El Frente Polisario condenó hoy, en un comunicado, la posición hostil y antidemocrática del partido francés “Agrupación Nacional” con respecto al Sáhara Occidental donde “algunos miembros de este movimiento, como la diputada francesa Dominique Bilde, se comportan como una caja de resonancia haciéndose eco de la propaganda de los servicios especiales marroquíes.”


El proverbio árabe "Dime a quien frecuentas y te diré quién eres”, se aplica perfectamente a la alianza estratégica que existe entre el Makhzen y el antiguo Frente Nacional francés, convertido actualmente en Agrupación Nacional, especialmente cuando se trata de la lucha del pueblo saharaui por su derecho inalienable a la autodeterminación y a la independencia.


En breve, el Tribunal Europeo adoptará sus decisiones a raíz de los dos recursos presentados por el Movimiento de Liberación Nacional Saharaui, el Frente Polisario, contra la renovación de los acuerdos de asociación y de pesca entre la Unión Europea y el Reino de Marruecos, ampliadas de hecho al Sáhara Occidental en violación flagrante de las decisiones del TJUE de 2016 y 2018. Entonces se espera que el Tribunal Europeo reafirme sus decisiones anteriores en la materia.


También la perspectiva de decisiones idénticas a las anteriores, impulsa, desde ahora a Marruecos a apelar, como es habitual, a los representantes de la extrema derecha francesa en el Parlamento Europeo con el fin de empañar las pistas y difamar al único y legítimo representante del pueblo saharaui. Estas acusaciones sin fundamento, absurdas y ridículas serán creídas en lo que respecta a la ayuda humanitaria destinada los refugiados saharauis, atribuidas al Frente POLISARIO.


Algunos miembros de este movimiento, como la diputada francesa Dominique Bilde, se comportan como una caja de resonancia haciéndose eco de la propaganda de los servicios especiales marroquíes. Es sorprendente que den prioridad a este tipo de intervenciones en lugar de preocuparse por los intereses de sus electores y de los ciudadanos europeos.


La señora Bilde así como otros miembros del mismo grupo en el Parlamento Europeo también utilizan sitios electrónicos para transmitir este mismo discurso de propaganda.


En su comunicado, la Representación del Frente POLISARIO para Europa y la Unión Europea desmiente categóricamente todas estas afirmaciones y desea subrayar los siguientes puntos:


1. Marruecos y sus aliados de la extrema derecha francesa en el Parlamento Europeo se basan en un informe que la Oficina Europea de Lucha contra el Fraude (OLAF) habría preparado sobre la base de alegaciones de mala gestión de la ayuda humanitaria, en 2004. Este informe, que se remonta a más de 16 años, la propia Oficina no consideró útil publicarlo debido a los numerosos desequilibrios observados en su contenido y a la forma en que se había preparado. Solamente el notorio lobista pro-marroquí, el diputado francés Gilles Pargneaux lo había reclamado insistentemente. Este diputado, después de haberlo obtenido de manera incompleta, entregó esta versión a la AFP que lo publicó parcialmente en 2014.


Subrayamos que este informe se preparó sin que sus autores se acercaran “al escenario del supuesto desvío”, es decir, los campos de refugiados saharauis y sin presentar ninguna solicitud de visita para estos mismos campos. Los autores del informe se basaron exclusivamente en las alegaciones de personas que vivían en Marruecos pero que afirmaban haber vivido una vez en los campos de refugiados saharauis. Estos individuos estaban bajo la supervisión de los servicios de inteligencia marroquíes. ¡Prueba de gran objetividad!


Por otra parte, cabe recordar que el Frente Polisario nunca ha recibido ninguna contribución o apoyo financiero de la Unión Europea para fines humanitarios o de otro tipo. Así como que la dirección del Frente Polisario no interfiere en la distribución de la ayuda humanitaria, ya que esta misión es realizada exclusivamente por las organizaciones humanitarias saharauis y sus socios, como agencias internacionales y ONG.


2. Una de las principales causas de esta campaña llevada a cabo por el régimen marroquí en el Parlamento Europeo, es el llamamiento lanzado por el PMA y el ACNUR, el UNICEF y otras cinco organizaciones no gubernamentales internacionales el 19/04/2020. Para recaudar 15 millones de dólares de emergencia para hacer frente a la gran escasez de ayuda humanitaria en los campamentos de refugiados saharauis debido a la pandemia de la COVID-19. Llamamiento que no encaja con los objetivos de este régimen que desde el principio del exilio busca el hambre de los refugiados saharauis, utilizando esta presión como un medio político para debilitar la resistencia saharaui, romper la determinación de nuestro pueblo para obtener su derecho a la autodeterminación. Derecho negado por Marruecos a pesar de haberlo reconocido a principios de los 90s.


Asimismo, el PMA y el ACNUR a través de sus diferentes Misiones Conjuntas de Evaluación en 2007, 2011, 2014. 2016, han afirmado en numerosas ocasiones la credibilidad y la transparencia de la gestión de la ayuda humanitaria en los campamentos de refugiados saharauis y la existencia de mecanismos de seguimiento eficaces. Así, el ACNUR junto con varias organizaciones humanitarias y actores sobre el terreno, estimó en un informe de marzo de 2018 que el número de refugiados saharauis era de 173.600 personas.


3. Por su parte, la Comisión Europea ha invalidado estas afirmaciones, en particular a través de las palabras de la Comisaria encargada de los Presupuestos, Kristalina Georgieva, quien, durante un debate en la Comisión de Control presupuestario del Parlamento Europeo, el 24 de marzo de 2015, indicó que “las acusaciones de apropiación indebida de la ayuda humanitaria de la Unión Europea en los campamentos de refugiados saharauis de Tinduf son injustas”. En sus declaraciones del Sr. Claus Sorensen, antiguo Director General de Ayuda Humanitaria y Protección Civil (DG. ECHO), negó estas acusaciones en un discurso ante la Comisión de Control Presupuestario del Parlamento Europeo, el 14 de julio de 2015. Presentó las medidas de seguimiento y control adoptadas por la Comisión para la concesión de la ayuda europea, afirmando que “la operación se lleva a cabo desde 2003 con la elaboración de 36 informes de auditoría, de los cuales 8 se realizaron sobre el terreno en los campamentos saharauis”. Más recientemente, el Comisario responsable de la gestión de crisis Sr. Januz Lenarcic aportó, el 02 de julio de 2020, ante la Comisión de Desarrollo en el Parlamento Europeo para desmentir tajantemente las alegaciones marroquíes y las afirmaciones de los grupos de presión. Afirmó la transparencia y la eficacia de las medidas de seguimiento de la ayuda humanitaria europea concedida a los refugiados saharauis.


4. La actual campaña de desinformación recuerda a la realizada en 2002 por el Sr. Aymeric Chauprade, otro diputado de la Agrupación Nacional Francesa, que pretendía, en el contexto de los atentados del 11 de septiembre, etiquetar como terrorista al Frente POLISARIO llegando incluso a insinuar groseramente que Osama ben Laden se escondía en los campos de refugiados saharauis. Esto se asemeja mucho a las falacias de la señora Bilde de vincular la supuesta desviación de la ayuda humanitaria a la voluntad de compra de tanques blindados y de misiles por el Frente POLISARIO.


5. La legitimidad internacional de la resistencia del pueblo saharaui, la justicia de su causa y su lucha por su liberación y por su derecho a la libre determinación son el núcleo de los vínculos que unen al Frente POLISARIO y a Argelia. Esta habiendo tomado una posición constante a favor de todas las luchas de liberación nacional alrededor del mundo y no dudó en dar refugio a los civiles saharauis y ofrecerles una zona de protección cuando llegaron a su territorio, huyendo de los bombardeos con napalm y fósforo blanco de la aviación marroquí, armas prohibidas internacionalmente.


El Frente POLISARIO y el pueblo saharaui están eternamente agradecidos a Argelia y a su pueblo por su posición de principio, por su inmensa generosidad en apoyo a los refugiados saharauis y por su constante respeto de las decisiones y elecciones de las autoridades saharauis en la gestión de sus campos de refugiados.


6. El Frente Polisario, que lleva a cabo una lucha de liberación nacional propia desde mediados de 1970, con el objetivo único de garantizar al pueblo saharaui su derecho inalienable que le es debido y reconocido por el derecho internacional y en la Carta de las Naciones Unidas; expresa su agradecimiento a la Comisión Europea y a través de ella a los contribuyentes europeos por su importante ayuda humanitaria que contribuye al alivio del sufrimiento de un pueblo que ha sido privado de sus recursos naturales, dispersado y forzado al exilio mientras que aquellos que han resistido en las zonas ocupadas están sometidos al yugo de una implacable ocupación militar y de una horrible represión por parte de un Estado colonial que niega los Derechos Humanos más elementales.


El Frente POLISARIO reitera su compromiso total y su voluntad firme de seguir cooperando con todos los contribuyentes internacionales, incluidas las instituciones y organizaciones europeas, con la finalidad de consolidar y garantizar una gestión transparente, creíble y precisa de la ayuda humanitaria destinada a los refugiados saharauis.


El Frente POLISARIO aprovecha esta oportunidad para recordar, con fuerza e insistencia, que la mejor ayuda que puede aportar la Unión Europea es abstenerse de continuar su política de saqueo de los recursos naturales saharauis y que haga una contribución importante a la organización del referéndum de autodeterminación en el Sáhara Occidental y, en consecuencia, liberar una zona geográfica cercana a uno de los principales motivos de inestabilidad que puede arrojarla, de nuevo, al infierno de la escalada y de los enfrentamientos por razón de la intransigencia de Marruecos, apoyada por Estados europeos influyentes.

In a statement released today, the Frente Polisario (Polisario Front, from the Spanish abbreviation for “Popular Front for the Liberation of Saguia el-Hamra and Río de Oro”) condemned the hostile and antidemocratic position of the French political party Rassemblement National (National Rally) on Western Sahara through which “some members of this movement, such as the French representative Dominique Bilde, act as a sounding board echoing propaganda from the Moroccan intelligence agency.


The Arabic proverb “one is known by the company they keep” perfectly applies to the strategic alliance between the Makhzen (the governing institution in Morocco) and the French National Rally (previously known as the “National Front”), especially when discussing the Sahrawi people’s struggle for their inalienable rights to self-determination and independence.


The Court of Justice of the European Union (CJEU) will shortly deliver a ruling on the two appeals presented by the Movimiento de Liberación Nacional Saharaui (The Sahrawi National Liberation Movement), the Polisario Front, against the renewal of the cooperation and fishing agreements between the European Union and Kingdom of Morocco, which were arbitrarily broadened to include Western Sahara in a flagrant violation of the CJEU’s rulings in 2016 and 2018. Therefore, it is hoped that the European Court of Justice will reiterate its previous rulings on the matter.


Therefore, as is customary, the prospect of a repeat ruling has driven Morocco to appeal to the French representatives of the far right in the European Parliament with the aim of tarnishing the image and defaming the sole, legitimate representative of the Sahrawian people. These unsubstantiated, absurd and ridiculous accusations will be believed regarding the humanitarian aid designated for the Sahrawi refugees, attributed to the Polisario Front.


Some of the movement’s participants, such as the French representative Dominique Bilde, act as a sounding board echoing propaganda from the Moroccan intelligence agency. It is surprising that they prioritise this type of intervention instead of worrying about the interests of their constituents and of European citizens.


Ms. Bilde and other members of the same grouping in the European parliament all use the internet to spread their propaganda.


In their statement, the Representative of the Polisario Front for Europe and the European Union categorially denies all allegations and wishes to emphasise the following points:


1. Morocco and its allies in the French far right in the European Parliament base their information on a report that the European Anti-Fraud Office would have prepared on the back of alleged mismanagement of humanitarian aid in 2004. This report, which dates back 16 years, was not considered worthy of publication by the Office itself due to the numerous disparities that were discovered in its content and the way in which it had been prepared. Only the notorious pro-Moroccan lobbyist, the French representative Gilles Pargneaux, repeatedly insisted on its publication. Said member of parliament, after having obtained it in an incomplete form, delivered it to the National Rally who unfairly published it in 2014.


We stress that this report was produced without its authors visiting the “location of the alleged misuse”, the Sahrawi refugee camps, and without presenting a request to visit them. The authors of the report exclusively based their evidence on allegations from people who lived in Morocco but who claimed to have lived in the Sahrawi refugee camps. These individuals operated under the guidance of the Moroccan intelligence services, which is surely an undeniable proof of objectivity!



Moreover, it is important to note that the Polisario Front has never received any assistance or financial aid for humanitarian or any other purposes from the European Union. Likewise, the leadership of the Polisario Front does not interfere in the distribution of humanitarian aid, as this is exclusively carried out by Sahrawi humanitarian organisations and their partners, such as international agencies and NGOs.


2. One of the principal reasons for this campaign enacted by the Moroccan regime in the European Parliament is the appeal launched by the WFP (World Food Programme, a branch of the United Nations) and the UNHCR (United Nations High Commissioner for Refugees), UNICEF and a further five NGOs on April 19 this year, with the aim of raising $15 million in emergency funding to face the drastic shortage of humanitarian aid in the Sahrawi refugee camps due to the COVID-19 pandemic. This appeal does not align with the objectives of the Moroccan regime, which has, from the beginning of exile, attempted to provoke famine among the Sahrawi refugees, using this pressure as a political measure to weaken the Sahrawi resistance and to break the determination of our people to achieve their right to self-determination, a right that has been denied by Morocco despite having recognised it in the ‘90s.


Furthermore, the WFP and the UNHCR have confirmed the legitimacy and the transparency of the management of the humanitarian aid in the Sahrawi refugee camps on numerous occasions during their various Joint Assessment Admissions in 2007, 2011, 2014 and 2016, as well at the existence of effective monitoring systems. Such is the case that the UNHCR, together with various humanitarian organisations on Sahrawi soil, estimated that the number of Sahrawi refugees stood at 173,600 in a report from March 2018.


3. For its part, the European Commission has repudiated these claims, in particular through the Commissioner for the Budget and Human Resources, Kristalina Georgieva. During a debate in the European Parliament Committee on Budgetary Control on March 24, 2015, she indicated that “The accusations of misappropriation of the EU humanitarian aid to refugee camps in Tindouf are unfair”. In his declarations, Claus Sorensen, ex-director general of humanitarian aid and public protection (DG ECHO), refuted all accusations in a speech given to the European Parliament Committee on Budgetary Control on July 14, 2015. He presented the monitoring and control measures adopted by the European Parliament Committee for Humanitarian Aid, asserting that “the operation has been active since 2003 with the preparation of 36 audit reports, eight of which were carried out on the soil of the Sahrawi encampments”. More recently, on July 2, 2020, the European Commissioner for Crisis Management, Janez Lencarčič, made a contribution to the European Parliament Committee on Development to unequivocally disprove the Moroccan allegations and the claims made by pressure groups. He confirmed the transparency and efficiency of the measures for monitoring the European humanitarian aid granted to the Sahrawi refugees.


4. The current misinformation campaign is reminiscent of a similar one carried out in 2002 by Aymeric Chauprade, another representative from the French National Rally. In the context of the 9/11 terrorist attacks; he attempted to label the Polisario Front as terrorists, going so far as to churlishly insinuate that Osama Bin Laden was in hiding in the Sahrawi refugee camps. This mimics Ms. Bild and the falsehood she disseminated in linking the supposed misdirection of humanitarian aid to the Polisario Front’s desire to buy armoured tanks and missiles.


5. The international legitimacy of the Sahrawi people’s resistance, the justness of their cause, their fight for liberation and for their right to self-determination are at the core of the ties that bind the Polisario Front and Algeria. The latter has adopted a constant position in favour of all battles of national liberation around the world and did not doubt in offering refuge to Sahrawi civilians, offering them a safe space when they arrived on Algerian soil, fleeing from the bombing campaigns using internationally banned weapons, napalm and white phosphorous, carried out by Moroccan planes.


The Polisario Front and the Sahrawi people are eternally grateful to Algeria and its people for their principled position, for their immense generosity in supporting Sahrawi refugees and for their constant respect for the rulings and choices of the Sahrawi authorities in the management of their refugee camps.


6. The Polisario Front, which has carried out its own fight for national liberation since 1970 with the sole objective of guaranteeing for the Sahrawi people their inalienable right, owed to them and recognised by international law and in the UN Charter, expresses its thanks to the European Commission, and likewise to the European partners for their important humanitarian aid that contributes to relieving the suffering of a people who have been deprived of their natural resources, displaced and forced into exile, while those who have resisted in the occupied areas have been submitted to the yoke of a ruthless military occupation and horrific repression by a colonial state that withholds the most basic human rights.


The Polisario Front reiterates its complete commitment and strong determination to continue to cooperate with all international partners, including European institutions and organisations, with the aim of consolidating and guaranteeing the transparent, legitimate and precise management of the humanitarian aid destined for the Sahrawi refugees.

The Polisario Front would like to take advantage of this opportunity to remind everyone, strongly and insistently, that the best aid the European Union can provide is to abstain from its policy of looting Saharawi natural resources; it should also make a meaningful contribution to the organization of a referendum on self-determination in Western Sahara. As a consequence of this, it would liberate a geographic area that is right beside one of its principal causes of instability that could, once more, propel it into the inferno of military escalation and conflict due to the intransigence of Morocco, supported by influential European states.
