Source text - English STRESS TESTING FOR PENSION FUNDS IN UKRAINE
1 BACKGROUND
The proposal to introduce a mandatory second pillar defined contribution pension regime in Ukraine will present a new series of challenges to both regulators and members of NSPF Boards, if such funds are permitted to participate in this pillar. The existing third pillar voluntary schemes have a relatively low penetration, mainly among the more affluent and better paid workers; but the new mandatory regime will cover up to perhaps 20 million workers and is designed provide a supplement to the state pay-as-you-go system, which, when pensions from both sources are aggregated, are intended to provide an adequate replacement income in retirement. While governments can and do increase taxpayer funded pay-as-you-go systems to provide pensions that have a relationship to average wages (at present 40% in Ukraine), it is clear that, given the relatively early retirement age and increased longevity such systems are unsustainable without either reductions in pensions as a percentage of earnings, increases in the rate of contributions, or larger subsidies from the State budget.
Proposed solutions for Ukraine include increasing the age of retirement, something that almost all governments are now proposing (the UK is proposing an increase to 68 and possibly in future to 70) but also introducing a pre-funded defined contribution scheme (mandatory second pillar) that will, over time, allow individual members to build up a capital sum that will supplement their state pension.
Clearly, the adequacy of the amount of capital generated for each worker will depend on:
a) The total amount of regular contributions
b) The length of time during which contributions are made
c) The way in which the funds are managed and the compound returns they generate
This document is not concerned with the first two, but with the management and regulatory implications of trying to ensure that NSPFs are managed in such a way as to maximise the probability of providing an adequate lump sum at the age of retirement while minimising the risk of failing to do so.
2 MONITORING AND STRESS TESTING
2.1 OVERALL APPROACH
Regulators and those who act as directors of funds will need to develop a methodology regularly to monitor NSPFs to determine not only whether they are in compliance with regulations but, more important, whether there are short term problems or long term incipient risks that may impair their ability to deliver expected or at least acceptable returns over the longer term.
The traditional approach to assessing investment strategies focuses on short term investment return and risk. In a retirement context, however, the objective is to maximise retirement benefits subject to a given risk level over very long periods of time.
While short term stress testing of portfolios using classic value at risk (‘VAR’) models and other quantitative and qualitative tests certainly have their place, and will be a necessary activity for both directors and regulators, longer term modelling and stress testing of asset allocation and portfolio strategies is also needed to estimate whether the objectives are likely to be reached without exposing the fund to excessive risks. This paper will look at both short and long term stress tests.
A simple and well trodden path to risk management is to place quantitative limits on funds, which limit their exposure to riskier asset classes (equities for instance). This is the approach adopted by Ukraine in relation to third pillar voluntary schemes today. The limits according to Resolution 560 of the SSMSC are:

But such limits may not be fair to younger members, who, because of the long time that they will be contributing (perhaps up to 40 years) before they need to draw on the fund to supplement their retirement income, would be better served with a higher proportion of riskier, (in the investment sense of more volatile and less predictable), assets than members approaching retirement, who will be more concerned to preserve what they have than seeking to increase it. For example some European countries with mandatory defined contributions systems like Estonia, Hungary and the Slovak Republic have set the conservative portfolio (with no equities) as the default portfolio for all ages. However, such portfolios may be inadequate for younger cohorts as they imply lower expected retirement benefits. A default portfolio is a standard one that will receive the contributions of anyone who has not specifically opted for one of the other funds on offer. Some regimes allow for a series of options to be offered that have different levels of risk. These options may be offered either by a single State run scheme or by private sector management companies who receive authorisation to managed NSPFs. For example:
• Conservative: Only bonds with ratings of BBB or greater and deposits with authorised banks
• Balanced: 25% shares and 75% bonds with ratings of BBB or greater and deposits with authorised banks
• Aggressive: 50% shares and 50% bonds with ratings of BBB or greater and deposits with authorised banks
If this is the case there are implications for longer term stress testing (see later).
It may also be made possible for members to switch between the portfolios that have different levels of risk, for example moving to the most conservative as they approach retirement. This and the possibility that members can withdraw funds prior to retirement, has implications for liquidity management (see later).
It is not known whether it is proposed to apply the existing portfolio limits for the third pillar also to the second pillar but it may be that there will be some redefinition of the existing limits in view of the need to accommodate much longer term horizons of younger members and to introduce a series of options rather than the present ‘one size fits all’ approach. The following comment from an OECD document is relevant:
“Quantitative investment regulations can be used to restrict investment policies to those that provide a certain combination of potential retirement income and risks. Risk adverse directors, regulators and supervisors will aim at policies that reduce the downside risk or that minimise the risk of unfavourable outcomes from DC (defined contribution) plans. Such regulations come at the cost of renouncing potentially higher replacement rates that are attainable but at a higher risk of unfavourable retirement income outcomes. Less risk averse directors, regulators and supervisors, on the other hand, would aim at lower probability requirements as regard the downside risk (e.g. a security level of 80% instead of 95%), which will increase the range of investment policies available and thus the share of riskier assets.”

1 ОСНОВНІ ПОЛОЖЕННЯ
Реалізація пропозиції щодо впровадження другого рівня пенсійного забезпечення на основі фіксованих внесків означатиме нові завдання, як для регуляторів ринків фінансових послуг, так і для учасників недержавних пенсійних фондів, зокрема тих фондів, що зможуть брати участь у реалізації цього рівня. Існуючий третій рівень пенсійного забезпечення на основі добровільної участі характеризується невеликим охопленням населення, залучаючи, головним чином, добре оплачуваних і заможніших учасників, проте очікується, що обов’язкова система охоплюватиме близько 20 мільйонів найманих працівників і стане важливим доповненням до державної пенсійної системи, яка (за наявності двох джерел пенсійного забезпечення) зможе гарантувати достойний рівень пенсій. Хоча держава спроможна підвищувати і підвищує обсяги фінансового забезпечення (з податків) державної пенсійної системи, яка забезпечує обсяг пенсій у відповідності до середньої заробітної платні (в Україні на даний час співвідношення становить 40%), очевидно, що відносно ранній пенсійний вік і зростання тривалості життя є чинниками, що з часом призведуть до зниження рівня пенсійного забезпечення (щодо середньої заробітної плати), підвищення податкового навантаження на працюючих або підвищення рівня субсидій з державного бюджету на утримання державної пенсійної системи.
Рішення, що пропонуються, передбачають підвищення пенсійного віку, яке на даний час розглядається майже усіма урядами (уряд Великої Британії пропонує підвищення пенсійного віку до 68, а згодом й до 70 років), але також впровадження пенсійних фондів на базі попереднього фінансування, тобто фіксованих внесків (обов’язковий другий рівень), що згодом дозволить учасникам пенсійних фондів накопичувати капітал «на додаток» до державної пенсії.
Очевидно, для кожного працівника сума залежатиме від:
a) Загального обсягу внесків до пенсійного фонду.
b) Періоду часу, впродовж якого здійснювалися внески до пенсійного фонду.
c) Якості управління пенсійними фондами і, відповідно, прибутків, що отримуються пенсійним фондом.
Даний документ не розглядає перші два чинники. Темою нашої роботи є управління пенсійними фондами і правові (регуляторні) аспекти, покликані забезпечити належне управління пенсійними фондами з метою максимізації суми накопичень на момент виходу на пенсію і мінімізації ризиків.
2 МОНІТОРИНГ І СТРЕС ТЕСТУВАННЯ
2.1 ЗАГАЛЬНИЙ ПІДХІД
Регуляторам і керівництву фондів необхідно розробити методологію регулярного моніторингу недержавних пенсійних фондів для визначення не тільки відповідності їх діяльності усім регуляторним вимогам, але й короткострокових проблем та (або) довгострокових ризиків, що можуть вплинути на спроможність фондів отримати прибуток на запланованому (або хоча б прийнятному) рівні у довгостроковій перспективі.
Традиційний підхід до оцінювання інвестиційних стратегій зосереджує увагу на короткострокових інвестиціях і ризиках. Проте, метою пенсійного забезпечення є максимізація пенсійних фондів (управління якими передбачає певний рівень ризику) у довгостроковій перспективі.
Не заперечуючи необхідності короткострокового стрес тестування портфелю на основі класичних моделей оцінювання суми активів «під ризиком» (VAR) та інших кількісних та якісних тестів, що застосовуються і є необхідним компонентом діяльності керівництва фондів і регуляторів, необхідно зазначити важливість довгострокового моделювання і стрес тестування розподілу активів, а також стратегій управління портфелем, метою яких є визначення можливості досягнення пенсійним фондом його мети, запобігаючи занадто високих ризиків. У нашій роботі розглядається як короткострокове, так і довгострокове тестування.
Достатньо простим і випробуваним шляхом управління ризиками є визначення кількісних обмежень щодо діяльності фонду, які обмежують інвестиції у активи підвищеного ризику (наприклад, певні цінні папери і т.д.). Саме такий підхід використовується в Україні щодо третього рівня добровільного пенсійного забезпечення. У відповідності до Рішення 560 Державної комісії з цінних паперів та фондового ринку обмеження є наступними.

Проте, такі обмеження можуть бути несправедливими щодо молодших членів, які інвестуватимуть у пенсійний фонд протягом довгого періоду часу (можливо, впродовж 40 років), перед тим як використовувати фонд, як джерело пенсійного забезпечення. Забезпечення потреб таких учасників, можливо, потребуватиме певного обсягу інвестицій у більш ризиковані активи (тобто активи, які з точки зору інвестора характеризуються вищім рівнем коливань і непередбачуваністю курсу) на відміну від потреб старших членів фонду, які, скоріше за все, будуть більш зацікавленими зберегти (а не примножувати, наражаючись на ризик) те, що мають. Наприклад, у деяких європейських країнах, таких як Естонія, Угорщина і Словаччина встановлюють консервативні вимоги щодо портфелю пенсійного фонду (портфель за замовчуванням). Проте, такі вимоги можуть розглядатися, як занадто консервативні для молодших когорт, оскільки їх застосування передбачає нижчий прибуток фонду. Портфель за замовчуванням є стандартним портфелем, що приймає внески від будь-кого, хто не обрав послуги будь-якого іншого фонду на ринку. Деякі програми пропонують можливості різного рівня ризику. Такі програми можуть існувати у межах єдиної державної системи або пропонуватися приватним сектором, тобто приватними компаніями, що отримали дозвіл на управління недержавними пенсійними фондами. Наприклад.
• Консервативний підхід. Тільки облігації з рейтингом BBB (або вище) і депозити уповноважених банків.
• Збалансований підхід. 25% - акції і 75% - облігації з рейтингом BBB (або вище) і депозити уповноважених банків.
• Агресивний підхід. 50% портфелю складається з акцій і 50% - з облігацій з рейтингом BBB (або вище) і депозитів уповноважених банків.
У цьому випадку маємо передумови для впровадження довгострокового стрес тестування (див. нижче).
Також можна розглянути можливість використання членами пенсійних фондів переваг різних портфелів, що передбачають різний рівень ризику, наприклад, «переходу» до консервативного портфелю із наближенням пенсійного віку. Це, а також можливість вилучати фонди перед виходом на пенсію має вплив на процес управління ліквідністю (див. нижче).
Ми не знаємо, чи пропонується застосування зазначених обмежень щодо третього рівня (а також другого рівня), проте припускаємо можливість перегляду існуючих обмежень з урахуванням потреб молодших членів пенсійного фонду і з метою забезпечення різних можливостей для учасників пенсійного фонду на відміну від підходу «один розмір для всіх». Наступна цитата-коментар Організації економічного співробітництва і розвитку здається доречною.
«Регулювання якісних параметрів інвестицій використовується з метою обмеження інвестиційної політики суб’єктів пенсійного забезпечення, діяльність яких передбачає певний ризик. Керівництво таких суб’єктів, регулятори і супервізори, які є несхильними до ризику, надають перевагу політиці, що мінімізує ризик зниження курсу, а також ризик, пов'язаний з планом фіксованих внесків. Таке регулювання передбачає відмову від ставок прибутку, які є, в принципі, досяжними, але передбачають вищий рівень ризику, що може мати негативний вплив на пенсійний доход. З іншого боку, більш схильні до ризику керівники компаній, регулятори і супервізори можуть здійснювати більш ризиковану, і відповідно гнучкішу, інвестиційну політику (наприклад, «рівень безпеки» становитиме 80%, а не 95%), що дозволить операції з більш ризикованими активами».

Как осуществлять управление отелем? Этот вопрос возникает перед каждым собственником в процессе реализации гостиничного проекта. Как правило, выбирать приходится из трех вариантов:
• заключение договора на управление с гостиничным оператором;
• покупка франшизы или разработка собственных стандартов;
• самостоятельное управление.
Все эти варианты имеют свои плюсы и минусы, предполагают затраты, доходы и возможные бонусы. Универсального решения нет – в каждом конкретном случае оно должно приниматься исходя из целей проекта, его характеристик и пожеланий заказчика.
