Аннотация
В данной статье, имеющей аналитический характер и отвечающей в области исследований политологии и истории, приведена обзорная и аналитическая характеристика политическое ситуации в Российской Федерации. Хотя исследование политической ситуации несколько поверхностно и субъективно, но уже сейчас можно однозначно определить основные общие тенденции и выдвинуть ряд гипотез. Это исследование обращается к общей истории России, её социально-политическим событиям, в особенности к событиям 2014-2015 годов, таким как присоединение Крыма, Евромайдан и ведение боевых действий в Сирии.
Авторы в своём исследовании обращаются к таким историкам, политологам и социологам, как, Глебова И.И., Дорожкин Ю.Н., Дука А.В., Родимушкина О.В., Иванов О.И. В рамках статьи проведён социально-исследовательский опрос, который должен был определить политические настроения граждан РФ и подтвердить выдвинутые авторами теории разделения текущей политической ситуации в обществе на антизападников, западников и аполитичных. Важность этой статьи состоит в определении возможного политического курса России, от которого зависит будущее и страны, его общества, в систематизации полученных выводов в цельную теорию о современной политической ситуации России.

I. ВВЕДЕНИЕ
Политика – это то явление, которое касается каждого живущего человека. Наше цивилизованное общество достигло такого развития, что создало законы, правила, этику, которым старается соответствовать.
От того, какой является политическая ситуация в современной России, зависит и наше будущее. Однозначно одно – поле выбора пути широкое: различные политические движения, идеологии, идеи. Рассуждения о политической ситуации в обществе являются, естественно, субъективным вопросом, описать это можно лишь поверхностно и спорно, но уже сейчас мы уже можем объективно определить общие тенденции, к которым стремится Россия и её народ. В частности, можно использовать историю, чтобы найти общие взаимосвязи, провести корреляцию того, что произошло с Россией в прошлом с тем, что происходит сейчас и произойдёт в будущем.
Актуальность статьи состоит в изучении текущего политического курса страны. Это исследование может помочь, в соответствии с полученными выводами, корректировать этот курс при привнесении изменения в социальное пространство общества. Кроме того, статья позволяет систематизировать знания о политике в России и, впоследствии, использовать эти теоретические сведения в историческом контексте.
II. МАТЕРИАЛЫ И МЕТОДЫ
В статье использованы различные методы научного исследования. Сравнительно-исторический метод, позволивший обратиться к историческим явлениям и событиям в контексте того времени, когда они происходили. Основными источниками информации в статье послужили исследования известных политологов, историков и социологов, а также интернет-источники. В рамках статьи было проведено социологическое исследование с применением методов анкетирование и опроса. Это позволило нам найти подтверждение выдвинутой теории, определить общие тенденции в политике, которые наблюдаются в российском обществе. В дополнение к этому, был использован метод дискурс-анализ, позволивший подойти к исследованию с точки зрения дискурса, то есть в статье было приложено обсуждение выдвинутых проблем и сделаны выводы на основе этого.
Данные методы научного исследования позволили изучить политическую ситуацию в России в контексте методологических концепций государственного управления, жизни российского общества и развитие социального пространства.
III. ОБСУЖДЕНИЕ
Ёмко и целостно описать политическую ситуацию в современной России представляется сложной задачей, так как политическая система абсолютно любой страны является сложной структурой. Если в ней дифференцировать отдельные фрагменты, то можно обнаружить, что сколько в политической системе находится людей, столько существует и мнений. Поэтому следует выделить наиболее значимые и массовые политические течения, силы, тенденции.
И. И. Глебова, руководитель Центра россиеведения ИНИОН РАН, в своём исследовании «Россия 2014-2016: Новый курс» [1] говорит о том, что нынешнее российское общество, в политическом вопросе, разделилось на две части: антизападники (изоляционалисты) и западники (антиизоляционисты). По её мнению, фундаментом антизападных настроений является «позднесоветское-перестроечное наследие», от которого Россия плавно отказывалась на протяжении 2000-2010-х годов в связи с тем, что новообразованной стране нужно «открыться, войти в мир, быть его частью, во взаимодействии с ним искать новые источники для развития» [1]. Так же последствием отступления от этого наследия стало отрицание парадигмы свободы в обществе, особенно это проявляется в так называемой путинской России. «Отказ от перестроечно-демократического наследия, ориентирующего на всемирность / европейскость России, потребовал возврата к ценностям предыдущей эпохи». Действительно, эти ценности были целиком связаны с изоляцией СССР от внешнего мира (железный занавес), культивирования в обществе мнения, что страна окружена неким кольцом врагов и в стране промышляет «пятая колонна» и Большим террором 1937 года, который страхом закрепил в обществе неуважение к свободе.
С 2010-х годов наблюдаются реакционные настроения в российском обществе. Особенно сильный реакционный скачок назад Россия произвела в 2013-14 годах. Это связано с начавшимся Евромайданом и, впоследствии, аннексией Крыма Россией в марте 2014 года. Такие агрессивные действия потребовали от российской власти усиление милитаризма в обществе, а милитаризм в свою очередь напрямую связан с неуважением к свободе и с точным определением того, против кого «воевать и вооружаться». Этой целью был определён так называемый Запад, который «загнивает», в котором рушатся скрепы. В самой же России те, кто не поддерживает текущий курс страны, являются «иностранными агентами» и «пятой колонной». И.И. Глебова не упомянула в своём исследовании роль гражданской войны в Сирии в формировании антизападных настроений в российском обществе. Непосредственно ведение боевых действий в Сирии, Россия начала в конце 2015 года с согласия Совета Федерации. Участие в войне позволило власти укрепить милитаристские и антизападные настроения и продлить их после «Крымской весны», усилить рейтинг действующего президента РФ Владимира Путина и окончательно сформировать в обществе мнение об окружённости «кольцом врагов» и необходимости защищать страну от посягателей на её суверенитет. [3]
Как сообщает И.И.Глебова [1], антизападные настроения в обществе стали последствием крепкой, целенаправленно выстроенной вертикали власти и, как было отмечено выше, власти требовалось усиливать милитаризм и антизападные настроения, а цель всего этого – сохранение её иерархии. Отвлечение внимания масс от внутренних социальных и экономических проблем в обществе через показ решения внешнеполитических проблем, например, борьба с терроризмом. А этот «показ» - одно из средств пропаганды через СМИ: телевизионные, печатные, интернет-ресурсы; высокая роль государственной пропаганды в формировании антизападных настроений и взращивании человека-изоляциониста не было отмечено в исследовании И.И. Глебовой. Во всех полях общественного пространства, начиная от поля здравоохранения, заканчивая полем образования и культуры действует госпропаганда. Проводимая госпропаганда несёт шовинистический, провокационный характер, не стесняется в выражениях крайней ненависти к западу. Благодаря ей, формируются паттерны (шаблоны) мышления и поведения российского человека-изоляциониста, который должен ненавидеть Запад во всех его проявлениях: ценности, культура, общество и так далее [4]. Про паттерны в своей работе [5] рассказал Иванов О.И. Невозможно не согласиться с тем, что паттерны играют ключевую роль в формировании социального пространства, они производятся некоторыми «агентами» для получения выгоды в своих действиях. Хоть и паттерны могут иметь конкуренцию, в информационном пространстве России она практически отсутствует. Яркий пример их работы прослеживается в российском обществе, в котором усиливается милитаризм.
Антизападные настроения в России связаны с нарастающим национализмом в обществе.
И. И. Глебова отмечала, что «потрясение от украинского выбора, воспринятое как предательство (всего: общей истории, общей повседневности, общей победы в Великой войне, общих дел «элит», общих проблем и бед народов и т.д.), способствовало окончательному оформлению в России крайнего национализма». [1] Усиление роста национализма, даже переходящего в шовинизм, способствовала так же и пропаганда, о которой мы говорили выше. После «Крымской весны» 2014 года телевизионные и печатные СМИ заполнили материалы, которые так или иначе дискредитировали, выставляли в плохом свете Украину: ее правительство, культуру, историю. Вместе с Украиной затрагивались также и другие страны Запада.
Особое значение в российском общественном пространстве занимает культ войны. Он связан с навязываемой устоявшейся гордостью победой в Великой Отечественной Войне, иногда к ней присоединяются такие понятия, как победа над фашизмом, нацизмом или даже «грязным западом». В 2014 году на фоне «Крымской эйфории» культ войны был дополнен идеей того, что полуостров Крым «вернулся в родную гавань», и транслируемыми успехами военной компании в Сирии, начавшейся в 2015 году. Значение культа состоит в опять же милитаризации общества, рождении в людях страха перед войной и культивировании образа её неизбежности – всё это необходимо для отвлечения населения от внутренних проблем, как и в случае с формированием антизападных настроений.
Рядом с антизападными настроениями соседствуют и так называемые «прозападные». Уважение личностной свободы, гражданское самосознание и самоидентичность, непринятие идей текущей власти – всё это черты человека-западника. По мнению И.И. Глебовой, возникновение прозападных настроений есть «… результат истории, своеобразия русского развития. Именно он – субъект вестернизации / осовременивания русского мира. Эти социальные усилия сопрягались с общей позднесоветской тягой к либерализации и гуманизации, естественной для социальности любого типа.» [1] Появление свободомыслящих людей, а по мнению антизападников, вольнодумцев или инакомыслящих, в современной России – процесс естественный для тоталитарного общества, коим и является текущее российское общество в настоящем. В конце концов могут появиться люди, которых не устраивает текущее политическое и социальное положение в стране, которые не могут смириться с нарушением прав и свобод. Тоже самое происходило и в советское время, как, например, движение диссидентов [5], и в XIX веке, такое направление общественной философской мысли, как западничество. Дука А.В. подчеркнул чёткое разделение, существовавшее в Советские время [11]. В общественных движениях фигурировали такие понятия, как «товарищ», «господин», которые позволяли отличать индивидов от «нетоварищей» и «негосподинов», что фактически предполагало шкалу «друг-враг». Возможно, историк, сделал некое предостережение, сказав, что данный феномен существовал в общественных движениях, однако он запросто выходил и за их пределы, что также придавало большое значение как в том времени, так и в настоящее время.
Понятие «Фрейм», вводимое историком Дука А.В. в своей работе [11] и понятие паттерна, описываемое Ивановым О.И. пересекаются между собой. Под первым понятием подразумевается «центральная организующая идея, дающая определенный смысл событию, явлению, социальным агентам, выступающая как некая не всегда артикулируемая интерпретационная схема, позволяющая локализовывать, воспринимать, идентифицировать и обозначать события, в которых прямо или косвенно участвуют социально-политические субъекты». Под понятием же паттерна подразумевается воспроизводимый, распространяемый, угодный для некоторого круга лиц образ поведения человека. Проведя анализ работ учёных, можно сделать вывод, что из понятия фрейма проистекает понятие паттерна: если фрейм — это идея, какое-то событие, то и человек может решить, что следует иметь подобающее ему поведение, которое, подобаем идеям и событиям, заключающемся во фрейме.
Западники в современной России поддерживают в большинстве своём либеральные идеи, при этом антиизоляционисты критически отвергают идеологию антизападников, а в свою очередь, последним чужды идеи первых. В основном, в нынешнее время, интеллигенция расположена к прозападным настроениям. Это, вероятно, связано с общим уровнем образованности интеллигенции, уровнем жизни, возможность увидеть западный мир другими глазами, а не как это транслируют провластные СМИ.
Особняком от прозападных и антизападных настроений стоит аполитичность. Хоть и сложно назвать аполитичность движением или настроением именно политическим, но в данный момент политическая несознательность является очень распространённым явлением среди населения России. Согласно опросам организации «Левада-центр» [6] за последние года, около половины населения России является аполитичным и чуть больше этого количества – избегают контактов c государством и надеются только на себя. В данный момент, население России не считает государство защитником собственных интересов, оно характеризуется для них, как «вороватые» чиновники, «беспредельные» правоохранители, «убийственная» медицина и т.д. Это очень необычно, так как за время советского прошлого люди привыкли к зависимости от государства. В СССР абсолютно всё было государственным из социальной сферы: медицина, образование, жилищно-коммунальные услуги и т.д.
Вообще, россияне все больше дистанцируются от занятий политикой. Так 30 % респондентов считают, что «политикой занимается власть», 26 % признаются, что «ничего не понимают в политике», 25% вообще на политику «наплевать», 23% уверены, что «все равно ничего сделать нельзя», а потому нечего и тратить зря время на политику, 15% и вовсе считают политику «грязным делом», 6 % по советской привычке «боятся выделяться», а 5 % опасаются преследования со стороны властей за занятие политикой.
Высокий рейтинг нынешнего правительства, по мнению этих людей, достигается, скорее, внешнеполитическими заслугами. Хотя, рост количества врагов и рост градуса противостояния в нормальном обществе воспринимается как провал внешнеполитического курса страны. Как показывает опрос «Левада-центра», более половины россиян не готовы участвовать в политике и около 30% сомневаются, что будут участвовать. К настоящему времени, данный процент всего лишь увеличивается. Согласно опросу ФОМ, рекорд интереса населения к политике с 2001 года был во время «Крымской эйфории», однако это больше относится к внешней политике. В то же время, бытовало мнение, что власть идёт во внешней политике верным путём.
Апатичные настроения населения выгодны действующей российской власти, особенно, когда возвращается мода на протесты. Также не стоит оставлять в стороне и такую проблему, как аполитичность молодёжи. В современной России, доля молодёжи составляет около 19.3% от общего населения страны. Хоть Россия и имеет большой потенциал для развития, это невозможно достигнуть, если молодое поколение не желает работать «на благо страны». К главным причинам нежелания работать можно отнести коррупцию, СМИ, безработицу, примитивную образовательную систему, а также противостояния со стороны власти.
Социологические опросы показывают растущее взаимное отчуждение народа и власти. Впрочем, сначала правильнее было бы говорить об отчуждении власти от народа. Ведь если избиратель приходит на выборы и голосует именно за этих людей, значит, он все-таки надеется на то, что это будет ЕГО власть, которая займется защитой его, избирателя интересов, и будет прислушиваться к его, избирателя, голосу. Но потом как-то так получается, что власть этого избирателя не слышит, а когда он выходит протестовать — разгоняет и сажает за решётку. Выходит, власть наказывает человека за то, что сама не смогла с этим человеком нормально договориться о том, как сделать жизнь в стране не только веселее, но и лучше.
В настоящее время, по данным исследования издательства «Комсомольская правда» [9], около 33,6 млн человек, так или иначе работающих на государство, т.е. получающих доход из бюджета, а доля трудоспособных около 85,6 млн человек [10], из этого следует, что доля «бюджетников» равна около 40%. Вместе с тем, в последнее время распространилась тенденция так называемого «добровольно-принудительного» участия в выборах. Многие из этих людей насильно вынуждены участвовать в политической жизни под угрозой увольнения или дисциплинарных штрафов [8].
Объединяющей чертой западников и аполитичных может быть общее недоверие власти. Рассмотрим, далее, работу Н.Б. Бааль, посвящённую экстремизму среди молодёжи [12]. Крайние политические взгляды определённо рассматриваются определённой группой людей как вариант изменить политический строй государства, хотя и не поддерживаемый авторами данной статьи. Историк в своей статье рассказывает, что такого рода недовольство мотивировано «специфическими социально-экономическими условиями». Однако, Н.Б. Бааль даёт неоднозначное обоснование данным настроениям: оно может быть воспринято как «избалованность» населения, общее недовольство, может быть даже как повод для интервенций со стороны других государств, так и настроениями, описанными авторами в части статьи, посвящённой аполитичности (низкий уровень жизни, отсутствие перспектив (видения) и т.д.). Определённо, следует иметь грань между действиями радикального характера в целях навязания обществу идей, ущемляющими те или иные социальные группы и тем, когда последствия протеста (преимущественно, мирного) оборачиваются признанием, по политическим соображениям, организаторов и/или активистов протеста экстремистами.
Вместе с тем, в России можно отметить растущий уровень социальной напряжённости. В исследовании Родимушкиной О.В., Черниковой И.А,, Яковлева О.В. отмечается [13], что рост уровня социальной напряжённости, зафиксированного с 2013 года, является последствием недовольства граждан экономическим, политическим, социальным положением регионов, оценка региональной ситуации, деятельности региональных властей. «Как показывают исследования, возникновение социальной напряженности, ее трансформация в кризисную ситуацию и конфликт определяются взаимодействием и взаимовлиянием общих для всей территории Российской Федерации факторов. Такие факторы, как бедность, проблемы ЖКХ, безработица, наркомания и алкоголизм и т.п., являются характерными для всех без исключения субъектов Российской Федерации и, если можно так сказать, факторами постоянного действия…» источником усиления социальной напряжённости могут стать низкий уровень доверия к власти, политическим, государственным институтам.
Таким образом, указанные мнения учёных позволили раскрыть политическую ситуацию в России с точки зрения реформирования экономической и политической жизни.

Translation - English POLITICAL SITUATION IN MODERN RUSSIA
This article, which is of an analytical nature and is concerning the fields of research of political science and history, provides an overview and analytical description of the political situation in the Russian Federation. Although the study of the political situation is somewhat superficial and subjective, it is already possible to clearly identify the main general trends and put forward a number of hypotheses. This study addresses the general history of Russia, its socio-political events, especially the events of 2014-2015, such as the annexation of Crimea, Euromaidan and the conduct of hostile actions in Syria.
The authors in their research refer to such historians, political scientists and sociologists as Glebova I. I., Dorozhkin Yu. N., Duka A.V., Rodimushkina O. V., Ivanov O. I. Within the framework of the article, a social research survey was conducted to determine the political sentiments of the citizens of the Russian Federation and confirm the theories put forward by the authors of the division of the current political situation in society into anti-Westerners, Westerners and apolitical. The importance of this article is to determine the possible political course of Russia, on which the future of the country and its society depends, and to systematize the conclusions obtained into a complete theory about the current political situation in Russia.

I. INTRODUCTION
Politics is a phenomenon that concerns every living person. Our civilized society has reached such a development that it has created laws, rules, and ethics, which it tries to comply with.
Our future depends on the political situation in modern Russia. One thing is clear – the choice of the path is wide: various political movements, ideologies, ideas. Discourse on the political situation in society is, of course, a subjective question, it can only be described superficially and controversially, but already we can objectively determine the general trends that Russia and its people are striving for. In particular, history can be used to find common relationships, to correlate what happened to Russia in the past with what is happening now and will happen in the future.
The relevance of the article is studying the current political course of the country. This study can help, in accordance with the conclusions, to adjust this course when introducing changes in the social space of society. In addition, the article allows you to systematize knowledge about politics in Russia and, subsequently, use this theoretical information in historical context.
II. MATERIALS AND METHODS
The article uses various methods of scientific research. Comparative-historical method, which allowed us to address historical phenomena and events in the context of the time when they occurred. The main sources of information in the article are the studies of well-known political scientists, historians and sociologists, as well as Internet sources. Within the confines of the article a sociological study was conducted using the methods of questioning and polls. This allowed us to find confirmation of the theory put forward, to determine the general trends in politics that are observed in Russian society. In addition to this, the method of discourse analysis was used, which allowed us to approach the study from the point of view of discourse, i.e the article included a discussion of the problems put forward and conclusions were drawn based on this.
These methods of scientific research allowed us to study the political situation in Russia in the context of methodological concepts of public administration, the life of Russian society and the development of social space.
III. DISCUSSION
It is difficult to describe the political situation in modern Russia concisely and integrally, since the political system of absolutely any country is a complex structure. If we differentiate the individual fragments in it, we can find that there are as many opinions as there are people in a political system. Therefore, it is necessary to identify the most significant and mass political trends, forces, and trends.
I. I. Glebova, head of the Center for Russian Studies ISISS RAS (Institute of Scientific Information on Social Sciences of the Russian Academy of Sciences), in her work "Russia 2014-2016: A New Course" [1] says that the current Russian society, in the political issue, is divided into two parts: anti-Westerners (isolationists) and Westerners (anti-isolationists).According to her, the foundation of anti-Western sentiments lies in the "late Soviet-perestroika legacy", which Russia gradually abandoned during the 2000-2010 due to the fact that the newly formed country needs to "open up, enter the world, be a part of it, in cooperation with it to look for new sources for development" [1]. The rejection of the paradigm of freedom in society, especially in the so-called Putin's Russia, is also a consequence of the retreat from this legacy. "The rejection of the perestroika-democratic heritage, which focuses on the universality / Europeanness of Russia, required a return to the values of the previous era." Indeed, these values were entirely related to the isolation of the USSR from the outside world (the Iron Curtain), the cultivation of the opinion that the country is surrounded by a certain ring of enemies and the "fifth column" meddles in the country's affairs, and the Great Terror of 1937, which fear cemented in society a lack of respect for freedom.
Since the 2010s, there has been a reactionary mood in Russian society. Russia made a particularly strong reactionary leap back in 2013-14. This is due to the beginning of the Euromaidan and, subsequently, the annexation of Crimea by Russia in March 2014. Such aggressive actions required the Russian authorities to strengthen militarism in society, and militarism, in turn, is directly related to disrespect for freedom and the precise definition of who to "fight and arm" against. This goal was defined as the so-called West, which is "rotting", in which the spiritual bonds are crumbling. In Russia itself, those who do not support the current course of the country are "foreign agents" and "fifth column". I. I. Glebova did not mention the role of the civil war in Syria in the formation of anti-Western sentiments in Russian society in her research. Russia began direct military operations in Syria at the end of 2015 with the consent of the Federation Council.
Participation in the war allowed the authorities to strengthen militaristic and anti-Western sentiments and prolong them after the "Crimean Spring", strengthen the rating of the current President of the Russian Federation Vladimir Putin and finally form an opinion in society about being surrounded by a "ring of enemies" and the need to protect the country from invaders on its sovereignty. [3]
According to I. I. Glebova [1], anti-Western sentiments in society were the result of a strong, purposefully built vertical of power and, as noted above, the authorities needed to strengthen militarism and anti-Western sentiments, and the goal of all this was to preserve its hierarchy. Diverting the attention of the masses from the internal social and economic problems in society by showing solutions to foreign policy problems, for example, the fight against terrorism. And this "display" is one of the means of propaganda through the media: television, printed, and Internet resources; the high role of state propaganda in the formation of anti-Western sentiments and the cultivation of an isolationist person was not noted in the study of I. I. Glebova. In all fields of public space, starting from the field of health care, ending with the field of education and culture, there is a state propaganda. The state propaganda carried out is chauvinistic, provocative, and does not hesitate to express extreme hatred for the West. Thanks to it, patterns of thinking and behavior of the Russian isolationist person are formed, who should hate the West in all its manifestations: values, culture, society, and so on [4]. Ivanov O. I. wrote about the patterns in his work [5]. It is impossible not to agree that patterns play a key role in the formation of social space, they are produced by certain "agents" to gain benefits in their actions. Although patterns may have competition, there is practically no competition in the Russian information space. A striking example of their work can be traced in the Russian society, in which militarism is increasing.
Anti-Western sentiments in Russia are associated with the growing nationalism in society.
I. I. Glebova noted that "the shock of the Ukrainian choice, perceived as a betrayal (of everything: a mutual history, a mutual everyday life, a mutual victory in the Great War, mutual affairs of the "elites", mutual problems and troubles of the peoples, etc.), contributed to the final formalization of extreme nationalism in Russia." [1] The growth of nationalism, even turning into chauvinism, was also promoted by the propaganda we discussed above. After the "Crimean Spring" of 2014, the television and printed media were filled with materials that somehow discredited, exposed Ukraine in a bad light: its government, culture, history. Along with Ukraine, other Western countries were also affected.
The cult of war is of particular importance in the Russian public space. It is associated with the victory in the Great Patriotic War imposed by the established pride, sometimes it is joined by such concepts as victory over fascism, Nazism, or even the "dirty West". In 2014, amid the "Crimean euphoria", the cult of war was supplemented by the idea that the Crimean peninsula "returned to its native harbor", and the broadcasted success of the military campaign in Syria, which began in 2015. The significance of the cult lies again in the militarization of society, the birth of fear of war in people and the cultivation of the image of its inevitability – all this is necessary to distract the population from internal problems, as in the case of the formation of anti-Western sentiments.
Next to anti-Western sentiments, the so-called "pro-Western" ones also coexist. Respect for personal freedom, civic consciousness and self-identity, rejection of the ideas of the current government – all these are the traits of a Westerner. According to I. I. Glebova the emergence of pro-Western sentiments is " ... the result of history, the peculiarity of Russian development. It is it which is the subject of Westernization / modernization of the Russian world. These social efforts were combined with the general late-Soviet desire for liberalization and humanization, which is natural for any type of sociality." [1] The emergence of free-thinking people, and according to anti-Westerners, dissenters, in modern Russia is a natural process for a totalitarian society, which is the current Russian society in the present. In the end, there may be people who are not satisfied with the current political and social situation in the country, who cannot accept the violation of rights and freedoms. The same thing happened in Soviet times, as, for example, the dissident movement [5], and in the XIX century, such a direction of social philosophical thought as Westernism existed. In social movements, such concepts as "tovarisch" and "gospodin" appeared, which made it possible to distinguish an individual from "non-tovarisch" and "non-gospodins", which in fact assumed a scale of "friend-enemy". Perhaps the historian made some sort of a warning, saying that this phenomenon existed in social movements, but it easily went beyond them, which also gave it great importance both at that time and at the present time.
The concept of "Frame", introduced by the historian Duka A.V. in his work [11] and the concept of pattern, described by Ivanov O. I. intersect with each other. The first concept refers to "a central organizing idea that gives a certain meaning to an event, phenomenon, or social agents, acting as a kind of not always articulated interpretative scheme that allows you to localize, perceive, identify, and designate events in which socio-political actors directly or indirectly participate." The concept of a pattern means a reproducible, propagated, acceptable to a certain circle of people image of human behavior. After analyzing the works of scientists, we can conclude that the concept of a frame implies the concept of a pattern: if a frame is an idea, an event, then a person can decide that he should have appropriate behavior, which, befitting the ideas and events is contained in the frame.
Westerners in modern Russia support mostly liberal ideas, while anti-isolationists critically reject the ideology of anti-Westerners, and in turn, the latter are alien to the ideas of the former. Basically, at the present time, the intelligentsia is inclined to pro-Western sentiments. This is probably due to the general level of education of the intelligentsia, the standard of living, the opportunity to see the Western world through different eyes, and not as it is broadcast by the pro-government media.
Apart from the pro-Western and anti-Western sentiments, apoliticality stands out. Although it is difficult to call apoliticality a movement or a political mood, but at the moment political unconsciousness is a very common phenomenon among the population of Russia. According to surveys conducted by the Levada Center [6] in recent years, about half of the Russian population is apolitical and slightly more than this number avoid contacts with the state and rely only on themselves. At the moment, the population of Russia does not consider the state a defender of its own interests, it is characterized by them as "thieving" officials, "boundless" law enforcement officers, "murderous" medicine, etc. This is very unusual, because during the Soviet past, people got used to dependence on the state. In the USSR, absolutely everything was state-owned from the social sphere: medicine, education, housing and communal services, etc.
In general, Russians are increasingly distancing themselves from politics. Thus, 30 % of respondents believe that "politics are handled by the government", 26 % admit that "they do not understand anything about politics", 25% do not care about politics at all, 23% are sure that "nothing can be done anyway", and therefore there is no point in wasting time on politics, 15% consider politics a "dirty business", 6 % are "afraid to stand out" according to the Soviet habit, and 5 % are afraid of persecution by the authorities for engaging in politics.
The high rating of the current government, according to these people, is achieved, rather, by foreign policy merits. Although, the increase in the number of enemies and the increase in the degree of confrontation in a normal society is perceived as a failure of the country's foreign policy. According to a survey by the Levada Center, more than half of Russians are not ready to participate in politics and about 30% doubt that they will participate. By now, this percentage is only increasing. According to the FOM survey, the peak of public interest in politics since 2001 was during the "Crimean euphoria", but this is more relevant to foreign policy. At the same time, there was an opinion that the government was following the right path in foreign policy.
The apathetic mood of the population is beneficial to the current Russian government, especially when the trend for protests returns. Also, such a problem as the apolitical nature of young people shouldn't be left aside. In modern Russia, the share of young people is about 19.3% of the total population of the country. Although Russia has great potential for development, it is impossible to achieve this if the younger generation does not want to work "for the good of the country". The main reasons for the reluctance to work can be attributed to corruption, the media, unemployment, a primitive educational system, as well as opposition from the authorities.
Opinion polls show a growing mutual alienation of the people and the government. However, at first it would be more correct to talk about the alienation of power from the people. After all, if a voter comes to the polls and votes for these people, it means that he still hopes that this will be HIS power, which will protect his, the voter's interests, and will listen to his, the voter's, voice. But then somehow it turns out that the authorities do not hear this voter, and when he goes out to protest, they drive him away and put him behind bars. It turns out that the authorities punish a person for the fact that they themselves could not agree with this person on how to make life in the country not only more fun, but also better.
Currently, according to a study by the Komsomolskaya Pravda publishing house [9], about 33.6 million people work for the state in one way or another, i.e. they receive income from the budget, and the share of able-bodied people is about 85.6 million [10], which means that the share of "state employees" is about 40%. At the same time, the trend of so-called "voluntary-compulsory" participation in elections has recently spread. Many of these people are forced to participate in political life under the threat of dismissal or disciplinary penalties [8].
The common feature of Westerners and apolitical people can be a general distrust of the authorities. Let us consider, further, the work of N. B. Baal, devoted to extremism among young people [12]. Extreme political views are definitely considered by a certain group of people as an option to change the political system of the state, although not supported by the authors of this article. The historian in his article says that this kind of discontent is motivated by "specific socio-economic conditions". However, N. B. Baal gives an ambiguous justification for these sentiments: it can be perceived as "pampering" of the population, general discontent, maybe even as a reason for intervention by other states, and the moods described by the authors in the part of the article devoted to apoliticality (low standard of living, lack of prospects (vision of the future), etc.). Clearly, there should be a line between actions of a radical nature in order to impose ideas on society that infringe on certain social groups and when the consequences of a protest (mainly peaceful) turn into recognition, for political reasons, of the organizers and/or activists of the protest as extremists.
At the same time, there is a growing level of social tension in Russia.
In the study of Rodimushkina O. V., Chernikova I. A., Yakovlev O. V., it is noted [13] that the increase in the level of social tension recorded since 2013 is a consequence of citizens dissatisfaction with the economic, political, and social situation of the regions, an assessment of the regional situation, and the activities of regional authorities. "As studies show, the emergence of social tension, its transformation into a crisis situation and conflict are determined by the interaction and mutual influence of factors common to the entire territory of the Russian Federation. Such factors as poverty, problems of housing and communal services, unemployment, drug addiction and alcoholism, etc., are characteristic of all subjects of the Russian Federation without exception and, if I may say so, are also constant factors... " the source of increasing social tension can be a low level of trust in the government, political and state institutions.
Thus, opinions of scientists allowed us to reveal the political situation in Russia from the point of view of reforming economic and political life.
