Source text - English До 1917 года Россия считалась страной с православной традицией. Православие было главенствующей конфессией, но не единственной. С течением времени роль церкви в политической жизни страны постоянно менялась, но церковь всегда принимала непосредственное в ней участие. После 1917 года главенствующую роль в стране получил атеизм, и он, по сути, стал новой советской религией. Сейчас, когда Россия начала возвращаться к истокам, православная церковь на этом фоне впала в искушение властью. Это очень сильная тяга, которой крайне сложно противостоять, ведь главные политические деятели страны пытаются популяризировать православие, а ведущие телеканалы показывают посещение ими церковных служб. По существу, посещение храма любым человеком – его личное дело, это не должно быть поводом для пиара политиков или церкви. Если Россия – светское государство, условия должны быть одинаковы для всех.
«Русская православная церковь принципиально не вмешивается в политическую повестку, но активно сотрудничает с государством в социальных и просветительских вопросах» (Jucan, 2017: 2). Такое заявление в интервью румынскому журналу «Q Magazine» сделал Патриарх Московский и всея Руси Кирилл. «Наша Церковь стоит на позициях принципиального невмешательства непосредственно в политику. По общему правилу духовенству запрещено участвовать в политических кампаниях, выдвигаться в качестве кандидатов во время выборов на государственные должности, участвовать в предвыборной агитации. В этом залог нашей независимости и свободы и одновременно – благо для государства и общества» (Jucan, 2017: 3), – цитирует издание слова патриарха накануне визита предстоятеля РПЦ в Румынию.
Патриарх напомнил, что в России Церковь законодательно отделена от государства, как и на Украине, в Белоруссии, в государствах Средней Азии и других регионах пастырской ответственности РПЦ. Невозможно участие церковного священноначалия и священнослужителей в деятельности политических организаций, в предвыборных процессах, таких, как публичная поддержка участвующих в выборах политических организаций или отдельных кандидатов, агитация и так далее. Не допускается выдвижение кандидатур священнослужителей на выборах любых органов представительной власти всех уровней.
В истории РПЦ имеется немало случаев общецерковной поддержки различных политических доктрин, взглядов, организаций и деятелей. В ряде случаев такая поддержка была
связана с необходимостью отстаивания насущных интересов Церкви в крайних условиях антирелигиозных гонений, разрушительных и ограничительных действий инославной и иноверной власти. В других случаях подобная поддержка была следствием давления государства или политических структур и обычно вела к разделениям и противоречиям внутри Церкви, к отходу от нее части нетвердых в вере людей.
В XX столетии священнослужители и иерархи РПЦ являлись членами некоторых представительных органов власти, в частности, Государственной Думы Российской Империи, Верховных Советов СССР и Российской Федерации, ряда местных советов и законодательных собраний. В некоторых случаях участие священнослужителей в деятельности органов власти приносило пользу Церкви и обществу, однако нередко подобное участие порождало нестроения и разделения. Это имело место в особенности тогда, когда допускалось членство священнослужителей лишь в определенных парламентских фракциях, а также когда клирики выдвигали свои кандидатуры на выборные должности без церковного благословения. В то же время история показывает: решение об участии или неучастии священнослужителей в политической деятельности принималось и должно приниматься, исходя из потребностей каждой конкретной эпохи, с учетом внутреннего состояния церковного организма и его положения в государстве. Однако с канонической точки зрения вопрос о том, должен ли священнослужитель, занимающий государственный пост, работать на профессиональной основе, решается однозначно отрицательно.
8 октября 1919 года святитель Тихон обратился к духовенству Русской Церкви с посланием, в котором призвал клириков не вмешиваться в политическую борьбу и, в частности, указал, что служители Церкви «по своему сану должны быть вне всяких политических интересов, должны памятовать канонические правила Святой Церкви, коими она возбраняет своим служителям вмешиваться в политическую жизнь страны, принадлежать к каким-либо политическим партиям, а тем более делать богослужебные обряды и священнодействия орудием политических демонстраций»(Department of External Church Relations).
В преддверии выборов народных депутатов СССР Священный Синод 27 декабря 1988 года определил «благословить представителям нашей Церкви, в случае их выдвижения и избрания народными депутатами, эту деятельность, выражая при этом нашу уверенность, что она послужит благу верующих и всего нашего общества» (Bases of the Social Concept of the Russian Orthodox Church, 2000). Помимо избрания народными депутатами СССР, ряд архиереев и клириков заняли депутатские места в республиканских, областных и местных советах. Новые условия политической жизни побудили Архиерейский Собор РПЦ в октябре 1989 года уделить большое внимание обсуждению двух вопросов: «во-первых, как далеко может идти Церковь по пути принятия ответственности за политические решения без того, чтобы ставить под сомнение свой пастырский авторитет, и, во-вторых, позволительно ли для Церкви отказываться от участия в законотворчестве
и от возможности оказывать нравственное воздействие на политический процесс, когда от принятия решения зависит судьба страны» (The Bases of the Social Concept of the Russian Orthodox Church, 2000). В результате Архиерейский Собор признал определение Священного Синода от 27 декабря 1988 года имеющим отношение только к минувшим выборам. На будущее же был принят порядок, в соответствии с которым вопрос о целесообразности участия представителей духовенства в выборной кампании должен в каждом конкретном случае предварительно решаться священноначалием.
Некоторые представители духовенства, не получив подобающего благословения, все же приняли участие в выборах. Священный Синод 20 марта 1990 года заявил, что «Русская Православная Церковь снимает с себя моральную и религиозную ответственность за участие этих лиц в выборных органах власти» (The Bases of the Social Concept of the Russian Orthodox Church, 2000). Из соображений икономии Синод воздержался от применения к нарушителям дисциплины полагающихся санкций, «констатируя, что такое поведение ложится на их совесть». 8 октября 1993 года, ввиду создания в России профессионального парламента, на расширенном заседании Священного Синода было принято решение предписать священнослужителям воздержаться от участия в российских парламентских выборах в качестве кандидатов в депутаты. Соответствующим Синодальным определением было установлено, что нарушившие его священнослужители подлежат извержению из сана. Архиерейский Собор РПЦ 1994 года одобрил данное определение Священного Синода, «как своевременное и мудрое», и распространил его действие «на участие в будущем священнослужителей Русской Православной Церкви в выборах любых органов представительной власти стран СНГ и Балтии как на общегосударственном, так и на местном уровне» (The Bases of the Social Concept of the Russian Orthodox Church, 2000)
Translation - Russian Until 1917, Russia was considered a country with an Orthodox tradition. Orthodoxy was the dominant confession, but not the only one. Over time, the role of the church in the political life of the country had been constantly changing, but the church had always been taking a direct part in it. After 1917 the dominant role in the country was got atheism - in fact, it became the new Soviet religion. Now, when Russia began to return to its origins, against this background the Orthodox Church yielded to temptation of power. This is a very strong thirst, which is extremely difficult to resist, because the main political figures of the country are trying to popularize Orthodoxy, and the leading television channels show their visits to church services. In essence, visiting a temple by any person is his own business, this should not be a cause for PR for politicians or the Church. If Russia is a secular state, the conditions should be the same for all.
«The Russian Orthodox Church does not fundamentally interfere with political agenda, but actively cooperates with the state in social and educational issues». (Jucan, 2017: 2) Such a statement in an interview with a Romanian magazine «Q Magazine» was made by the Patriarch Kirill of Moscow and All Russia. «Our Church stands on the basis of principled non-interference directly in politics. As a general rule, the clergy are prohibited from participating in political campaigns, being nominated as candidates for public office during elections, and participating in election campaigning. This is the core for our independence and freedom and at the same time is a boon for the state and society » (Jucan, 2017: 3), – edition cites the Patriarch Kirill in the run-up to his visit to Romania.
The Patriarch reminded that the Church in Russia is separated from the state by law, as in Ukraine, in Belarus, in the states of Central Asia and other regions of the pastoral responsibility of the ROC. It is impossible for the Orthodox hierarchyand clergymen to participate in the activities of political organizations, in pre-election processes such as public support for political organizations or individual candidates participating in elections, agitation and etcetera.
In the history of the ROC there are many cases of church-wide support for various political doctrines, views, organizations and personalities. In some cases, such support was associated with the need to uphold the vital interests of the Church in the conditions of anti-religious persecution, destructive and restrictive actions of heterodox authorities. In other instances, such support was a consequence of the pressure of the state or political structures and usually led to divisions and contradictions within the Church, to the depart of some people infirm in their faith.
In the twentieth century clergymen and hierarchs of the ROC were members of some representative bodies of power, in particular, the State Duma of the Russian Empire, the Supreme Soviet of the Soviet Union and of the Russian Federation, a number of local councils and legislative assemblies. In some cases, the participation of clergymen in the activities of the authorities brought benefits to the Church and society, but often such participation generated disorganization and division. This was particularly the case when the membership of clergymen was allowed only in certain parliamentary fractions. At the same time, history shows: the decision on the participation or non-participation of clergymen in political activities was and should be made, proceeding from the needs of each particular epoch, taking into account the internal state of the church organism and its position in the state. However, from the canonical point of view, the question of whether a clergyman serving a public office should work on a professional basis is decided unambiguously negatively.
On October 8, 1919, prelate Tikhon addressed the clergy of the Russian Church with a message urging the clergy not to interfere in the political struggle, in particular, to point out that the ministers of the Church «at their desire to be out of any political interest, must remember the canonical rules of the Holy Church, by which it preclude their servants from interfering in the political life of the country, let alone make liturgical rites and sacred acts an instrument of political demonstrations ».(Department of External Church Relations)
On the eve of the elections of people's deputies of the USSR, the Holy Synod on December 27, 1988, decreed «to bless the representatives of our Church, in case of their nomination and election by people's deputies, this activity, while expressing our confidence that it will serve the good of believers and our entire society» (Bases of the Social Concept of the Russian Orthodox Church, 2000). In addition to electing people's deputies of the USSR, a number of bishops and clerics took deputy seats in the republican, provincial and local councils. The new conditions of political life prompted the Bishops' Council of the ROC in October 1989 to pay much attention to the discussion of two issues: «firstly, how far can the Church take the path of taking responsibility for political decisions without questioning its pastoral authority, and secondly, is it permissible for the Church to refuse to participate in lawmaking and on the possibility of having a moral impact on the political process, when the fate of a country depends on the decision making process» (The Bases of the Social Concept of the Russian Orthodox Church, 2000). As a result, the Council of Bishops recognized the definition of the Holy Synod of December 27, 1988, relevant only to the past elections. For the future, the order was adopted, according to which the question of the expediency of participation of representatives of the clergy in the election campaign should be decided in advance in each specific case by the hierarchy. Some representatives of the clergy, not having received the proper blessing, nevertheless took part in the elections. On March 20, 1990, the Holy Synod declared that «the Russian Orthodox Church removes moral and religious responsibility for the participation of these persons in elected bodies of power» (The Bases of the Social Concept of the Russian Orthodox Church, 2000). Showing leniency, the Synod
refrained from applying to the violators of discipline the relying sanctions, «stating that such behavior lays on their conscience». On October 8, 1993, owing to the establishment of a professional parliament in Russia, it was decided at an enlarged meeting of the Holy Synod to instruct clergymen to refrain from participating in the Russian parliamentary elections as candidates for deputies. The corresponding Synodal definition established that the clergy that violated it were subject to an eruption from dignity. The Bishops' Council of the ROC of 1994 approved this definition of the Holy Synod as «timely and wise», and extended its action «to the participation in the future of the clergy of the ROC in the election of any representative bodies of the CIS and Baltic countries, both at the national and local levels» (The Bases of the Social Concept of the Russian Orthodox Church, 2000).
