Source text - Indonesian Instalasi Pengolahan Lumpur Tinja (IPLT) adalah instalasi pengolahan air limbah yang dirancang hanya menerima dan mengolah lumpur tinja yang akan diangkut melalui mobil (truk tinja). Pengolahan lumpur tinja di IPLT merupakan pengolahan lanjutan karena lumpur tinja yang telah diolah di tangki septik, belum layak dibuang di media lingkungan (Oktarina dan Haki, 2013). Menurut Anggraini dkk (2014), jumlah IPLT di Indonesia adalah sekitar 134 buah yang tersebar di berbagai provinsi dengan kondisi yang beragam.
IPLT Keputih merupakan satu-satunya pengolahan lumpur tinja di Kota Surabaya di bawah Dinas Kebersihan dan Ruang Terbuka Hijau (DKRTH) yang didirikan pada tahun 1991 dengan kapasitas 400 m3/hari dengan kapasitas terisi 100 m3/hari. IPLT Keputih dirancang untuk menerima dan mengolah lumpur tinja yang diangkut menggunakan truk tinja (Dian dan Herumurti, 2016). Saat ini, IPLT Keputih memiliki 2 buah truk sedot untuk melayani penyedotan aset-aset milik pemerintah kota. Sementara itu, dalam hal penyedotan perorangan, IPLT Keputih bekerja sama dengan truk swasta (Anonim, 2018).
IPLT Keputih berkontribusi sebesar 0,084% dari total retribusi daerah. Dapat disimpulkan bahwa tingkat retribusi pengolahan tinja terhadap pendapatan retribusi total masih sangat kecil. Selain itu, besaran jumlah retribusi dari lumpur tinja eksisting juga menunjukkan partisipasi/kontribusi dari warga Surabaya dalam rangka mendukung terciptanya sanitasi yang baik, terlebih di dalam bidang air limbah.
Translation - English Sewage Treatment Plant (Instalasi Pengolahan Lumpur Tinja—IPLT) is a wastewater treatment plant designed to only receive and treat fecal sludge transported from fecal sludge trucks. Fecal sludge treatment in IPLT is an advanced treatment because fecal sludge from the septic tank is considered unfit to be dumped into environment (Oktarina and Haki, 2013). According to Anggraini et al (2014), the amount of IPLT in Indonesia is about 134 throughout the provinces with various condition.
IPLT Keputih is the only fecal treatment plant in Surabaya City, working under Agency of Sanitary and Green Open Space (Dinas Kebersihan dan Ruang Terbuka Hijau—DKRTH), built in 1991 with capacity of 400 m3/day and filled capacity of 100 m3/day. IPLT Keputih is designed to receive and treat fecal sludge transported through fecal sludge trucks (Dian and Herumurti, 2016). Currently, IPLT Keputih has two trucks that provides desludging for city government buildings. On the other hand, IPLT Keputih also work with private companies for civilian property desludging (Anonymous, 2018).
IPLT Keputih contributes about 0,084% to the total regional retribution. It can be concluded that the ratio of sewage treatment retribution towards total income of regional retribution is still very low. The scale of current retribution amount for existing sewage treatment also shows the participation/contribution rate from Surabaya citizen in supporting good sanitation, especially in wastewater management.
