Solel står än så länge för en liten andel av den svenska elproduktionen, men som Figur 4 visar har den ökat kraftigt de senaste åren. Med en fortsatt dubblering från år till år skulle den bidra med 10 TWh redan 2025. I likhet med vindkraft begränsas inte den tekniska potentialen för solel av solinstrålning utan av lokalisering och påverkan på elsystemet. Potentialen för solel på existerande tak i Sverige har i flera rapporter uppskattats till 40-50 TWh (Blomqvist & Unger, 2018) (Energimyndigheten, 2018b).
Solel har flera fördelar jämfört med andra energislag vad gäller lokalisering. Genom att den kan placeras där elen används, som bostäder och industrier, minskar överföringsförluster och behov av att bygga ut transmissions- och distributionskapacitet samt vägar och annan infrastruktur. Det gör inte minst att lokaliseringskonflikter undviks.
Tillförseln av solel har bra överenstämmelse med elanvändningen på dygnsbasis, eftersom den är hög på dagtid, men sämre på årsbasis, eftersom den är låg på vintern. Detta är i motsats till vindkraften och på så sätt kan solel och vindkraft komplettera varandra (Energimyndigheten, 2016a). På grund av den begränsade elproduktionen under vintertid lyfts ofta risker för effektbrist vid kraftigt utbyggd solel. Denna farhåga har dock visats vara onödigt stor. I en simulering av hur olika mängder solel påverkar risken för effektbrist framkommer att risken är ungefär lika stor vid 1 TWh solel som 25 TWh solel, vilket beror på Sveriges goda tillgång på vattenkraft samt sammankopplingen med andra länders elnät (Energimyndigheten, 2016b). Risken med en kraftig utbyggnad av solel är dock att nollpriser eller negativa priser uppstår på sommaren, vilket sker när produktionen överstiger användningen inklusive exportmöjligheten. När elsystemet har simulerats med 25 TWh solelproduktion uppstår ett stort antal timmar med nollpriser, framför allt i södra Sverige (Energimyndig heten, 2019c). Simuleringen har dock gjorts med nuvarande mönster för elanvändning och tar inte hänsyn till ny teknik som elbilsladdning, värmepumpar i fjärrvärmesystemet, vätgasproduktion eller efterfrågeflexibilitet.
Solel orsakar inga utsläpp av koldioxid under driftskedet, men ger upphov till miljöskador under tillverkningen. Kiselbaserade solceller, som är vanligast förekommande, består av en dopad halvledarkristall med kisel som bas. De produceras av mycket ren kisel som framställs från kiseldioxid i en energikrävande process. Även andra sällsynta material som koppar, silver och de dopningsmaterial som används i solcellerna framställs i energiintensiva processer. För koppar och silver krävs malmbrytning och metallproduktion som kan ge upphov till utsläpp av näringsämnen och tungmetaller i form av lakvatten från slagghögar (Energimyndigheten, 2016a). Det vanligaste alternativet till kiselbaserade solceller är tunnfilmssolceller, där en halvledare appliceras som en tunn film på glas, plast eller stål. Exempel på tunnfilmssolceller är CIGS (copper indium gallium selenide) och CdTe (cadmium tellur). Dessa metaller och halvmetaller är ovanliga och vissa är potentiellt toxiska (Energimyndigheten, 2016a). Produktion av tunnfilmssolceller är dock mindre energikrävande än kiselbaserade sol celler. Om solceller monteras på existerande byggnader, till exempel hustak, uppkommer ingen ytterligare miljöskada på grund av lokaliseringen.
För att minimera solcellers miljöpåverkan är det avgörande att hanteringen av uttjänta solceller fungerar och att avfallet återvinns. Eftersom solceller innehåller många farliga ämnen finns det stora risker med dålig avfallshantering (Energimyndigheten, 2016a). I ett framtida energisystem med betydligt fler solceller globalt ökar behovet av cirkuläritet. På grund av de sällsynta material som används finns det stora vinster både ekonomiskt och miljömässigt av att återvinna och återanvända material från solceller som är energikrävande att producera. För att undvika att solceller blir till avfall krävs metodutveckling för att återanvända och reparera solceller, till exempel utbildning av installatörer och utveckling av utbytbara komponenter (Energimyndigheten, 2016a).
Naturskyddsföreningen anser att solel bör spela en allt större roll i det framtida elsystemet och bidraget till 2040 uppskattas till 15 TWh. Potentialen är långt större än så och med större förändringar i elanvändningen skulle en högre siffra vara relevant. Allt eftersom solcellstekniken utvecklas och solceller kan sättas på fasader och i glas blir utmaningen med nollpriser mindre och ett större bidrag skulle möjliggöras.
Biobränslebaserade kraftvärmeverk
I ett kraftvärmeverk produceras el och värme samtidigt. Eftersom värmen tas tillvara blir verkningsgraden hög, jämfört med vid endast elproduktion. Framtidens kraftvärmeverk måste vara helt förnybara och drivas med hållbara biobränslen. Kraftvärmeverk kan vara ett bra komplement till variabel produktion i ett helt förnybart elsystem, eftersom de har möjlighet att producera el och värme under de kallaste effekttopparna. Eftersom både el och värme kan genereras genom andra processer, med mindre klimatpåverkan och utan att belasta de begränsade hållbara bioresurserna, kan dock kraft värmen komma att minska i framtiden.
Avfall utgör i dag en förhållandevis stor del av bränslet i kraftvärmeverken. Avfallet består av osorterat hushållsavfall, sorterade restfraktioner, plast från förpackningsinsamlingen, träavfall och importerade sopor, ofta i kombination med biobränslen. Det fossila kolinnehållet i det eldade avfallet beräknades år 2018 till cirka en tiondel av avfallets vikt (Statens offentliga utredningar, 2017). I ett förnybart energisystem är den fossila delen av avfallet noll, vilket förutsätter mer återvinning och hantering av den insamlade plasten men också en kraftigt minskad plastanvändning och ökad cirkuläritet i samhället.
Hur mycket kraftvärmeverk kan och bör bidra till den framtida el- och värmeproduktionen beror på avvägningar mellan andra användningsområden för den hållbara bioenergin och möjligheter att generera el och värme från andra källor. Tack vare de alternativ som finns för såväl el- som värmeproduktion minimeras kraftvärmeanvändningen i den här rapporten. Kraftvärmen används huvudsakligen för att komplettera övrig värmeproduktion som presenteras i nästa kapitel.
Potentialen för hållbar kraftvärmeproduktion till 2040 antas vara 3 TWh el och 9 TWh värme, med en biobränsleanvändning på 13,3 TWh. Med en installerad effekt på 1 000 MW el skulle kraftvärmeverken användas 3000 timmar per år, jäm fört med 3 300 för dagens kraftvärmeverk (Energimyndigheten, 2019a). Kraftvärmeverken antas ha en tillgänglighet på 90 procent och skulle kunna bidra med 900 MW till effekttoppen.
Lagring i fjärrvärmesystemet
Synergierna mellan el- och värmeproduktion skulle kunna bli ännu större i framtiden än vad de är i dag. Genom att använda överskottsproduktionen från framför allt sol- och vindkraft, tillsammans med storskaliga värmelager, kan resursanvändningen effektiviseras kraftigt. Utöver kraftvärmeproduktion kan värmepumpar av olika storlekar användas tillsammans med förnybar el, solvärme och storskaliga värmelager för att leverera hållbar värme året runt.
En möjlighet är att använda säsongslagrad solvärme i fjärrvärmenätet. På så sätt kan existerande infrastruktur användas samtidigt som de begränsade biobränsleresurserna används där de behövs mest. Sverige har varit ett föreg ångsland när det gäller solvärme i fjärrvärmesystemet och på 1990-talet byggdes anläggningar som var större än vad som byggts i något annat land (Värmemarknad Sverige, 2014). För att solvärmen ska kunna användas i fjärrvärmesystemet behöver lagret vara stort, eftersom stora lager har mindre procentuella värmeförluster än mindre. Säsongslagring av värme är därför främst aktuellt i stor skala, istället för i enskilda fastigheter. Utan säsongslagring kan solvärme stå för 10 till 30 procent av fjärrvärmen, men med säsongslagring kan den nå 100 procent (Nielsen & Sorensen, 2017). Danmark har tack vare en storsatsning på solvärme gjort att den redan i dag är utbredd i det danska fjärrvärmesystemet, med en installerad effekt på 947 MW solvärme (Solar district heating, 2019).
Potentialen för solvärme kan delvis uppskattas från hur stor andel av fjärrvärmen som används under sommarhalvåret. Som ett exempel användes 32 procent av den årliga värmeproduktionen under april till september 2013 i Uppsala (Uppsala kommun, 2015). Med säsongslagring kan en betydligt större andel än så vara möjlig. För att undvika ett för ambitiöst antagande antas solvärme kunna bidra med 20 procent av den svenska fjärrvärmen 2040. Med ett uppskattat behov på 39 TWh fjärrvärme skulle 8 TWh utgöras av solvärme.
Utöver solvärme skulle storskaliga värmelager kunna kombineras med industriella värmepumpar som samlar energin från berggrund, luft eller sjöar. Värme pumpar står i dag för 4,3 TWh av den svenska fjärrvärmen (Energimyndig heten, 2019a). Genom att använda överskottsel i systemet, när tillgången är hög och efterfrågan är låg, beräknas värmepumpar kunna öka till 9 TWh 2040. Det innebär en elanvändning på 3 TWh, eftersom resterande värme tas från omgivningen.
Ett resurseffektivt tillskott i fjärrvärmesystemen är spillvärme, som kan definieras som ”värme som har blivit över sedan en industriell process har blivit (termodynamiskt) optimerad” (Energimyndigheten, 2008). Spillvärmen kan komma från exempelvis industriella processer, datahallar och reningsverk. Även spillvärme från vätgasproduktion skulle kunna användas i ett framtida fjärrvärmesystem (IVA, 2019). Som ett exempel står spillvärme från en datahall i den finska kommunen Mäntsälä redan i dag för 80 procent av kommunens fjärrvärme (Smart Energy Transition, 2018). . Potentialen i Sverige har skattats så högt som till 21 TWh (IVA, 2019). I den här rapporten antas en ökning av 5 TWh elanvändning från datahallar till 2040 och av den energimängden kan en del återvinnas som energi genom spillvärme. Även vätgasproduktionen kommer öka kraftigt i systemet. Naturskyddsföreningen uppskattar den totala potentialen för industriell spillvärme i fjärrvärmen till 13 TWh 2040, jämfört med dagens 5 TWh. För att potentialen ska kunna realiseras kan krav behöva ställas på att datahallar och andra industrier lokaliseras i anslutning till existerande fjärrvärmesystem.
En viktig effektiviseringsåtgärd är att sänka temperaturen i fjärrvärmenätet. Lågtempererad fjärrvärme är mer energieffektiv än vanlig fjärrvärme och underlättar upptaget av spillvärme som inte håller tillräckligt hög temperatur. Bland annat genom att sänka temperaturen i fjärrvärmesystemet antas förlusterna kunna sänkas från dagens 13 procent till 10 procent (Energimyndigheten, 2019a).
Sammanfattningsvis antas 8 TWh solvärme, 9 TWh från värmepumpar (som använder 3 TWh el) och 13 TWh spillvärme bidra till
fjärrvärmesystemet 2040. Genom att utnyttja dessa resurser kan fjärrvärmesystemet bli helt förnybart och med en begränsad användning av biobränslen. En lägre andel bioenergi i fjärrvärmen minskar dessutom omvandlingsförlusterna.
Translation - English Solar power
Solar power currently contributes only a small share of the Swedish electricity generation, but as shown by Figure 4, it has grown substantially in the last few years. A continuing doubling from year-to-year would mean a contribution of 10 TWh as early as 2025. As with wind power, the potential contribution of solar power is not limited by the amount of sunshine, but rather by the location of the plants and the impact on the electricity system. The potential for solar power on roofs of existing buildings has in several reports been estimated at 40-50 TWh (Blomqvist & Unger, 2018
and Swedish Energy Agency, 2018b).
Solar power has several advantages over other energy sources in terms of location. By being able to install it where the electricity is consumed, for example in connection with housing or industries, transmission losses can be reduced and so can the need to develop the transmission and distribution capacity, including roads and other infrastructure. This also means that at the very least you can avoid location conflicts.
Electricity generation from solar power is compatible with electricity consumption over a 24-hour period since electricity generation is high during daytime hours. Compatibility is worse on a yearly basis due to low electricity generation in the winter. As the situation is the opposite for wind power, solar and wind power can therefore complement each other (Swedish Energy Agency, 2016a). Due to the limited electricity generation during the wintertime, concerns of a power shortage from large scale development of solar power are often expressed. However, this concern has been shown to have been exaggerated. In a simulation of how differing levels of solar power affect the risk of a power shortage it is established that the risk is very similar at 1 TWh of solar power as it is at 25 TWh. This is due to good access to hydro power in Sweden as well as the connection to the electricity systems of other countries (Swedish Energy Agency, 2016b). The risk rightly associated with a substantial development of solar power is that we get zero prices or even negative prices during the summer, which happens when the energy generated is higher than the consumption plus possible exports. When the electricity system was simulated to a solar output of 25 TWh this resulted in many hours with zero prices, particularly in southern Sweden (Swedish Energy Agency, 2019c). However, this simulation was designed using current electricity consumption patterns and does not consider new technology, for instance the charging of electric cars, heat pumps in the district heating system, hydrogen production or demand flexibility.
Solar power does not cause any emissions of carbon dioxide in its operation but does cause damage to the environment from its production. Silicon based solar cells, which are the most commonly occurring ones, consists of a doped semiconducting crystal based on silicon. They are produced from very pure silicon made from silicon dioxide in an energy-intensive process. Other materials used in the solar cells such as copper, silver, and the doping materials used, are also made using energy-intensive processes. To gain access to copper and silver, mining and metal production is required. This is leading to nutrient pollution and heavy metal leachate from slag heaps (Swedish Energy Agency, 2016a). The most common alternative to silicon based solar cells are Thin Film Solar Cells where a semiconductor is deposited as a thin film on a substrate made of glass, plastic, or steel. Examples of Thin Film Solar Cells are CIGS (Copper Indium Gallium Selenide) and CdTe (Cadmium Telluride). These metals and semi-metals are unusual, and some are potentially toxic (Swedish Energy Agency, 2016a). However, the production of Thin Film Solar Cells is less energy-intensive than silicon based solar cells. As long as solar cells are fitted on existing buildings, for example roofs, the location of the solar cells will cause no further environmental damage.
In order to minimise any negative impact on the environment, it is crucial that the handling of end-of-life solar cells functions properly, and that the waste is recycled. Since solar cells contain many dangerous substances, poor waste management involves significant risks (Swedish Energy Agency, 2016a). In a future energy system with a significantly higher number of solar cells globally, the need for circularity increases. Due to the rare materials used and the energy-intensive production process, there is a lot to be gained, both financially and environmentally, from recycling and reusing materials from solar cells. To avoid solar cells becoming waste, development is needed in the area of recycling and repairing of solar cells, for example training for installers and the development of replaceable components (Swedish Energy Agency, 2016a).
The Swedish Society for Nature Conservation considers that solar power should be playing an increasingly significant role in the electricity system of the future and estimate the contribution in 2040 at 15 TWh. The potential is significantly larger, and with more substantial changes in consumption patterns, a higher number would be relevant. As solar cell technology advances, enabling solar cells to be mounted on the outside of buildings or in glass, the challenge caused by zero prices reduces and a larger contribution is made possible.
Biofuel-based cogeneration plants
In a cogeneration plant, electricity and heat is generated at the same time. Compared to just electricity generation, the efficiency is high as the heat generated in the process is put to productive use. The cogeneration plant of the future must be completely renewable and run on sustainable biofuels. Cogeneration plants can be a good complement to the variability in a completely renewable electricity system since they can generate electricity and heat during the coldest and least favourable times. However, as both electricity and heat can be generated using other processes with less impact on the environment and renewable bio-resources, it is possible that there will be less cogeneration in the future.
Waste constitutes a significant share of the fuel in cogeneration plants today. The waste consists of unsorted household waste, sorted tails, plastics from packaging collections, waste wood, and imported waste, often in combination with biofuels. The carbon content of the waste being burned was in 2018 estimated to approximately a tenth of the weight of the waste (Official Reports of the Swedish Government (Statens Offentliga Utredningar), 2017). In a renewable energy system, the fossil share of the waste is zero. This is reliant on more recycling and handling of collected plastics, but also a drastically reduced usage of plastics and increased circularity generally.
The size of the contribution of cogeneration plants to the generation of electricity and heat in the future depends on considerations of other usage areas for renewable bioenergy, as well as the possibility of generating heat and electricity from other sources. Because of the alternatives available for the generation of both electricity and heating, the cogeneration usage is minimised in this report. Cogeneration is used mainly as a complement to other sources of heating that will be covered in the next chapter.
The potential of renewable cogeneration is estimated at 3 TWh of electricity and 9 TWh of heat, requiring 13.3 TWh of biofuel to run. With an installed capacity of 1,000 MW of electricity, the cogeneration plants would be used 3,000 hours per year versus 3,300 for the cogeneration plants of today (Swedish Energy Agency, 2019a). The cogeneration plants are estimated to have an availability of 90% and would contribute 900 MW at peak loading times.
Storage in the cogeneration system
The synergies between the generation of electricity and heat could in the future become even greater than they are today. By using solar and wind power surpluses, together with stored heat on a large scale, resource usage could be made significantly more efficient. Apart from cogeneration, heat pumps of different sizes together with renewable electricity, solar power, and stored heat can be used to deliver sustainable heating all year around.
One option is to use seasonality stored solar power in the district heating network. That way, existing infrastructure can be utilised and at the same time the limited biofuel-based resources are directed where they are needed most. Sweden has been pioneering in its use of solar power in district heating, and in the 1990’s bigger installations were built than in any other country. (Heat Market Sweden, [Värmemarknad Sverige], 2014). For solar power to be used in the district heating network, the size of the heat storage facility needs to be large as bigger storage facilities percentage wise experience less heat loss. Seasonality storage of heating is mostly relevant on a large scale, rather than individual properties. Without seasonality storage, solar heating can make up 10-30% of district heating, but with seasonality storage, it could reach 100% (Nielsen & Sorensen, 2017). Thanks to a large investment in solar power, use of solar is already widespread in the Danish district heating system with an installed solar capacity of 947 MW (Solar district heating, 2019).
The potential of solar power can partly be estimated from the share of the district heating used during the summer season. As an example, 32% of the annual heating production in Uppsala was in 2013 used in April. (Municipality of Uppsala, 2015). With seasonal storage, a much bigger share than that would be possible. In order to avoid an overcommitment, solar power is estimated to contribute 20% of the Swedish district heating by 2040. Out of an estimated 39 TWh district heating requirement, 8 TWh would be provided by solar power.
In addition to solar power, large scale storage heating could be combined with industrial heat pumps sourcing energy from the ground, air, or lakes. Today, heat pumps account for 4.3 TWh of the Swedish district heating (Swedish Energy Agency, 2019a). By using excess electricity in the system, when the supply is high and demand low, it is predicted that the heat pump contribution can increase to 9 TWh in 2040. This translates to an electricity consumption of 3 TWh as the remaining heat is taken from the surroundings.
Waste heat is a resource efficient addition to the district heating system, and often defined as “excess heating from an industrial process that has been (thermodynamically) optimised” (Swedish Energy Agency, 2008). The waste heat can for example come from industrial processes, data centres, and treatment plants. Even waste heat from the production of hydrogen could be used in a future district heating system (IVA, 2019). Waste heat from a data centre in the Finnish municipality Mäntsälä, to give just one example, already provides 80% of its district heating requirements (Smart Energy Transition, 2018). The Swedish potential has been estimated to be as high as 21 TWh (IVA, 2019). In this report, it has been estimated that electricity consumption from data centres will increase by 5 TWh by the year 2040. Some of this will be available to be recycled as energy in the form of waste heat. The hydrogen production will also increase its share of the energy system. The Swedish Nature Conservation Society estimates that industrial waste heat has the potential to grow from 5 TWh today to 13 TWh by 2040. For this potential to be realised, there may be a requirement for data centres and other industries to be located near existing district heating systems.
To lower the temperature in the district heating system is an important efficiency measure. Low temperature district heating is more energy efficient than the standard district heating and facilitates waste heat recovery where the waste heat temperature is not high enough. Lowering the temperature in the district heating among other measures is expected to reduce losses from 13% today to 10%.
In conclusion, the district heating system is by 2040 expected to receive contributions of 8 TWh from solar power, 9 TWh from heat pumps (using 3 TWh to run), and 13 TWh of waste heat. By exploiting these resources, the district heating system can with a limited use of biofuels become entirely renewable. A lower share of biofuels also reduces the conversion losses.
