THE COUNTRY’S National Health Insurance Program continues to lose as much as P300 million a year to fraudulent claims, including those involving so-called ghost patients.
And according to the state-run Philippine Health Insurance Corp., which administers the program, at least 11 hospitals are facing penalties for claiming Medicare benefits for non-admitted or non-existing patients.
“The number of fraudulent cases has grown to alarming proportions,” said Dr. Francisco Duque III, president and CEO of PhilHealth. “We have to stop the hemorrhaging of PhilHealth. Otherwise, the corporation will incur more losses. We want to put a stop to fraudulent practices to protect PhilHealth members.”
PhilHealth assumed responsibility for managing the Medicare program in October 1997 for the Government Service Insurance System and in April 1998, for the Social Security System.
According to a PhilHealth report released in the year 2001, at least 4 percent of payments for Medicare claims in 2000 were fraudulent or questionable. Total claims amounted to P6.8 billion, so this “translates to at least P272 million in losses for the corporation,” the report read.

Aside from project proposals, reports, contracts/terms of reference/memoranda of agreement and other communication between them (1988-current), major outputs include: the English version of Katipunan ng Kababaihan's findings on working women's reproductive rights (1995), Kongreso ng Pagkakaisa ng Maralitang Lungsod's 1995 Alternative Urban Development Agenda, Pagkakaisa ng Mamamayan at Navotas / People's Center for Community Development's 1995 community diagnosis, summing-up of their health program, summative evaluation of their socio-economic program, and summing-up of their organizational development. St. Joseph Social Services' 1995 gender thematic review and the Center for Urban Resource, Exchange and Development's 1993-95 summative evaluation of socio-economic work as conducted by non-government organizations based in Metro Manila are English documents based on Tagalog field responses.
CURED's Tagalog Manual on Community Planning was translated from English reference materials (1993), as are my own training modules on training needs analysis design, development and conduct as well as gender sensitivity (including 2 poems), Lotus 123 and Word Perfect 5.1 for DOS (1994); feasibility study preparation and crisis counselling for women, aside from cooperativism (1995); gender-sensitive courses on facilitation, communication, counseling, and some topics on gender-sensitive organization development (1996); also gender-sensitive courses on situational leadership, decision-making, problem-solving, conflict management, situational research, and creative writing (1997). Also translated Tagalog material into English for the course material on organizing (1994).
That is how I was able to practice the one-semester elective on translation I had in high school, one semester each of Creative Writing in Tagalog and in English, aside from the usual communication arts courses in both languages from elementary thru intermediate school, plus some college-level English and Filipino courses.
