mais, finalmente calou-se. Instantes depois a porta abria-se e um camponês aparecia no limiar. Ora, não sendo este o homem encarregado de tocar habitualmente o sino, compreende-se que os vizinhos lhe tenham perguntado onde se encontrava o sineiro e quem era o morto. "O sineiro não está aqui, eu é que toquei o sino", foi a resposta do camponês. "Mas então não morreu ninguém?", tornaram os vizinhos, e o camponês respondeu: "Ninguém que tivesse nome e figura de gente, toquei a finados pela Justiça porque a Justiça está morta." Que acontecera? Acontecera que o ganancioso senhor do lugar (algum conde ou marquês sem escrúpulos) andava desde há tempos a mudar de sítio os marcos das estremas das suas terras, metendo-os para dentro da pequena parcela do camponês, mais e mais reduzida a cada avançada. O lesado tinha começado por protestar e reclamar, depois implorou compaixão, e finalmente resolveu queixar-se às autoridades e acolher-se à protecção da justiça. Tudo sem resultado, a expoliação continuou. Então, desesperado, decidiu anunciar urbi et orbi (uma aldeia tem o exacto tamanho do mundo para quem sempre nela viveu) a morte da Justiça. Talvez pensasse que o seu gesto de exaltada indignação lograria comover e pôr a tocar todos os sinos do universo, sem diferença de raças, credos e costumes, que todos eles, sem excepção, o acompanhariam no dobre a finados pela morte da Justiça, e não se calariam até que ela fosse ressuscitada. Um clamor tal, voando de casa em casa, de aldeia em aldeia, de cidade em cidade, saltando por cima das fronteiras, lançando pontes sonoras sobre os rios e os mares, por força haveria de acordar o mundo adormecido... Não sei o que sucedeu depois, não sei se o braço popular foi ajudar o camponês a repor as estremas nos seus sítios, ou se os vizinhos, uma vez que a Justiça havia sido declarada defunta, regressaram resignados, de cabeça baixa e alma sucumbida, à triste vida de todos os dias. É bem certo que a História nunca nos conta tudo... Suponho ter sido esta a única vez que, em qualquer parte do mundo, um sino, uma campânula de bronze inerte, depois de tanto haver dobrado pela morte de seres humanos, chorou a morte da Justiça. Nunca mais tornou a ouvir-se aquele fúnebre dobre da aldeia de Florença, mas a Justiça continuou e continua a morrer todos os dias. Agora mesmo, neste instante em que vos falo, longe ou aqui ao lado, à porta da nossa casa, alguém a está matando. De cada vez que morre, é como se afinal nunca tivesse existido para aqueles que nela tinham confiado, para aqueles que dela esperavam o que da Justiça todos temos o direito de esperar: justiça, simplesmente justiça. Não a que se envolve em túnicas de teatro e nos confunde com flores de vã retórica judicialista, não a que permitiu que lhe vendassem os olhos e viciassem os pesos da balança, não a da espada que sempre corta mais para um lado que para o outro, mas uma justiça pedestre, uma justiça companheira quotidiana dos homens, uma justiça para quem o justo seria o mais exacto e rigoroso sinónimo do ético, uma justiça que chegasse a ser tão indispensável à felicidade do espírito como indispensável à vida é o alimento do corpo. Uma justiça exercida pelos tribunais, sem dúvida, sempre que a isso os determinasse a lei, mas também, e sobretudo, uma justiça que fosse a emanação espontânea da própria sociedade em acção, uma justiça em que se manifestasse, como um iniludível imperativo moral, o respeito pelo direito a ser que a cada ser humano assiste. Mas os sinos, felizmente, não tocavam apenas para planger aqueles que morriam. Tocavam também para assinalar as horas do dia e da noite, para chamar à festa ou à devoção dos crentes, e houve um tempo, não tão distante assim, em que o seu toque a rebate era o que convocava o povo para acudir às catástrofes, às cheias e aos incêndios, aos desastres, a qualquer perigo que ameaçasse a comunidade. Hoje, o papel social dos sinos encontra-se limitado ao cumprimento das obrigações rituais e o gesto iluminado do camponês de Florença seria visto como obra desatinada de um louco ou, pior ainda, como simples caso de polícia. Outros e diferentes são os sinos que hoje defendem e afirmam a possibilidade, enfim, da implantação no mundo daquela justiça companheira dos homens, daquela justiça que é condição da felicidade do espírito e até, por mais surpreendente que possa parecer-nos, condição do próprio alimento do corpo. Houvesse essa justiça, e nem um só ser humano mais morreria de fome ou de tantas doenças que são curáveis para uns, mas não para outros. Houvesse essa justiça, e a existência não seria, para mais de metade da humanidade, a condenação terrível que objectivamente tem sido. Esses sinos novos cuja voz se vem espalhando, cada vez mais forte, por todo o mundo são os múltiplos movimentos de resistência e acção social que pugnam pelo estabelecimento de uma nova justiça distributiva e comutativa que todos os seres humanos possam chegar a reconhecer como intrinsecamente sua, uma justiça protectora da liberdade e do direito, não de nenhuma das suas negações. Tenho dito que para essa justiça dispomos já de um código de aplicação prática ao alcance de qualquer compreensão, e que esse código se encontra consignado desde há cinquenta anos na Declaração Universal dos Direitos Humanos, aquelas trinta direitos básicos e essenciais de que hoje só vagamente se fala, quando não sistematicamente se silencia, mais desprezados e conspurcados nestes dias do que o foram, há quatrocentos anos, a propriedade e a liberdade do camponês de Florença. E também tenho dito que a Declaração Universal dos Direitos Humanos, tal qual se encontra redigida, e sem necessidade de lhe alterar sequer uma vírgula, poderia substituir com vantagem, no que respeita a rectidão de princípios e clareza de objectivos, os programas de todos os partidos políticos do orbe, nomeadamente os da denominada esquerda, anquilosados em fórmulas caducas, alheios ou impotentes para enfrentar as realidades brutais do mundo actual, fechando os olhos às já evidentes e temíveis ameaças que o futuro está a preparar contra aquela dignidade racional e sensível que imaginávamos ser a suprema aspiração dos seres humanos. Acrescentarei que as mesmas razões que me levam a referir-me nestes termos aos partidos políticos em geral, as aplico por igual aos sindicatos locais, e, em consequência, ao movimento sindical internacional no seu conjunto. De um modo consciente ou inconsciente, o dócil e burocratizado sindicalismo que hoje nos resta é, em grande parte, responsável pelo adormecimento social decorrente do processo de globalização económica em curso. Não me alegra dizê-lo, mas não poderia calá-lo. E, ainda, se me autorizam a acrescentar algo da minha lavra particular às fábulas de La Fontaine, então direi que, se não interviermos a tempo, isto é, já, o rato dos direitos humanos acabará por ser implacavelmente devorado pelo gato da globalização económica. E a democracia, esse milenário invento de uns atenienses ingénuos para quem ela significaria, nas circunstâncias sociais e políticas específicas do tempo, e segundo a expressão consagrada, um governo do povo, pelo povo e para o povo? Ouço muitas vezes argumentar a pessoas sinceras, de boa fé comprovada, e a outras que essa aparência de benignidade têm interesse em simular, que, sendo embora uma evidência indesmentível o estado de catástrofe em que se encontra a maior parte do planeta, será precisamente no quadro de um sistema democrático geral que mais probabilidades teremos de chegar à consecução plena ou ao menos satisfatória dos direitos humanos. Nada mais certo, sob condição de que fosse efectivamente democrático o sistema de governo e de gestão da sociedade a que actualmente vimos chamando democracia. E não o é. É verdade que podemos votar, é verdade que podemos, por delegação da partícula de soberania que se nos reconhece como cidadãos eleitores e normalmente por via partidária, escolher os nossos representantes no parlamento, é verdade, enfim, que da relevância numérica de tais representações e das combinações políticas que a necessidade de uma maioria vier a impor sempre resultará um governo. Tudo isto é verdade, mas é igualmente verdade que a possibilidade de acção democrática começa e acaba aí. O eleitor poderá tirar do poder um governo que não lhe agrade e pôr outro no seu lugar, mas o seu voto não teve, não tem, nem nunca terá qualquer efeito visível sobre a única e real força que governa o mundo, e portanto o seu país e a sua pessoa: refiro-me, obviamente, ao poder económico, em particular à parte dele, sempre em aumento, gerida pelas empresas multinacionais de acordo com estratégias de domínio que nada têm que ver com aquele bem comum a que, por definição, a democracia aspira. Todos sabemos que é assim, e contudo, por uma espécie de automatismo verbal e mental que não nos deixa ver a nudez crua dos factos, continuamos a falar de democracia como se se tratasse de algo vivo e actuante, quando dela pouco mais nos resta que um conjunto de formas ritualizadas, os inócuos passes e os gestos de uma espécie de missa laica. E não nos apercebemos, como se para isso não bastasse ter olhos, de que os nossos governos, esses que para o bem ou para o mal elegemos e de que somos portanto os primeiros responsáveis, se vão tornando cada vez mais em meros "comissários políticos" do poder económico, com a objectiva missão de produzirem as leis que a esse poder convierem, para depois, envolvidas no açúcares da publicidade oficial e particular interessada, serem introduzidas no mercado social sem suscitar demasiados protestos, salvo os certas conhecidas minorias eternamente descontentes... Que fazer? Da literatura à ecologia, da fuga das galáxias ao efeito de estufa, do tratamento do lixo às congestões do tráfego, tudo se discute neste nosso mundo. Mas o sistema democrático, como se de um dado definitivamente adquirido se tratasse, intocável por natureza até à consumação dos séculos, esse não se discute. Ora, se não estou em erro, se não sou incapaz de somar dois e dois, então, entre tantas outras discussões necessárias ou indispensáveis, é urgente, antes que se nos torne demasiado tarde, promover um debate mundial sobre a democracia e as causas da sua decadência, sobre a intervenção dos cidadãos na vida política e social, sobre as relações entre os Estados e o poder económico e financeiro mundial, sobre aquilo que afirma e aquilo que nega a democracia, sobre o direito à felicidade e a uma existência digna, sobre as misérias e as esperanças da humanidade, ou, falando com menos retórica, dos simples seres humanos que a compõem, um por um e todos juntos. Não há pior engano do que o daquele que a si mesmo se engana. E assim é que estamos vivendo. Não tenho mais que dizer. Ou sim, apenas uma palavra para pedir um instante de silêncio. O camponês de Florença acaba de subir uma vez mais à torre da igreja, o sino vai tocar. Permit me to ask for all your attention for this important historical event because, in contrast to what is current, the extractable moral lesson of the episode doesn´t have to wait to the end of the story, it´ll be in your face and won´t take long. The habitants were in their houses or at work in the fields, each dedicated to their chores and diligences, when suddenly they heard the church bell sound. In those pious times (we are talking about around the 16th century) the bells played various times during the day, and for this motive there was no strangeness, because that bell melancholically rang the dead, and this, yes, was surprising, since it was unknown that anyone of the village had met their passing. Therefore, the women went out into the streets, gathering the children, the men leaving their crops and the teachers, and in a short time, everyone was united in the churchyard, waiting for what they would be told for whom they should cry. The bell rang on for a few more minutes, finally falling silent. Instants later the door opened and a country person appeared at the threshold. Well, as this was not the man normally responsible to ring the bell, understand that the neighbours asked where they might find the bell ringer and who was dead. “The bell ringer isn´t here, it was me who rang the bell.”, was the answer of the farmer. “So no-one has died?”, replied the neighbours, and the farmer responded: “No-one who had the name and stature of us, I rang the deathbell for justice because justice is dead.” What happened? The greedy sir of the place (some count or marques without scruples) had been changing and extending the demarcations of his lands for some time, pushing into the small part of the farmer, reducing more and more with every advance. The injured has started to protest and complain, then implored with compassion, and finally resolved to manifest to the authorities and to be received under the protection of justice. All with no result, the robbery continued. So, desperate, he decided to announce urbi et orbi (a village has the exact size of the world for those who have always lived there) the death of justice. He thought that maybe with his gesture of exalted indignation all the universes bells would be moved to ring sooner, without differences to races, creeds or customs, that all of them, without exception would accompany him in double at the finality of the death of justice, and not quieten until it was resuscitated. All was a clamour, flying from house to house, from village to village, from city to city, leaping above frontiers, launching on sound bridges over rivers and seas, by force it would awaken a sleeping world…Don´t know what succeeded after, don´t know if the popular branch helped the farmer to regain the peripheries of his farm, or if the neighbours, now that the justice had been declared defunct, returned resigned, with their heads low and their souls succumbed to saddened everyday lives. It is certain that history never tells us everything… Supposing that this was the only time that, in any part of the world, a bell, an inert bronze bellflower, after ringing so much for the death of human beings, cried to the death of justice. Never again was to be heard that funeral tone in the village of Florença, but the justice continued and continued to die for all the days. Even now, at this moment as you speak, far or here onside, at the door of our house, someone is killing. Every time someone dies, it is as if the end had never existed for them who had never trusted in it, for those who had believed that justice is for all and that there is a right expect it: justice, simply justice. It is not involved in theatrical tunics and we confuse in flowers which give judicialistic rhetoric, it is not that eyes have been permitted to be sold and adulterated the weights of the balance, it is not that the sword which always cuts more for one side than the other, but a pedestrian justice, a day-to-day companion justice of men, a justice for whom the just would be more exact and rigorous synonymous with ethics, a justice that would arrive to be so indispensable for the happiness of spirit as indispensable to life as is the food for the body. A justice exercised by tribunals, without doubt, always to be determined by law, but also, and above all, a justice, which would be the spontaneous emanation of the very society in action, a justice in which should it manifest itself, like an unbelievable moral imperative, the respect for the right to be which is for every human to assist. However, the bells, happily, don´t only sound to mourn those who die. They ring to signal the hours of day and night, to call to party or to devotion of the believers, and have over time, not so long ago, when the alarm was rung to invite the people to run to help in catastrophes, the floods or the fires, to disasters, to any danger which might threaten the community. Today, the social role of the bells finds itself limited to fulfillment of ritual obligations and the illuminated gesture of the farmer of Florença can be seen as an insane act by a crazed man, or worse still, as a simple police case. Others and different are the sounds which today defend and affirm the possibility, finally, of implantation in the world of that companion justice of men, that justice which is a condition of happiness of spirit and until, however surprising it may seem to us, the condition of feeding the body. If we had this justice, and not even a single human would die of hunger or of so many diseases which are curable for some, but not for others. If this justice existed, and existence would not be, for more than half of humanity, a terrible condemnation which are subjected to. These new sounding bells every voice coming and spreading, always getting stronger, for all of the world it is the multiple movements of resistance and social action which combat the establishment for a new distributive justice and commutative that all human beings can come to recognize as intrinsically theirs, a protective justice of liberty and rights, not of any of their negations. I have said that for this justice we arrange already in a code of practical application within the reach of any comprehension, and that this code be found consigned for fifty years in The Universal Declaration of Human Rights, those thirty basic and essential rights that today are so aimlessly talked about, when not systematically silenced, more unwanted and defiled these days than when they were, four hundred years ago, the property and the liberty of the farmer in Florença. And also I have said that the Universal Declaration of Human Rights, that which can be found redigitted, and without necessity to alter not even a comma, could be substituted at ease, in such that respect the rectitude in principles and clarity in objectives, the programmes of all the political parties on the orb, namely those of the unnamed left, small and unmoved while without force, strange or impotent to face up to the realities of this contemporary brutal world, closing their eyes to the already evident and frightful threats that the future is to prepare against that rational dignity and sensitive enough so we imagined to be the supreme aspiration of human beings. I will add that the same reasons that lift me to refer in these terms to the political parties in general, those that apply equally to the local unions, and, in consequence, to the international union movement in its unity. In a conscientious or unconscientious way, the docile and bureaucratized unionism, which is all that is left today, to a great extent, responsible for the resultant social lethargy in the ongoing process of economic globalisation. It doesn´t make me happy to say this, but we cannot silence it. And, still, if they allow me to add something from my own work ‘às fábulas de La Fontaine’, so I will say that, by the cat of economic globalisation. And democracy, this millennial invention of the ingenious Athenians for whom it would signify, in the specific social and political circumstances now, and according to a sacred expression, a government of the people, by the people and for the people? I often hear sincere people arguing, in good proven faith, and to others that this benign appearance has an interest to simulate, that, from the moment an undeniable evidence that the catastrophic state in which we find the planet, will be precisely the scene of a general democratic system which with more probabilities we will have to arrive at plain achievement or at least satisfactory for human rights. Nothing more certain, under condition that would effectively democratise the system of government and under management of society, that which we currently come to calling democracy. And no it isn´t. It is true we can vote, it is true we can, by delegation of the particle of sovereignty that if we recognise as electoral citizens and normally by way of party politics, choose our representatives in parliament, true, finally which gives numerical relevance to those representations and to the political combinations which the necessity of a majority comes to impose will always result in government. All of this is true, but it is equally true that the possibility of democratic action starts and ends there. The elector could remove from power a government which doesn´t please and place another in its place, but your vote did not have, does not have nor will ever have any visible effect on the unique and real force which governs the world, and because your nation, yourself: I refer to, obviously, to economic power, particularly a part of it, always augmenting, generated by the multinationals in accordance with strategies of dominion that don´t even need to connect with that common good at which, by definition, democracy aspires. We all know that is the way it is, and yet, for a type of verbal and mental automatism which doesn´t allow us to see the crude, naked facts, we continue to talk about democracy as if we were treating something alive and current. when there is little left from it except a set of ritualised forms, the innocuous steps and gestures of a kind secular mass. And we haven´t realised, as if for this eyes would not be enough, that our governments, these which for the good or the bad we elect and for which we are primarily responsible, are turning themselves more everytime into mere “political commissaries” to economic power, with the objective mission to produce the laws which that power lives in, so that after, involved in the sweeteners of public officialdom and private interests, they will be introduced to the social market without arousing hardly any protests, excepting those few known minorities eternally discontent… What to do? From literature to ecology, from escaping from the galaxies to the greenhouse effect, from treatment of recyclable city waste to traffic congestion, we all discuss these in our world. But the democratic system, as if it were a definitively acquired data treats itself, untouchable by nature to consummation for centuries: that is not discussed. Well, if I´m not mistaken, if I cannot add two plus two, so, amongst so many other necessary or disposable discussions, it is urgent, before it is too late, to promote about democracy and the causes of its decadence, about the intervention of citizens in political and social life, about the relations between the nations and the economic and financial world, about that which affirms and that which negates democracy, about the right to happiness and to a dignified existence, about the miseries and the hopes of humanity, or, talking with less rhetoric, about simple human being who compose, one by one and all together. There is no worse trick than that which tricks yourself. And this is how we are living. I have nothing more to say. Or yes, only a word to ask for an instance of silence. The farmer from Florença ended up climbing the tower of the church once more, to ring the bell. Listen to him, please.

Introdução A produção agropastoril é responsável por uma grande parcela do PIB brasileiro, cerca de R$192 bilhões em 2011 (IBGE, 2012). Comumente o desenvolvimento desse setor e a conservação do meio ambiente são colocados em posições antagônicas. Um exemplo foi a extensa discussão sobre o Código Florestal brasileiro, a qual era dividida entre bancadas ruralistas e conservacionistas defendendo diferentes interesses (METZGER et al., 2010; SBPC, 2011; SPAROVEK et al., 2011; STOKSTAD, 2011; TOLLEFSON, 2011; NAZARENO, 2012). Contudo o meio ambiente é fonte de diversos serviços ambientais responsáveis por suportar a produção agropastoril maciça e a subsistência em geral. São exemplos disso o fornecimento de água bruta, manutenção temperatura e umidade, polinização, matérias primas diversas, entre outros (COSTANZA et al., 1997). Esses serviços são produtos naturais gerados na interação da biota entre si e entre o meio em que estão. Essas interações são complexas, principalmente nos trópicos, onde a biodiversidade e energia são maiores (CHIARAVALLOTI; VALLADARES-PÁ- DUA, 2011). A procura por equilíbrio entre a produção/ deposição e manutenção do meio ambiente gerou o termo “Desenvolvimento Sustentável” em 1983, no Relatório Brundtland. Desde então, organizações ao INTERAÇÕES, Campo Grande, v. 15, n. 2, p. 373-382, jul./dez. 2014. 374 Andrea Santos Garcia; Luiz Carlos Acorci Filho; Sergio Desimone Garcia redor do mundo, de pequenas entidades ao Banco Mundial, adotaram o conceito “Sustentabilidade” para marcar uma nova fi losofi a de desenvolvimento. A sustentabilidade leva em consideração o desenvolvimento social, econômico e ambiental em longo prazo. Para ser sustentável, a atividade deve ser economicamente efi ciente, socialmente includente e ecologicamente equilibrada (GOODLAND, 1995). O planejamento deve ser a base para a tomada de decisão quando o objetivo é a efi - ciência de desenvolvimento socioeconômico. Apesar de ser o alicerce para uma decisão de cunho sustentável, esse conceito não vem, necessariamente, sendo ligado à esfera ambiental (DELALIBERA et al., 2008). Uma base fundamental para o planejamento é o conhecimento territorial aliado às hipóteses de situações futuras. A degradação ambiental está diretamente ligada aos interesses políticos e econômicos que determinam e orientam a ocupação do território. Assim, a sustentabilidade de uma área é ligada ao contexto social, econômico e ambiental e deve ser vista pelo aspecto espacial e temporal. O avanço das tecnologias de sensoriamento remoto tem facilitado o planejamento e gerenciamento dessas informações. Essas tecnologias conferem certa facilidade, rapidez e razoável precisão na comparação de cenários (PARANHOS FILHO et al., 2008). Um tomador de decisão, ou stakeholder, precisa organizar a sua gama de opções de acordo com os benefícios e custos econômicos, sociais e ambientais que cada um pode trazer. A análise pode ser apresentada em distintas perspectivas (do usuário, da efi ciência, fi scal, distributiva ou ecológica), cada uma delas revelando os perdedores e os benefi ciários, e as preferências do stakeholder. A partir de um ordenamento, as comparações entre situações futuras se tornam mais racionais (MORAES, 2008). O principal objetivo deste estudo foi analisar a evolução da paisagem na Área de Preservação Ambiental Guariroba e seus efeitos ecológicos, econômicos e sociais. Dessa maneira, foi elaborado um método de análise lógico, de baixo custo e fácil replicação. Este estudo pode auxiliar nas tomadas de decisões para outras áreas além da APA Guariroba. Materiais e métodos Área de estudo A APA Guariroba está situada integralmente no município de Campo Grande, Mato Grosso do Sul, a sudeste do perímetro urbano e cerca de 35 km do centro da cidade (Figura 1). Com área total aproximada de 36.190 hectares, foi instituída pelo Poder Público Municipal através do Decreto n. 7.183, de 21 de setembro de 1995. A APA Guariroba teve sua criação vinculada à necessidade de recuperação e conservação do principal sistema produtor de água bruta para abastecimento público de Campo Grande. A paisagem da APA é caracterizada por formações de Cerrado. As fi tofi sionomias que mais se destacam são cerradão, cerrado denso e áreas úmidas. Campo/pastagem é a formação mais representativa, sendo encontrado também fl orestas plantadas (eucalipto) e atividades de aquicultura. As características da área aqui citadas são encontradas no Plano de Manejo APA do Guariroba (CAMPO GRANDE, 2007). O clima predominante na região, conforme a classifi cação de Köppen é do tipo Aw. Este é defi nido como Clima quente e úmido com chuvas de verão, tendo como característica a ocorrência de 4 a 5 meses secos e temperatura do mês mais frio superior a 18º C. O período entre outubro e março confi gura a estação úmida local, sendo entre novembro e janeiro os meses mais chuvosos. Já o período considerado mais seco é entre junho e agosto, quando as taxas são habitualmente inferiores a 50 mm. A APA Guariroba é dominada por sucessão de Neossolo Quartzarênico (Areia Quartzosa). Restrito a porção inferior das vertentes (em associação a áreas de ocorrência de basaltos), é encontrado Latossolo Vermelho (típico ou distroférrico), de textura média a muito argilosa. Os solos da APA apresentam forte limitação ao uso agrícola intensivo, devido principalmente às extensas e contínuas áreas muito arenosas. Solos arenosos, em um perfi l com espessura de 2 metros, apresentam baixa capacidade de retenção de água (em torno de 100 mm de água disponível). Outro fator limitante é o caráter distrófi co do solo, isto é, são solos quimicamente pobres, que exigem, para sua utilização, uma fertilização intensiva, corretiva e de manutenção. Integrando ecologia, economia e geotecnologia em tomadas de decisão 375 Análise ambiental Para caracterizar e avaliar a ocupação da paisagem estudada, foram utilizadas ferramentas de geoprocessamento as quais possibilitam comparações da paisagem entre períodos distintos. Para tal, foram utilizadas imagens de satélite Landsat-5, sensor TM (Thematic Mapper), dos anos de 1984 e 2011 na composição RGB 432. As imagens foram georreferenciadas e as áreas de interesse recortadas com o auxílio do software ArcGis. A base de corte (shapes) utilizada e todos os dados de relevo e cobertura de solo foram fornecidos pela Prefeitura Municipal de Campo Grande. A classifi cação do uso de solo foi feita no software Multispec, o qual é disponibilizado gratuitamente. O tipo de classifi cação utilizada foi a supervisionada. Esse tipo de classifi cação é baseado em algoritmos que reconhecem padrões espectrais na imagem. O analista fornece amostras na área de treinamento (treinador), a partir das quais são determinados valores e variabilidade para cada banda e classe. Nesse estudo foi utilizado o algoritmo Extraction and Classification of Homogeneous Objects (ECHO) classifier. Esse algoritmo combina características espectrais e espaciais/ texturais. Para avaliar o mapeamento temático estatisticamente, utilizamos o coefi ciente kappa extraído da matriz de erro (LU et al., 2004). A legenda adotada inclui as seguintes classes de uso e cobertura do solo: cerrado fl orestado, mata ciliar, silvicultura, pastagem, pastagem em degradação, pastagem degradada, solo exposto, corpos d’água e nuvens (Figura 2). Os mapas de uso e cobertura resultantes passaram por inspeção visual e comparação com as composições coloridas. Sob a ótica privada, a análise de custobenefício busca maximizar os lucros, com base nos preços de mercado. Do ponto de vista da sociedade, a efi ciência de um projeto, ação ou política deve considerar outros elementos (os efeitos externos gerados pelo projeto ou política, sejam eles negativos ou positivos), e os preços de mercado são corrigidos de todas as distorções que alteram seu valor real (MORAES, 2008). Portanto um projeto ou política é aceito se: [B-C] > 0 onde, B = benefícios do projeto ou política (incluindo benefícios ambientais), e C = custos do projeto ou política (incluindo custos ambientais). Para comparar os usos de solo (naturais e antrópicos) na ACB foi calculado o valor de cada hectare baseado na lucratividade de cada atividade. O parâmetro social foi baseado em um comparativo entre empregos oferecidos diretamente, enquanto os ambientais, no nível de perturbação causada dentro da área de estudo. Para evitar shadow prices e mascarar valores de custos e benefícios calculados para cada item optou-se obter os valores diretamente com técnicos agrônomos e proprietários rurais com atividades em desenvolvimento na área de estudo (HESS et al., 1980). O Sistema de Produção oferecido pela EMBRAPA foi usado para certifi car as proporções entre os valores obtidos (http:// sistemasdeproducao.cnptia.embrapa.br/). Com base nas entrevistas foi elaborada uma tabela com as atividades desenvolvidas no local e seus valores de (1) Custo, (2) Receita bruta, (3) Índice de lucratividade, (4) Risco de investimento, (5) Tempo de retorno médio (Payback), (6) empregos gerados diretamente e (7) Impacto ambiental. É importante destacar que o quadro foi elaborado para um hectare de área produtiva para facilitar a comparação entre atividades. Os valores dos ecossistemas naturais são baseados na mensuração de valores monetários utilizados na valoração de serviços ambientais fornecidos por essas áreas. Valores de serviços ecossistêmicos podem ser defi nidos como o valor total dos serviços e produtos ecossistêmicos providos por diferentes tipos de ecossistemas (MARTINEZ et al., 2009). Segundo Costanza et al. (1997), há muitas maneiras de se valorar serviços ambientais, tanto direta como indiretamente. Os mais comuns são aqueles que estimam um valor que a sociedade está disposta a pagar, que calcula o valor marginal dos serviços e os que transferem valores. Cada um deles possui seus prós e contras, e, apesar dos avanços nessa área de estudo, ainda há muitas incertezas e confusões. Boyd e Banzhaf (2006) sugerem uma unifi cação dos conceitos e métodos relacionados à valoração dos serviços ambientais e apresentam outra defi nição: serviços ambientais são componentes da natureza, diretamente aproveitáveis, consumidos ou usados para produzir bem-estar para a população. Em outras palavras, são serviços fi nais da natureza. Para estimar os valores dos serviços ambientais da APA Guariroba, como sugerido por Boyd e Banzhaf (2006), foi utilizado um serviço fi nal – produção de água bruta. É importante salientar que esse estudo tem o objetivo de fornecer um valor mínimo para comparação. O cálculo foi baseado no volume de água captado pela empresa concessionária Águas Guariroba em 2007, cerca de 38.833.080 m3 (CAMPO GRANDE, 2007), e a tarifa Social de consumo (o menor valor entre as tarifas), R$1,22/m3 (CAMPO GRANDE, 2011). A partir dessas duas variáveis, foram descontados 80% do valor monetário total – relativo a custos, como recomenda De Groot et al. (2002). A área de estudo possui diferentes formações naturais e antropizadas com INTERAÇÕES, Campo Grande, v. 15, n. 2, p. 373-382, jul./dez. 2014. Integrando ecologia, economia e geotecnologia em tomadas de decisão 377 diferentes pesos na produção de água, os quais necessitam ser embutidos no cálculo do valor dessas áreas. Como estudos realizados no Cerrado ou Savanas são raros, foram utilizado dois trabalhos realizado por Costanza para ponderar sobre esses pesos - uma revisão mundial (COSTANZA et al., 1997) e um trabalho muito detalhado para o estado de New Jersey/EUA (COSTANZA et al., 2006). Os trabalhos foram adaptados para a realidade da APA Guariroba em quatro passos: (1) somaram-se os valores obtidos por Costanza et al. (2006) para as classes que eram encontradas na APA (“Floresta”, “Mata ciliar”, “Áreas úmidas”, e “Cursos de água”) obtendo-se um total. Segundo Costanza et al. (1997), pastagens ou solo exposto não contribuem na produção de água, logo essas classes de cobertura de solo não entraram no cálculo; (2) foi calculado o valor de importância (porcentagem) para cada uma das classes “Floresta”, “Mata ciliar”, “Áreas úmidas”, e “Cursos de água” a partir dos valores parciais e totais apresentados pelos autores; (2) dividiu-se o valor monetário arrecadado pela empresa concessionária com a captação de água por cada valor de importância, obtendo-se o valor monetário de cada classe (“Floresta”, “Mata ciliar”, “Áreas úmidas”, e “Cursos de água”); (3) como na classifi cação realizada não foi feita a diferenciação entre “Mata ciliar” e “Área úmida”, a área de “Mata ciliar” foi divida em duas – observações de campo suportam essa estratégia; (4) com esses valores mais os valores de áreas obtidos para 1984 e 2011, foram calculados os valores monetários por hectare para diferentes coberturas de solo. Resultados e discussão A classifi cação automática supervisionada foi uma ferramenta que apresentou bons resultados para avaliar o uso de solo. Foi possível diferenciar várias classes de uso, inclusive classes bem semelhantes como formações fl orestais. O índice Kappa para ambos os anos foram altos, em torno de 94% e 98%, e suas variâncias baixas, comprovando a efi ciência do método utilizado (Tabela 1 e 2). Logo estas foram somadas para realizar as análises quantitativas dessas classes (Tabela 3). O avanço das áreas pastoris sobre as áreas de vegetação nativa foi majoritariamente anterior a 1984. Entre 1984 e 2011, a área passou por uma reconfi guração espacial, muitos fragmentos encontrados na APA hoje são de vegetação nativa secundária. Esses dados contrapõem os resultados de Dias (2005), o qual conclui que a área foi majoritariamente desmatada entre 1985 e 1995. É notável que, na imagem de 1984, as áreas de pastagem em fase de degradação estão concentradas adjacentes aos cursos de água. Essa configuração pode indicar que a ocupação da área foi feita através do desmatamento da Mata ciliar. Apesar de não haver uma diferença signifi cativa entre 1984 (1059,48 ha) e 2011 (985,41 ha), em 2011 há uma melhor distribuição da Mata Ciliar na APA Guariroba (Tabela 3). Os cálculos das feições da paisagem indicam que em 1984 a matriz da paisagem era constituída de pastagem – 57,21% da área total. Enquanto a área de vegetação nativa compunha 18,71% da área total da APA Guariroba. As fl orestas nativas tiveram uma queda suave entre esses 27 anos – quase 3% da área total da APA. Houve o surgimento de plantações de eucalipto em antigas áreas de pastagem – cerca de 3,5%. A área de pastagem apresentou uma grande queda entre os anos de 1984 e 2011 – 22,33% da área total da APA. Essa área foi substituída por pastagem em diferentes estágios de degradação e solo exposto – aumento de 21,74%. Pelas próprias características do solo, a cobertura vegetal é frágil, sendo facilitado o processo de erosão laminar e o consequente assoreamento de corpos de água e nascentes (CAMPO GRANDE, 2007). É importante destacar que a mata ciliar é muito importante no combate ao assoreamento de cursos de água, mas essa última barreira não pode ser a única, e sim fazer parte de um conjunto de técnicas específi cas para cada área. As três atividades econômicas recomendadas para a APA são encontradas na área hoje (Tabela 4). O índice de lucratividade média entre as atividades foi em torno de 15%. O cultivo de eucalipto apresentou o maior percentual de lucratividade, porém um tempo de retorno e custo muito altos. A piscicultura apresentou lucratividade média e o menor tempo de retorno, porém o risco de investimento é o mais alto. A pecuária possui um baixo custo e risco de investimento, mas o menor índice de lucratividade, sendo a atividade mais comum na APA Guariroba. Apesar de a cultura de eucalipto ser um ambiente favorável para muitos organismos, este sofre alterações dramáticas na fase entre colheita e nova plantação (VACCA et al., 2000; DIAS JUNIOR et al., 2005). O processo erosivo mostra-se intenso e extensivo em áreas de pecuária (PIMENTEL et al., 1995). Em áreas de eucalipto as taxas erosivas se assemelham àquelas encontradas em áreas de vegetação natural, contudo estudos relacionados aos estágios iniciais e de corte das fl orestas plantadas ainda são escassos (SILVA et al., 2011; SALGADO; MAGALHÃES JÚNIOR, 2006). A engorda de gado de corte gera um emprego direto, enquanto a piscicultura gera três, e o eucalipto, cinco empregos. É importante salientar que na piscicultura há a necessidade de no mínimo uma pessoa qualifi cada para manejar a fase reprodutiva. No cultivo de eucalipto, são necessários operadores de máquinas e um especialista para fazer todo o planejamento das atividades. Essas duas atividades ainda apresentam um aumento signifi cativo no número de empregos gerados no campo de acordo com o aumento da área de produção, o mesmo não ocorre na pecuária. É muito importante lembrar que a Tabela 4 foi elaborada com base em uma área de um hectare, o que não condiz com a realidade de produção das áreas. Enquanto projetos de piscicultura têm menos do que 10 ha, projetos de eucaliptos e pecuária são compostos por mais de 100 ha. Os valores obtidos no cálculo do valor de áreas de formações naturais da APA Guariroba são mostrados na tabela 5. A maior importância da Mata Ciliar e Áreas Úmidas aliadas às suas distribuições restritas tornam essas áreas mais valiosas, R$10.555,86 ha-1ano-1 e R$ 6.378,90 ha-1ano-1 respectivamente. A oferta de quase cinco vezes mais Floresta e seu baixo valor de importância na produção de água fazem com que seu valor seja muito mais baixo, R$ 5,23 ha-1ano-1. O abastecimento de água em Campo Grande ainda gera ao redor de 500 empregos diretos e conserva o meio ambiente. Pagamentos por serviços ambientais são uma forma de incentivar proprietários a manter ou aumentar áreas conservadas. Essa estratégia mostra-se necessária, já que há a necessidade de suprir o custo de oportunidade. No caso de serviços ambientais, toda a população e governo são benefi ciados. É muito importante salientar que estudos específi cos sobre valoração de ecossistemas sejam feitos para delimitar os valores mais corretos quanto possível. Os valores aqui gerados são apenas estimativas adaptadas de outros ecossistemas, com diferentes formações e dinâmicas ecológicas. Conclusão O software Multispec atendeu às necessidades deste estudo e é recomendado para outros trabalhos acadêmicos ou não acadêmicos. Sua manipulação é fácil, e sua interface, amigável, sendo de grande valia para operadores iniciantes. O método de análise INTERAÇÕES, Campo Grande, v. 15, n. 2, p. 373-382, jul./dez. 2014. Integrando ecologia, economia e geotecnologia em tomadas de decisão 381 econômico também foi muito satisfatório para alcançar os objetivos pré-estabelecidos. A Área de Preservação Ambiental do Córrego Guariroba passou por uma grande reconfiguração da paisagem entre 1984 e 2011. A cobertura vegetal nativa apresentou queda e as áreas cultivadas de eucalipto aumentaram. O dado que merece muita atenção é a enorme perda de áreas de pastagem, as quais evoluíram para solo em diferentes graus de degradação. A fi m de evitar a degradação do solo, é necessário fazer uma boa adequação das atividades para as características físicas e biológicas das áreas. Nos comparativos realizados neste trabalho está claro que os investimentos nas Áreas de Preservação Permanente conferem grandes benefícios socioeconômicos, além de serem de fundamental importância para a manutenção ambiental. O aumento das áreas naturais faz com que os preços delas diminuam, melhoraram os serviços ambientais fornecidos (reduzem assoreamento e aumentam a vazão). O equilíbrio entre as atividades econômicas e serviços ambientais são de fundamental importância para a sustentabilidade da área, e assim garantir benefícios econômicos, sociais e ambientais. Commonly the development of this sector and the conservation of the environment are placed in antagonistic positions. An example was the extensive discussion on the Brazilian Codigo Florestal, which was divided between wealthy landowners and conservationists defending different interests (METZGER et al.,2010; SBPC, 2011; SPAROVEK et al., 2011,; STOKSTAD, 2011: TOLLEFSON, 2011: NAZARENO, 2012). Nevertheless, the environment is a source to diverse ecological services responsible to support massive livestock production and subsistence in general. As examples of this the supply of raw water, maintenance of temperature and humidity, pollination, diverse prime materials, amongst others (COSTANZA et al., 1997). These services are natural products generated in the biotic interaction amongst itself and with the environment in which they are. These interactions are complex, principally in the tropics, where the biodiversity and energy are greater (CHIARAVALLOTI; VALLADARES-PÁ- DUA, 2011). The quest for equilibrium between the production/deposition and maintenance of the natural environment generated the term ‘sustainable development’ in 1983, in the Brundtland report. Since then, organisations around the world, from small entities to The World Bank, have adopted the concept ‘sustainability’ to mark a new philosophy in development. Sustainability brings into consideration social, economic and ecological development for the longterm. To be sustainable, the activity should be economically efficient, socially inclusive and ecologically balanced (GOODLAND, 1995). Planning should be the base for making decisions when the objective is efficiency of socioeconomic development. Despite being the foundation for a decision recommending sustainability, this concept doesn´t come, necessarily, being connected to the environmental sphere (DELALIBERA et al., 2008). A fundamental base for the planning is territorial knowledge allied with hypothetical future situations. Environmental degradation is directly connected to the political and economic interests which determine and orient the occupation of territory. In this way, the sustainability of an area is interwoven with a social, economic and ecological context and should be seen through spatial and temporal aspects. The advances of remote sensing technologies have facilitated planning and management of these informations. These technologies confera certain facility, speed and reasonable precision in comparing scenarios (PARANHOS FILHO et al,. 2008). The decisionmaker, or stakeholder, needs to organise their range of options in accordance with the economic, social and ecological benefits and costs which each of them might bring. The analysis can be presented in distinct perspectives (from the user, the efficiency, fiscally, distributively or ecologically), each one of them revealing the losers and the beneficiaries, and the preferences of the stakeholder. From an organisation, the comparisons between future situations become more rational (MORAES, 2008). The principle objective of this study was to analyse the evolution of landscape in the Area de Preservação Ambiental Guariroba and its ecological, economic and social effects. In this manner, a logical method of analysis was elaborated, at low cost and with easy replication. This study can support the making of decisions for other areas as well as the APA Guariroba(Area de Preservação Ambiental). Figura 1 – Localização da área de estudo Materials and Methods Study Area The APA Guariroba is integrally situated in the municipality of Campo Grande, Mato Grosso de Sul, in the southeast urban perimeter and around 35km from the centre of the city (f.1). With an area of approximately 36,190 hectares, it was instituted by the municipal public power through the decree#7,183 on the 21st of September, 1995. The APA Guariroba had its creation bound to the necessity to recuperate and conserve the principle system of production of untreated water for public supply to Campo Grande. The landscape of APA Guariroba is characterised by formations of Cerrado. The natural vegetation ecosystems which highlight are cerradão, dense cerrado and humid areas. Livestock is the most representative formation, also with planted eucalyptus forestland and aquicultural activities. The characteristics of this area cited are found in the management plan APA Guariroba (CAMPO GRANDE, 2007). The predominant climate of the region conforms to the classification of Köppen, which is the type Aw.East defined as hot and humid climate with summer rains, with characteristic occurrences of 4 to 5 dry months and the lowest temperatures above 18ºC. The period between October and March configures the local humid season, between November and January being the rainiest months. The driest period is considered between June and August, when the levels of precipitation are typically inferior to 50mm. The APA Guariroba is dominated by a succession of quartzeneic neosoil (aandy or arenic). Restricted to a portion inferior of the seams (in association the areas where basalt occurs), is found Red Latosoil (typical or distroferric) of a medium texture of mainly clay. The soils of APA present strong limitations to intensive agricultural usage, owing mainly to extensive and continuous areas which are very arenitic or sandy. Sandy soils, in a profile of 2m deep, present little capacity to retain water (around 100mm of available water). Another limiting factor is the dystrophic character of the soil, that is, they are chemically poor soils, which require for utilisation intensive and corrective fertilisation and maintenance. Ecological analysis To characterise and evaluate the occupation of the studied landscape, geoprocessing tools were used which make it possible to compare the landscape in distinct periods. For that, images, from satellite Landsat-5, sensor TM (Thematic Mapper), between the years 1984 and 2011 in composition RGB432, were used. The images were geo-referenced and the areas of interest were edited with the use of ArcGis software. The base cut utilised and all of the relevant relief data and soil cover were provided by the municipal prefecture of Campo Grande. The classification of soil use was completed with Multispec software, which is freely available. The type of classification used was supervised. This type of classification is based on algrhythms which recognise spectral standards in images. The analyst provides samples of the training area, from those that are determined values and variability for every band and class. In this study the algorhythm Extraction and Classification of Homogeneous Objects (ECHO) classifier.was used. This algorhythm combines spectral and spatial/textural characteristics. To evaluate the thematic mapping statistically, we used the Kappa co-efficient extracted ffrom the error matrix (LU et al, 2004). The legend adopted included the following classes of useage and coverage of soil: forested cerrado, ciliary forest, silviculture, pasture, pasture in degradation, degraded pasture, exposed soil, bodies of water and clouds (f2). The resulting maps of land usage and coverage were visually inspected and comparison with the colour compositions. f2 Examples of classes of soil use adopted Economic analyses In the cost-benefit analysis normally two options are considered: the financial or private and the economic or social. In the private option, the analysis cost benefit analysis tries to maximize profits with a base on prices in the free market. From the perspective of society, the efficiency of a project, action or policy should consider other elements (the external effects generated by the project or policy, whether they are negative or positive), and the prices of the market are corrected by all the distortions which alter their real value (MORAES, 2008). Accordingly, a project or policy is accredited thus: [B-C]>0 where, B=benefits of project or policy (including ecological benefits), and C=costs of project or policy (including ecological costs). To compare the usages of soil (natural and manmade) in cost benefit analyses the value of each hectare based on the profitability of each activity was calculated. The social parameter was based on a comparison directly offered jobs, while the ecological parameters, on the level of perturbation caused in the area studied. To avoid shadow prices and disguise the values of the costs and benefits calculated for each item the option to obtain the values directly with agronomic technicians and rural proprietors with activities in development in the area of study (HESS et al., 1980) The system of production offered by EMBRAPA was used to certify the proportions between the values obtained (http:// sistemasdeproducao.cnptia.embrapa.br/). On the basis of the interviews a table was elaborated with the local developed activities and their values of (1)cost, (2)gross income, (3)index of profitability, (4)risk of investment (5)time of average returns(payback), (6)jobs directly generated, (7)ecological impact. It is important to emphasise that the table was elaborated for one hectare of productive area to facilitate a comparison between activities. The values of the natural ecosystems are based on measurements of monetary values utilized in valuation of ecological services provided for these areas. Values of ecosystems´ services can be defined as the total value of services and ecosystems´ products provided by different types of ecosystems (MARTINEZ et al, 2009). According to Costanza et al.(1997), the are many ways to value environmental services, both directly and indirectly. The most regular are those which estimate a value which the society disposed to pay, which calculates the marginal services and of those which transfer values. Each one of them possesses their pros and contras, and, despite the advances in this area of study, there are still many uncertainties and confusions. Boyd and Banzhaf (2006) suggested a unification of concepts and methods relating to valuation of ecological services and present a different definition: Ecological services are components of nature, directly enjoyable, consumed and used to produce well-being for the population. In other words, they are final services of nature. To estimate the values of ecological services of APA Guariroba, as suggested by Boyd and Banzhaf (2006), a final service was utilized – production of natural water. It is important to emphasise this study has the objective to provide a minimum value by comparison. The calculation was based on the volume of water captured by the permitted company Aguas Guariroba in 2007, around 38,833,080 cubic metres (CAMPO GRANDE, 2007), and the social tariff of consumption (the lowest value amongst the tariffs), R$1.22 per cubic metre (CAMPO GRANDE, 2011). From these two variables, 80% was discounted from the total monetary value – relative to costs, as recommended by De Groot et al. (2002). The area of study possesses different natural formations and manmade with different weights in the production of water, of which need to be embedded in the value of these areas. As realized studies in Cerrado or Savannahs are rare, two pieces of work by Costanza were utilised to consider these weights – a global revision (COSTANZA et al,. 1997) and a very detailed study for the state of New Jersey, USA (COSTANZA et al., 2006). The work was adapted to the reality of APA Guariroba in five steps: (1) Adding the values obtained by Costanza et al.(2006) to the classes that were found in APA (“forest”, “ciliary forest”, “humid areas”, and “water courses”) starting with the partial values and totals presented by the authors; (2) The value of importance was calculated (percentage) for each of the classes “forest”, “ciliary forest”, “humid areas”, and “water courses” starting from the partial values and totals presented by the authors; (3) Dividing the monetary value collected by the permitted company from the capture of water for every value of importance, obtaining the monetary value for each class (“forest”, “ciliary forest”, “humid areas”, and “water courses”); (4) As the realized classificationdidn´t include a differentiation between “ciliary forest” and “humid area”, the area of “ciliary forest” was divided by two – field studies support this strategy; (5) With these added values the values obtained for 1984 and 2011 the monetary values were calculated per hectare for different soil cover. Results and discussion The supervised automatic classification was a tool that represented good results to evaluate landuse. It was possible to differentiate various classes of usage, including very similar classes with forested formations. The Kappa index for both years were high, around 94% and 98%, and their variances were low, proving the efficiency of the utilized method (table 1 and 2) Table 1 – Referred accuracy to the homogeneity of the samples and the confidence in the classification of the image from 1984. There was a slight confusion between the classes “pasture in degradion” and “exposed soil” in the year 1984 and an accentuated between “Pasture in degradation” and “Degraded Pasture” for the year 2011. These were then added to realise the quantitative analyses for these classes (Table 3). The advance of the pastoral areas into the areas of native vegetation was mostly before 1984. Between 1984 and 2011, the area went through a spatial reconfiguration, with many fragments found within the APA with secondary native vegetation. These datum contradict the results of Dias (2005), which concluded that the area was mostly deforested between 1985 and 1995. It is notable that, in the image from 1984, the areas of pasture in degtradation phase were concentrated adjacent to the water courses. This configuration could indicate that the occupation of the area was done following deforestation of the ciliary woodland. Despite not having a significant difference between 1984 (1059,48ha) and 2011 (985,41ha), in 2011 there is a better distribution of ciliary woodland within the APA Guariroba (f3). The calculations of the landscape features indicate that in 1984 the matrix of the landscape was constituted by pasture – 57.21% of the total area. While the area of native vegetation composed 18.71% of the total area of the APA Guariroba. The native forests had a slight fall in these 27 years – almost 3% of the total area of APA. There was a surge in eucalyptus plantations in old pasture areas – around 3.5%. The area of pasture presented a big fall between 1984 and 2011 – 22.33% of the total area. This area was substituted by pasture in different stages of degradation and exposed soil – augmented by 21.74%. With its own characteristics the soil, the vegetation cover is fragile, facilitating the process of laminar erosion and the consequent silting of water bodies and sources (CAMPO GRANDE, 2007). Its important to highlight that the ciliary woodland is very effective to combat silting of the water course, but this last barrier cannot be the only one, in this way it is part of an ensemble of specific techniques for every area. The three economic activities recommended for the APA are found in the area today (Table 4). The index of average profitability amongst the activities was around 15%. The cultivation of eucalyptus presented the greatest percentage of profitability, although the time to returns and costs are very high. Pisciculture presented a medium profitability and the least time to returns, although the risk of investment is highest. Livestock rearing possesses the a low cost and risk of investment, but there is a lower index of profitability, being the most common activity in the APA Guariroba. f3 – Themed maps constructed from images from 1984(A) and 2011(B). Although eucalyptus agriculture is ecologically favourable for many organisms, it suffers dramatic alterations at the phase between harvest and replantation (VACCA et al., 2000; DIAS JUNIOR et al., 2005) The erosive process shows itself to be intense and extensive in livestock rearing areas (PIMENTEL et al., 1995). In eucalyptus areas the rates of erosion are similar to those found in areas of natural vegetation, notwithstanding related studies at the initial stages and when cutting planted eucalyptus forestry are still scarce (SILVA et al., 2011; SALGADO; MAGALHÃES JUNIOR, 2006). The fattening of beef cattle generates a job directly, while pisciculture generates three, and the eucalyptus, five jobs. It is important to emphasise that in pisciculture there is a necessity at minimum a qualified person to manage the reproductive phase. In eucalyptus forestry, machine operators are necessary and a specialist to make all the plans for the activities. These two activities still present a significant augmentation in the number of jobs generated in the field in accordance with the area of production, which would not be the same with livestock. It is really important to remember that table 4 was elaborated based on an area of one hectare, which is not consistent with the reality of production in the areas. While projects in pisciculture take less than 10 hectares, projects with eucalyptus and livestock are composed of more than 100 hectares. The values obtained in the calculation of the values of areas with natural features in the APA Guariroba are shown in table 5.The most important is ciliary woodland and humid areas allied with their restricted distributions make these areas the most valuable, R$10,555.86ha-1year-1 and R$6,378.90 ha-1year-1, respectively. The offer of nearly five times more forest and its low value of importance in the production of water would make its value much lower, R$5.23 ha-1year-1. The water supply for Campo Grande even directly generates around five hundred jobs and preserves the natural environment. Payments for ecological services are a way to give incentives to proprietors in order to maintain or augment preserved areas. This strategy demonstrates itself necessary, as there is already a necessity to supply the cost of opportunity. In the case of ecological services, all the population and the government are beneficiaries. It is so important to emphasise specific studies on the valuation of ecosystems are made to delimit the values as correctly as possible. The values here generated are only estimative adapted from other ecosystems, with different features and ecological dynamics. Conclusion The software Multispec attended the necessities of this study and is recommended for other academic works or non-academic. Its manipulation is easy and its interface friendly, being of great value for initiates. The method of economic analysis was also satisfactory to reach the pre-established objectives. The Área de Preservação Ambiental do Córrego Guariroba has gone through a substantial landscape reconfiguration between 1984 and 2011. The native vegetation cover presented falls and the cultivated areas of eucalyptus increased. The data that merits a lot of attention is the enormous loss off pasture, those that have become soil in varying degrees of degradation. In trying to avoid degradation of the soil, it is necessary to make good, adequate activities for the physical and biological characteristics of the areas. The increase of natural areas would make their prices diminish, improve the ecological services provided (reduce silting and increase flowrates). The equilibrium between economic activities and ecological services are the fundamental importance for the sustainability of the area, and thus guarantee economic, social and ecological benefits.
