Source text - Russian Рассмотрим специфические особенности, присущие каждой из перечисленных систем.
Контур многократной принудительной циркуляции и контур охлаждения СУЗ имеют высокую радиоактивность за счет отложения на внутренних поверхностях тепломеханического оборудования активированных продуктов коррозии и продуктов деления ядерного топлива (для КМПЦ) и соответственно высокие уровни мощности дозы от оборудования. Для КМПЦ существуют технологии дезактивации внутренних поверхностей оборудования, однако даже после ее проведения уровни радиоактивного излучения от оборудования остаются достаточно высокими, а кроме того часть взвешенных продуктов коррозии оседает в застойных зонах.
Высокие уровни радиоактивного загрязнения оборудования системы продувки и расхолаживания обусловлены тем, что оборудование имеет прямую связь с КМПЦ и за время эксплуатации контактировало с теплоносителем.
Высокий уровень суммарной активности систем вентиляции обусловлен последствиями аварии 1986 года (в основном за счет загрязнения внутренних поверхностей воздуховодов) и является консервативной оценкой радиоактивности вентиляционного оборудования. В целом удельная активность вентиляционного оборудования невелика, однако в составе радиоактивного загрязнения основными нуклидами являются Cs137 и Sr90, имеющие период полураспада порядка 30 лет. Время необходимой выдержки вентиляционного оборудования достаточно велико.
Системы вентиляции, как входящие в состав систем жизнеобеспечения, будут находится в эксплуатации на всех этапах снятия энергоблоков с эксплуатации.
На основании вышеизложенного, целесообразно исключить системы вентиляции из перечня оборудования, подлежащего консервации и последующей выдержке. Оптимальным вариантом снижения радиационной опасности вентиляционного оборудования представляется замена наиболее загрязненных участков.
Вместе с тем, в целях исключения выхода радиоактивных веществ за границы условного контаймента, необходимо предусмотреть герметизацию помещений, в которых будет расположено законсервированное оборудование. Данные помещения необходимо поддерживать под разрежением, с очисткой забираемого воздуха на аэрозольных фильтрах и отведением выбросов в вентиляционную трубу.
Высокая суммарная активность накопленных радиоактивных веществ, а также высокая мощность дозы излучения от оборудования БВК, в основном обусловлена иловыми отложения на дне бассейнов. После удаления ядерного топлива возможно провести осушение бассейнов и удаление отложений с последующей промывкой (дезактивацией) облицовки бассейнов. Исходя из опыта эксплуатации, подобные операции позволят существенно снизить радиационную опасность обусловленную бассейнами выдержки, вследствие чего бассейны выдержки также целесообразно исключить из перечня оборудования, подлежащего консервации.
Translation - English We shall consider the specifics inherent in each of the above-listed systems.
The primary circuit and the cooling circuit of the control and protection system are highly contaminated because of activated corrosion products and nuclear fuel fission products (for primary circuit), that are deposited on inner surfaces of the thermal and mechanic equipment and, correspondingly, have high dose rates of equipment. As far as the primary circuit is concerned, there exist some decontamination technologies for inner surfaces of equipment; however, even after the decontamination is performed, radiation levels of the equipment remain high, and a part of weighted corrosion products deposits in stagnant zones.
High contamination levels of equipment in the blowdown and cooldown system are due to the fact that this equipment is directly connected to the primary circuit, and during the operation period it has been in contact with the coolant.
The high level of the ventilation systems’ overall activity is caused by the year 1986 accident (mainly, due to the contamination of air pipes’ inner surfaces), and it is a conservative estimate of radioactivity of the ventilation equipment. Generally, specific activity of the ventilation equipment is not high, however its main nuclides-contaminants are Cs137 and Sr90, and their half-life period is 30 years. The required cooling period of ventilation equipment is quite long.
Being a part of life-support systems, the systems of ventilation will be in operation during all stages of the power units decommissioning.
Based on the foregoing, it is advisable to exclude ventilation systems from the list of equipment subject to conservation and subsequent cooling. The best option for reducing a radiation hazard of ventilation equipment is to replace its most contaminated parts.
Along with this, it is necessary to provide for sealing the premises, which will house the conserved equipment, in order to exclude migration of radioactive substances beyond the conventional containment.
Reduced pressure should be maintained in these premises, the intake air should be cleaned by aerosol filters, and the emissions are to be taken off through the ventilation stack.
High overall activity of the accumulated radioactivity and high radiation dose rate of equipment in the fuel assembly pools are mainly due to silt deposits on the pools’ bottom. After the nuclear fuel is removed, it is possible to drain the pools and remove the sediments with further washing (decontamination) of the pools cladding.
The operational experience demonstrates that these activities will allow a significant reduction in radiation hazards caused by the cooling pools. Therefore, the cooling pools may also be excluded from the list of equipment subject to conservation.

Source text - English 4.22. An assessment of the site8 characteristics relating to the safety of the facility or activity shall be carried out that shall cover:
(a) The physical, chemical and radiological characteristics that will affect the dispersion or migration of radioactive material released in normal operation or as a result of anticipated operational occurrences or accident conditions.
(b) Identification of natural and human induced external events in the region that have the potential to affect the safety of facilities and activities. This could include natural external events (such as extreme weather conditions, earthquakes and external flooding) and human induced events (such as aircraft crashes and events due to hazards arising from transport and industrial activities), depending on the possible radiation risks associated with the facilities and activities.
(c) The distribution of the population around the site and its characteristics with regard to any siting policy of the State, the potential for neighbouring States to be affected and the requirement to develop an emergency plan.
4.23. The scope and level of detail of the site assessment shall be consistent with the possible radiation risks associated with the facility or activity, the type of facility to be operated or activity to be conducted, and the purpose of the assessment (e.g. to determine whether a new site is suitable for a facility or activity, to evaluate the safety of an existing site or to assess the long term suitability of a site for waste disposal). The site assessment shall be reviewed periodically over the lifetime of the facility or activity (see para. 5.10).
Translation - Russian 4.22. Необходимо выполнить оценку характеристик площадки8, касающихся безопасности установки или вида деятельности, в которую включают:
(a) физические, химические и радиологические показатели, оказывающие влияние на дисперсию или миграцию радиоактивных материалов, выброшенных в ходе нормальной эксплуатации или в результате ожидаемых при эксплуатации событий или аварийных условий;
(b) выявление природных и антропогенных внешних событий в регионе, которые потенциально могут повлиять на безопасность установок и видов деятельности. К таким событиям можно отнести естественные внешние события (например, экстремальные погодные условия, землетрясения и внешнее затопление), а также события антропогенного характера (такие как авиакатастрофы и риски, возникающие вследствие использования транспорта и промышленной деятельности), исходя из возможных радиационных рисков, связанных с установками и видами деятельности;
(c) размещение населения вокруг площадки и его характеристики, учитывая политику государства относительно выбора площадки, потенциальную возможность нанести вред соседним государствам, а также требования разработать план действий в чрезвычайных ситуациях.
4.23. Объем и уровень детализации оценки площадки должны согласовываться с возможными радиационными рисками, причиной которых является установка или вид деятельности, типом планируемого к эксплуатации объекта или планируемого к осуществлению вида деятельности, а также с целями оценки (например, определить, подходит ли новая площадка для установки или вида деятельности; оценить безопасность существующей площадки или оценить пригодность площадки для размещения отходов на длительный срок). В течение жизненного цикла установки или вида деятельности оценку площадки следует периодически пересматривать (смотри пункт 5.10).

Source text - Ukrainian Високий рівень радіоактивного забруднення організму синиць (до 200—300 Бк/г як 90Sr, так і 137Cs, див. попередній розділ даного звіту), так само як і потужність зовнішнього опромінювання (до 10—20 мР/год), спонукали нас до проведення дослідження однієї з найбільш реактивних систем організму — кровотворної. Для цього у великих синиць з “Рудого Лісу” відбирали краплі крові із крилової вени (всього 14 птахів). Контролем слугували птахи, що були відловлені поблизу м. Славутича (4 птаха). На мазках периферичної крові підраховували патологічно змінені лейкоцити, еритроцити з вакуолізованими ядрами та еритроцити з тінями ядер.
І хоча для остаточних висновків наразі ще мало первинних даних, результати вже перших досліджень говорять про однозначні ознаки патології гемопоезу у птахів із “Рудого Лісу”. У них вірогідно більша кількість еритроцитів з вакуолізованими ядрами і з тінями ядер (Таблиця 1 32), так само, як і патологічно змінених лейкоцитів. Зустрічаються також еритроцити з каріорексисом (Малюнок 1 8б), патологічними включеннями або вакуолізацією у цитоплазмі (Малюнок 1 8в) та змінами у плазматичній мембрані (Малюнок 1 8г). Серед дегенеративних змін лейкоцитів можна виділити вакуалізацію цитоплазми і ядра (ознаку жирової дегенерації клітини), анізоцитоз (поява мікро- і гігантських форм кліток) та ущільнення структури хроматину (пікноз) (Малюнок 1 8г).
Крім того виявлено, що в умовах “Рудого Лісу”, на ділянках де зовнішнє опромінення перевищує 6—7 мР/год, у синиць з’являється тенденція до зменшення кількості паталогічних еритроцитів (Малюнок 1 9). Очевидно, це не стільки залежність від самого зовнішнього опромінення, скільки залежність від рівнів накопичення радіонуклідів в тілі досліджених птахів (нажаль, у нас не повні дані). Цей незвичайний факт, якщо підтвердиться у майбутньому, може свідчити про включення більш потужних адаптаційних механізмів, ніж у тих птахів, що мешкають в більш “м’яких” умовах.
Translation - English The high-level of radioactive contamination in the oxeye body (up to 200-300 Bq/g by both 90Sr and 137Cs; refer to the previous section in this report), as well as external exposure (up to 10-20 mR/h) prompted us to study one of the most reactive systems in the body, i.e. blood system. To that end, drops of blood were taken from wing vein of the oxeye in the Red Forest (14 birds in total). The reference birds were the ones caught near the town of Slavutych (4 birds). Pathologically changed leukocytes, erythrocytes with vacuolated nuclei, and erythrocytes with nucleus ghosts were counted on peripheral blood smears.
Although we currently have little raw data to make final conclusions, results of the first investigations suggest unambiguous signs of haematopoiesis pathology in the birds of the Red Forest. They have a significantly larger number of erythrocytes with vacuolated nuclei and with nucleus ghosts (Tables 1-32) and of pathologically changed leukocytes. We also met erythrocytes with karyorexis (Figure 1-8b), abnormal inclusions or vacuolization in cytoplasm (Figure 1-8c), and changes in plasmatic membrane (Figure 1-8c). Vacuolization in cytoplasm and nucleus (a sign of adipose degeneration of a cell), anisocytosis (emergence of micro and giant forms of cells), and indurations of chromatin structure (pycnosis) can be named among the degenerative changes in leukocytes (Figure 1-8d).
Also, we discovered that a tendency to reduce count of pathological erythrocytes appears in the oxeye under the conditions of the Red Forest areas, where external exposure is over 6.7 mR/hour (Figure 1-9). Apparently, it is not so much dependent on external exposure itself, but more on the levels of radionuclide accumulation in the body of studied birds (unfortunately, our data are incomplete). If confirmed in future, this unusual fact may indicate an activation of stronger adaptive mechanisms versus birds living in "softer" conditions.
