Die Ausfuhr von industriell-gewerblichen Gütern unterliegt in der EU grundsätzlich keinen Beschränkungen (Grundsatz der Exportfreiheit).
Allerdings wird dieses Prinzip der Freiheit des Außenhandels bei bestimmten strategisch relevanten Gütern, aus sicherheitspolitischen oder außenpolitischen Erwägungen, bei völkerrechtlichen Verpflichtungen und in Durchführung der Sicherheits- und Handelspolitik der EU durchbrochen und es werden Kontrollen oder Verbote, insbesondere in der Ausfuhr, teilweise auch in der innergemeinschaftlichen Verbringung oder Einfuhr, angeordnet.
Die Kontrollen basieren auf EU-Rechtsakten oder nationalen Rechtsquellen, mittelbar auf internationalen Vereinbarungen, UN- oder OSZE-Beschlüssen.
Ob Güter oder Dienstleistungen frei (das heißt ohne Beschränkungen) exportiert, vermittelt oder erbracht werden dürfen, einer Genehmigung des BMDW/ Bundesministerium für Digitalisierung und Wirtschaftsstandort (beziehungsweise, betreffend Kriegsmaterial) bedürfen oder diese Transaktionen überhaupt verboten sind, hängt davon ab, ob
• die Güter auf einer Güterliste (Kontrollliste oder Embargoliste) angeführt sind
• der Empfänger/ Endverwender auf einer Personenliste genannt ist
• die Güter/Dienstleistungen für einen kontrollierten Zweck bestimmt sind oder sein können (Endverwendungsprüfung).
Daraus ergibt sich als grobes Prüfschema: Was? Wem? Wofür?
Es obliegt primär dem Ausführer (teilweise auch dem innergemeinschaftlichen Verbringer), seine Ware/Dienstleistung zu klassifizieren und das Vorliegen von Verboten oder Genehmigungspflichten zu prüfen.

Экспорт промышленных и коммерческих товаров в ЕС не подлежит никаким ограничениям (принцип свободы экспорта).
Однако этот принцип свободы внешней торговли нарушается в отношении определенных стратегически важных товаров, по соображениям политики безопасности и внешней политики, в случае международно-правовых обязательств и при осуществлении политики в области безопасности и торговли ЕС, а также принимаются меры контроля или запреты, в частности при экспорте, а также частично при перевозке или импорте внутри Европейского сообщества.
Контроль основывается на правовых актах ЕС или национальных правовых источниках, косвенно на международных соглашениях, решениях ООН или ОБСЕ.
Могут ли товары или услуги бесплатно (т.е. без ограничений) экспортироваться, передаваться или поставляться, требуется ли разрешение BMDW/ Федерального министерства цифровых технологий и экономики (в частности, относительно материалов военного назначения), или же эти операции запрещены в целом, зависит от того,
• внесены ли товары в список (контрольный список или список эмбарго)
• указан ли получатель/ конечный пользователь в именном списке
• предназначены ли товары/ услуги для контроля (проверка конечного использования).
Из этого вытекает грубая схема тестирования: Что? Кому? Для чего?
Основная ответственность ложится на экспортера (частично также грузоотправителя внутри Европейского сообщества) классифицировать свои товары/ услуги и проверить наличие запретов или разрешительных требований.

A joint venture is a strategic alliance where two or more people or companies agree to contribute goods, services and/or capital to a common commercial enterprise. Joint ventures can have great advantages for small businesses. By teaming up with other people or businesses in a joint venture, you can:
extend your marketing reach;
access needed information, resources and skill sets;
build credibility with a particular target market;
access new markets that would be inaccessible without the partner;
access technical expertise and know-how that you company may be lacking;
access new revenue streams;
share risks and expenses.
Examples of Joint Ventures:
Agriculture is a business that is well suited to joint ventures. As the cost of land, equipment, and supplies continues to increase, smaller farms are under pressure to increase the size of their operations to take advantage of economies of scale. By grouping multiple small operations in a joint venture, farmers might, for example, be able to share expensive pieces of equipment that may be idle part of the time, rather than each individual farmer having to purchase the same tractors, combines, etc.
Or a biotech company might team with another to share the cost of research. A small business may be able to expand more quickly by getting into a joint venture with a company that has more financial resources.
But almost any business is capable of leveraging the power of joint ventures. Think of BMW and Toyota co-operating on research into hydrogen fuel cells, vehicle electrification and ultra- lightweight materials, for instance, or Google and NASA developing Google Earth.
The main difference between a joint venture and a partnership is that the members of a joint venture have teamed together for a particular purpose or project, while the members of a partnership have joined together to run “a business in common”.

Совместное предприятие - это стратегический альянс, в рамках которого два и более человека или компании договариваются о предоставлении товаров, услуг и/или капитала общему коммерческому предприятию. Совместные предприятия могут иметь большие преимущества для малого бизнеса. Объединившись с другими людьми или предприятиями в совместное предприятие, вы можете:
