1. Introduction
S’intéresser aux termes, c’est toujours, et très vite, poser la question de leur sens. Inutile ici de gloser sur la polysémie du terme terminologie lui-même et sur ses liens, plus ou moins bien perçus avec un terme comme jargon, si souvent négativement connoté[1]. Or, dans les publications consacrées au sens des termes, et elles ont été rares à ce jour, les auteurs étaient surtout désireux d’établir l’indépendance de la terminologie par rapport aux disciplines connexes, et en particulier par rapport à la linguistique (Cabré 1998 : 62-78). C’est dans cette optique, et dans le contexte particulier de la linguistique allemande de la première moitié du XXe siècle (Gaudin 2003 : 21), que se sont développées les idées de Wüster (1976) sur la spécificité du signe terminologique : la distinction entre terme et mot était érigée en principe, et affirmée sur le plan du sens, celui du mot dépendant en grande partie de l’environnement linguistique alors que celui du terme aurait été lié avant tout à l’environnement pragmatique.

Интерес к проблеме термина зачастую подразумевает вопрос о его значении. В данном случае нет смысла рассуждать о многозначности самого слова «терминология» и его связи с таким явлением, как жаргон, в большинстве случаев имеющим негативную коннотацию. Тем не менее, в немногочисленных на сегодняшний день работах, посвященных значениям термина, авторы стремятся установить независимость терминологии по сравнению с другими связанными с ней дисциплинами, в особенности по сравнению с лингвистикой (Cabre 1998: 62-78). Именно в этой связи, и, в частности, в контексте немецкого языкознания первой половины 19-го века (Gaudin 2003: 21), получили свое развитие идеи Йогена Вюстера (1976) о специфике терминологического знака. Различие между словом и термином было установлено формально, а затем подтверждено на уровне значения. Так, значение слова преимущественно зависит от его языкового окружения, в то время как значение термина прежде всего связано с его прагматическим окружением.

3.1 Staff
Staff costs are the costs of personnel working under an employment contract with the beneficiary or an equivalent appointing act and assigned to the action, comprising actual salaries plus social security contributions and other statutory costs included in the remuneration, provided that these costs are in line with the beneficiary's usual policy on remuneration; those costs may also include additional remunerations, including payments on the basis of supplementary contracts regardless of the nature of those contracts, provided that they are paid in a consistent manner whenever the same kind of work or expertise is required, independently from the source of funding used.
Supporting documents
For the purpose of any financial evaluation and/or audit, beneficiaries will have to retain with the project accounts the following supporting documents:
An employment certificate (Annex IV of these Financial rules). The existence of a formal employment contract (permanent or temporary) in accordance with relevant national legislation valid for the reporting period;
A duly filled-in Staff Convention (Annex I of these Financial rules) for each person employed by the project. The convention must be signed by the person performing the activity then countersigned and stamped by the person responsible (e.g. rector, dean) in the institution that employed this person. For staff performing different categories of tasks a separate convention must be signed for each type of activity.
Staff costs should be supported by payslips (or remuneration's receipts);
Time-sheets (Annex II of these Financial rules) should be attached to each staff activity. They must be signed by the person concerned and countersigned by the person responsible in the institution that employed this person. They must indicate the following:
the project reference;
the name of the person performing the tasks, his/her position and the staff;
the number of days worked for the corresponding month and year;
the description of the tasks performed and the outputs produced.
Any material evidence allowing to verify that the declared workloads correspond to actual activities/outputs (e.g. agendas, attendance/participant lists for lectures given, tangible outputs / products, minutes of meetings, etc.);
Reference on daily rates in accordance with usual policy on remuneration of the beneficiary (Annex V of these Financial rules).

Затраты на персонал – это совокупность расходов, направленных на содержание сотрудников, работающих по трудовому договору или другому эквивалентному ему документу. Расходы на персонал включают в себя заработную плату, отчисления в фонд социального страхования и прочие расходы, включенные в компенсационный пакет, при условии, что это соответствует финансовой политике организации. Эти расходы могут включать доплаты, а также надбавки на базе дополнительных соглашений, вне зависимости от их характера. Надбавки выплачиваются на последовательной основе за выполнение определенного вида работы или получение профессиональной квалификации, независимо от источника финансирования.
Подтверждающие документы
В целях проведения финансовой оценки и/или аудита, бенефициары должны сохранять финансовые отчеты по проектам и следующие подтверждающие документы:
· Справка с места работы (Приложение IV настоящих Финансовых правил). Наличие официального трудового договора (постоянного или временного) в соответствии с национальным законодательством, действительным в течение отчетного периода;
· Заполненная по форме личная карточка (Приложение I настоящих Финансовых правил) каждого устроенного сотрудника. Карточка должна быть подписана работником кадровой службы, затем заверена подписью и печатью ответственного лица (например, ректор, декан) организации. Если сотрудник выполняет разные виды работы, для каждого из видов должна быть составлена и подписана отдельная карточка;
· Расходы на персонал должны быть подтверждены расчетными листками (или расчетными ведомостями по зарплате);
· Табель учета рабочего времени (Приложение II настоящих Финансовых правил) на каждый период деятельности сотрудника. Он должен быть подписан начальником соответствующего отдела, затем заверен подписью ответственного лица организации. В табеле должна содержаться следующая информация:
Ø ссылка на проект;
Ø ФИО и должность сотрудника;
Ø количество рабочих дней в каждом месяце и за год;
Ø описание выполненных работ и полученных результатов.
· Перечень документов, позволяющих подтвердить соответствие заявленной рабочей нагрузки выполненной работе/достигнутым результатам (например, повестки дня, листы посещаемости/ответов с проведенных занятий, осязаемые результаты/продукты деятельности, протоколы собраний и т.д.);
· Документ о размере суточных, установленный в соответствии с финансовой политикой организации (Приложение V настоящих Финансовых правил).
