1. 外籍高端人才

新政一、对外籍高层次人才、有重大突出贡献以及国家特别需要的外国人，经国家有关主管部门、省级人民政府或国家重点发展区域管理部门推荐，可向公安机关出入境管理部门申请在华永久居留。上述人员的外籍配偶和未成年子女可随同申请。
解读：按照原政策，杭州有永久居留推荐权的单位有3家：杭州的大江东产业集聚区（现归入杭州钱塘新区）、城西科创产业集聚区管委会、杭州高新技术产业开发区管委会。新政实施后，新增了4个推荐单位：杭州钱塘新区（含杭州经济技术开发区和大江东产业集聚区管委会）、杭州萧山经济技术开发区、杭州富阳经济技术开发区、杭州余杭经济技术开发区。
政策四、国内重点高等院校、科研院所和知名企业邀请的外国专家学者，以及设区的市级以上人民政府人才主管部门、科技创新主管部门认定的外籍高层次管理和专业技术人才，可向公安机关口岸签证部门申办口岸签证入境。入境后凭邀请单位的证明函件等材料，可向公安机关出入境管理部门申办有效期5年以内的多次签证或居留许可。
解读：原有政策要求在我驻外使领馆办妥签证后入境。新政扩大了口岸签证适用范围，还根据他们的事由，提供长期签证证件的便利。
政策八、在国内重点高等院校、科研院所和知名企业工作的外籍高层次人才，经工作单位和兼职单位同意并向公安机关出入境管理部门备案，可兼职创新创业。
解读：原有政策对外籍人才只能在一家单位工作。新政允许在国内重点高等学院、科研院所和知名企业工作的外籍高层次兼职创新创业。

2. 长期在华工作人员

政策二、在中国境内工作的外国人，连续工作满4年、每年实际居住不少于6个月，工资性年收入不低于上一年度所在地区城镇在岗职工平均工资的六倍，年缴纳个人所得税不低于工资性年收入标准的20%，可向公安机关出入境管理部门申请在华永久居留。其外籍配偶和未成年子女可随同申请。
解读：比对原有政策，申请标准中工资性年收入不低于上年度职工平均工资由8倍降至6倍，相应要求纳税额度同时降低。
政策七、中国境内企事业单位聘雇的外国人，已办妥工作许可、来不及出境办理工作签证的，可凭工作许可等材料向公安机关出入境管理部门申办工作类居留许可；对已连续两次办理1年以上工作类居留许可且无违法违规行为的，第三次申请工作类居留许可，可向公安机关出入境管理部门按规定申办有效期5年的工作类居留许可。
解读：原有政策对高层次人才、外籍华人，才可以办理5年工作类居留许可。新政对在杭州稳定工作，且遵纪守法、信誉优良的外籍人员提供长期居留的便利，还简化了办理工作类居留许可的程序。

3. 外籍华人

政策三、在中国境内工作的外籍华人，具有博士研究生学历或在国家重点发展区域连续工作满4年、每年实际居住不少于6个月，可向公安机关出入境管理部门申请在华永久居留。其外籍配偶和未成年子女可随同申请。
解读：比对原有政策，在杭工作具有博士研究生学历的外籍华人申请永久居留，其外籍配偶和未成年子女可随同申请。

4. 优秀外国留学生和外籍学生

政策九、在国内重点高等院校获得本科以上学历的外国优秀留学生，毕业后在中国从事创新创业活动的，可凭高校毕业证书和创新创业等证明材料，向公安机关出入境管理部门申办有效期2至5年的居留许可。
政策十、在国际知名高校毕业的外国学生，毕业后2年内来中国创新创业的，可凭学历（学位）等证明材料，向公安机关出入境管理部门申办有效期2年以内的居留许可。
解读：政策九、十是针对外国留学生创新创业的条款。按照原政策，外国留学生要有2年以上工作经历，才能来华工作。新政突破了这一限制，支持国内重点高等学院外国留学生、国际知名高校外国学生毕业后，直接在浙江创新创业。
政策十一、国内知名企业和事业单位邀请来中国实习的境外高校外国学生，凭邀请单位函件和高校就读证明等材料，可向公安机关出入境管理部门申办有效期1年的签证进行实习活动。根据政府间协议来华实习的境外高校外国学生，可按规定申办工作类居留许可。
解读：在原有政策基础上，境外来杭的外籍学生申请实习签证手续更为简便。

5. 创新创业团队

政策五、国内重点发展领域、行业引进的外籍人才和创新创业团队成员，可凭工作许可和单位函件等材料，向公安机关出入境管理部门申办有效期5年以内的居留许可。创新创业团队外籍成员，也可凭团队负责人担保函件办理有效期5年以内的居留许可。
解读：原来没有专门针对国内发展重点领域、行业引进的外籍人才和创业创新团队成员的相关政策。新政专门为上述领域相关企业引进的外籍人才提供停居留便利。
政策六、有重大突出贡献以及国家特别需要的外国人，可推荐其带领的工作团队外籍成员和科研辅助人员，向公安机关出入境管理部门申办有效期5年以内的长期签证或居留许可。
解读：按照原政策，有重大突出贡献以及国家特别需要的外国人带领的团队成员和科研辅助人员要提供事由证明材料，才能取得相应的签证证件。新政赋予了有重大突出贡献以及国家特别需要的外国人推荐权，为外籍高层次人才团队成员和科研辅助人员提供居留便利。

1. Foreigners high-level talent

Policy 1. Foreigners with high-level talents, with outstanding contributions, which the state specially needs and whom received the recommendation of relevant state authorities, provincial people's governments or national key development regional administrative departments may apply for permanent residence in China from the entry-exit administration of public security organs. Their accompanying spouse and underage children may also apply for permanent residency.
Interpretation: According to the original policy, there are only three units with the right to recommend permanent residency: the Dajiangdong Industrial Agglomeration Zone in Hangzhou (now classified as Qiantang New Area in Hangzhou), the Management Committee of Chengxi Creative Industrial Agglomeration Zone, and the Management Committee of Hangzhou High-tech Industrial Development Zone. With the implementation of the new policy, four additional units have the possibility to recommend permanent residency: Hangzhou Qiantang New Area (including Hangzhou Economic and Technological Development Zone and the Administrative Committee of Dajiangdong Industrial Agglomeration Zone Hangzhou Xiaoshan Economic and Technological Development Zone, Hangzhou Fuyang Economic and Technological Development Zone and Hangzhou Yuhang Economic and Technological Development Zone.

Policy 4. Foreign professionals and scholars invited by key domestic institutions of higher learning, scientific research institutes and well-known enterprises, as well as high level management and professional, and technical personnel that have been recognized by the competent scientific and technological innovation departments of the people's governments at or above the municipal level may apply for visa on arrival from the port visa administration office of the public security organs. After entering the country, a multiple entry visa or residence permit with a validity of up to 5 years may be applied from the entry-exit administration departments of public security organs on the basis of certificates and letters from the inviting units.
Interpretation: The original policy requires the completion of the visa by the local embassy or consulate before entering China. Policy 8. Foreign high-level talents working in key domestic institutions of higher learning, research institutes and well-known enterprises shall be approved by the work unit and part-time employer and can apply for part-time innovation and entrepreneurship from the exit and entry administration department of the public security organ.
Interpretation: The original policy stipulates that foreign high-end talents can only work for one unit. The new policy allows high-level talents working in key domestic institutions of higher learning, research institutes and well-known enterprises to engage in part-time innovation and entrepreneurship activities.

2. Long-term foreigners working in China

Policy 2. Foreigners working in China that have worked continuously for 4 years and actually stayed no less than 6 months accumulatively each year in China, whose annual wage is not less than six times the average salary of urban employees of the previous year, whose annual personal income tax is not lower than 20% of the annual income may apply for permanent residence in China from the entry-exit administration of public security organs. Their accompanying spouse and underage children may also apply for permanent residency.
Interpretation: Compared with the original policy, the application criteria is that the annual wage income should be no less than 6 to 8 times the average wage of the urban workers in the previous year, and the corresponding tax quota is required to be reduced at the same time.

Policy 7. Foreigners employed by enterprises and institutions in China who have completed work permit notice and are unable to leave the country to apply for a work visa may apply for a work residence permit at the entry and exit administration department of the public security organ with the work permit notice documents and other materials; If you have applied for a residence permit for work twice in a row for a validity of one year or more and there is no violation of laws and regulations, the third time you can apply for a residence permit with a validity period of 5 years from the entry and exit administration department of the public security organ.
Interpretation: The original policy only permitted high-level talent and Chinese of foreign nationality to apply for a 5 years work residence permit. The new policy facilitates long-term residency for foreigners who work steadily in Hangzhou and are law-abiding and reputable. It also simplifies the procedures for handling work-related residence permits.

3. Chinese of foreign nationality

Policy 3. Overseas Chinese working in China whom have a doctoral degree or master’s degree or have worked continuously for 4 years in key development areas of the country and actually stayed no less than 6 months accumulatively each year in China may apply for permanent residence in China from the entry-exit administration of public security organs. Their accompanying spouse and underage children may also apply for permanent residency.
Interpretation: Compared with the previous policy, Overseas Chinese working in Hangzhou with doctoral degree or master's degree may apply for permanent residence, and their foreign spouses and minor children can apply with them.

4. Outstanding foreign exchange students and foreign students

Policy 9. Foreign outstanding students with bachelor's degree or above who engage in innovative and entrepreneurial activities in China after graduation from key universities in China may apply for residence permits valid for 2 to 5 years from the entry and exit administration department of the public security organ on the basis of their certificates such as university diplomas and innovative and entrepreneurial activities proofs.

Policy 10. Foreign students who graduate from internationally renowned universities and come to China for innovation and entrepreneurship within two years after graduation may apply for residence permits valid for up to two years from the entry-exit administration departments of public security organs on the basis of their academic qualifications (degree) certificates and other materials.
Interpretation: Policy 9, and 10 are targeting foreign students in innovation and entrepreneurship activities. According to the original policy, foreign students must have at least 2 years of work experience before coming to China for work related activities. The new policy broke through this restriction and will support foreign students from key domestic colleges and universities and foreign students from internationally renowned universities to innovate and start businesses in Zhejiang province directly after graduation.

Policy 11. Foreign students from overseas universities invited by well-known domestic enterprises and institutions for internship in China may apply for a visa valid for one year from the entry-exit administration departments of public security organs for internship activities on the basis of invitation letters and university study certificates. Foreign students from overseas universities who come to China for internship under intergovernmental agreements may apply for work-related residence permits according to regulations.
Interpretation: On the basis of the original policy, procedures to apply for a visa for students to come for an internship in Hangzhou are easier.

5. Group of innovation and entrepreneurship

Policy 5. In key domestic development areas, foreign talents introduced by the industry and members of innovative entrepreneurship teams may apply for residence permits of up to 5 years from the entry-exit administration departments of public security organs on the basis of work permits and unit correspondence materials. Foreign members of the innovative entrepreneurship team may also apply for a residence permit of up to 5 years of validity with the letter of guarantee from the team leader.
Interpretation: Originally, there were no policies specifically aimed at foreign talents and entrepreneurship and innovation team members in key areas of domestic development and industries. The new policy provides convenience for staying for foreign talents introduced by relevant enterprises in the above fields.

As a learner of the Chinese language for more than 10 years, I have been doing translation and proofreading job, either as part of my profession or as a free lancer for the past three years. I can either do so from Chinese to French or Chinese to English.

Concerning proficiency certificate, I passed the HSK5 with very high grades in December 2019. I also have a score of 101/120 for the Toefl Ibt test.
