State aid is a form of state intervention used to promote a certain economic activity. State aid implies that certain economic sectors, regions or activities are treated more favourably than others. State aid thus distorts competition because it discriminates between companies that receive assistance and others that do not. Therefore, it presents a threat to the running of the internal market. The authors of the EC Treaty recognised this risk and set up a system which, while it is centred on the principle that State aid is incompatible with the common market, nevertheless accepts that the granting of such aid can be justified in exceptional circumstances.

Държавната помощ е форма на намеса на държавата с цел стимулиране на определена икономическа дейност. Чрез държавната помощ определени икономически сектори, райони и дейности са поставени в по-благоприятно положение в сравнение с останалите. В този смисъл, държавната помощ пречи на конкуренцията, защото се прави разлика между получаващите държавна помощ компании и другите, които не получават. Ето защо представлява заплаха за функционирането на вътрешния пазар. Авторите на договора за ЕО са осъзнали този риск и са създали система, която се основава на принципа, че държавната помощ е несъвместима с общия пазар, но въпреки това оправдава отпускането на такава помощ при изключителни условия. |

With stormwater inflow activated sludge is relocated increasingly from the aeration tank into the secondary settling tank. The secondary settling tank must then be able to store the sludge expelled from the aeration tank. For this a sufficiently large storage volume, an efficient sludge removal system and appropriately dimensioned sludge return facilities (e.g. pumps) are required.
With regard to the method of function one differentiates between horizontal and vertical flow secondary settling tanks. Circular and rectangular tanks are differentiated according to design. The settled and thickened sludge, so far as it does not flow automatically into the sludge hopper, is transported by blade or flight scrapers or is removed directly using suction facilities.

При постъпване на дъждовна вода се увеличава прехвърлянето на активна утайка от биобасейна към вторичния утаител. При такава ситуация вторичният утаител трябва да осигурява възможност за съхранение на постъпилата от биобасейна утайка. За това се изисква достатъчно голям обем за съхранение, ефективна система за отстраняване на утайката и подходящо оразмерени съоръжения за рециркулация на утайка (например помпи).
По отношение на начина на функциониране се различават хоризонтални и вертикални вторични утаители. Кръглите и правоъгълните утаители са проектирани по различен начин. Утаената и уплътнена утайка, доколкото не се стича автоматично в ямата за утайка, се транспортира чрез дънни или повърхностни калочистачи или директно се отстранява чрез смукателни съоръжения.

В годината на борба с бедността и социалната изолация МДРСРБ предлага проект „НЕ на Глада – ДА на Труда”. Това е национална младежка инициатива, целяща намаляване на младежката безработица сред ромите от селските райони чрез активното им включване в грижите по опазване на околната среда. Тя ще се проведе от 12 младежи на територията на община Етрополе. Групата ще си сътрудничи с ОУ „Хр. Ботев” в село Лопян и Държавно горско стопанство „Етрополе”. Проектът е насочен пряко към 50 ромски ученика от планинското село, но в него може да се включи всеки желаещ. Младежите си поставят за цел в реална обстановка и по неформален начин да повишат информираността на ромите за специфичните проблеми и нужди на гората. Ще им предадат практически знания и умения за извършване на основните лесокултурни дейности, които да им помогмат по-лесно да си намират работа в горския сектор, след завършване на основно образование. Конкретните дейности включват: теренни обиколки за опознаване на планината и гората, кампании за събиране и почистване на горски семена и плодове, посаждането им в горските разсадници на ДГС „Етрополе”, отглеждане на млади фиданки, реално залесяване на ерозионни планински терени и озеленяване на градското пространство. In the European Year for Combating Poverty and Social Exclusion, Youth Movement for Development of the Rural Areas in Bulgaria (YMDRAB) proposes a project entitled "NO to Poverty, YES to Labour". This is a national youth initiative aiming at reduction of youth unemployment among the Roma in rural areas through their active participation in environment protection activities. The initiative will be carried out by 12 young people within Etropole Municipality. The team will cooperate with Hristo Botev Secondary School in Lopyan Village and Etropole State Forestry Holding. The project is directly targeted at 50 Roma students from the mountain village. Nevertheless, anyone will be welcome to participate. The young people aim at raising the awareness of the Roma about the specific problems and needs of the forest in an informal way and in a real-world environment. The Roma will be taught practical knowledge and skills in carrying out basic forestry activities, which will help them to easily find jobs in the forestry sector once they have finished their secondary education. The specific activities include visiting forest areas in order to become better acquainted with the mountain and forest, campaigns for gathering and cleaning forest seeds and fruits, planting them in the forest nurseries of Etropole State Forestry Holding, growing of saplings, afforestation of eroded mountain areas and landscaping of the urban area. The total duration of the project will be eight months. |
